Abstract

Tujuan pembangunan milenium atau Millennium Development Goals (MDGs) merupakan cita-cita mulia dari hampir semua negara di dunia yang dituangkan ke dalam deklarasi milenium (Millenium Declaration). Cita-cita ini didasari kenyataan bahwa pembangunan yang hakiki adalah pembangunan manusia. ini merupakan paradigma yang harus menjadi landasan pelaksanaan pembangunan negara-negara di dunia yang telah menyepakati deklarasi milenium perserikatan bangsa-bangsa tersebut. Cita-cita pembangunan manusia mencakupi semua komponen pembangunan yang tujuan akhirnya ialah kesejahteraan masyarakat.Selanjutnya otonomi daerah memberikan keleluasaan kepada daerah kabupaten/kota, tak terkecuali Kota Serang untuk melaksanakan pembangunan yang berfokus pada manusia untuk mencapai target MDGs pada tahun 2015. Adapun dalam pencapaian MDGs pada tahun 2015 dapat dilihat dari beberapa indikator, yakni : (1) adanya pengurangan kemiskinan dan kelaparan; (2) pencapaian pendidikan dasar untuk semua; (3) mendorong kesetaraan genderdan pemberdayaan perempuan; (4) menurunkan angka kematian anak; (5) meningkatkan kesehatan ibu; (6) memerangi HIV/ AIDS, malaria, dan penyakit menular lainnya; (7) memastikan kelestarian lingkungan hidup; dan (8) membangun kemitraan global untuk pembangunan. Oleh karena itu, dalam penelitian ini mencoba untuk mengungkapkan gambaran tentang kebijakan-kebijakan apa yang sudah dilakukan demi tercapainya target MDGs pada tahun2015, bagaimana kondisi MDGs di Kota Serang dan prospeksnya pada tahun 2015, serta bagaimana model peningkatan pencapaian MDG’s sehingga dapat tercapai pada tahun 2015.

Abstract

This study discusses the comparative quality of democracy in the perspective of gender equality between Indonesia and Thailand. Selection of study subjects based on data ranking global democracy that puts Indonesia and Thailand as a country in Southeast Asia with the quality of democracy is not far adrift. This study uses the theory of political culture for respective internal uniqueness, the quality of democracy, gender theory and comparative politics approach using Mill's Method  to analyze focus of research. This study used a qualitative approach with descriptive type of analysis through literature study.  The unit of analysis in this study focused on the quality of democracy in the perspective of gender equality. The unit of explanation is the comparison the quality of democracy in the perspective of gender equality Indonesia and Thailand are seen from the level of political participation of women in each country. Each by  the period between 2010 to 2014 based on internal changes that occur in both. In addition to historical comparative method is also used to acquire the common traits between the uniqueness of the community and assess long-term social change. Based on the data that has been collected relating to the history and political culture of each country, it can be said that the quality of the implementation of democracy is influenced by the historical background and internal changes. Internal change is increasingly open does not necessarily encourage democratization, it is because of the culture of political force. Eventually important role in the political system as a determinant of the quality of democracy and guarantor of democracy.

Abstract

Condition of traditional markets in the city of Probolinggo are considered uncomfortable for traders and consumers. Many parts of the physical buildings have damaged, lack of trash, sewage that has been closed, lack of lighting and the number of traders who are selling in the hall because they do not get stall. Vehicles parking around the market has also resulted in traffic congestion as well as vehicles belonging to traders and shoppers that coming / leaving the market. The markets condition as illustrated above, especially in pasar Baru market of Probolinggo city need to get more attention from multiple parties especially market stakeholders and specially from local government as manager. Although local governments have made efforts to empower pasar Baru as a competitive traditional market, the results have not been able to resolve the real problems. This research is qualitative research with fenomenological approach as it is suitable with social characteristics of traders and traditional market visitors. This research found that the local government of Probolinggo city still need to increase its attention in the improvement of pasar Baru management. These attentions should consider (1) the urgency to increase the cleanliness of the market environment, (2) the urgency of parking rearrangement to overcome the congestion, (3) the urgency of physical revitalization building so that the physical appearance of the building as a modern market, (4) the urgency of revitalization of comprehensive market layout architecture

Abstract

Market restructuring in the form of bureaucratic entrepreneurship enables the government to achieve the results needed to solve the problem. However, such a dominant worldview proves unsuccessful in providing problem solving. On the one hand, the emergence of a new economic relations structure in the form of public-private partnerships should continue to contribute positively to the private sector in gaining advantage over the sustainability of cooperation, whereby market mechanisms become incentives that allow private parties to derive interest from their involvement. On the other hand, government-private cooperation results in the inability of the community to access the services provided. Therefore, there is a need for a breakthrough in a more innovative contracting system so that it can become a consensus on public-private partnerships related to water supply. This research is qualitative using desk-research method. The result of the research shows that the cooperation system which is more suitable with the condition of public-private cooperation in the provision of clean water in Indonesia is the contract wake system. In the wake contracting system the water utility right is an instrument in the licensing system used by the government to limit the volume of water obtained and used by the private sector. That is, the instrument becomes the press point of government control over the use of water rights by private parties. Therefore, there is no more ownership and control over the water resources.

Abstract

This research is to discuss and to analyze about a background of the student of universitas islam indonesia yogyakarta to use headgear and their processes are objectivation, internalization and externalization processes. The research objective is to analyze about a backgruond of the students of universitas islam indonesia yogyakarta (UII) to use headger and to analyze how they are meaning of the headger their use. The benefit of this research is to give the contribution about of sosiology knowledge concerning headger phenomenon in education institution on the later to use for helping the next empirical research and this researh could to become consideration in making a wisdom that related with headger in UII. This research isi using Peter L Berger's of perspective theory, researcher want to know and to analyze the process of knowladge contruction about headger in student.

Abstract

This research entitled The Innovation of Public Service of SAMSAT in Tasikmalaya City, based on the problem of the need for the administrative services of SAMSAT is so big that it causes long queue or overcrowded so that the duration of society have to wait to get the service. The problem is pneulis meticulously related how the implementation of Public Service Innovation SAMSAT Roving by using a quantitative approach with descriptive methods with respondents Tasikmalaya City community who get the services of SAMSAT Roving. The results of this study indicate that the implementation of public service innovation SAMSAT Roving In Tasikmalaya City run well with the implementation of 3 indicators of innovation public service.

Abstract

Kecamatan merupakan istilah  subdistrict  pemerintah daerah dan    berfungsi sebagai ujung tombak  dalam penyelenggaraan pemerintahan daerah serta menjadi garda terdepan dalam memanifestasikan tujuan pembangunan kesejahteraan rakyat. Keberadaan  subdistrict merupakan konsekuensi dari  implementasi konsep Decentralizations within cities. Undang-Undang Nomor 23 Tahun 2014 Tentang Pemerintahan  Daerah, menjelaskan bahwasanya Kecamatan hanyalah wilayah kerja Camat sebagai perangkat daerah, yang mewakili bupati/walikota di wilayah kerja tertentu.Artikel ini menggunakan pendekatan  kualitatif dengan metode diskriptif. Kesimpulan dalam artikel ini dapat diketahui bahwasanya Camat sebagai pimpinan tertinggi di Kecamatan harus dapat mengkoordinasikan semua urusan pemerintahan di Kecamatan. Kecamatan sebagai daya dukung pemerintah daerah dalam menjalankan aktivitas  kerja tidak  terlepas dari hubungan dengan organisasi vertikal  dan pihak lain termasuk satuan kerja perangkat daerah. Abstract

Implementation of the concept of corporate social responsibility (CSR) is mainly not coincided with the local government policy.The local government development planner (Bappeda) designs its policy according to national plan and budget from the central government, whereas the company’s CSR team is doing “business as usual” regardless whether its program’s design match with the government plan or not. Consequently, many of CSR projects do not reach satisfactory outcome as it clashed with governments’ projects. A number of programs such as poverty alleviation, greening, and strengthening local economies that the company does are often collide with those from government. If there is a match, it leads to a double budgeting of same target place or a double counting in a program budget. This situation adds to the long list of classic local planning issues which is overlapping programs among government agencies. Hence, the implementation of CSR and the design of regional planning that are intended to further advance the regional development has often resulted in disappointment. An obvious example of this argument is in the case of PT Kalimantan Prima Coal (KPC) which operates in Kabupaten of Kutai Timur. Despite the fact that the district has a regional budget of Rp. 2.4 trillion, which is 86% of it obtained from the mine and mostly came from the royalty ofKPC, but the development process of the region is considered relatively slow. Many consider local government has failed in carrying out the development goal, whereas KPC is considered only want to make profits and ignoring the well-being of surrounding community.This paper argues that in order to find solution of this impasse formulation and a new conception is needed to integrate the company's CSR program with the development plan set out by the local government. By doing so, a new model of CSR is expected to be successfully implemented.

Abstract

Kebijakan otonomi daerah hanya dapat berhasil dan dinikmati oleh masyarakat apabila juga diikuti dengan reformasi birokrasi dan perbaikan kualitas pelayanan publik. Beberapa diantaranya terdapat kesenjangan antara birokrasi dan kualitas pelayanan, seperti dalam kasus relasi antara pemerintah dan warganya seringkali perijinan menjadi indikator untuk menilai apakah suatu pemerintah telah melakukan pencapaian pada kondisi “good government”. Birokrasi perijinan merupakan salah satu permasalahan yang menjadi kendala bagi perkembangan dunia usaha di Indonesia pada umumnya dan khususnya di Kota Serang. Dalam jurnal ini, kemudian penulis mencoba mengungkap manajemen operasi dalam organisasi kepemerintahan yang ideal untuk mengimplementasikan pelayanan terpadu satu pintu di Kota Serang sebagai upaya menciptakan pemerintahan yang bersih,transparan dan akuntabel.

Abstract

Implementation Governor Rules Number 34 Year 2010 a bout on the Description of Duties and Functions of the Regional Technical Implementation Unit in the Region of Banten Province in Technical Implementation Unit of the Department of Management of Regional Assets and Assets of Serang regency Suharyono,  Regional autonomy provides local authorities to make the norm of about regional organizations. Peraturan Gubernur No. 34 Tahun 2010 on Duties and Functions of the Office of Technical Implementation Unit Banten Provincial structured as public policies that govern the work system UPT UPT organization in order to run effectively. The purpose of this study was to analyze the impact of public policy on the effectiveness of the organization at the Technical Implementation Unit Office of Financial Management and Asset Serang District. This research is using qualitative approach. The object of this research is the UPT Office of Financial Management and Asset Serang district, Banten Province. Based on the interview with the Head Unit, Head of Sub Division of Administration, staff and staff PKB and BBNKB Other revenues can be concluded that the public policy that t Peraturan Gubernur No. 34 Tahun 2010 on Duties and Functions of the Office of Technical Implementation Unit Banten Provincial UPT has been run by the Department of Finance and Asset Management Serang regency well. Order Unit Office of Financial Management and Asset Serang regency in implementing public policies impact on the ongoing activities of organiasi effectively.
