Abstract

The transformation of Indonesia's digital trade ecosystem after the COVID-19 pandemic has given rise to social commerce a model that combines social media functions with online transactions creating an urgent need for more adaptive regulation. This study examines the effectiveness of the separation system between social commerce and e-commerce as regulated by the Minister of Trade Regulation (Permendag) No. 31 of 2023, which aims to restructure digital trade governance and protect micro, small, and medium enterprises (MSMEs). The research aims to assess how effectively the policy achieves market fairness, strengthens platform supervision, and fosters a competitive digital ecosystem. This study employs a qualitative descriptive approach through literature review and observation of implementation practices on platforms such as TikTok, Instagram, and Tokopedia. The analysis applies the Adaptive Policy Design & Governance Capacity framework (Capano & Woo, 2018), covering analytical, operational, and political capacities, as well as policy robustness, adaptiveness, and integration. The results indicate that Minister of Trade Regulation No. 31/2023 is normatively effective in clarifying the boundary between promotional and transactional functions, while encouraging global corporate compliance through the TikTok Shop Tokopedia merger. The policy is found to be robust, adaptive, and well-coordinated across institutions, although challenges remain in oversight and MSME digital literacy. This study highlights the importance of adaptive and collaborative governance capacity in balancing innovation with regulation and provides a foundation for strengthening inclusive and sustainable digital trade governance in Indonesia.

Abstract

Berdasarkan hasil pemilihan umum dan penetapan Komisi Pemilihan Umum (KPU) telah menetapkan hasil rekapitulasi pemilihan umum baik pemilihan legislatif (pileg) dan pemilihan presiden (pilpres) 2024 Pasangan Prabowo Subianto-Gibran Rakabuming Raka memperoleh 96.214.691 dengan begitu pasangan Ganjar Pranowo-Mahfud MD dan pasangan Anies Rasyid Baswedan-Muhaimin mengalami kekalahan. Dampak kekalahan tersebut membuat partai-partai yang kalah melakukan manuver politik dengan membuat haluan baru yang dapat menguntungkan partainya dengan acara bergabung dengan pemenang capres-dan cawapres 2024. Bergabungnya Nasdem dan PKB ke koalisi pemerintahan Prabowo-Gibran mewarnai dinamika terbaru konsolidasi politik nasional pascapemilu. Masuknya dua partai punggawa Koalisi Perubahan ini otomatis menambah dalamnya pijakan koalisi pemerintah eksekutif dalam ruang legislatif. Metode Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. pendekatan kualitatif digunakan dalam analisis masalah yang bertujuan untuk memperoleh penjelasan yang mendalam dan menyeluruh tentang fenomena yang dialami oleh subjek penelitian, dengan hasil penelitian ini bahwa koalisi partai politik dalam kabinet Prabowo Gibran mencerminkan dinamika kekuasaan jokowi masih melekat di dalamnya. Padahal Koalisi besar mempengaruhi pembentukan kabinet dengan seringkali menjadikan sistem politik balas jasasebagai dasar distribusi kekuasaan. Hal ini mengakibatkan penempatan jabatan lebih didasarkan pada kepentingan partai dibandingkan pada kompetensi tiap-tiap individu. Akibatnya, efisiensi kabinet   serta pemerintahan secara keseluruhan menurun karena yang menduduki kursi kekuasaan bukanlah yang ahli dalam bidangnya namun karena adanya kepentingan kekuasaan.

Abstract

Transformasi kelembagaan menjadi prasyarat penting dalam menjawab tantangan kompleks pemerintahan daerah di era digital dan tata kelola kolaboratif. Artikel ini bertujuan mengkaji secara konseptual skenario dan roadmap transformasi kelembagaan pemerintahan daerah berbasis analisis multidimensi—struktural, kultural, teknologi, dan kapabilitas jaringan. Dengan pendekatan kualitatif dan studi literatur dari sumber-sumber ilmiah nasional dan internasional, artikel ini menawarkan kerangka kerja strategis serta kontribusi terhadap penguatan kapasitas kelembagaan sektor publik. Temuan utama menunjukkan bahwa keberhasilan transformasi membutuhkan pendekatan adaptif, partisipatif, dan integratif, serta sinergi antara reformasi digital dan desain ulang kelembagaan. Artikel ini memberikan kontribusi terhadap ilmu administrasi publik dengan memperkaya teori transformasi kelembagaan serta praktik desain kebijakan kelembagaan yang berkelanjutan.

Abstract

Tujuan dari penelitian ini adalah melakukan analisis mendalam terhadap kinerja Reformasi Birokrasi di lingkungan internal Sekretariat Dewan Perwakilan Rakyat Daerah Kota Tasikmalaya. Meskipun berhasil mendapatkan predikat kategoris "B" pada Indeks Reformasi Birokrasi atau IRB, ternyata organisasi tersebut gagal mencapai target nilai absolut kuantitatif yang telah dipatok, yang mengindikasikan adanya kelemahan fundamental dalam implementasi delapan area perubahan RB. Metode penelitian yang digunakan berfokus pada analisis kualitatif terhadap kesenjangan kinerja, dengan mendiagnosis akar masalah yang bersumber dari isu-isu strategis internal dan kelemahan pada sistem manajemen kinerja, diperkuat oleh temuan dari Evaluasi Sistem Akuntabilitas Kinerja Instansi Pemerintah atau disingkat SAKIP. Hasil penelitian menunjukkan bahwa defisit nilai yang signifikan membuktikan adanya hambatan birokratis akibat koordinasi internal dan eksternal yang belum optimal, keterbatasan sumber daya manusia dari segi kuantitas dan kualitas kompetensi, serta pemanfaatan teknologi dan media informasi yang belum sepenuhnya optimal. Selain itu, kelemahan SAKIP dalam mengukur kinerja dan menguraikan hambatan secara akurat menjadi pemicu kegagalan mencapai target absolut IRB. Kesimpulan yang diperoleh adalah bahwa kegagalan untuk mencapai target nilai kuantitatif ini adalah akibat langsung dari lingkaran umpan balik negatif antara defisit nilai IRB, isu internal, dan kelemahan SAKIP, sehingga strategi perbaikan harus dimulai dengan memutus lingkaran ini secara struktural untuk mencapai keberhasilan reformasi birokrasi yang substantif.

Abstract

Fokus penelitian ini adalah efektivitas program optimalisasi pelayanan online KTP Elektronik di Dinas Kependudukan dan Pencatatan Sipil Kota Serang. Permasalahan pada penelitian ini adalah terbatasnya sumber daya manusia pelaksana yang menyebabkan tidak efisiennya pelaksanaan pelayanan daring, belum optimalnya perubahan pelayanan administrasi kependudukan secara daring dimana tingkat literasi digital masyarakat masih rendah serta kurang meratanya sosialisasi ke beberapa lapisan masyarakat, dan masih kurangnya minat masyarakat tentang layanan daring serta kekhawatiran akan keamanan dan privasi dalam inovasi pengantaran e-KTP ke rumah masyarakat. Tujuan dilakukannya penelitian ini adalah untuk mengetahui seberapa besar tingkat efektivitas program optimalisasi pelayanan online KTP elektronik di Dinas Kependudukan dan Pencatatan Sipil Kota Serang. Metode penelitian ini menggunakan metode penelitian asosiatif dengan menggunakan pendekatan kuantitatif. Populasi dalam penelitian ini adalah masyarakat Kota Serang yang sudah memiliki KTP dan pernah melakukan pengurusan E-KTP di Dinas Kependudukan dan Pencatatan Sipil Kota Serang yang berjumlah 519.166 orang. Teknik pengambilan sampel menggunakan teknik Cluster Random Sampling dengan rumus Slovin sehingga sample dalam penelitian ini berjumlah 100 responden. Hasil penelitian ini menunjukkan bahwa terdapat tingkat efektivitas yang signifikan pada efektivitas program optimalisasi pelayanan online KTP elektronik dengan besarnya efektivitas mencapai 77,73%.

Abstract

Halal product certification is seen as important for producers because it is very beneficial for product continuity. As for consumers, halal certification is very useful for providing protection for consumers from all forms of materials that are harmful to health and all matters related to the halalness of products, both ingredients and processing methods. The theory used in this research is the theory of the policy implementation model from Soren C Winter in Indiati 2021, namely behavior in inter-organizational relations, lower-level behavior (civil servants / bureaucrats); and, target group behavior. The research method used in this research is qualitative method, and this research is directed to be able to know, understand and describe the actual situation in the field in detail and actually about the implementation of Government Regulation Policy Number 39 of 2021 concerning the Implementation of the Halal Product Guarantee Field on food products in Serang City, Banten Province. The results of this study are that organizational and inter-organizational behavior in the implementation of halal product guarantees has been well implemented. Where each organization has its own role and function duties and is able to be consistent or committed to its duties and functions in accordance with existing regulations. Abstract

Seek the public interest is a form of government responsibility in handling various public interests in various policy lines. This is done by observing public discussions related to the performance of policies carried out by the government. The Free nutritious meals (MBG) policy is a manifestation of efforts to meet the public interest with the aim of improving the quality of nutrition in children, although in its implementation it still faces many challenges such as poisoning. The purpose of this study is to find out the public sentiment on the implementation of the MBG policy in Indonesia by using the Big Data analysis research method using X. The results of the study show that the public sentiment on the implementation of the policy is neutral. Then negative sentiment is more dominant than positive which shows that public assessment of the implementation of MBG is considered ineffective, because there are still rampant cases of poisoning and inadequate planning, implementation and supervision. In addition, political communication from the government that is not in harmony between the claimed success and the fact of policy implementation on the ground makes negative sentiment from the political sector more dominant. However, positive sentiment shows that the public considers the MBG program to be beneficial if there are significant improvements ranging from MBG and SPPG kitchen planning, implementation and adequate supervision from policy implementers.

Abstract

The financial services industry is undergoing a digital transformation that requires competent employees with a high level of organizational commitment. Without such support, organizational change risks encountering resistance or even failure. This study aims to analyze the influence of perceived organizational support, employee engagement, psychological empowerment, and person-organization fit on organizational commitment within the financial services sector. This research used a quantitative survey approach. The sample consisted of employees from financial service organizations at Priangan Timur. Data were analyzed using structural equation modeling (SEM) to test the hypothesized relationships among variables. The results shows that perceived organizational support, employee engagement, and person-organization fit significantly affect organizational commitment, with psychological empowerment as a key psychological mechanism that strengthens these effects. These findings highlight the importance of psychological factors and value congruence in fostering employees’ long-term commitment. This study contributes theoretically to the development of organizational commitment models based on psychological approaches and provides practical implications for human resource management in financial services. The findings suggest strategies for effectively managing employees in the era of digital disruption.

Abstract

Abstract The acceleration of digital transformation in Indonesia’s banking sector after 2025, driven by Bank Indonesia (BI) and the Financial Services Authority (OJK), focuses on innovation, financial inclusion, and the adoption of advanced technologies. This transformation requires employees readiness, particularly in technology integration, digital proficiency, and psychological well-being. Within this context, self-efficacy plays a critical role as a psychological mechanism that enables employees to adapt and enhance work engagement in the digital era. This study used a quantitative survey approach to analyze the influence of technology integration, digital proficiency, and psychological well-being on work engagement, with self-efficacy in the role of a mediating variable within banking employees in the Priangan Timur region. Data were collected through structured questionnaires and analyzed using structural equation modelling (SEM). The findings shows that technology integration, digital proficiency, and psychological well-being significantly affect self-efficacy, while self-efficacy itself affects a positive effect on work engagement. Furthermore, self-efficacy mediates the relationship between technology integration, digital proficiency, and psychological well-being on work engagement. These results suggest that employees with higher levels of self-efficacy are more capable of adapting to technological change, maintaining psychological health, and actively engaging in their work. This study contributes to the human resource management by highlighting the mediating role of self-efficacy in digital transformation contexts. Practically, it provides recommendations for banks to design strategies that combine technological adoption, digital skills development, and psychological support to sustain employee engagement. Future research may extend this study to other industries affected by digital transformation or addopt additional psychological factors to enrich the model.  Keyword: Technology Integration; Digital Proficiency; Psychological Well-bein;, Work Engagement; Self-Efficacy.
