Abstract

Missile Boat is one of Indonesian Navy Warship (KCR-60) which has a length of 60 meters and made domestically by Indonesian people at the PT. X in Surabaya. Time delay and cost overruns are the problems in the Missile Boat construction project (KCR-60). The purpose of this research was to schedule the time and cost of the project so that it can be completed on time and there is no swelling of costs for the implementation of the construction of the Missile Boats (KCR-60). The scheduling method used in this study was Precedence Diagram Method (PDM) on Network Diagram and Earned Value Method (EVM). Precedence Diagram Method (PDM) was used for scheduling the project time and showing the critical trajectory of project activities along with the acceleration time (Crashing Project) while Earned Value Method (EVM) was used to determine the costs and time performance and the factors that cause delays or progress of the project. The results showed that the project schedule had 13 activities that had a zero slack or critical activities which were in activities 1, 2, 3, 4, 5, 6, 16, 18, 21, 23, 26, 27, 28. There acceleration of time (Crashing Project) by adding hours of work or overtime for 1 hour every day to 21 activities (1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19) will accelerate and reduce the duration of project completion, which was originally 414 days from the completion of the actual work of implementation to 363 days, thus the difference of effectiveness was 51 days (more effective). Meanwhile, for cost efficiency, based on the analysis of the real cost of project implementation, the amount of Rp. 20.407,094,998, - became Rp. 18,410,738,982, thus it became more efficient by Rp. 2,470,548,998, -

Abstract

This paper at hand is aimed at describing the experience of developing a decision support system used for assessing employee performance. Taking into account the distinctive nature of the military organization that is rigorous, traditional, hierarchical, controlled, bureaucratic, and conservative; this study shows the complexity and challenges when it comes to design and developing the appraisal system. In view of the unique nature of the military organization in performing the appraisal process, this study sought various methods and techniques that could guide the development process. The experimental results suggest how the waterfall model was useful to guide the development process. In developing the appraisal system, this study shows how the Simple Multi-Attribute Rating Technique (SMART) and Representation Operation Memory and Control aids (ROMC) are useful conception. Finally, this study concludes how the selection appropriate approach, method and techniques contribute is critical to successfully the development of appraisal system, especially in a military organization that is considered as unique

Abstract

Handling information security management is an absolute thing to do for organizations that have information systems to support the organization's operations. Information systems consisting of assets both software and hardware that manage data and information that are spread over networks and the internet, make it vulnerable to threats. Therefore investment and costs are needed to secure it. Costs incurred for this need are not small, but investment expenditures and information security costs carried out need serious handling to be more effective and on target. The System Dynamics Model is used to evaluate alternative strategies to demonstrate the effectiveness of investment and the cost of managing information security through simulation of policy changes. System Dynamics are methods for describing models and systems analysis that are dynamic and complex, consisting of variables that influence each other in the form of causal relationships and feedback between variables that are either reinforcing or giving balance. Simulation using a dynamic system model in this study illustrates that the management of risk assessment followed by vulnerability reduction efforts has a very large impact on the management of information security. By making a difference in the value of security tools investment, this provides an alternative choice in information security risk management investments to achieve the effectiveness of the overall costs incurred in managing information security

Abstract

Naval Base plans to establish a naval base at the type of "C". Following this matter, the Regional Government of Islands District provides 3 (three) alternative places namely in NB1 Bay, NB2 Bay, and NB3 Bay for the location of dock and office. In the selection of Mentawai base this method using Borda and Promethee, this is used because the method can consider alternative evaluation based on factors that are qualitative and quantitative (Pavic, 1991). Based on the research of Borda method calculation on 16 base selection criteria, it is found that criteria (K1) of Sailing Flow has the highest weight value that is equal to 10.9% and for the lowest criteria weighted value is occupied by criterion (K14) that is Political Condition of 2%. For the results of ranking against the alternative using the Promethee method obtained NB2 Bay is the best location to serve as the location of the base of the Naval Base. From the research results can be concluded that the model of decision making by combining Borda and Promethee method is a way to develop the logical relationships that underlie the problem of decision making into a mathematical model that reflects the relationships that occur between the criteria involved.

Abstract

In determining the critical components and repair priorities, traditional FMEA still have weaknesses, which puts the traditional FMEA factor severity, occurance and detection at the same level of importance, despite the fact that have different levels of interest and importance weight FMEA assessment teams are ignored. In this study integrated fuzzy method in which the FMEA factor severity, occurance and detection assessed in the form of linguistics. At this fuzzy method, the weight of the assessment team FMEA interests are taken into account. To do perangkingan and priority repair used method Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) based on criteria such as level of risk, economic costs, availability of spare parts, maintenance of economic safety and personal abilities. Application of Fuzzy and TOPSIS method in the FMEA to determine the critical components and priorities of the various alternative repair elected to damage components applied to Sperry Marine Navigation Radar system, which is expected by the application of this method can improve operational performance KRI to keep the areas of national jurisdiction

Abstract

Information technology (IT) has an important role in carrying out the functions of universities, so that it can be trusted to increase the efficiency and effectiveness of the academic process lead to the academic services being more maximal as well as supporting the university's business process innovation to develop. The Naval Academy (AAL) is one of the educational institutions found in the Indonesian Navy and has the task of producing professional Navy officers, possessing current technological mastery capabilities and towards World Class Navy. By referring to the desired results above, AAL uses information technology in conducting teaching and learning activities. The Information System available at the Naval Academy (AAL) is currently not optimal, therefore the authors conducted an analysis to plan the strategic development of information systems and information technology at the Naval Academy (AAL). This research was made using the Ward and Peppard method. The step of this research started with internal analysis, external analysis using PEST analysis, internal IS/IT analysis and external SI/IT analysis to map the information system position at the Naval Academy (AAL) with SWOT analysis. The results were the achievement of the IS/IT formulation strategy and management of IS/IT in the future

Abstract

In the era of the Industrial Revolution 4.0. this is where technology and technology have been very advanced demanding competent human resources who have high morale and discipline in carrying out their roles and functions for both the individual and the objectives of the organization. In the role and contribution of STTAL in the Industrial Revolution 4.0, the current conditions, where the quality of human resources both students, lecturers, and Antap STTAL are considered unable to answer the challenges in the cyber field so that strategic decision-making and steps are needed to be able to accompany the development of science and technology while carrying out missions STTAL is to hold a higher education program to produce human resources with Indonesian character and personality, quality and relevant science and technology based, with defense needs in the military, maritime and maritime fields. With SWOT analysis, a matrix will be obtained which shows the strengths and weaknesses as well as opportunities and threats which will later be used as a reference to make the right and appropriate strategies. Abstract

Increasing population growth also contributes to the increasing need for homes or dwellings as basic human needs. Many ways people do to meet these needs, among others, by buying from someone else, building it yourself or by buying a house in a housing developer. Houses besides being a basic human need, it is also used as an indicator of one's success and as an asset for business development and an increase in the economic value of the owner. Prospective home buyers certainly have criteria that are considered in choosing a house. Many of the existing criteria are often followed by the availability of more than one choice of the house to be able to meet these criteria. Therefore, the writer tries to try to make a Decision Support System in a Home Purchase that will later help prospective home buyers in deciding which house to buy. The decision-making method used in this system is an analytical hierarchy process (AHP) as a form of decision-making model that is suitable for multi-criteria and multi-alternative problems with the main input being human perception. Combined with the Borda method which is one method of group decision making that can combine the results of perceptual analysis (the results of AHP analysis) from several decision makers. it is necessary to have a group decision-making technique (group decision support system). So that the resulting home purchase decision can be accepted by all decision makers (family). From the results of the calculation and voting process, House X was chosen with 9 votes. Abstract

Today's Organizational Development is intensively carried out by all layers, both Profit and Non-Profit Organizations even in the Military world. The Military World will continue to improve in its Organization because of the demands of the development of the Main Tool system owned. Their Combat Equipment has undergone a lot of renewal and moderation. For this reason, a good Maintenance system effort is based on the ISO 9000: 2015 quality management system. Therefore, an analysis of strengths, weaknesses, opportunities, and obstacles is needed so that a quality management system that is in accordance with existing standards and rules can be developed. The purpose of writing is to formulate a SWOT Analysis integrated with 7 principles of the ISO 9000: 2015 quality management system in Combat Maintenance Maintenance Systems in a country. The research method used is descriptive qualitative, where data is collected through observation and interviews with decision-makers in an organization or company. Abstract

The recruitment process is the initial process that determines the sustainability and success of a company. In the process, effective and efficient selection tests are the key. The level of professionalism and academic ability of prospective employees are two things that are very much needed as a reference and criteria that are used as selection factors in the recruitment process. This study uses the Fuzzy Multiple Criteria Decision Making (MCDM) method by solving problems using the Simple Addictive Weighting Method (SAW). The use of this method is expected to produce an electronic selection test application that can help the recruitment team in carrying out the selection process at PT. X. The results of the research are in the form of prospective employee selection test applications to simplify the process of selecting prospective employees according to their needs.
