Abstract

This article aims to report students perception on face to face tutorials at Universitas Terbuka. Three latent variables which are tutors performance, tutorial result and tutorial cost were investigated. The respondents were 100 students from Jakarta and 100 students from Bandung where each location consisted of 50 students from Faculty of Education and 50 students from Faculty of Economics and Faculty of Social Sciences. Data was analyzed by using Factor Analysis, Multivariate Analysis of Variance, Univariate Analysis of Variance, and t-test.The results were: (1) The majority of students gave positif respon to all of the statements, (2) 10 out of 48 staments on students perception have to be considered by UPBJJ-UT and UT management because 10%-13% of respondents gave low scores, (3) Student from Faculty of Economics and Sicial Science at UPBJJ-UT Bandung had higher scores in tutorial result than their colleagues from Faculty of Education (4) Student from Faculty of Education at UPBJJ-UT Jakarta felt that tutorial cost was more expensive than their colleagues from other faculties, (5) There was no significant difference between students from UPBJJ-UT Jakarta and Bandung based on their perceptions on tutors performance, tutorial result, and tutorial cost.

Abstract

This article is aimed at exploring students perception of online tutorial program. The population is all of MMP (Magister of Fisheries Management Program, Universitas Terbuka, Indonesia) students attending the Marine and Coastal Area Management online tutorial program at registration time of 2008.1 in Jakarta and Ternate. All population members are engaged as responden. Data were collected by survey method and analysed by Rank Spearman non-parametric statistic method. The findings indicated that the students age level in Jakarta was dominated by early-adults (47,6%), while in Ternate was in middle-adults (73,3%). The main background of all students is fisheries (85,7% in Jakarta and 73,3% in Ternate). The skill in using internet of the Jakarta students were mostly at the mid level (66,7%), while the Ternate students were mainly at entry level (46,7%). The ability in using the internet (X3) is significantly correlated with the students perception of the questions in online tutorial program (Y2) at ? = 0,1.

Abstract

This paper is part of the research result done by the author in 2013 that covered 5 UT’s branch offices (Unit Program Belajar Jarak Jauh Universitas Terbuka/UPBJJ-UT), namely Jakarta, Bogor, Serang, Palembang and Purwokerto. The purpose of this study was to describe the UT front office clerks’ professionalism in providing services to the students. Analysis was carried out on the factors that influence the UT front office clerks’ professionalism in providing services. This research method was a quantitative method, and the total number of the respondents were 30 UT front office personnels. The data collection was using questionnaire and interview techniques, meanwhile the data analysis was using frequency distribution and regression test. The study concluded that the professionalism of the UT front office clerks that which in the area of creativity, innovation and responsiveness was showing the score level at fairly good (73,18%). On the other hand, the factors that influenced the UT front office clerks’ professionalism were factors such as human resources, service-system, and service-strategy. The magnitude of the effect of these three main factors to the UT front office clerks’professionalism were as high as 89,2%, while the remaining 10,8% was influenced by other causes. Paper ini merupakan bagian dari hasil penelitian yang dilakukan penulis pada tahun 2013 di 5 Unit Program Belajar Jarak Jauh Universitas Terbuka (UPBJJ-UT), yaitu Jakarta, Bogor, Serang, Palembang dan Purwokerto. Tujuan penelitian ini adalah menjelaskan profesionalisme petugas front office UT dalam memberikan layanan kepada mahasiswa. Analisis dilakukan terhadap faktor-faktor yang berpengaruh terhadap profesionalisme petugas front office dalam memberikan layanan kepada mahasiswa. Metode penelitian ini adalah metode kuantitatif. Jumlah responden yang diambil adalah sebanyak 30 responden petugas front office. Pengumpulan data dengan menggunakan kuesioner dan interviu. Analisis data dengan menggunakan distribusi frekuensi dan uji statistik regresi. Hasil penelitian menyimpulkan profesionalisme petugas front office yang mencakup aspek kreativitas, inovasi dan responsivitas dapat dikatakan sudah mencapai taraf cukup baik (73,18%). Faktor-faktor yang berpengaruh terhadap profesionalisme front office adalah Sumber Daya Manusia, Sistem Layanan, dan Strategi Layanan. Besarnya pengaruh ketiga faktor tersebut terhadap profesionalisme front office adalah sebesar 89,2%, sedangkan sisanya sebesar 10,8% oleh sebab-sebab lain.

Abstract

This research aims to develop the searching model of students and tutors answer and question activity in online tutorial (tuton) through FAQ system. All of the answers and question are collected in FAQ application so that it can be easily accessed by the students, both forms of online and offline in HTML format in TXT format, So, tutors dont need to write down the answers, if the students have made the documentation. The procedure of development follows in Borg and Gall which consists of 6 steps, they are; information collection, planning, pre-product development, pre-test, pre-product revision, and field test. For model planning is done by collaborating with lecturers of information system department, sains and technology faculty, Airlanga University. The subject of research is visual communication expert and computer expert to examine the product, students and MPS Tuton in registration time 2011-2012. To examine the field test or model evaluation. The data analysis uses the descriptive qualitative method and served in narration bases on research finding. Based on the result of field test, 96,1% students stated that FAQ application help to understand module material, 96,1% stated that documentation of answers is understandable, and 94,5% stated that document of answer and question is suitable with students desire and needs. Therefore, FAQ application affectively helps students to understand MPS subject and prepare to face the final test (uas). The offered recommendation is FAQ Application which is developed to other subjects and recommend entirely usage in UT, event all tutors are possibly recommended to use FAQ application in the time of doing online tutorial. Artikel ini bertujuan untukmemaparkan tentang pengembangan model penelusuran dokumen aktivitas tanya jawab mahasiswa dan tutor dalam tutorial online (tuton) melalui sistem FAQ, serta menguraikan efektivitas penggunaan FAQ pada mata kuliah MPS. Seluruh dokumen tanya jawab dikumpulkan dalam aplikasi FAQ agar dapat diakses mahasiswa, baik bentuk online dalam format HTML maupun offline dalam format TXT, sehingga tutor tidak perlu menulis ulang jawaban, jika pertanyaan mahasiswa telah terdokumentasi. Prosedur pengembangan mengikuti alur Borg and Gall (1989) terdiri atas 6 langkah, yaitu; mengumpulkan informasi, menyusun perancangan produk, mengembangkan produkawal, uji awal, merevisi produkawal, dan uji lapangan. Untuk perancangan model dilakukan kolaborasi dengan dosen Jurusan Sistem Informasi Fakultas Sains dan Teknologi Universitas Airlangga (Unair). Subjekpenelitian adalah ahli komunikasivisual danahli komputer untuk pengujian produk, mahasiswa peserta tuton MPS masa registrasi 2011.2 untuk pengujian lapangan atau evaluasi model. Datadianalisis menggunakanmetode kualitatif deskriptifdanditafsirkandengan caranarasiberdasarkan temuanpenelitian.Hasil penelitian menunjukkan bahwa uji coba awal produk aplikasi FAQ yang dikembangkan sudah valid dan dapat digunakan. Hasil pengujian lapangan juga menunjukkan bahwa 100% mahasiswa menyatakan sistem penelusuran dokumentasi aktivitas diskusi tanya jawab materi mata kuliah MPS mudah digunakan dan dapat dibaca secara berulang kapan saja, 96,1% menyatakan materi dokumentasi dapat membantu memahami materi modul MPS, 96% menyatakan dokumentasi jawaban mudah dipahami, 94,5% menyatakan dokumentasi tanya jawab sesuai dengan keinginan dan kebutuhan mahasiswa. Berdasarkan hasil pengujian lapangan, 96,1% mahasiswa menyatakan aplikasi FAQ membantu memahami materi modul, 96,1% menyatakan dokumentasi jawaban mudah dipahami, dan 94,5% menyatakan dokumentasi tanya jawab sesuai dengan keinginan dan kebutuhan mahasiswa. Dengan demikian, aplikasi FAQ sangat efektif membantu mahasiswa dalam memahami mata kuliah MPS dan persiapan menghadapi ujian akhir semester (UAS). Rekomendasi yang dapat ditawarkan adalah aplikasi FAQ dikembangkan untuk mata kuliah lain dan mengusulkan penggunaan secara meluas di UT, bahkan jika memungkinkan seluruh tutor disarankan untuk memanfaatkan aplikasi FAQ ketika melaksanakan tutorial online.

Abstract

Facebook (FB) dan WhatsApp (WA) telah menjadi "portal komunikasi" untuk jaringan sosial, yang telah dengan cepat mengubah cara orang berkomunikasi dan tetap terhubung. Dari perspektif pendidikan, situs jejaring sosial telah menerima ulasan ambigu. Beberapa penelitian telah menunjukkan bahwa penggunaan FB menjadi lebih luas dalam pembelajaran bahasa dan dapat menjadi alat yang efektif. FB tidak hanya mudah digunakan, tetapi juga membantu mendorong belajar mandiri dalam lingkungan sosial bagi siswa dan menempatkan kontrol untuk belajar ke tangan siswa. Artikel ini berfokus pada situs jejaring sosial FB, dan aplikasi WA dalam konteks UT. Ia mencoba untuk menjelaskan kegiatan berbagi informasi dilakukan melalui diskusi online menggunakan FB dan kelompok WA dan melibatkan siswa pembelajaran jarak jauh. Penelitian ini meneliti partisipasi siswa dalam diskusi online dan umpan balik mereka pada penggunaan FB dan forum WA sebagai platform untuk activity. FB dan WA diadopsi untuk mendukung tutorial online di Universitas Terbuka Indonesia dengan tujuan untuk meningkatkan guru-murid dan partisipasi rekan-berbasis, dan meningkatkan pengiriman pedagogis dan pembelajaran inklusif di ruang formal dan informal. Temuan menunjukkan FB dan WA berubah pedagogi dengan meningkatkan lingkungan sosial konstruktif untuk guru-siswa dan rekan-berbasis co-konstruksi pengetahuan. Peran guru berubah dari instruktur untuk fasilitator dan mentor memberikan bimbingan pada permintaan. Peran mahasiswa juga berubah dari penerima informasi ke generator informasi, kolaborator, organizer informasi / pencari / pemberi, pemikir kritis dan pemimpin kelompok. Namun tantangan menggunakan Facebook dan WhatsApp termasuk guru kebencian penggabungan akademik dan keluarga hidup disebabkan oleh konsultasi WhatsApp setelah jam. Facebook (FB) and WhatsApp (WA) have become the communication portal for social networking, which has rapidly transformed the way people communicate and stay connected. From an educational perspective, social networking sites have received ambiguous reviews. Some studies have shown that the use of FB is becoming more widespread in language learning and it can be an effective tool. FB is not only easy to use, but it also helps encourage autonomous learning within a social environment for students and puts control for learning into the students hands. This article focuses on the social networking site, FB, and WA application within the context of UT. It attempts to shed light on an information-sharing activity conducted via online discussion using FB and WA groups and involving distance learning students. This study investigated students participation in the online discussion and their feedback on the use of FBs and WAs forums as the platform for the activity.FB and WA were adopted for supporting an online tutorial at the Open University of Indonesia with a view to heighten tutorstudent and peer-based participation, and enhance pedagogical delivery and inclusive learning in formal and informal spaces. The findings suggest FB and WA transformed pedagogy by fostering social constructivist environments for tutorstudent and peer-based co-construction of knowledge. The teachers role was transformed from an instructor to a facilitator and mentor providing guidance on demand. Student roles were also transformed from information receivers to information generators, collaborators, information organizer/seekers/givers, critical thinkers and group leaders. However, the challenges of using Facebook and WhatsApp included tutor resentment of the merging of academic and family life occasioned by WhatsApp consultations after hours.

Abstract

To Increasing the learning resources access for UT students is one of the important agenda that needs to be translated into optimizing the role of Unit Program Belajar Jarak Jauh (UPBJJ). In this case, UPBJJ-UT Surabaya has developed a collaboration to utilize ICT Center which related to the National Education Network activity (Jardiknas). This research aim is to describe the use of ICT Center for increasing the access to the learning resources for UT students, by using a qualitative approach and descriptive evaluative research strategy. The result of this research shows that student participation in the ICT Center facility is still low, the only 53 student (11.77%). The low participation of students is due to, (1) lack of adequate socialization to students, (2) students ability to access the internet, (3) location of ICT Center from students resident, and (4) the lack of obligation policy for UT students to access the internet. The results of this research also shows that the collaboration between UPBJJ UT-Surabaya with the ICT Center is not optimal, because of; (1) limited technical guidance, (2) is no clarity of operational cost, and (3) the knowledge ICT Center the UT website. However, the collaboration a good prospect, because of the strong of government to the ICT Center activity.

Abstract

Universitas Terbuka has been applying a test of final examination for measuring student learning outcomes. Type of final examination that developed is objective test consisting of stem and option. Option of test covering answer key and detractors. A good question should have detractors relatively homogenous, so that it is difficult to guessed by a student. Criteria of good question can be determined by item analysis with using classical test theory and modern test theory. Universitas Terbuka has been doing item analysis based on classical test theory. This theory has the limitations characteristic of the index items were highly dependent on the group of test. Unlike the case with modern test theory (item response theory). Item response theory is based on the ability of individual test. The purpose of this paper is to determine: (1) how the result of the final exam item analysis using item response analysis, (2) how the comparison of the number of valid and invalid between item response analysis and classical test analysis, and (3) how to determine item characteristics of the items and estimate the ability of participants to the test item response using Rasch models. The data used are student answers that took exams on subjects selected sample in 2009.1 and 2009.2. The total sample used by 8 subjects consisting of 16 sets of questions. The study results showed: (1) average difficulty level of the sample items was subject to item response items (Rasch Model) is between 0.618 to 1.417, (2)comparison of the results of the analysis of test items using classical analysis and the Rasch model analysis is very significant, and (3)on the number of examinees who many (over 1,500 people), the number or percentage of items was valid by using item response analysis more than the classical analysis.   Universitas Terbuka menerapkan tes berupa Ujian Akhir Semester untuk mengukur hasil belajar mahasiswa. Tipe soal UAS yang dikembangkan berbentuk tes objektif yang meliputi pernyataan (stem) dan alternatif jawaban (option). Option suatu tes meliputi kunci jawaban dan bukan kunci jawaban (pengecoh). Soal yang baik harus memiliki pengecoh yang relatif homogen, sehingga sulit ditebak oleh mahasiswa. Kriteria soal yang baik dapat diketahui dengan melakukan analisis butir soal baik menggunakan teori tes klasik maupun teori tes modern. Universitas Terbuka melakukan analisis butir soal UAS berdasarkan teori tes klasik. Teori ini memiliki keterbatasan yakni indeks karakteristik butir soal sangat bergantung pada kelompok peserta tes. Pada teori tes modern (teori respon butir), analisis butir soal didasarkan pada kemampuan individu peserta tes bukan berdasarkan kemampuan kelompok peserta tes. Tujuan penulisan artikel ini adalah untuk menentukan: (1) bagaimana hasil analisis butir soal UAS menggunakan teori respon butir, (2) bagaimana perbandingan jumlah soal valid dan tidak valid antara analisis respon butir dengan analisis tes klasik, dan (3) bagaimana menentukan karakteristik soal dan estimasi kemampuan peserta tes dengan analisis respon butir menggunakan model Rasch. Data yang digunakan adalah jawaban mahasiswa yang mengikuti ujian pada 8 mata kuliah sampel terpilih masa ujian 2009.1 dan 2009.2 yang terdiri atas 16 set soal. Hasil penelitian menunjukkan, rata-rata tingkat kesukaran soal mata kuliah sampel dengan teori respon butir (model Rasch) berkisar antara 0,618 sampai dengan 1,417. Perbandingan hasil analisis butir soal model klasik dengan model Rasch sangat signifikan. Pada jumlah peserta ujian yang banyak (lebih dari 1.500 orang), jumlah atau persentase butir soal yang valid dengan menggunakan item respon butir lebih banyak dibanding dengan analisis klasik.

Abstract

Universitas Terbuka (UT) as a higheropen anddistanceeducationinstitution has beencarrying outstudents assessmentin the form ofpaper and pencil and online examinations. This studywas conductedto determinethe effectiveness ofthe implementation of theOnline ExaminationSystem(Sistem Ujian Online=SUO), in terms of the reliability(robustness) of SUO application, the readiness ofHuman Resources inimplementingan online exam, the infrastructure that supporting SUO, and the studentresponses. The results showed that SUO applicationand support application had beenwell developedbyUT, proven that the SUO havebeenin operation in 30 out of 37UTregional centersin 2010. Studentsdid notface manyproblems in registering in the online exam.Infrastructureandhuman resourceswere considered satisfactory. Respondentsalso said that SUO was veryflexiblein terms of choosing theexamschedule andgetting the immediate feedback. Based on the research results, a SUO modelhad been developed and to be implementedatUT. The SUOmodel isdescribed inseveralbusinessprocesses, which includethe preparation, execution, processingexam results, as well assupervisionandevaluation. In the future, UTstillneeds toimprovefacilities, infrastructure andquality of human resources thatcansupport theonline exam. The implementation of online examrelies heavily oninformationtechnology (IT) and itis expectedthatSUOis adaptablewith this rapidly changed technology.

Abstract

SMS technology with its characteristics is a potential mobile-device technology to be implemented as media in distance education, either as academic administration or as learning support service. Thi sarticle aims to explain about design and develop a model of learning support service (tutorial system) based on SMS technology by using latihan mandiri (LM=independent exercise) as its source. The results showed that Gammu is reliable enough to be used as a back-end SMS gateway, but it must be an adjunct to GampSMS which based on PPONSEL and Ajax as its front-end. In order to fulfil Agribusiness Study Program needs, there are some modifications of GampSMS function are done. Some advancement of GampSMS functions are request for students grade, SMS-LM feedback, group discussion in a course in each Regional Office and SMS to tutors email. SMS tutorials are well-liked and accepted by students who live in rural and remote locations, and they much loved up-reminder of information provided by Head of Agribusiness Study Program, and request other learning formats such as summaries and othres; but the SMS Services is rejected by students who live in urban area where Internet facilities are good and they are already computer literate; because they feel its very annoying since they can access all information through Internet easily. SMS for academic service should be kept available, and it is primarily designated for remote and isolated students, because they do not have any other means to obtain learning assistance. To improve the quality of student learning, creativity in implementing SMS tutorial must be explored. Teknologi SMS berdasarkan karakteristiknya merupakan teknologi komunikasi perangkat bergerak yang amat potensial untuk digunakan sebagai sarana/media pengajaran dalam PTJJ, baik sebagai sarana pengelolaan administrasi akademik ataupun pemberian layanan akademik yang berupa layanan bantuan belajar. Artikel ini bertujuan untuk memaparkan tentang perancangan dan pengembangan suatu model layanan bantuan belajar yang berbasis teknologi SMS dengan menggunakan Latihan Mandiri sebagai sumber bahan ajarnya. Pengembangan sistem SMS ini juga melibatkan seluruh mahasiswa S1 Agribisnis yang teregistrasi di tahun 2011 semester 1, sebagai peserta dan responden untuk proses evaluasi program. Hasil penelitian menunjukkan bahwa perangkat lunak bernama Gammu cukup handal untuk digunakan sebagai pintu gerbang layanan SMS, namun harus di sertai dengan pengggunaan perangkat lunak GampSMS yang berbasis PPONSEL dan Ajax sebagai aplikasi tatap mukanya. Modifikasi terhadap beberapa fungsi pada GampSMS dapat dilakukan untuk memenuhi keperluan spesifik yang dibutuhkan oleh program studi Agribisnis-UT. Beberapa fungsi modifikasi tambahan tersebut adalah SMS permintaan nilai, SMS-LM pemrosesan umpan balik, diskusi kelompok dalam matakuliah/UPBJJ, dan SMS ke email pengampu. Sistem tutorial melalui SMS amat disukai dan diterima oleh mahasiswa yang berdomisili di pedesaan dan lokasi terpencil, dan mereka amat menyukai fasilitas sistem pengingatan yang diberikan oleh Ka. Prodi Agribisnis, dan meminta format pembelajaran yang lain seperti ringkasan dan sebagainya. Namun sistem ini ditolak oleh mahasiswa yang sudah melek komputer dan berada di perkotaan dengan fasilitas Internet yang baik, karena dirasa mengganggu fungsi ponsel mereka. Penerapan layanan SMS untuk layanan bantuan belajar sebaiknya tetap diberikan, karena bermanfaat bagi mahasiswa yang tidak punya sarana lain untuk memperoleh layanan bantuan belajar, dan perlu adanya kreativitas lain dalam penerapannya guna meningkatkan kualitas belajar mahasiswa.

Abstract

Continuing education is a term that usually used to provide education for adult students, in upgrading their knowledge in a particular field of study and therefore it can be in the form of a certificate or degree programs. The certificate programs which is combined with a transfer credit system is becoming more relevance for adult students who work. After 24 years of participating in providing education for adult learner, UT has many experiences in providing programs through distance education mode, including the experience of the credit transfer system.UT has 4 faculties that provide programs in degree programs and therefore UT already developed printed course materials about 820 for a regular students and 120 for elementary school teacher training programs. These printed course materials can be utilized by other programs that has about similar curriculum or a taylor made program. Besides for utilizing the course materials the continuing program should be so designed that courses in this program can be transfer to a degree program.A certificate continuing education programs should be appropriate designed to meet not only the competency required for that program but also that the courses taken by students could be tranfers for a degree program. From the operational point of view of UT system the continuing education program could be attached in UT system without many difficulties as long as the courses of the program will be regarded as a different course although it uses the same course material.
