Abstract

As many as 70% of Indonesia's population in 2045 is estimated to live and live in cities, a smart city concept is needed that can provide a livable place to live for the community and increase the efficiency of public services. Smart Living is a relevant concept to be applied in conditions like this, a livable and clean environmental management will create a hygienic and efficient urban life for the community service itself. The purpose of this study is to analyze and describe how the Smart Living Program is Implemented in Semanggi Village, Pasar Kliwon District, Surakarta City. The analysis of the implementation of the Smart Living program in Semanggi Village, Pasar Kliwon District, Surakarta City uses George C. Edward III's implementation theory, there are 4 indicators of the success of an implementation in this theory, namely, Communication, Resources, Disposition, and Bureaucratic Structure. From the research conducted, it can be concluded that the implementation of the smart living program in Semanggi Village has been going well but there are still obstacles for the library that has not been inaugurated so that it is stalled and there is a lack of public awareness of the cleanliness of the surrounding environment. Therefore, it is necessary for the local government to conduct further communication through socialization to the community in increasing awareness of the revitalized environment.Keywords: Implementation, Smart Living, Smart City, Public Policy.

The modern era makes communication easier with the development of technology and information with the advent of the internet and the presence of social media. TikTok social media as one of the trending and much loved social media. TikTok makes it easy for its users to get educated through its content. KPU Surakarta is one of the creators of educational content for the 2024 election. Abstract

The Public Works and Spatial Planning Department of Sukoharjo Regency is one of the public service agencies responsible for infrastructure, such as public roads. However, it still faces a number of problems when carrying out its duties. This can be seen from the many complaints or complaints from the public or criticism made by the public regarding the lack of response or action related to damage to district roads. Therefore, it is important to see how responsive the apparatus of the Public Works and Spatial Planning Department of Sukoharjo Regency is in handling public complaints so that the services provided are in accordance with what the public expects. The purpose of this study is to describe and analyze the responsiveness of the Public Works and Spatial Planning Department of Sukoharjo Regency in handling public complaints regarding road damage. The method used in the study is descriptive qualitative. The focus of the analysis in this study uses five indicators of responsiveness theory according to Agus Dwiyanto (2017), namely, the presence or absence of public complaints, the attitude of the meeting in responding to complaints, the use of complaints as a reference for improving services, the actions of officers to provide service satisfaction, and the placement of the community in the applicable service system. Data collection was carried out through observation, interviews, and documentation. The selection of informants was carried out using a purposive technique. While the data analysis technique used in this study was the Interactive Model data analysis from Miles Huberman and Saldana. The results of this study indicate that based on the five indicators of responsiveness according to Agus Dwiyanto's theory (2017), the responsiveness of the Public Works and Spatial Planning Agency of Sukoharjo Regency can be said to be unresponsive in handling complaints about damage to district roads, there are several things that are still obstacles in resolving them. This can be seen from the fact that not all public complaints can be responded to quickly because they have not been included in the budget agenda and the availability of a limited budget, then there are still obstacles that need to be optimized such as the lack of information about SOPs (Standard Operating Procedure) regarding the complaint flow and its handling. Abstract

Bureaucratic reform aims to create effective, efficient, and accountable governance. The Surakarta City Government issued Mayor Regulation (Perwali) No. 39 of 2023 to accelerate the implementation of bureaucratic reform at the regional level. However, its implementation still faces challenges, such as lack of coordination between agencies, civil servants’ (ASN) adaptation to new policies, and the effectiveness of evaluation and monitoring mechanisms. If not addressed, these obstacles may hinder the achievement of bureaucratic reform objectives and reduce the quality of public services. Therefore, this study is necessary to evaluate the effectiveness of policy implementation. This study employs a qualitative method with a descriptive approach. Data were collected through direct observation, interviews with ASN in the Organization Division of the Regional Secretariat of Surakarta City, and analysis of policy documents and bureaucratic reform evaluation reports. The effectiveness of this regulation was assessed based on four effectiveness indicators from Tangkilisan (2005): target achievement, adaptability, job satisfaction, and responsibility. The findings indicate that the implementation of Mayor Regulation No. 39 of 2023 has improved bureaucratic reform effectiveness, particularly in achieving reform targets and enhancing digitalization through the Electronic-Based Government System (SPBE). Civil servants have shown a good level of adaptation to policy changes, and a more structured work system has contributed to increased job satisfaction. However, challenges remain in inter-agency coordination and workload management, which hinder the optimization of bureaucratic reform policies. Based on these findings, this study recommends strengthening inter-agency coordination, optimizing data-driven monitoring and evaluation systems, enhancing civil servant competencies in information technology, and reinforcing the BerAKHLAK work culture through an improved reward and punishment system to ensure more effective and sustainable bureaucratic reform. Abstract

Abstract This research aims to analyze community participation in developing Watu Gambir Tourism. The population in this research is the people of Karang Village, Karangpandan District, consisting of BUMDes groups, business actors and local community leaders. The design used in this research is descriptive research with a document recording data collection method which is then analyzed using qualitative descriptive analysis. The research results show that community participation is good, tourism development not only contributes to economic aspects, but also to the social welfare of the community. Abstract

The Rolasan Program is a form of Smart City initiative in Klaten Regency which aims to provide information to the public through digital platforms, especially YouTube and Spotify. The research aims to analyze the development of the Rolasan Program in implementing the Smart City concept at the Klaten Regency Communication and Informatics Office. This study uses Richardus Indrajit's theory, namely content development, competency building, connectivity, cyber laws, citizen interfaces, and capital. This research method is descriptive qualitative aimed at analyzing and describing the development of the Rolasan program. Data collection was carried out by interview, observation and documentation. The data analysis technique used is the analysis technique according to Miles Huberman. The results of the study showed that although the Rolasan program has good potential in improving public services, there are still several challenges. In addition, of the six indicators carried out by researchers, the Rolasan program was not satisfactory.

Abstract

The development of communication technology has transformed the way individuals interact, including the relationships between Kalimantan-origin students studying at Slamet Riyadi University Surakarta and their parents. WhatsApp has become the primary medium for maintaining long-distance interpersonal communication between students and parents to preserve a harmonious relationship. This study aims to understand how long-distance interpersonal communication between children and parents helps maintain a harmonious relationship through WhatsApp. The research applies Joseph A. DeVito’s interpersonal communication theory, which emphasizes the importance of openness, empathy, support, a positive attitude, and equality in interpersonal interactions. The research method used is descriptive qualitative with a phenomenological approach. Data were collected through in-depth interviews with Kalimantan-origin students studying at the Faculty of Social and Political Sciences at Slamet Riyadi University Surakarta and their parents. The findings indicate that WhatsApp plays a crucial role in maintaining communication between students and parents. High-intensity communication through text messages, voice calls, and video calls enables students to stay emotionally connected with their parents. Elements of openness, empathy, support, a positive attitude, and equality serve as key aspects in sustaining a harmonious relationship. Despite challenges such as differences in communication patterns and technical disruptions, regular communication through WhatsApp helps students feel closer to their parents. Furthermore, students who engage in open communication with their parents tend to feel more supported and motivated in their lives away from home.komponen yang sama dengan di abstrak dalam versi bahasa Indonesia.

Abstract

ABSTRACT The rapid development of information and communication technology has revolutionized the way humans communicate, interact and participate. Social media is one form of development of information and communication technology. Now social media is also utilized as a means of doing business. Instagram has become a popular platform for building audiences and promoting goods or services for businesses. Competition in the business world in utilizing Instagram as a communication medium is getting tighter, an understanding of communication and good communication planning is needed to be able to convey messages well and effectively. This research discusses the communication strategy carried out by Andcraft through Instagram media. The method used in this research with a qualitative approach, data collection with interviews, observation and documentation, and data validation used is miles and huberman interactive analysis. The results showed that Andcraft uses Instagram for planning to know the audience, create messages, determine methods and choose media. Utilizing Instagram as a communication medium is done by Andcraft by using photo and video features, comments, captions, hashtags, Instagram ads, and Instagram insight for social media maintenance of its account. Abstract

The Surakarta City Government is committed to promoting disaster mitigation education programs, the government and local governments are responsible for implementing disaster management. The implementation of this flood disaster education program is carried out by the Surakarta City Regional Disaster Management Agency. This study aims to describe the implementation of the flood disaster mitigation education program. This study uses the theory of George C. Edward III's Policy Implementation. This type of research is descriptive qualitative, the types of data used are primary data and secondary data, the determination of informants using purposive sampling techniques. Data collection techniques used in this study are observation, interviews and documentation. Data analysis techniques used are data reduction, data presentation and drawing conclusions. The results of this study indicate that the Surakarta City Regional Disaster Management Agency always strives to implement Law of the Republic of Indonesia Number 24 of 2007 concerning Disaster Management, but there are obstacles in the form of policy communication where information has not been conveyed clearly, triggering problems regarding public knowledge in dealing with flood disasters. As for suggestions for the above problems, the community is expected to follow the flood disaster mitigation education program that is being held and the community is asked to be more active in carrying out independent evacuation measures if a disaster occurs before assistance arrives. Abstract

This study aims to thoroughly analyze the relationship between exposure to the official website of the Ministry of Communication and Information Technology (Kominfo.go.id) and the level of knowledge of Communication Science students at Slamet Riyadi University Surakarta (UNISRI) regarding the Electronic Information and Transactions Law (ITE Law). In today’s digital era, the government, through Kominfo, plays a crucial role in providing relevant and accurate access to legal information, particularly the ITE Law, which regulates behavior in cyberspace. Kominfo.go.id has become one of the main platforms used to reach the broader public. This research involved one hundred Communication Science students from UNISRI as respondents. A quantitative research method with a correlational approach was used to test the hypothesis. The results indicate a statistically significant relationship between the level of exposure to the Kominfo.go.id website and the level of knowledge of UNISRI Communication Science students about the ITE Law. The frequency of access and the level of attention paid to the website’s content substantially contribute to the enhancement of students’ cognitive knowledge, especially in terms of understanding and analyzing the content of the ITE Law. This study highlights the importance of effective digital media content management by government institutions to support legal literacy among the public, particularly the younger generation who actively use the internet. The implication of this study is the need for more targeted and interactive communication strategies through government digital platforms to enhance legal awareness in society.
