Abstract

This research aims to evaluate the readiness of the Indragiri Hulu Regency government, especially Satpol PP and KPBD, to implement the Si ATAN BEDA application, which has been implemented. E-Readiness analysis was carried out using the STOPE approach. The Si ATAN BEDA service application functions as a channel for public complaints, making it easier for the public to submit reports and complaints regarding disturbances of peace, public order, and regional disasters. Implementing the Si ATAN BEDA application service has not shown optimal results due to the government's lack of understanding regarding E-Readiness and making decisions without adequate consideration of the facts. The research method uses a qualitative approach with a descriptive research type. After the field data was collected, the data was processed using NVivo 12 to provide a visual depiction of the field findings and analyzed based on the theory that supports the findings. The results and discussion concluded that the STOPE framework model, which consists of strategy, technology, organization, people, and environment, is the most appropriate model for evaluating the E-Readiness of the Indragiri Hulu Regency government. In the strategy domain, there is a lack of leadership roles in providing direction and supervision, as well as weaknesses in application development planning. The technology domain shows that there are obstacles in application use and security that still need to be strengthened. The lack of cooperation between the government and the private sector in implementing applications is a challenge in the organizational domain. The human resources domain shows that officers' skill qualifications are not aligned with their educational background, and their understanding of applications still needs to be improved. Meanwhile, in the environmental domain of public knowledge, the lack of public knowledge about the application shows a lack of socialization by the government, so the community has not fully felt the benefits.

Abstract

Software development is among the most powerful needs in every organization and industry in the current generation. It is used to help the functionality of their system by using the software development guide named Software Development Life Cycle (SDLC). Various system developments have been conducted, including developing a public complaint service system. This research applies extreme programming (XP) and User-Centered Design (UCD) development methods to develop the geographic information system for the Badan Narkotika Nasional (BNN) Kediri City complaint service. These development methods are expected to meet user expectations. Also, it can reduce the time required to develop products with results that will be shown by conducting usability testing and validity tests. This research applied extreme programming and user-centered design development methods, both quantitative and qualitative for user testing. The application was successfully developed using XP and UCD development methods. The Kediri City BNN complaint service application was successfully developed in several stages: planning, implementing the design, and program code, followed by the evaluation stage. In the evaluation stage, usability testing results on the geotagging mobile application of the Kediri City BNN complaint service obtained a total score of 92.75% with a very good interpretation, and the validation testing results obtained a value of 100%. Applying extreme programming and user-centered design as a development method produces high usability testing and user experience because, in the development stage, it prioritizes interactions and user opinions.

Abstract

This study discusses the challenges faced by MSMEs. This study focuses on the importance of innovation as a transformer for micro, small, and medium enterprises, especially in the financial sector of Central Lombok Regency. The increasingly difficult challenges faced by Micro, Small, and Medium Enterprises are in Central Lombok Regency. This study uses a qualitative-exploratory approach. The study locus is Central Lombok Regency. Primary data collection was carried out using 3 (three) techniques. In-depth interviews were conducted with Micro, Small, and Medium Enterprises, the financial sector, and other stakeholders involved in Micro, Small, and Medium Enterprises activities and ecosystems. Next, observations were carried out on activities to better understand the daily operations and challenges faced by Micro, Small, and Medium Enterprises. In an effort to confirm the data and information obtained, a focus group discussion (FGD) was then carried out as part of the triangulation technique in qualitative methods. This study finds that fostering interaction among Micro, Small, and Medium Enterprises is key to their growth and sustainability. Whether through traditional partnerships or digital platforms, Micro, Small, and Medium Enterprises can benefit from coming together to increase their competitiveness and contribute to overall economic development. Abstract

This research aims to evaluate regional innovations in implementing Surabaya City government policies to reduce stunting rates and improve the quality of public health services. A qualitative descriptive method was used with a case study approach involving field observations and structured interviews. The research results show the success of Posyandu Prima in reducing stunting rates significantly in the last two years. The Surabaya City Government has proven effective in managing this program's human resources and budget. The active involvement of Great Surabaya Cadres (KSH) and non-governmental organizations also contributed greatly to the program's success. Cross-sector collaboration plays an important role in supporting implementation. Institutional characteristics, such as commitment to public health and ability to collaborate, also matter. Theoretically, this research shows that synergy between the parties involved and government commitment can achieve significant results in handling the stunting problem. In conclusion, the Prima Posyandu Program has proven successful in reducing stunting rates and improving the quality of public health services in Surabaya. Additionally, the collaborative efforts between community stakeholders, healthcare providers, and governmental bodies underscore the crucial role of multi-sectoral partnerships in addressing complex public health issues like stunting. This synergy fosters comprehensive approaches that combine local knowledge, resources, and policy support to effectively combat stunting and enhance the well-being of communities. Thus, the Prima Posyandu Program's success is a compelling example of how concerted action and sustained commitment can yield tangible improvements in population health outcomes.

Abstract

Government policy on village funds seeks to encourage village independence. Village independence can focus on development based on local potential. Studies on local potential-based village development have not yet explored the issues of social inclusion and community empowerment. This research analyzes the approach to social inclusion and community empowerment in developing local potential in Bahu Palawa Village. Social inclusion and community empowerment are important to study because these two aspects play a role in fostering more equitable, participatory, and sustainable development. This study uses Bennett's theoretical framework (2003) regarding social inclusion and community empowerment. This study uses a qualitative approach using three data collection techniques: observation, in-depth interviews, and document and literature study. Research findings show that the Bahu Palawa Village Government has tried to foster social inclusion and community empowerment in developing local potential. Social inclusion and community empowerment have not been running optimally due to a lack of access to basic services, awareness and knowledge, limited infrastructure, economic inequality, and the ineffectiveness of community empowerment programs. This condition inhibits citizen participation and prevents them from being fully involved in village development. In conclusion, developing local potential requires holistic social inclusion and empowerment development. This can be done through collaboration with a focus on increasing local capacity.

Abstract

The law mandates public services that implement its principles. Digitalization and innovation of the service processes are necessary in today's digital era. There are still many public reports on digital services in general, and there are still many private universities in Kalimantan that have category C/Good/Unaccredited, indicating that the process of digitization and service innovation in higher education services in Kalimantan has challenges that are not easy. This research aims to reveal how the efforts of the Higher Education Service Institution (LLDIKTI) Region XI in improving the quality of higher education services in Kalimantan Island and to find out the success factors and inhibiting factors in this effort. The method in this research is qualitative, with interviews and observations as primary data, while secondary data uses documentation and literature studies. Data analysis techniques use triangulation with data collection, reduction, presentation, and verification stages. The results showed that 1) There are five service digitization innovations intended for stakeholders or service users that continue to be developed to accommodate all types of services in accordance with service standards, 2) Service process innovation is carried out by changing the process flow in service standards from 12.4 days to 7.5 days, 3) The main supporting factors are digital leadership and human resources, 4) The main inhibiting factors are commitment and digital literacy. This shows that efforts are needed that must be supported by all aspects of an organization to carry out sustainable digitalization and service innovation.

Abstract

Indonesia's creative economy has experienced notable growth, contributing Rp1,105 trillion in 2018. Among its integral components, ikat weaving plays a crucial role in sustaining production, preserving traditions, and maintaining product authenticity. The sector encourages innovation, adoption of digital technology, and benefits from government policies supporting creative industries. Despite its international recognition, traditional ikat weaving faces significant challenges for MSMEs, including capital constraints, marketing difficulties, and limited human resources. Preserving ikat weaving in Kupang City presents multifaceted challenges encompassing social, economic, and market dynamics. This qualitative research employed a case study approach to delve into these complexities. Case study research involves in-depth data collection from various sources like interviews, observations, and documents, aiming to reveal insights into real-life scenarios. The study underscores the pivotal role of Hexa Helix collaboration involving government, business, universities, NGOs, mass media, and the affected community in advancing ikat weaving. This collaborative framework promotes innovation, facilitates resource sharing, and enhances community engagement. However, challenges identified in governance and administration aspects highlight the informal nature of current cooperation efforts. Despite these challenges, the research demonstrates that three other dimensions of successful collaboration—autonomy, mutuality, and reciprocity—are effectively contributing to the development of ikat weaving MSMEs in Kupang City. This collaborative approach is pivotal in safeguarding ikat weaving as a cultural heritage while unlocking its economic potential. The findings suggest opportunities for stakeholders to enhance collaboration through more structured and formal mechanisms. By addressing governance and administrative challenges, stakeholders can better support ikat weaving MSMEs, ensuring sustainable growth and cultural preservation.
