Abstract

Abstract In the body of political parties in Indonesia, it cannot be denied that there are oligarchies that can affect the nomination and candidacy mechanisms so that they do not work as they should. nomination of candidates by political parties is often based on the wishes of the political party elite, not based on the quality and integrity of the candidates. Political dynasties strengthen networks of power from the regional to the central level, whose orientation is to maintain power within political parties. The purpose of this research is to reveal comprehensively about the developing political dynasties in Indonesia. This research method is a literature review study, by exploring legal products, journals, articles, and documents. The data collection technique is done by noting literature sources. The research analysis was carried out using a qualitative approach using the content analysis model. The results of the study, political dynasties in Indonesia were carried out in two ways: by design and by accident. The political dynasty by design has been around for a long time. Relatively, the network of familism in government is already strong, so that relatives who enter the government or participate in political contestation have been arranged in such a way as to engineer the success of their goals. As for the political dynasty by accident occurs in a situation of succession of government which suddenly nominates relatives to replace them in order to maintain informal power over their successors if they win in political contestation. Dynastic politics can actually be accepted and not questioned as long as the recruitment and selection system for candidates in political contestation in Indonesia runs fairly and professionally. Therefore, the determination of candidates or candidates in political contestation in Indonesia must be based on a meritocratic system, which gives more rights to anyone with good achievements and track records to occupy strategic seats in government. Keywords: Politics, Dynasty, Candidate, regional elections Abstrak Di tubuh partai politik di Indonesia tidak dapat dipungkiri adanya oligarki yang dapat mempengaruhi mekanisme pencalonan dan kandidasi sehingga tidak berjalan sebagaimana mestinya. pencalonan kandidat oleh partai politik seringkali seringkali berdasarkan keinginan elit partai politik, bukan berdasarkan kualitas dan integritas calon. Dinasti politik memperkuat jaringan kekuasaan mulai dari tingkat daerah hingga pusat, yang orientasinya mempertahankan kekuasaan dalam tubuh partai politik. Tujuan penelitian, ini untuk mengungkap secara komprehensif tentang dinasti politik yang berkembang di Indonesia. Metode Penelitian ini merupakan studi literature review, dengan menelusuri produk hukum, jurnal, artikel, dan dokumen-dokumen. Teknik pengumpulan data dilakukan dengan mencatat sumber literatur. Analisis penelitian dilakukan menggunakan pedekatan kualitatif dengan menggunakan model analisis isi. Hasil Penelitian, Dinasti politik di Indonesia dilakukan dengan dua cara: by design dan by accident. Dinasti politik by design telah terbentuk sejak lama. Secara relasi, jejaring familisme dalam pemerintahan sudah kuat, sehingga kerabat yang masuk dalam pemerintahan atau terjun dalam kontestasi politik sudah diatur sedemikian rupa untuk merekayasa keberhasilan tujuannya. Adapun dinasti politik by accident terjadi dalam situasi suksesi pemerintahan yang secara tiba-tiba mencalonkan kerabat untuk menggantikannya demi menjaga kekuasaan informal erhadap penggantinya jika menang dalam kontestasi politik Kesimpulan. Politik dinasti sejatinya bisa diterima dan tidak dipersoalkan selama dalam pelaksanaan sistem perekrutan dan pemilihan calon dalam kontestasi politik di Indonesia berjalan secara adil dan profesional. Oleh karenanya, penentuan calon atau kandidat dalam kontestasi politik di Indonesia harus didasarkan pada sistem meritokrasi, yakni memberikan hak lebih kepada siapapun yang memiliki prestasi dan track record yang baik untuk menduduki kursi-kursi strategis dalam pemerintahan. Abstract

Pelayanan berbasis inovatif dalam konteks administrasi publik secara prinsip dan substantif akan memberikan dampak positif dalam merespon dan menyelesaikan problematika pelayanan publik terutama bagi penyandang disabilitas. Tujuan dari penelitian ini adalah menganalisis pelayanan publik inovatif bagi penyandang disabilitas di Kabupaten Garut. Metode yang digunakan adalah pendekatan kualitatif melalui survei literatur akademis di bidang keilmuan administrasi publik untuk memperoleh data dan teori yang relevan dengan kajian Pelayanan berbasis inovatif bagi penyandang disabilitas. Teknik pengumpulan data dilakukan melalui berbagai penelusuran sumber data dokumen pemerintah maupun pemberitaan online sebagai data sekunder yang kemudian diolah dan dinarasikan sesuai dengan kebutuhan penelitian dan selanjutnya dilakukan proses intrepretasi data. Hasil penelitian yang ingin dicapai adalah adanya pelayanan publik dengan dimensi inovatif bagi penyandang disabilitas sehingga dapat memberikan dampak nyata dan kongkrit. Selain itu diharapkan agar pelayanan publik bagi penyandang disabilitas diimplementasikan melalui suatu konsep yang menjelaskan tentang proses dan tata kelola pelayanan publik invovatif yaitu Rights, Resources, Competencies, Organizational Capital, Articulation dan Networks. Abstract

Permasalahan seperti masih rendahnya kesadaran masyarakat untuk membayar zakat, dan proporsi penerimaan zakat yang tidak seimbang antara masyarakat dan Aparatur Sipil Negara (ASN) merupakan beberapa factor belum optimalnya pencapaian target dan realisasi penerimaan zakat di Kota Serang. Tujuan penelitian ini menganalisis bagaimana studi Perda Nomor 6 tahun 2014 Kota Serang tentang pengelolaan zakat dalam perspektif efektifitas dan kapasitas berdasarkan kapasitas kelembagaan, kebijakan/regulasi, perubahan system implementasi dan derajat perubahan kelompok sasaran. Metode penelitian yang digunakan adalah pendekatan kualitatif. Teknik yang dilakukan oleh peneliti adalah survei literatur akademis. Teknik pengumpulan data dilakukan melalui penelusuran berbagai sumber dan literatur baik dari dokumen pemerintah dan media massa elektronik, jurnal dan buku-buku yang terkait dengan Perda Kota Serang Nomor 6 tahun 2014 tentang pengelolaan zakat. Hasil penelitian menunjukkan bahwa efektifitas dan kapasitas Peraturan Daerah Kota Serang Nomor 6 tahun 2014 tentang pengelolaan zakat sudah cukup memadai dan dalam implementasinya, kapasitas konten Perda sudah mengatur penyelenggaraan zakat dengan melibatkan partisipasi masyarakat serta menjadi menjadi instrument penting penerimaan zakat meskipun diperlukan penguatan pada aspek kelembagaan dan inovasi pengumpulan dan distribusi zakat yang efektif dan produktif.

Abstract

Tujuan dari penulisan tentang “Tantangan Sistem Informasi Berbasis Pelayanan Publik di Era Revolusi Industri 4.0” ini untuk menjelaskan tantangan apa saja yang harus dihadapi oleh penyedia layanan publik di era Revolusi Industri 4.0. Permasalahan yang sering dihadapi masyarakat dalam memperoleh pelayanan publik adalah keterbatasan waktu operasional kantor pelayanan publik dan letak kantor pelayanan publik yang terkadang sulit dijangkau oleh masyarakat di pedalaman. Hal tersebut ditambah dengan kekecewaan masyarakat terhadap pelayanan dari kantor pelayanan publik yang terkadang tidak maksimal. Dalam Pasal 23 ayat 1 Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik disebutkan bahwa Dalam rangka memberikan dukungan informasi bagi penyelenggaraan pelayanan publik diperlukan sistem informasi nasional. Dengan kata lain kantor dinas pelayanan publik harus segera meningkatkan kinerjanya, baik dari sisi Sumber Daya Manusia (SDM) maupun sarana dan prasarana. Kemajuan sistem informasi pada masa Revolusi Industri 4.0 ini akan menjadikan semua pelayanan publik dapat diakses oleh publik kapanpun dan dimanapun berada, masyarakat tidak lagi dibatasi oleh ruang dan waktu dalam memperoleh pelayanan publik, namun yang harus diingat adalah bahwa Kemajuan sistem informasi pada masa Revolusi Industri 4.0 juga harus diimbangi dengan kemampuan Sumber Daya Manusia (SDM) yang memadai agar pelayanan publik benar-benar dapat berjalan sesuai ketentuan yang berlaku.

Abstract

Facing the Agricultural Revolution 4.0 The Lampung Provincial Government is trying to make policy innovations on modernization of agriculture through the berjaya farmer card policy. however, in its implementation this policy faces several obstacles so that it is slow in its implementation. On this basis, this study aims to see how the facts of policies, the value of policies and actions taken by the government are for the success of the Berjaya Farmers Card policy. The method used in this research is descriptive qualitative. The technique of collecting data in this research is by making observations, interviews and documentation. The results show first, the fact that the 2020 farmer card triumphant card has entered the socialization and implementation stages even though the progress tends to be slow. Farmers who have joined this policy are only 0.8% of the total number of farmers in Lampung. The slow process of implementing this policy is also influenced by several factors, namely human resources, geographical factors, bureaucratic structure and conditions. Second, the value of this policy is still far from its planned goals. Third, the government needs to take actions including providing massive counseling and assistance to young (farmers millennial), increasing the quantity and quality of policy implementers, and widening cooperation with other private parties.

Abstract

This study aims to find out the effectiveness of online attendance in the discipline of work in immigration office class I Special TPI Surabaya during the covid-19 pandemic. This study uses a qualitative approach. Data collection techniques using interview techniques are associated with the theory of program effectiveness indicators (Budiani, 2007). The results showed that the application of online attendance at immigration office immigration class I Special TPI Surabaya during the covid-19 pandemic has been effective in controlling attendance discipline. Based on the accuracy of the program shows the application of online attendance in the immigration office goes well in accordance with the target that is to all employees of the immigration office and existing regulations. From the indicators of program socialization to office employees run effectively because it has been done evenly to all employees through online. The purpose of the online attendance program at the immigration office in accordance with the plan to avoid the spread of corona virus because since March has circulated a lockdown circular. Based on the monitoring of the online attendance program at the immigration office has been implemented well by the staff and the public. From the results of the recap of employee attendance data will be evaluated in order to be the calculation of hours of entry and return to work seen from the entry and lateity of employees doing attendance which will then be done discounted allowances.

Abstract

Aims of e-Government implementation can provide benefits in the work process and serve the public. At least, it will have an efficient, effective and accountable impact as well as improve the quality of government services to stakeholders. To achieve this, e-Government initiatives must be sustainable. The study aims to discuss the implementation surrounding sustainability of e-Government at the State Secretariat Ministry through its driving factors. This study uses qualitative research methods through literature study. The study results show the formulation of a holistic and forward-looking e-Government strategy in terms of norms, values, culture, regulations and policies as well as institutions. This strategy needs to be supported by sustainable management of resource factors in the form of funding, information-communication technology, people both staff and leaders. The service quality orientation factor, both internal and public, is also the third driving factor. This relates to performance, usability, reliability, satisfaction and flexibility in meeting needs. Finally, continuous adaptation according to the needs and capabilities of the organization, one of which is through continuous monitoring and evaluation. These factors can be optimized in order to achieve a sustainable e-Government so that the final target can be obtained.

Abstract

Indikator kinerja memegang peranan penting dalam sistem akuntabilitas pemerintah serta pengambilan kebijakan terkait perencanaan, alokasi sumber daya, serta tata kelola yang lebih baik. Sistem pengawasan obat bersifat strategis dan merupakan salah satu agenda reformasi pembangunan nasional karena tidak hanya mendukung aspek kesehatan tetapi juga ketahanan bangsa. Hasil review terhadap indikator kinerja sistem pengawasan obat beredar pada periode 2015-2019 dinilai kurang sensitif menggambarkan kinerja mengingat tantangan untuk mencapai target tersebut masih cukup banyak. Dalam upaya peningkatan tata kelola pemerintahan, keterlibatan publik dapat membangun kepercayaan kepada pemerintah serta membangun kohesi sosial. Penelitian ini berupaya mengeksplorasi peran publik dalam perancangan indikator kinerja pembangunan di bidang pengawasan obat. Melalui pendekatan kualitatif, diperoleh kesimpulan bahwa tipologi keterlibatan publik dalam penetapan indikator kinerja pengawasan obat telah berada pada level 3 (tiga) yaitu participation in public decision making, yang merupakan bentuk partisipasi lebih intens antara organisasi publik dan warga sebagai pemangku kepentingan dimana masing-masing pihak memiliki peran dalam pengambilan keputusan dan pengaruh atas keputusan yang ditetapkan. Melalui keterlibatan publik, setidaknya diperoleh beberapa dampak positif yaitu antara lain mendukung terwujudnya prinsip transparansi dan akuntabilitas, serta memperkaya perspektif dan argumentasi atas indikator kinerja yang disusun sehingga menjadikannya lebih berkualitas dan kinerja lembaga pemerintah lebih berpeluang diterima masyarakat.

Abstract

This study aims to analyze the implementation of Bali Governor Regulation number 99 of 2018 concerning the Marketing and Utilization of Balinese Local Agricultural Products, with a case study on Balinese zalacca fruit. This study used qualitative research methods. The use of descriptive qualitative research is to examine the implementation process of a public policy by describing four variable factors ranging from communication, resources, disposition and bureaucratic structure. Data were collected by conducting interviews with informants who were determined by purposive sampling technique of 9 people from business actors (supermarkets), competent government officials and zalacca farmers. Data analysis by triangulating the results of interviews, field observations and documentation. The results of the study show that the implementation process of Bali Governor Regulation Number 99, 2018 cannot implemented, with the first indicator of policy implementation regarding poor communication, with data that only 1 in 9 respondents (only 11%) received socialization from competent parties.So that it also results in resource factors, dispositions and what the author concluded were not working as well. Problems that hinder the implementation of local fruit protection of Balinese zalacca fruit are technical plant science, where the nature of fertilization and the harvest period of salak bali and barking sugar is not sustainable throughout the year.

Abstract

The purpose of this study was to determine the Accountablity of Fund Allocation Management (ADD) in Tikonu Village, Wundulako District, Kolaka Regency. The method used in this research is descriptive qualitative. research location in Tikonu village, Wundulako sub-district, Kolaka regency. The informants in this study were the Village Head, the Head of the BPD, the Chair of the LPM, the Village Secretary, the Village Treasurer, the Head of Development, Members of the BPD, Members of the LPM, TPK, Community Leaders and the community of Tikonu Village, Wundulako District, Kolaka Regency. Types and sources of primary research data obtained directly from research informants through data collection techniques, and secondary data obtained through library research, namely by inventorying and analyzing literature in the form of books, magazines and newspapers related to the problems under study. The results show that the village government of Tikonu has not fully implemented the accountability model for managing village fund allocations, seen from the completion of monthly reports that have passed the deadline and the village community has not been fully involved in the implementation of village meetings on village fund allocation, so there has not been good cooperation between village government and village communities as mandated in Kolaka Regent Regulation Number 04 of 2017. Lack of village community involvement in the preparation of village development plans using village fund resulting in development in Tikonu village not running optimally for the benefit of all its residents. All the problems that occur indicate the need for Village Fund Allocation management to be carried out in a participatory, transparent and accountable manner based on the Kolaka Regent Regulation Number 04 concerning the use and implementation of Village Fund Allocation. The process of implementing development programs through the Village Fund Allocation (ADD) should involve youth organizations, youth leaders and the community.
