Abstract

One effort to empower a woman with a special to woman head family is the PEKKA program. The PEKKA program began with many activity themes, including microfinance institutions, micro, small businesses, and strengthening the law for justice, lifelong education, the right to strengthen a political position, and the right to public health. In implementing family development policies by implementing efforts to eradicate poverty, especially for women heads of families, empowerment of women is carried out, one of which is the holding of a program for women heads of families or commonly called PEKKA. The purpose of this study was to determine how far the effectiveness of the Women Heads of Family Program in Sukabumi City has been. There are 4 dimensions in the theory used, namely the accuracy of program targets, program socialization, achievement of program goals, and program monitoring. the method used in this study is a qualitative method using a descriptive approach. With interview data collection techniques, observation and documentation. The results showed that the effectiveness of the women-headed household empowerment program was not yet effective because it had not yet maximally achieved the success objectives of the female-headed household empowerment program (PEKKA), it was still not optimal in achieving program targets, and the socialization carried out to the wider community was not evenly distributed. Lack of improvement in the behavior of both knowledge and ability in-group members.

Abstract

This study focuses on evaluating the city program policy without slums (kotaku) in Sukabumi City. In evaluation theory there are indicators to regulate the course of the program or program implementation in a good and comprehensive manner by producing programs for reducing slums in cities without slums in the city of Sukabumi. The results of the study show six indicators, namely effectiveness, efficiency, adequacy, responsiveness, and accuracy in solving the problems of the city program without slums in Sukabumi City. In implementing the city program without slums in Sukabumi City, this program policy has not been fully realized 100% considering that the overall progress of implementing activities in Sukabumi City still has slum areas remaining. Economic, social and political environmental conditions have a significant effect on the performance of the KOTAKU program. High participation can increase the effectiveness of program implementation and support strong public policy sustainability related to the KOTAKU program which is the most important factor in program implementation so that it can produce significant changes.

Abstract

Floods remain one of the most frequent natural disasters in Indonesia, causing significant impacts on communities, infrastructure, and local economic activities. Areas located near riverbanks and low-lying regions are particularly vulnerable, making effective disaster mitigation an essential component of risk reduction and community resilience. This study aims to understand and analyze flood disaster mitigation management implemented by the Regional Disaster Management Agency (BPBD) in Kedunggempol Village, Mojosari District, Mojokerto Regency. The research employs a qualitative method with a case study approach. Data were collected through interviews, observations, documentation, and literature review. The findings reveal that the implementation of non-structural mitigation measures, including training, public education, and early warning systems, remains limited, while community participation has not been fully optimized. BPBD has also not completely established local disaster management institutions or provided mitigation incentives for residents. Regarding structural mitigation, Kedunggempol Village only possesses levees that are often damaged and remain in unstable condition, along with several non-engineered buildings that have been elevated independently by the community. The study concludes that although both structural and non-structural mitigation efforts have been implemented, their effectiveness remains suboptimal. Therefore, stronger policy support, improved inter-agency coordination, and broader community involvement are necessary to enhance disaster preparedness and reduce flood risks in the area.

Abstract

Socio-cultural reforms carried out by Saudi Arabia are based on a rational consideration to maintain the country’s existence in the midst of increasingly strong currents of globalization and modernism. The image of Saudi Arabia in the international arena, which is famous for its rigid and conservative teachings of Wahhabism, is gradually being changed to suit the global social order. At the same time, this change is still striving to preserve cultural values that have become the identity of Saudi Arabia, as the beginning of world Muslim civilization. This socio-cultural reform trend strengthened along with the change in the peak of Saudi Arabia's government, which was marked by the ascension of Muhammad Bin Salman as the Crown Prince, who has control in determining the direction of strategic policies domestically and internationally. Through Saudi Vision 2030, this socio-cultural reform can be carried out in a measurable and systematic way to achieve the goal of economic diversification and ensure the existence and dominance of the country in the future. The author will use a qualitative research system with analytical descriptive methods that utilize various sources such as scientific articles, journals, books, media, and other sources that have been processed and studied. This study will use the theory of national interest and rational choice to identify the decision- making process in carrying out socio-cultural reforms through Saudi Vision 2030. The results show that Saudi Vision 2030 plays a significant role as a manifestation of Saudi Arabia's socio-cultural reform-based policies.

Abstract

The policy regarding assistance to poor families has made the poverty rate in the city of Surabaya, which was originally one million people, drop drastically to just two thousand people. This policy is considered to eliminate the rights of residents who need assistance, so that many less fortunate residents are not recorded as poor families and the facts on the ground are that there are still many residents who can afford this assistance. The purpose of this study was to determine the successful implementation of the Assistance Policy for Poor Families in the Sidotopo Village, Surabaya City. This research uses qualitative methods, namely by observation, interviews, or document review. The type of research chosen is descriptive research. The results of research findings in the field show that the implementation of the Poor Family Assistance Policy in Sidotopo District, Surabaya City, in general, from several indicators such as policy targets and standards, social environment and economic environment and the disposition used shows that the category has not been successful. As for the resource category, the quality of relationships between organizations, and the characteristics of implementing institutions/organizations.

Abstract

Blitar Regency is one of the regencies that has a fairly rapid development. However, in his government has not stood in its own territory. The activities of the Blitar Regency Government are still one in the Blitar City area. Therefore, to improve the condition of its government, Blitar Regency needs to develop its territory. In accordance with the ratification of Government Regulation No. 3 of 2010 concerning the relocation of the capital city of Blitar Regency to its own territory, Kanigoro District. This study aims to analyze the extent of the development of Kanigoro District as the new capital city in Blitar Regency. The method used in this research is a qualitative method with qualitative descriptive analysis techniques. The data collection techniques used are observation, interviews, or document review. The results of this study indicate that the relocation of the capital city of Blitar district is one of the government's efforts to create equitable development. In addition, the transfer is carried out so that government services are more effective and efficient. This Regional Displacement and Development is based on a strong policy. In the process of development, the government has made plans in several documents. Although in its implementation there are still some obstacles.

Abstract

This study aims to analyze and determine the effect of education level, work motivation, and work experience on employee performance at CV Bina Duta Permata Bojonegoro. Employee performance is an important factor in supporting organizational success and is strongly influenced by the quality of human resources. This research employs a quantitative approach using a survey method. Data were collected through questionnaires distributed to all employees of CV Bina Duta Permata Bojonegoro, totaling 30 respondents. The data analysis techniques used in this study include validity testing and reliability testing to ensure the quality of the research instruments, as well as classical assumption tests consisting of normality, multicollinearity, and heteroscedasticity tests. Furthermore, the data were analyzed using multiple linear regression analysis, coefficient of determination, F-test, and t-test. The results of the study indicate that education level, work motivation, and work experience simultaneously have a positive and significant effect on employee performance. Partially, education level has a positive and significant effect on employee performance. Likewise, work motivation and work experience each have a positive and significant effect on employee performance. Therefore, it can be concluded that improving employees’ education level, work motivation, and work experience can enhance employee performance at CV Bina Duta Permata Bojonegoro.

Abstract

This study aims to describe and analyze the empowerment of the Sidorukun Farmer Group in strengthening food security in Kendalpecabean Village, Candi Sub-district, Sidoarjo Regency. The research employed a qualitative method with a descriptive approach, purposive sampling technique, and data collection through observation, interviews, and documentation. Data were analyzed using an interactive model, which includes data reduction, data display, and conclusion drawing. The theoretical framework applied is empowerment theory, which consists of five indicators: welfare, access, critical awareness, participation, and control. The findings indicate that the welfare indicator has improved through the development of irrigation channels, water gates, pumping houses, and pest control to reduce crop failure risks. The access indicator is reflected in the utilization of farmland, pumping houses, and irrigation networks, as well as efforts to stabilize grain prices and maintain solidarity among members. The critical awareness indicator emerges from farmers’ initiatives such as collective riverbank rehabilitation, simultaneous planting, and crop schedule recording. The participation indicator is seen in involvement in village meetings and planting coordination, though still largely facilitated by the government. Meanwhile, the control indicator has begun to develop through the farmer group’s organizational structure, but strategic decisions remain dependent on the village and agricultural offices. Overall, the empowerment of the farmer group has proven effective in strengthening local food security, although further improvement in participation and control aspects is needed to achieve sustainable farmer independence.

Abstract

The Balanced Scorecard (BSC) has evolved into a widely adopted strategic performance management framework in government organizations, supporting accountability, transparency, and organizational effectiveness. However, its implementation across public-sector contexts remains fragmented, with variations in organizational settings, leadership commitment, stakeholder engagement, and digital transformation. This study aims to systematically review the existing literature on BSC implementation in government organizations, identify major research trends, examine implementation approaches, and highlight challenges and future research opportunities. A Systematic Literature Review (SLR) was conducted following a structured and transparent review protocol. Literature was retrieved from the Scopus and Web of Science databases using predefined search criteria covering publications from 2000 to 2024. From an initial pool of 1,709 records, 36 peer-reviewed articles met the eligibility criteria and were analyzed. The findings indicate that BSC has become an important instrument for aligning strategic objectives with operational activities across various levels of government. Recent studies increasingly emphasize integrating the BSC with digital governance, e-government initiatives, and data-driven decision-making to enhance public-sector performance. Nevertheless, implementation effectiveness remains constrained by organizational culture, leadership commitment, stakeholder involvement, bureaucratic complexity, and the need for context-specific performance indicators. The review also reveals limited comparative and longitudinal evidence across government settings, suggesting opportunities for further investigation. Overall, this study synthesizes the current state of knowledge and provides practical and theoretical insights for researchers and policymakers seeking to strengthen strategic performance management through Balanced Scorecard implementation in the public sector.

Abstract

Work-life balance has become an important issue in public sector human resource management, particularly for female employees who simultaneously perform professional and family responsibilities in the era of digital transformation. Increasing digitalization has improved workplace flexibility while also blurring the boundaries between work and personal life, potentially affecting employee performance. This study aims to examine the effect of work-life balance on the performance of female workers in the public sector and to analyze the roles of organizational support, digital capabilities, and family circumstances as contextual variables. A quantitative approach with a correlational design integrated with mixed methods was employed. Quantitative data were collected through questionnaires from 210 female public sector employees and analyzed using Structural Equation Modeling (SEM), while qualitative data from interviews and observations were used to strengthen the interpretation of the findings. The results indicate that work-life balance has a positive and significant effect on employee performance. Organizational support strengthens this relationship as a mediating variable, whereas digital capabilities and family circumstances function as moderating variables. The findings also reveal that work flexibility in the digital era does not automatically improve work-life balance; without supportive organizational policies and adequate digital competencies, it may increase work stress and role conflict. This study concludes that improving the performance of female public sector employees requires an integrated approach through gender-responsive organizational policies, enhanced digital capabilities, flexible work arrangements, and stronger family support. These findings provide practical implications for developing inclusive and sustainable human resource management policies in the digital era
