Abstract

Mobile banking is a digital service that allows customers to conveniently access various banking features via mobile devices, such as checking balances, transferring funds, paying bills, and conducting other financial transactions. As technology advances, the quality of mobile banking services has become a key factor in enhancing user satisfaction and loyalty. This study aims to analyze and compare the performance of two mobile banking applications owned by Bank Negara Indonesia, namely BNI Mobile Banking and Wondr by BNI, based on user perceptions. This study employs a quantitative approach using a comparative method to identify performance differences between the two applications. Sampling was conducted using non-probability sampling, with a sample size of 160 respondents who are active users of both applications. The collected data was then analyzed using an Independent Sample T-Test to determine the differences in the means of each variable under study The results of the study indicate that there are significant differences across six key variables: ease of use, transaction speed, design, security, information content, and customer support service. Based on a comparison of average scores, the Wondr by BNI app demonstrated superior performance compared to BNI Mobile Banking. This indicates that users tend to be more satisfied with Wondr by BNI, in terms of ease of use, transaction speed, a more attractive interface, higher security, the quality of information provided, and more responsive customer support. Thus, the results of this study are expected to serve as evaluation material for app developers in improving the quality of mobile banking services to better align with the needs and expectations of users in today’s digital era.

Abstract

The performance of police personnel is a critical determinant of the effectiveness of public service delivery, law enforcement, and the maintenance of public order. Enhancing employee performance requires not only technical competence but also strong organizational commitment, a supportive organizational culture, and voluntary behaviors that contribute beyond formal job responsibilities. This study aims to analyze the effects of organizational commitment and organizational culture on the performance of police officers, with Organizational Citizenship Behavior (OCB) serving as an intervening variable. A quantitative research approach with a descriptive survey design was employed. The study was conducted at the Kerinci Police Resort (Polres Kerinci), involving a population of 305 police personnel. Using proportional random sampling based on Slovin’s formula, 174 respondents were selected. Data were collected through structured questionnaires and analyzed using path analysis with SPSS to examine both direct and indirect relationships among variables. The findings indicate that organizational commitment significantly influences OCB and police performance. Organizational culture also has a significant positive effect on OCB and employee performance. Furthermore, OCB significantly enhances police performance and acts as a mediating variable in the relationships between organizational commitment, organizational culture, and performance. The model demonstrates substantial explanatory power, with organizational commitment and organizational culture explaining 79.0% of the variance in OCB, while organizational commitment, organizational culture, and OCB jointly explain 72.0% of the variance in police performance. These findings highlight the strategic importance of strengthening organizational commitment, fostering a positive organizational culture, and encouraging OCB to improve the effectiveness and professionalism of police organizations. The study contributes to the literature on public sector human resource management by providing empirical evidence on the mediating role of OCB in enhancing police performance.

Abstract

Child abuse is still a serious public problem in Indonesia that requires public services that are accessible, responsive, and effective in providing immediate protection for victims. The Cirebon Regency Integrated Service Center for Women and Children Empowerment (P2TP2A) hotline is the first contact point in reporting child abuse cases and has an important role in facilitating timely intervention and referral services.This study aims to review the effectiveness of the P2TP2A hotline service in dealing with child abuse cases through analysis of service processes, human resources, supporting facilities, and public trust. The research employed a qualitative descriptive method, which was supported by descriptive quantitative data. Data were collected by means of interviews with P2TP2A officers and questionnaires distributed to 28 service users. The analysis was based on the organizational effectiveness theory of Richard M. Steers, which includes goal attainment, integration, and adaptation. The results indicate that the hotline service is effective in general. The service procedures are easy to understand, the responses are provided within a maximum of 24 hours, and the staff show competence, professionalism, and effective coordination with related institutions. Supporting facilities like the Siaga Katon 112 system and digital reporting services have improved public access. However, there are challenges, especially limited human resources and the need to strengthen the complaint management system to ensure consistent service quality. In summary, Cirebon Regency's P2TP2A hotline has successfully handled child abuse reports, but human resource capacity, complaint resolution, and ongoing service evaluation must improve to sustain and improve child protection services.

Abstract

Surabaya is a big city in Indonesia with high economic growth. But besides that, there are still many people in Surabaya who are still in the underprivileged category. Many of them are married but do not meet their daily needs. Therefore, children from underprivileged families help earn additional income. These children work on the streets and spend almost all their days on the streets. Because of that, they are vulnerable to being marginalized by others, which can cause children to become demotivated. Therefore, a community emerged that protects and empowers them, namely the Save Street Child Surabaya Community. With programs that are run consistently with high commitment, it is hoped that marginal children who are fostered will become better and get out of their current conditions. The purpose of this study is to analyze the role that has been carried out by the Save Street Child Surabaya Community in empowering marginal children, according to Jim Ife and Frank Tesoriero, which consists of facilitating, educating, representing, and technical roles, each of which has other sub-roles. This study uses qualitative research with a case study approach, with a technique for determining informants through Purposive Sampling. This study also uses data collection techniques in the form of observation, interviews, and documentation. The results of the study show that the Save Street Child Community in Surabaya carries out its role in empowerment well, but there is still one sub-role that is not carried out due to a lack of manpower

Abstract

The existence of the informal sector, especially street vendors, contributes significantly to employment in Indonesia and is an integral part of urban socio-economic dynamics. However, their presence often leads to relocation policies aimed at organizing urban spatial planning, as seen in Tegal City on January 18, 2025, which involved 124 vendors from 3 main roads. However, its implementation has caused various problems, such as a decrease in turnover of up to 80%, the selection of less strategic locations, and social conflict. This study aims to describe the role of the Cooperatives, SMEs, and Trade Office in overseeing the relocation policy from the proposal stage to implementation. The research method uses a descriptive qualitative approach from primary data through structured interviews with service members, field observations, documentation studies, and strengthened secondary data from scientific journals, Regional Regulations, Theses, and online news publications, which are then analyzed thematically using NVivo 12 Pro. The results show that the Cooperatives, SMEs, and Trade Office play the most dominant role as the main coordinator. Their involvement is reflected from the policy proposal stage, data collection, socialization, music entertainment organizers, aspiration absorption, provision and management of facilities, the formation of E-Retribution, as well as participating in collaboration, coordination, and evaluation with other related agencies. Although the institutional role is well implemented according to planning procedures and mechanisms, these achievements have not been fully commensurate with improvements in the economic welfare of street vendors in the food court. This study identifies the need for further studies that focus on the impact of relocation from the vendors' perspective.

Abstract

Risk management has become a fundamental component of contemporary public governance, particularly in promoting accountability, organizational performance, and sustainable public service delivery. Despite the establishment of regulatory frameworks, the implementation of risk management policies in Indonesian local governments remains inconsistent due to various institutional and organizational constraints. This study aims to analyze the determinants influencing risk management policy implementation by employing George C. Edward III's policy implementation framework, which emphasizes four interrelated dimensions: communication, resources, implementers' disposition, and bureaucratic structure. The study adopts a Systematic Literature Review (SLR) approach following the PRISMA 2020 guidelines. Relevant literature published between 2020 and 2025 was identified through Scopus and Google Scholar databases, resulting in 17 eligible studies for thematic synthesis. The findings reveal that all four dimensions significantly influence the effectiveness of risk management implementation. Resource capacity, particularly the availability of competent human resources, technical expertise, budget allocation, and information systems, emerged as the most critical determinant. In addition, ineffective policy communication, limited commitment among implementing actors, and fragmented bureaucratic structures hinder the institutionalization of risk management practices. The analysis further demonstrates that these dimensions interact dynamically, indicating that isolated policy interventions are insufficient to achieve sustainable implementation. Therefore, strengthening communication strategies, enhancing organizational capacity, fostering leadership commitment, and improving bureaucratic coordination are essential for advancing risk management implementation in local governments. This study contributes an integrated analytical perspective that enriches the literature on public policy implementation while providing practical recommendations for strengthening governance and public sector risk management in Indonesia.

Abstract

The increasing number of street vendors (PKL) on Jalan Ahmad Yani, Sukabumi City, has caused problems in the use of sidewalks and public spaces, which has an impact on traffic congestion and declining order in urban areas. This study aims to analyze the implementation of policies for structuring and empowering Street Vendors based on the theory of policy implementation sing a policy implementation theory framework that encompasses four dimensions: communication, resources, disposition, and bureaucratic structure. This study uses a qualitative method with a descriptive approach. The data collection technique was carried out through observation, interviews, and documentation involving the Sukabumi City Cooperatives, Micro Enterprises, Industry and Trade Office, the Sukabumi City Pamong Praja Police Unit, and street vendors on Jalan Ahmad Yani. Data analysis uses the Miles and Huberman model, which includes data reduction, data presentation, and conclusions drawn. The results of the study show that the implementation of the policy has been carried out through socialization, coaching, supervision, and control activities. However, the implementation has not been running optimally because there are still limited resources, low street vendor compliance, inadequate relocation locations, and inconsistent supervision. This study concludes that the implementation of street vendor structuring policies requires strengthening inter-agency coordination, continuous supervision, and the provision of strategic relocation locations to create a balance between urban order and community economic sustainability.

Abstract

Forest degradation in Sumatra has become a critical environmental governance challenge driven by deforestation, tenure conflicts, weak law enforcement, and increasing hydrometeorological disasters. Conventional forest management, which relies heavily on top-down and enforcement-oriented approaches, has been unable to address the complex socio-ecological problems faced by local communities. This study aims to analyze how a collaborative governance model grounded in green governance principles strengthens forest resilience in the KHDTK Register 5 Bukit Daun, Bengkulu, while reducing tenure conflicts and supporting sustainable community livelihoods. A descriptive qualitative case study approach was employed. Data were collected through semi-structured interviews with 209 coffee farmers, field observations covering 1,992.69 hectares of the KHDTK area, and document analysis of government policies, village potential data, and institutional reports. Data were analyzed using an interactive qualitative analysis model involving data condensation, data display, and conclusion verification. The findings reveal that the transition from a coercive forest management model to a collaborative governance approach, facilitated by the university as a neutral bridging actor, successfully rebuilt trust among stakeholders, promoted social learning, and encouraged the adoption of adaptive agroforestry, riparian protection, and ecotourism-based livelihood diversification. These initiatives strengthened both ecological resilience and the adaptive capacity of local communities while reducing dependence on unsustainable land-use practices. The study also introduces the Tri-Helix Conservation Model, integrating universities, government agencies, and forest farmer groups as an institutional innovation for sustainable forest governance. This model offers a practical framework for strengthening forest resilience and can serve as a reference for collaborative forest governance in other protected forest areas facing similar socio-ecological challenges.

Abstract

Maritime disaster risk management in coastal areas continues to face challenges related to the limited involvement of local communities in disaster governance systems, particularly in relation to tidal flood risks. This study aims to analyse co-production practices in tidal flood risk management based on coastal community participation in Pesisir Selatan Regency, with an empirical focus on Nagari Kapuh. This study employed a descriptive qualitative approach using a grounded theory analysis strategy. Data were collected through in-depth interviews, field observations, and documentation involving 17 informants, consisting of representatives from the Regional Disaster Management Agency, subdistrict government, nagari government, kampung heads, and coastal communities affected by tidal flooding. Data analysis was conducted through the stages of open coding, axial coding, and selective coding. The findings show that co-production practices have emerged through community-based local knowledge in identifying signs of tidal flooding, tiered reporting to kampung heads and the nagari government, mutual cooperation in local response efforts, and the articulation of coastal protection needs. However, these practices remain suboptimal because coordination is still reactive, local preparedness institutions have not functioned continuously, and follow-up actions on proposed breakwater development have not been fully realised. This study formulates the Theory of Adaptive Co-Production of Coastal Communities in Tidal Flood Risk Management as a substantive theory. In conclusion, strengthening co-production should be directed towards institutionalising community participation, activating local preparedness institutions, improving risk data, and integrating community aspirations into coastal protection policies.

Abstract

The increasing demand for quality public services in the transportation sector requires port operators to improve service delivery to ensure passenger satisfaction and competitiveness. This study examines the service quality of the Bandar Deli Belawan Passenger Terminal managed by PT Pelindo I, which plays a strategic role as a major passenger gateway in North Sumatra. Using a qualitative approach, data were collected through observation, interviews with key, main, and additional informants, as well as documentation. The analysis employed the SERVQUAL model, covering five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. The findings indicate that the tangible dimension remains inadequate due to limited facilities and infrastructure, while reliability is constrained by delays in ship departure schedules. Responsiveness is considered good, as officers are relatively quick in handling passenger needs and complaints. Assurance is fairly well implemented, although security monitoring facilities such as CCTV require improvement. Empathy is rated positively, as staff generally demonstrate friendliness and professionalism. The study concludes that service quality at the Bandar Deli Belawan Passenger Terminal is still uneven across dimensions, requiring improvements in waiting room facilities, parking areas, schedule management, and security systems to enhance overall service delivery. This research contributes to the discourse on public service quality in the port sector and offers practical insights for improving passenger terminal services in Indonesia.
