This journal, with ISSN 1979-0112, was firstly published on May 20, 2008, in the context to commemorate the National Awakening Day in Indonesia. The SOSIOHUMANIKA journal has been organized and published by Minda Masagi Press, a publishing house owned by ASPENSI (the Association of Indonesian Scholars of History Education) in Bandung, West Java, Indonesia. The SOSIOHUMANIKA journal is published every May and November. The SOSIOHUMANIKA journal is devoted, but not limited to, Social Sciences education, Humanities education, and any new development and advancement in the field of Humanities and Social Sciences education. Abstract

ABSTRACT: The number of older persons continues to increase, both in developed and developing countries; and it will cause problems if lacks attention. They are often perceived as a burden to their families, the community, and even as a burden to the country. The government is very concerned towards the older persons based on legal and law to improve the prosperity of older persons. Many activities have also been conducted, but not all have been considered as a full integrated tool in solving problems dealing with the older person, especially elderly, such as POSYANDU (Intergrated Service Unit), POSDAYA (Family Empowering Unit), and POSBINDU (Individual Development Unit). Indonesia has a philosophical basis (norms, social, and cultural aspects) that able to be used for the mobilization of communities to deal with the older persons, either through the government sector, private and individual sectors, as well as communities. Steps that can be used with the method of research and development, and also organizing society based on social values and local culture. However, it is realy fact the Indonesian people still do not know about the issues of the elderly. Accordingly, advocacy and dissemination of information, including the approach to normative re-educative as life-cycle, should be done through a variety of its developmentally appropriate media and, especially also, in line with the development of science and technology that enabling and reinforcing the solutions should be done. Empowerment of the elderly community should be driven and as basis evidence for developing the noble values of nation, build friendship, and communication as a container services so that formed the healthy and developed families.KEY WORD: Demography; Older Persons; Degenerative; Long Life Cycle; Community Empowerment. RESUME: “Pemberdayaan Masyarakat Lanjut Usia”. Penduduk lanjut usia terus meningkat, baik di negara-negara maju maupun berkembang; dan ianya akan menyebabkan masalah kalau kurang perhatian. Orang-orang lansia (lanjut usia) sering dipersepsikan sebagai beban keluarga, beban masyarakat, dan bahkan beban negara. Pemerintah sangat peduli terhadap orang-orang lansia berdasarkan hukum dan perundangan-undangan untuk meningkatkan kesejahteraan mereka. Banyak kegiatan juga telah dilakukan, tetapi tidak semua dipertimbangkan sebagai wahana yang terintegrasi penuh dalam memecahkan masalah yang berhubungan dengan orang-orang tua, terutama para lansia, seperti POSYANDU (Pos Pelayanan Terpadu), POSDAYA (Pos Pemberdayaan Keluarga), dan POSBINDU (Pos Pembinaan Individu). Indonesia memiliki dasar filosofis (norma, sosial, dan aspek budaya) yang dapat digunakan untuk mobilisasi masyarakat yang berkenaan dengan orang-orang lansia, baik melalui sektor pemerintah, sektor swasta dan individu, maupun masyarakat. Langkah-langkah yang digunakan bisa dengan metode riset dan pengembangan, dan juga pengorganisasian masyarakat yang didasari oleh nilai-nilai sosial dan budaya setempat. Walaupun demikian, ternyata masyarakat Indonesia masih belum banyak tahu tentang isu-isu orang lansia. Karena itu, advokasi dan penyebaran informasi, termasuk pendekatan normatif re-edukatif sebagai siklus hidup, harus dilakukan melalui berbagai media sesuai dengan tahapan perkembangannya dan, terutama juga, sejalan dengan perkembangan ilmu pengetahuan dan teknologi yang memungkinkan untuk memperkuat solusi tersebut harus dilakukan. Pemberdayaan masyarakat lansia harus didorong dan sebagai bukti dasar untuk mengembangkan nilai-nilai luhur bangsa, membangun persahabatan, dan komunikasi sebagai wahana melalui layanan agar terbentuk keluarga yang sehat dan berkembang. Abstract

ABSTRACT: The worldwide manifestation of terrorism has been evident in Africa, including Nigeria. With particular reference to Nigeria, the phenomenon has found expression in the emergence of Boko Haram insurgency. Since its advent, the sectarian insurgency has wrecked immense havoc in the country, especially by using explosives and firearms with gruesome fatal consequences. This paper focuses on macro-economic consequences of terrorism and counter terrorism expenditure on economic performance in Nigeria, over the period 1980–2014. The paper argued that due to attacks occasioned by terrorism and other criminal activities in Nigeria, many firms have either closed down or relocated to other countries. The objective of the study is to examine the impact of counter terrorism expenditure of the government and terrorist attacks on economic performance in Nigeria. The study finds that while impact of government expenditure in security on economic growth is positive and significant, the relationship between the later and terrorist attacks is negative. The paper recommended that the nation defense forces should be adequately equipped to urgently deal with the menace of insecurity in Nigeria. KEY WORD: Terrorism; Counter Terrorism Expenditure; Terrorist Attacks; Economic Performance; Nation-State of Nigeria. RESUME: “Konsekuensi Makro-Ekonomi tentang Terorisme dan Pengeluaran Kontra Terorisme terhadap Kinerja Ekonomi di Nigeria, 1980-2014”. Manifestasi global tentang terorisme telah terbukti di Afrika, termasuk Nigeria. Dengan merujuk khusus kepada Nigeria, fenomena itu telah diekspresikan dengan munculnya pemberontakan Boko Haram. Sejak kemunculannya, pemberontakan sektarian tersebut telah membuat malapetaka besar di negara Nigeria, terutama karena menggunakan bahan peledak dan senjata api dengan konsekuensi yang fatal mengerikan. Makalah ini memfokuskan pada konsekuensi makro-ekonomi tentang terorisme dan pengeluaran kontra terorisme terhadap kinerja ekonomi di Nigeria, selama periode 1980-2014. Makalah ini menyatakan bahwa karena serangan yang disebabkan oleh terorisme dan kegiatan kriminal lainnya di Nigeria, banyak perusahaan telah ditutup atau dipindahkan ke negara-negara lain. Tujuan penelitian ini adalah untuk menguji dampak serangan terorisme dan biaya untuk menangani terorisme dari pemerintah terhadap kinerja ekonomi di Nigeria. Penelitian ini menemukan bahwa sementara dampak pengeluaran dari pemerintah dalam keamanan terhadap pertumbuhan ekonomi itu bersifat positif dan signifikan, namun hubungannya kemudian dengan serangan teroris adalah negatif. Abstract

Abstract

RESUME: Studi tentang gerakan buruh di Indonesia terlalu dikotomis: di satu pihak menggunakan cara pandang politik, baik gerakan buruh sebagai gerakan politik maupun relasi gerakan buruh dengan partai politik. Di sisi lain, gerakan buruh diposisikan sebagai gerakan ekonomi. Akhir-akhir ini, bangkit kembali cara pandang politik dalam memahami gerakan buruh. Cara pandang semacam itu dipengaruhi oleh teori-teori dari dunia Barat dan Eropa Timur. Teori klasik dari Barat memang melihat gerakan buruh sebagai upaya untuk memelihara dan meningkatkan kesejahteraan buruh. Teori dari Barat ada juga yang menyatakan bahwa gerakan buruh adalah untuk mencapai tujuan ganda, yaitu optimalisasi upah dan perlindungan pekerjaan. Sebaliknya, teori-teori yang berkembang di Eropa Timur banyak dipengaruhi oleh pandangan bahwa pekerja itu sebagai komoditas; dan majikan yang mempekerjakan mereka telah melakukan eksploitasi dalam berbagai bentuk untuk mendapatkan keuntungan berlipat. Ada juga pandangan bahwa gerakan buruh adalah sebagai kekuatan transformatif secara sosial dan politik. Artikel ini menjelaskan gerakan buruh di Indonesia dengan menggunakan konsep dualitas. Menurut penulis, gerakan buruh di Indonesia paling tepat dipahami dengan konsep dualitas, bukan dengan konsep dualisme maupun dualistik. Dengan menggunakan metode analisis data sekunder, penelitian ini menyimpulkan bahwa tumbuh dan berkembangnya dualitas dalam gerakan buruh di Indonesia tidak bisa dilepaskan dari sejarah kelahiran gerakan buruh, relasi yang khas antara buruh dan negara, pluralitas masyarakat Indonesia, serta industrialisasi yang meluas dan kurang melakukan pendalaman. Menguatnya dualitas dalam gerakan buruh pasca pemerintahan Orde Baru juga disumbang oleh kegagalan pemerintah Soeharto dalam memaksakan gerakan ekonomi bagi para buruh.  KATA KUNCI: Dualitas; Gerakan Buruh; Gerakan Politik; Gerakan Ekonomi; Industrialisasi. ABSTRACT: “The Duality of Labor Movement in Indonesia”. The study of the labor movement in Indonesia are dichotomous: on the one hand using a political point, both the labor movement as a political movement nor the relation of the labor movement with a political party. On the other hand, the labor movement is positioned as an economic movement. Lately, resurgent political perspective in understanding the labor movement. Such a perspective is influenced by the theories of the West and the Eastern Europe. Classical theory of the West did see the labor movement as an effort to maintain and improve the welfare of workers. Theory of the West, there is also stated that the labor movement is to achieve the dual purpose of optimizing wage and job protection. Conversely, theories that developed in Eastern Europe is heavily influenced by the view that the worker as a commodity; and employers who hire them have done in various forms of exploitation for profit doubled. There is also a view that the labor movement is as transformative power of socially and politically. This article explains the labor movement in Indonesia by using duality concept. According to the writer, labor movement in Indonesia is best understood by the concept of duality, not dualism nor dualistic. By using secondary data analysis method, this study concludes that the emerging and development of the duality in the labor movement in Indonesia formed by momentum birth of the labor movement, the typical relationship between the workers and the state, a plurality of Indonesian society, and the widespread industrialization and the lack of deepening. The duality strengthening during the labor movement after the New Order government era, also formed by Soeharto governments failure to impose economic movement for workers. Abstract

RESUME: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis konten variabel implementasi kebijakan publik pada konten kurikulum PKn (Pendidikan Kewarganegaraan) di Perguruan Tinggi di Indonesia, yang dikaji dari perspektif variabel implementasi kebijakan publik. Metode yang digunakan yaitu penelitian kepustakaan yang memfokuskan kajian pada gagasan dan konten implementasi kebijakan pada materi PKn di Perguruan Tinggi, dengan mengoleksi dokumen-dokumen berupa peraturan perundang-undangan yang menjadi landasan pengembangan materi PKn di Perguruan Tinggi di Indonesia. Hasil penelitian ini menggambarkan bahwa bahasan tentang konten dimensi implementasi kebijakan publik dilihat dari variabel “komunikasi” dan variabel “sumber daya” secara kualitatif masih sangat rendah. Sedangkan konten “sikap atau disposisi” dan variabel “struktur birokrasi” dinilai sudah cukup luas dan mendalam. Distribusi konten dimensi implementasi kebijakan publik pada materi kuliah PKn di Perguruan Tinggi, sebagaimana tergambar dalam penelitian ini, dipandang kurang menunjang kesiapan para mahasiswa untuk memiliki kesadaran dan kecakapan dalam berpartisipasi pada implementasi kebijakan publik, yang dilandasi oleh nilai-nilai nasionalisme dan patriotisme. Oleh karena itu, perlu ada kebijakan agar konten dimensi implementasi kebijakan publik dimuat pada materi PKn di Perguruan-perguruan Tinggi di Indonesia.KATA KUNCI: Kebijakan Publik; Pendidikan Kewarganegaraan; Perguruan Tinggi; Warganegara yang Baik; Analisis Isi Kurikulum. ABSTRACT: “Content Analysis of Dimension of Public Policy Implementation at Civics Curriculum Content in Higher Education Institution”. This research aims to describe and analyze the variable content of  public policy implementation on the variables content of curriculum content Civics in higher education institution in Indonesia that were examined from the variables of public policy implementation perspectives. The method used is literature study focuses on ideas and content of policy implementation of Civics materials in higher education, by collecting documents in the form of legislation that underlie the development of Civics materials in higher education institution in Indonesia. The results of the study show that the dimension content of public policy implementation viewed from “communication” and “resources” variables are qualitatively still very low. Meanwhile, the content of “attitude or disposition” and “bureaucratic structure” variables are considered to be quite broad and deep. The content distribution dimension of public policy implementation on Civics course material in higher education institution, as illustrated in this study, seen as less support the readiness of the students to have awareness and proficiency in participating in public policy implementation based on the nationalism and patriotism values. Abstract

ABSTRACT: This paper analyzed the CRs (Compliment Responses) performed by Indonesian lecturers of English at the English Department UNIBRAW (University of Brawijaya) in Malang City, East Java, Indonesia, when interacting with their colleagues in the workplace based on sex differences. This research used qualitative approach to analyze the compliment responses performed by the lecturers. The compliment responses were analyzed based on Robert K. Herbert (1986)’s theory. It was shown that the responses given are various. The lecturers are most likely to accept compliments by appreciation token, both in verbal and non-verbal responses. Moreover, most of the responses are combination of two or more types of CRs. In relation to gender, male and female participants give similar responses, yet male tend to use question preceding or following the responses, while female tend to use comment avoidance. Regarding the L2 (Second Language) competence, this study found out that the lecturers still retain their L1 (First Language) culture in appreciating a compliment, regardless their competence in English, both linguistically and culturally. In conclusion, the variety of compliment responses given by lecturers of English at the English Department UNIBRAW might be caused by their habit of expressing themselves freely without too strictly bound to the norm in which they are related. Complimenting events for them can be used as media to create feeling of solidarity.KEY WORD: Compliment Responses; Indonesian Lecturers; English; Gender; Culture. RESUME: “Respon Pujian yang Diberikan oleh Dosen Indonesia Pengajar Bahasa Inggris”. Studi ini menganalisis respon pujian yang dilakukan oleh dosen Indonesia pengajar Bahasa Inggris di Program Studi Sastra Inggris UNIBRAW (Universitas Brawijaya) di Kota Malang, Jawa Timur, Indonesia, saat berinteraksi dengan rekan-rekan mereka di tempat kerja. Pemilihan responden didasarkan atas perbedaan jenis kelamin. Penelitian ini menggunakan pendekatan kualitatif untuk menganalisis tanggapan pujian yang diberikan oleh para dosen. Respon pujian dianalisis berdasarkan teori Robert K. Herbert (1986). Hasil penelitian menunjukan bahwa respon yang diberikan itu beragam. Para dosen cenderung menerima pujian dengan menggunakan tipe “appreciation token” (bentuk apresiasi), baik dalam respon verbal maupun non-verbal. Selain itu, sebagian besar respon pujian merupakan  kombinasi dari dua tipe respon pujian atau lebih. Berkaitan dengan jenis kelamin, responden laki-laki dan perempuan memberikan respon yang serupa, namun laki-laki cenderung menggunakan pertanyaan sebelum dan setelah respon pujian, sementara perempuan cenderung menggunakan “comment avoidance” (menghindari komentar). Dalam kaitannya dengan kompetensi L2 (Bahasa Kedua atau Bahasa Asing), penelitian ini menemukan bahwa para dosen masih mempertahankan budaya L1 (Bahasa Pertama atau Bahasa Ibu) mereka dalam menghargai pujian, terlepas dari kompetensi mereka dalam bahasa Inggris, baik dalam bahasa maupun budayanya. Dari penelitian ini dapat disimpulkan bahwa berbagai respon pujian yang diberikan oleh dosen bahasa Inggris di Program Studi Sastra Inggris UNIBRAW mungkin disebabkan oleh kebiasaan mereka untuk mengekspresikan diri secara bebas tanpa terlalu terikat pada kriteria tertentu. Abstract

RESUME: Penelitian ini mengembangkan model pembelajaran PCK (Pedagogical Content Knowledge) berdasarkan Kurikulum 2013, dengan menggunakan pendekatan pembelajaran tematik-integratif, sainstifik, dan PBL (Problem Based Learning). Metode penelitian yang digunakan adalah penelitian pengembangan, dengan subjek penelitian mahasiswa Program Studi Pendidikan Dasar Semester III yang telah memperoleh mata kuliah Pedagogi Pendidikan Dasar pada Semester I di Program Studi Pendidikan Dasar, Sekolah Pascasarjana UPI (Universitas Pendidikan Indonesia) di Bandung. Hasil penelitian berupa program PCK untuk perkuliahan Pedagogi dan mata kuliah Konsentrasi Bahasa, perangkat pembelajaran berdasarkan PCK dan Kurikulum 2013 di Sekolah Dasar. Kesulitan yang dialami guru ketika implementasi PCK dan Kurikulum 2013, antara lain: sulit memadukan KD (Kompetensi Dasar), serta materi ajar sulit dirinci karena KD terlalu luas dan bias. Para guru memerlukan panduan silabus dan RPP (Rencana Pelaksanaan Pembelajaran) yang standar dan panduan pelaksanaan peer-teaching. Di samping itu, guru belum dapat melaksanakan PBL, pendekatan sainstifik, dan PAKEM (Pembelajaran yang Aktif, Kreatif, Efektif, dan Menyenangkan) secara baik, karena pemahaman pendekatan mengajar masih terbatas. Karena itu, perlu sosialisasi, pelatihan, pendampingan, serta monitoring dan evaluasi Kurikulum 2013 berikut perangkatnya, seperti Buku Guru dan Buku Siswa secara menyeluruh bagi Sekolah Dasar.KATA KUNCI: Pedagogical Content Knowledge; Pendidikan Dasar; Kurikulum 2013; Guru Sekolah Dasar; Implementasi Kurikulum. ABSTRACT: “PCK (Pedagogical Content Knowledge) for Graduate Master Students of Elementary Education in the Context of 2013 Curriculum Implementation”. This research develops a model of PCK learning based on 2013 Curriculum by applying thematic-integrative, scientific, and PBL (Problem Based Learning). The method of the research is Research and Development method, with the third semester magister students of Basic Education Program who has complete Basic Pedagogy course at the first semester as the subject of the research at the Post Graduate School, Magister of Basic Education Program UPI (Indonesia University of Education) in Bandung. The result of the study is a PCK learning program of Pedagogy and Language concentration courses, learning instruments based on PCK, and 2013 Curriculum. The obstacles in implementing PCK and 2013 Curriculum are difficulties in combining Basic Competencies, and specified learning materials as the Basic Competencies were too broad and bias. Teachers need a standard sylabus, learning preparation, and peer-teaching guide books. Teachers also still unable to apply Problem Based Learning, Scientific approach, and PAKEM (Learning by Active, Creative, Effective, and Enjoyable) effectively as the lack of teaching approach comprehension. Abstract

RESUME: Penelitian ini ingin merekonstruksi ajaran tarekat Tijaniyah dan perkembangannya di daerah Garut, Jawa Barat, Indonesia, pada tahun 1935-1945. Masalah ini didasarkan pada realitas bahwa masuk dan berkembangnya tarekat Tijaniyah di Indonesia, khususnya di Jawa Barat, yang diwarnai oleh pertentangan di antara para ahli tarekat di Indonesia, telah dilakukan dengan berbagai cara. Pertentangan ini timbul karena adanya anggapan dari para penganut tarekat non-Tijaniyah bahwa dalam tarekat Tijaniyah terdapat kejanggalan-kejanggalan. Meskipun sejarah perjalanan tarekat Tijaniyah diwarnai oleh kontroversi dan pertentangan dari para tokoh tarekat lain (non-Tijnaiyah), namun jumlah pengikut tarekat Tijaniyah terus bertambah dari waktu ke waktu. Penelitian menunjukan bahwa perkembangan tarekat Tijaniyah di daerah Garut, Jawa Barat, sejak pertama kali disebarkan oleh K.H. (Kyai Haji) Badruzaman pada tahun 1935, mengalami perkembangan yang sangat pesat dan berjalan dengan mulus tanpa pertentangan dari golongan non-Tijaniyah. Bahkan, berdasarkan sumber-sumber lisan yang didapatkan dari para tokoh tarekat Tijaniyah di Garut, sejak kedatangannya, gerakan tarekat Tijaniyah ini mulai bersentuhan dengan pergerakan nasional untuk menentang pemerintahan kolonial Belanda. Pada zaman pendudukan Jepang (1942-1945), kaum Tijaniyah di Garut ikut juga melakukan penentangan terhadap pemerintahan Jepang di Garut. Sedangkan pada masa awal revolusi Indonesia (1945), kaum Tijaniyah di Garut ikut bergabung dengan organisasi “Hizbullah” (Barisan Allah) dan “Sabilillah” (Jalan Allah) untuk mempertahankan kemerdekaan melalui gerakan “khalwat” (mengasingkan diri) dan “hijrah” (berpindah ke tempat lain).KATA KUNCI: Tarekat Tijaniyah; Ajaran dan Perkembangan Tarekat; Kabupaten Garut; Tokoh Tarekat; Peran Tarekat. ABSTRACT: “Movement of Tijaniyyah Sufi Order in Garut, West Java, Indonesia, 1935-1945”. This study wants to reconstruct the teachings of Tijaniyyah and its developments in the area of Garut, West Java, Indonesia, in the year 1935-1945. This issue is based on the reality that the entry and development of Tijaniyyah in Indonesia, especially in West Java, which is characterized by contradiction among the members of Islamic mysticism order in Indonesia, has been done in various ways. This contradiction arises because of the assumption of the non-members of Tijaniyyah that there are irregularities in Tijaniyah order. Despite the long history of Tijaniyyah marred by controversy and opposition from other religious leaders who non-Tijnaiyah, but the number of Tijaniyyah followers continue to grow over time. Research shows that the development Tijaniyyah in Garut, West Java, since it was first propagated by K.H. Badruzaman in 1935, has developed very fast and run smoothly without any opposition from the non-Tijaniyah members. In fact, based on oral sources obtained from figures of Tijaniyyah in Garut, since its arrival, Tijaniyyah movement began contact with the national movement against Dutch colonial rule. At the time of Japanese occupation (1942-1945), the Tijaniyah in Garut come too did opposition to Japanese rule in Garut. Abstract

ABSTRACT: ICT (Information and Communication Technology) has potential to make educational resources accessible entirely. Therefore, knowledge is not limited to a geographical area and instrumental in offering options for information sharing, archiving, and retrieving. Thus, governments have to prioritize ICT education by supporting schools with materials for teaching and learning. The study aimed to document resources and materials available for teaching and learning of ICT in Atwima Nwabiagya District in Ghana. The study adopted case study design and a mixed method of data collection. In all, a total of 512 were recruited to be part of the study. The study found that the government of Ghana has failed to support schools with the needed resources for teaching and learning of ICT. Schools lack ICT labs, internet connection, and other resources needed to make teaching a success. The current resources available in schools will not make it possible for the country to achieve its objective with making ICT education possible for all children in basic schools in Ghana. Therefore, it is high time the government put in much resource in effort to make this policy a reality.  KEY WORD: Information and Communication Technology; Education; Students and Teachers; Resources Support; Implementation of Policy. RESUME: “Upaya Pengimplementasian Kebijakan TIK (Teknologi Informasi dan Komunikasi) di Sekolah-sekolah Dasar di Ghana: Sebuah Penilaian terhadap Ketersediaan Fasilitas dan Sumber Daya untuk Keberhasilan Pendidikan TIK di Kabupaten Atwima Nwabiagya di Daerah Ashanti”. TIK memiliki potensi untuk membuat sumber daya pendidikan dapat diakses sepenuhnya. Karena itu, pengetahuan tidak terbatas pada wilayah geografis dan secara instrumental menawarkan pilihan untuk berbagi, mengarsipkan, dan mengunduh informasi. Jadi, pemerintah harus memprioritaskan pendidikan TIK dengan mendukung sekolah menyediakan bahan-bahan untuk mengajar dan belajar. Penelitian ini bertujuan untuk mendokumentasikan sumber daya dan bahan yang tersedia untuk mengajar dan belajar TIK di Kabupaten Atwima Nwabiagya di Ghana. Studi ini mengadopsi desain studi kasus dan metode campuran dalam pengumpulan data. Semuanya, sebanyak 512 orang direkrut untuk menjadi bagian dari penelitian ini. Studi menunjukan bahwa pemerintah Ghana gagal dalam mendukung sekolah dengan sumber daya yang dibutuhkan untuk mengajar dan belajar TIK. Sekolah kekurangan laboratorium TIK, koneksi internet, dan sumber daya lainnya yang dibutuhkan untuk membuat pengajaran sukses. Ketersediaan sumber daya saat ini di sekolah tidak memungkinkan bagi negara mencapai tujuannya untuk menjadikan pendidikan TIK memungkinkan bagi semua anak di sekolah-sekolah dasar di Ghana.
