Abstract

Village Owned Enterprises are one example of community participation in village development. BUM Desa Surya Sejahtera, as the oldest BUM Desa and the first to be categorized as advanced in Taman Subdistrict, has been present in the community. However, behind its success, several of its business units have experienced stagnation, presumably due to a lack of community participation in the management of BUM Desa. This study aims to analyze and describe the level of community participationin the management of the Village Owned Enterprise “Surya Sejahtera” in Kedungturi Village, Taman Sub district, Sidoarjo District. This study employs community participation levels, which consists of five levels: information, consultation, deciding together, acting together, and supporting. The research method used is descriptive qualitative, with data collected through observation, interviews, and documentation. Data analysis in this study involves data collection, data condensation, data display, and verification. The results of this study show that the level of community participation in the management of BUM Desa Surya Sejahtera is at the level of acting together, as reflected in community involvement in the form of cooperation in several business units and community responsibility. However, this participation is not yet optimal due to low commitment and inadequate coordination in the management of the BUM Desa. Therefore, a clear strategy is needed regarding the division of responsibilities among all parties and effective coordination, accompanied by empowerment programs that encourage motivation and formulate policies to encourage tangible support from the community.

Abstract

Indonesia as a country that adheres to a democratic system, of course and will definitely hold general elections every agreed period. In every democratic party (Election or Regional Election), bureaucratic apparatus is often in a dilemma because bureaucratic apparatus are employees who are appointed and dismissed by the Civil Service Development Officer (PPK) who has the status of a political official. This dilemma is also experienced by bureaucratic apparatus in Karawang Regency which is holding a simultaneous regional election process in 2024. This study uses a qualitative method to understand a phenomenon that occurs holistically through words and language descriptively. The data obtained by this study uses several stages, such as observation, interviews, and documentation to obtain the data needed during the research process. This study produces results that bureaucratic neutrality in Karawang Regency is running optimally, which is marked by the commitment, moral integrity, and responsibility that each bureaucratic apparatus has. Other indicators include a professional attitude, no conflict of interest, and compliance with existing regulations that run optimally, which is indicated by the minimal cases of violations of neutrality committed by bureaucratic apparatus. This condition is a result of cooperation between the KPU, Bawaslu, and BKPSDM in Karawang Regency, which routinely carry out various activities and remind bureaucratic apparatus to always be neutral in the process of organizing simultaneous regional elections. This study can produce conclusions that bureaucratic apparatus have commitment, moral integrity, and responsibility, have a sense of professionalism and are impartial, have no conflict of interest, and comply with regulations regarding neutrality during and after simultaneous regional elections in Karawang Regency.

Abstract

The Free Nutritious Meal Program/Makan Bergizi Gratis (MBG) is a national priority policy under President Prabowo Subianto, aimed at addressing stunting, malnutrition, and inequality in access to healthy food. This study aims to analyze the implementation of the MBG policy in North Sulawesi Province in 2025, identify field constraints, and evaluate the effectiveness of program distribution. Theoretically, this study uses Merilee S. Grindle's policy implementation model, which emphasizes two main dimensions: policy content and implementation context. The research method used was descriptive qualitative. Data were collected through field observations at Nutrition Fulfillment Service Units (SPPG), documentation, and in-depth interviews with eight key informants, including representatives from the ministry, SPPG heads, and beneficiary school principals. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, using triangulation techniques to ensure the validity of the findings. The results indicate that the implementation of the MBG Program in North Sulawesi has not fully aligned with the policy's ideal objectives. Until 2025, the program's implementation will only reach students (kindergarten through high school), while the most vulnerable groups, such as toddlers, pregnant women, and breastfeeding mothers, have not received services. Yet, interventions during the first 1,000 days of life are crucial for significantly reducing stunting rates. Geographically, program distribution remains concentrated in urban areas with easy access, while the Disadvantaged, Frontier, and Outermost (3T) regions and island regions such as Talaud, Sangihe, and Sitaro have not been reached optimally.

Abstract

Singkawang Mayor's Regulation Number 11.1 of 2023 concerning Changes to the Singkawang City Regional Development Plan for 2023 - 2026 with one of the objectives being "Increasing the quality of competitive and characterful human resources" with the strategic target "Increasing the quality of Education" providing direction for Education policy, especially in efforts to increase the knowledge dimension of HDI.The low increase in indicators in the knowledge dimension means that breakthrough efforts and appropriate local government strategies are needed to encourage the increase in HLS and RLS. research with the title Singkawang City Government Strategy in Increasing the Human Development Index (HDI) in the Knowledge Dimension in 2023 with strategy theory from Geoff Mulgan (2009) to analyze the Singkawang City Government's strategy in increasing the Human Development Index (HDI) in the Knowledge Dimension in 2023. The method used in this research is qualitative. Data collection techniques use observation, interviews, documents and audiovisual and digital materials. The research time was 9 months. The results of the analysis of the Singkawang City Government's strategy in increasing the HDI in the Knowledge dimension in 2023 consist of 5 (five) aspects or stages, there are namely: Purpose (objective), Environments (environment), Directions (direction), Actions, and Learnings.

Abstract

This study investigates the influence of transformational leadership style and work motivation on employee performance at the Regional Office of the Directorate General of Immigration in Riau. The research was conducted to understand how leadership behavior and motivational factors contribute to improving individual and organizational performance within the public sector. The study employed a quantitative approach using a questionnaire distributed to employees, and the data were analyzed through multiple linear regression. The results indicate that transformational leadership has no significant direct effect on employee performance (t = –1.516, Sig. = 0.139 > 0.05), suggesting that the implementation of transformational values such as inspiration, individual consideration, and empowerment remains limited. In contrast, work motivation shows a positive and significant effect on performance (t = 3.685, Sig. = 0.001 < 0.05), emphasizing that both intrinsic and extrinsic motivation enhance commitment and productivity. Simultaneously, transformational leadership and work motivation together significantly affect performance (F = 9.797, Sig. = 0.000 < 0.05) with a determination coefficient (R²) of 0.380. This means that 38% of performance variation is explained by both variables, while 62% is influenced by other factors. The study concludes that developing strong work motivation supported by effective leadership behavior is essential to optimizing employee performance in government institutions.

Abstract

The migration of the Sangihe and Talaud Islands people to the Southern Philippines, which has been ongoing since the 17th century, has created a large diaspora phenomenon now estimated to exceed 10,000 people. The main problem faced by this community is statelessness, where they are categorized as undocumented citizens vulnerable to discrimination, exploitation, and limited access to basic services. This article aims to analyze the policies of the Government of the Republic of Indonesia in handling the legal status of these descendants. This research uses a descriptive qualitative approach with data collection through in-depth interviews with key informants from the Ministry of Foreign Affairs, the Ministry of Law and Human Rights, and Indonesian representatives in the Philippines (the Indonesian Embassy in Manila and the Indonesian Consulate General in Davao). The results show that in the organizational dimension, the government has established a cross-sectoral institutional structure and bilateral cooperation through the Joint Commission for Bilateral Cooperation (JCBC) forum and collaboration with the UNHCR. In the interpretation dimension, the government translates citizen protection policies through the registration process, genealogical verification, and technical identification of Persons of Indonesian Descent (PIDs) in the field. In the application dimension, concrete steps were implemented through the issuance of Indonesian passports to thousands of verified citizens and the diplomatic granting of special non-immigrant visas. This study concludes that this policy is a manifestation of the state's presence in protecting the human rights of diaspora in border regions.

Abstract

The need for adaptive, efficient, and technology-based public services is becoming increasingly urgent amid rapid environmental changes, particularly in the employment sector. This condition encourages bureaucracies to respond adaptively, one of which is through the application of agile governance. The Covid-19 pandemic prompted the Department of Industry and Manpower of Surabaya City to shift its conventional job fair services to a digital system through the launch of the Arek Suroboyo Siap Kerjo (ASSiK) application an innovation based on information technology that connects job seekers and companies online. This study aims to analyze the implementation of agile governance principles in employment services through ASSiK at the Department of Industry and Manpower of Surabaya City. The principles include: value proposition and agility shift, leadership readiness for change, citizen-centric approach, and human resource investment. This research uses a descriptive qualitative approach with data collected through interviews, observations, and documentation. The findings indicate that the implementation of agile governance has been fairly optimal, especially in the aspects of value proposition and human resource investment. However, challenges remain in leadership readiness for change, particularly due to limited staffing and the absence of Standard Operating Procedures (SOP) for ASSiK usage. Additionally, the citizen-centric approach has not been fully realized due to the lack of collaboration with stakeholders in service standard formulation and the limited reach of socialization efforts. The study recommends adding ASSiK management personnel, drafting SOPs, strengthening stakeholder collaboration, and enhancing the effectiveness of outreach to reach more job seekers.

Abstract

Egypt's economy has been stagnant since the January 2011 revolution, who overthrew the president at that time, Hosni Mubarak. In March 2014, Abdel Fattah el-Sisi announced his intention to run for president of Egypt. All kinds of deficits such as budget, and trade have reached alarming levels. The purpose of this research is to describe the steps of the Sisi regime in implementing authoritarian principles and (2) to describe the economic progress felt by the Egyptian people with the application of these principles. The research method used in this study is content analysis. The data used is primary data from texts relevant to the research title. The research shows that Sisi's military leadership is indeed strong in the presidency. However, this has not been successful in attracting investment from other countries due to the unstable political situation. The people hope that Sisi will create jobs for them and ensure economic and political stability. This will allow the Egyptian economy to improve along with a conducive situation and the influx of foreign investment, which can support the development of the private business sector.

Abstract

Leadership is the ability possessed by a person to be able to influence individuals and groups, so that being a leader is not enough to just rely on talent or experience, but leaders must have competencies that are able to encourage success in achieving organizational goals in providing social services. The writing of this article aims to describe leadership competencies according to the perspective of social work administration in human service organizations. This study is based on literature studies on various credible and up-to-date reference sources consisting of 27 scientific articles and 4 books. This article underscores the importance of competence for a social work administrator (leader), which includes knowledge, professional attitudes, and actions. The results of other studies found that not only the three aspects, but there are additional competencies such as values, traits and emotional intelligence. This competency is something that is absolutely owned by a leader, and is able to assist leaders in facing future challenges. In addition, leadership competencies can be used as a self-assessment for leaders in social work practice to improve the performance of human service organizations effectively and efficiently.

Abstract

Digital transformation in public healthcare requires more than the mere provision of technology; successful adoption is fundamentally shaped by users' perceptions and behavioral intentions toward digital applications. In the Indonesian context, the utilization of the Mobile JKN (mJKN) application remains suboptimal, particularly among non-clinical participants of the National Health Insurance (JKN) program. This study therefore, aims to examine the effectiveness of a digital literacy education intervention in enhancing perceived ease of use (PEOU), perceived usefulness (PU), and intention to use the mJKN application, drawing upon the Technology Acceptance Model (TAM) framework. Employing a quasi-experimental one-group pretest–posttest design, the study involved 115 JKN participants in Gorontalo City. Data were collected using a TAM-based instrument and analyzed through paired sample t-tests to assess changes in mean scores before and after the intervention. The findings reveal statistically significant improvements across all three constructs, with PEOU increasing from 3.00 to 3.23, PU from 3.16 to 3.32, and intention to use from 3.12 to 3.26. In addition, user engagement with application features improved, particularly for the online queue function (43.47%) and participant information (26.95%), although a substantial proportion of respondents (46.08%) had not yet explored other available features. These results indicate that community-based digital literacy interventions play a critical role in reshaping user perceptions and fostering stronger intentions to adopt public service technologies. Consequently, the study not only reinforces the applicability of TAM within grassroots contexts in Indonesia but also highlights the importance of user-centered application design that is responsive to local needs in advancing sustainable digital health service adoption.
