Abstract

This study aims to analyze the level of local financial autonomy in the City of Cirebon within the framework of fiscal decentralization and the implementation of regional autonomy during the 2021–2024 period, identify inhibiting and supporting factors, and formulate strategies to enhance local financial autonomy. The study employs a qualitative approach supported by quantitative data, including reports on the implementation of the Regional Budget (APBD), regional financial autonomy ratios, and regional planning documents. Data collection techniques include in-depth interviews with officials from the Regional Financial and Revenue Management Agency (BPKPD), document analysis, and literature review. The research results indicate that the level of financial autonomy in Cirebon City remains in the low to moderate category, as evidenced by the high dependence on transfer funds from the central and provincial governments. This condition indicates that the objective of fiscal decentralization to strengthen local fiscal capacity has not yet been fully achieved. Major constraints include suboptimal management of Local Original Revenue (PAD), limited economic base, and potential revenue leakage, while supporting factors include regulatory support, technical assistance, and efforts to intensify local taxation. Strategies to enhance autonomy are directed toward optimizing PAD, strengthening local regulations, increasing community participation, and utilizing performance targets in the strategic plans of local government agencies. This study underscores the importance of strengthening local fiscal capacity as a prerequisite for the success of regional autonomy.

Abstract

This study aims to analyze the collaborative governance of One Data Indonesia (SDI) in East Nusa Tenggara Province (NTT) and to identify the obstacles encountered in its implementation. The research is grounded in empirical conditions in which, despite the existence of a national regulatory framework through Presidential Regulation Number 39 of 2019 reinforced by Governor Regulation Number 64 of 2020, regional data management still suffers from sectoral fragmentation, inconsistent indicators across the Regional Apparatus (PD), and limited interoperability within the SASANDO NTT Portal. A qualitative case study approach was applied, with data collected through in-depth interviews with key informants from Bapperida, Walidata at the Communication and Information Service, the Central Bureau of Statistics, and selected PDs, supplemented by non-participant observation and documentary analysis. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña, while the four dimensions of collaborative governance proposed by Ansell and Gash (starting conditions, institutional design, facilitative leadership, and collaborative process) served as the analytical framework. The findings reveal that the collaborative governance of SDI in NTT has been formally established but remains substantively limited. Uneven human resource capacity across PDs, a weak data-sharing culture, and unevenly distributed facilitative leadership constrain the collaboration. Strengthening the Walidata mandate, accelerating data standardization, and embedding a data-driven governance culture are required to shift the collaboration from formal toward substantive engagement.

Abstract

This study aims to study and evaluate the implementation of the Covid-19 Vaccination policy in Sanggata Utara District, as an effort to overcome the spread of the Covid-19 virus, by using previous research as a reference source, which is then analyzed to find out the urgency and differences between previous research and research conducted by the author. In addition, the researcher also compares with the results of the researcher's observations, so that it can make it easier for the author to understand the phenomena and problems that are occurring in the implementation of the Covid-19 Vaccination policy, so that a common thread can be drawn and analyzed more specifically about the role of the East Kutai Regency Health Office, as one of the stakeholders who play an important role in the implementation of the Covid-19 Vaccination policy. The author hopes that this research will provide problem-solving references for future use. This research is qualitative and uses a descriptive approach. This research also refers to the evaluation theory from Nurcholis so that through these methods and theories, it can be known that the results of this study found that the implementation of the Covid-19 vaccination program in Sangatta Utara District is quite optimal because it is in accordance with the technical guidelines for the implementation of vaccination, it's just that it is still lacking in terms of socialization to the community. The suggestion in this study is that in the future the East Kutai Regency Health Office will be more active in providing socialization to the community and improving the quality of work of implementers of the Covid-19 vaccination policy so that it can increase public interest in the Covid-19 vaccination.

Abstract

The “Sakura Bojonegoro” phenomenon represents the organic formation of a city identity through community participation in digital spaces. This study examines how the tabebuya planting program, initially implemented as an environmental policy by local government agencies, evolved into a distinctive city identity through the production and dissemination of visual content on Instagram and TikTok. The research also explores the dynamics of city communication and the government's capacity to respond to rapid social change in the digital era using the perspective of dynamic governance. A qualitative case study with a phenomenological approach was employed to capture the experiences and perceptions of key stakeholders. Data were collected through in-depth interviews, field observations, documentation of social media content, and relevant government documents, and were analysed using NVivo 12 Pro through thematic coding and data triangulation. The findings reveal that the “Sakura Bojonegoro” identity emerged primarily through citizen-generated content and community-driven digital engagement, with minimal direct government intervention. The government remained largely reactive and demonstrated limited readiness to manage rapidly evolving digital narratives, despite showing adaptive institutional responses in environmental policy implementation. This study highlights that community participation and social media have become significant drivers of city branding beyond formal governmental communication. These findings emphasize the importance of adaptive city branding strategies, collaborative governance, and responsive institutional capacities in addressing the emergence of city identities shaped by community initiatives in contemporary digital environments.

Abstract

This study aims to measure the level of optimization of the implementation of Citizen-Centric Services in Public Service Malls managed by the Sukabumi City Investment and One-Stop Integrated Services Office based on the perception of the public as service users. The research uses a quantitative descriptive method. Data was collected through the distribution of questionnaires to 100 respondents using incidental sampling techniques. The research instrument was compiled based on the dimensions of Carlson and Schwarz's service quality. Data analysis was carried out using a one-sample t-test with the help of the SPSS application. The results of the study show that the implementation of Citizen-Centric Services in the Sukabumi City Public Service Mall is in the optimal category. This is shown by an average value of 102.46 with a significance value of 0.001 < 0.05. The dimensions of convenience, justice, and security received the highest assessment from the community because services were considered more accessible, transparent, and non-discriminatory. However, the reliability dimension still needs to be improved, especially related to the timeliness of services and public understanding of digital services. This study concludes that the implementation of Citizen-Centric Services has contributed positively to improving the quality of public services in the Sukabumi City Public Service Mall. The findings are expected to be evaluated to improve the quality of community-oriented public services and as a reference for further studies related to the implementation of citizen-centered public services.

Abstract

Poverty remains a major socioeconomic challenge in Indonesia, requiring effective and sustainable intervention programs. One initiative implemented by the Surabaya City Government is the Maggot Cultivation Labour Intensive Program, designed to generate employment opportunities while supporting community-based economic empowerment. This study evaluates the implementation of the program in Krembangan District using the Context, Input, Process, Product (CIPP) evaluation model. A descriptive qualitative approach was employed through interviews, observations, and document analysis involving program stakeholders and beneficiaries. The findings indicate that, from the context perspective, the program addresses local needs in areas characterized by relatively high unemployment and poverty. However, the input evaluation reveals limited community participation, inadequate facilities and infrastructure, and insufficient availability of raw materials. Process evaluation identifies weaknesses in stakeholder coordination, inconsistent monitoring, and technical implementation that has not yet achieved expected production targets. Product evaluation demonstrates that the program has not significantly improved participants' income or economic independence, while diversification of business outcomes remains limited. Overall, although the program shows relevance as a poverty reduction strategy, its effectiveness is constrained by institutional, technical, and participatory challenges. Strengthening stakeholder collaboration, improving resource provision, enhancing capacity-building activities, and establishing more consistent monitoring mechanisms are recommended to increase program sustainability and maximize its contribution to local poverty alleviation.

Abstract

This study aims to analyze the influence of work experience, leadership supervision, and integrity on employee work achievement at the Environmental Agency of Kerinci Regency. The research employed a quantitative approach using path analysis, involving a population of 71 employees, of whom 70 respondents were selected through purposive sampling. Data were collected using a Likert-scale questionnaire and analyzed through path analysis consisting of two sub-structures. The findings indicate that: (1) work experience does not have a direct and significant effect on work achievement (β = -0.0145, p = 0.883), but exerts a significant indirect effect through integrity as a mediating variable (indirect effect = 0.2577, Sobel Z = 3.352, p = 0.001); (2) leadership supervision does not directly and significantly affect work achievement (β = 0.1533, p = 0.125), yet demonstrates a significant indirect effect through integrity (indirect effect = 0.2674, Sobel Z = 3.435, p = 0.001); (3) integrity has a positive and significant direct effect on work achievement (β = 0.6419, t = 5.794, p = 0.000), making it the strongest predictor in the model; (4) work experience positively and significantly influences integrity (β = 0.4014, t = 4.170, p = 0.000); and (5) leadership supervision positively and significantly influences integrity (β = 0.4166, t = 4.327, p = 0.000). Furthermore, the model explains 52.63% of the variance in employee work achievement (R² = 0.5263). These findings confirm that integrity serves as a full mediating variable in the relationship between work experience and work achievement, and as a partial mediating variable in the relationship between leadership supervision and work achievement. Therefore, strengthening employee integrity programs is considered a key strategic recommendation to improve employee work achievement within the agency.

Abstract

The state is responsible for fulfilling the basic rights and needs of every citizen through the provision of accessible, efficient, and high-quality public services. One strategic initiative to achieve this objective is the establishment of Public Service Malls (MPP), which integrate multiple public services in a single location. To expand service accessibility, the Sidoarjo Regency Government introduced the Mini Public Service Mall (MMPP) in Sukodono District, the first district-level MPP innovation in Indonesia. However, several implementation challenges have raised concerns regarding its effectiveness in delivering integrated public services. This study aims to analyze and describe the effectiveness of public service delivery at the Mini Public Service Mall (MMPP) in Sukodono District, Sidoarjo Regency. A descriptive qualitative approach was employed using three dimensions of effectiveness: goal achievement, integration, and adaptation. Data were collected through observations, semi-structured interviews, and documentation using purposive sampling and analyzed through an interactive qualitative analysis process. The findings reveal that the overall implementation of public services at the MMPP remains ineffective. Of the eleven service counters initially established, only five continue to operate, while limited human resources, inconsistent service availability, unpublished standard operating procedures, and inadequate inter-agency coordination have reduced service effectiveness. Although several counters have demonstrated satisfactory performance in meeting community needs, the MMPP has not yet fully achieved its intended objectives of providing integrated, accessible, and responsive public services. Strengthening institutional collaboration, workforce allocation, and service management is therefore essential to improve the sustainability and effectiveness of the MMPP model.

Abstract

The Sustainable Development Goals (SDGs) are global development goals expected to bring change to both developing and developed countries. In the 17 goals, the eighth goal states decent work and economic growth. The government and the private sector are competing to achieve this global goal. In Indonesia, the regulation of the Minister of State-Owned Enterprises No. PER-1 / MBU / 03 / 2023 concerning Special Assignments and Social and Environmental Responsibilities of State-Owned Enterprises and Law No. 40 of 2007 concerning Limited Liability Companies (UU PT) it is stated that companies with companies involving natural resources are required to carry out Social and Environmental Responsibilities or can be known as Corporate Social Responsibility (CSR), one of which can be through an ecotourism program that functions as a form of conservation to protect the environment, by utilizing nature as a tourist destination while also functioning as a learning medium, by prioritizing sustainability. Using the CSR pyramid theory, ISO 26000, ecotourism, and other supporting theories, this study will employ quantitative methods in SPSS and Microsoft Excel to analyze data from questionnaires distributed by researchers. This study will analyze the impact of the Panduri Berseri ecotourism program on the community's economic independence, using perceptions from the surrounding community. Panduri Berseri is an ecotourism-based CSR (Corporate Social Responsibility) program implemented by PT Pertamina Patra Niaga Fuel Tuban. This study focuses on the program's benefits from the perspective of the Tasikharjo Village community. The Panduri Berseri ecotourism program can have a significant impact on the surrounding community. Although the impact is still relatively minimal, the impacts include community involvement in management and empowerment, as well as indirectly providing entrepreneurial stalls for the Tasikharjo village community.

Abstract

The goal of this study is to assess and investigate the effectiveness of the Sentuh Tanahku application’s implementation as a form of e-governance transformation in the Cirebon City Land Office’s Sertifikatku service. This study employs a qualitative methodology, gathering data via document analysis, in-depth interviews with relevant informants, and field observations. Effectiveness was measured using five dimensions of organizational effectiveness: resources, funding, facilities and infrastructure, quality and quantity, and time. According to the study’s findings, this application has effectively reduced public wait times at physical service counters and improved information transparency by utilizing an online queuing system. However, its implementation has not yet achieved maximum efficacy due to a number of challenges. In terms of resources, users low levels of digital literacy, especially among the elderly, lead to a high reliance on staff assistance at the service. Significant problems with digital infrastructure also exist, including errors in the system, poor synchronization of document movement data (slow status updates), and problems with verification codes (OTPs) not getting to email inboxes. In addition to lowering service quality, rigid complaint responses in the form of automated replies (robot templates) ultimately waste the public's time by requiring manual checks. In conclusion, this digital innovation greatly promotes transparency in land administration; however, in order to achieve the goal of effective public service, it urgently needs more dependable server infrastructure maintenance from the federal government and the thorough implementation of digital literacy education programs at the local level.
