Abstract

Digital culture allows members and the organizations that support them to grow, develop, and innovate quickly, as well as adapt to meet the needs of their customers. This research aims to develop appropriate and systematic procedural steps for creating a digital culture in an organization. The method used is the Descriptive Qualitative Analysis Method approach. The results of this research show that there are several reasons why digital culture is very important which can be described as follows: reducing barriers in communication and increasing transparency, increasing agility and greater adaptability, increasing collaboration and innovation, and increasing capabilities in terms of data collection. The results of the next research are that several best ways can be taken to realize and create a digital culture, which can be identified as follows: (1) prioritizing transparency, (2) encouraging collaboration, (3) offering digital training, (4) being comfortable with risk, and (4) aspires to inspire. Abstract

Illegal fishing is a serious threat to the sustainability of marine resources in the Indonesian Exclusive Economic Zone (ZEEI), especially in the North Natuna region. This research aims to examine the regulations adopted by the Indonesian Government, regarding state boundaries in the North Natuna region which intersect with the sovereignty of other countries as well as the law enforcement process in the context of illegal fishing in the Indonesian Exclusive Economic Zone. The research method used is normative legal research in the form of library research with a conceptual approach and a statutory approach. The data sources used are statutory regulations and other literature related to the authority of the Indonesian Navy in enforcing the law regarding the crime of illegal fishing in North Natuna. The research results found that the state must act wisely and appropriately to ensure that its sovereign territory is maintained and protected from various kinds of potential disturbances that threaten, in this case illegal fishing in North Natuna. In an effort to resolve the problem of illegal fishing in the North Natuna Indonesian Exclusive Economic Zone (ZEEI), it is necessary to emphasize the diplomatic aspects carried out by the Indonesian Navy towards countries whose territories intersect on international borders. The use of the military as a last resort to protect the sovereign territory of the Unitary State of the Republic of Indonesia, in this case becomes a concept about how the Indonesian state respects the sovereignty of other countries. Abstract

The national defense industry is an industry that has high economic value in national development. Currently, the Indonesian defense industry continues to develop, producing defense equipment such as aircraft, drones, warships, combat vehicles, weapons, ammunition, missiles and components needed for defense. However, the existence of the defense industry is still concentrated on the island of Java. Indonesia, which has a very large land and sea area of ​​approximately 5,176,800 km2 and has potential military and non-military threats throughout the region, needs to carry out the distribution of industrial locations on large islands which can be used as a defense strategy and the mobilization of defense equipment and defense products quickly towards hot spots. Meanwhile, the joint defense area has also been divided into three, namely the Joint Defense Area Command (Joint Regional Defense Command) I, II and III. The division of the joint defense command area includes Joint Regional Defense Command I in western Indonesia, Joint Regional Defense Command II in central Indonesia and Joint Regional Defense Command III in eastern Indonesia. The defense industry is also balanced with a warehouse system for personnel provisions, operational provisions and maintenance provisions according to the defense area. The problem in this research is that there is no defense industry on the large islands in the Joint Regional Defense Command working area, which has become an obstacle in mobilizing logistics to face threats. The results of this research show the importance of distributing or deconcentrating the defense industry from Java to large islands in the Joint Regional Defense Command area so that it can respond to logistics mobilization to face threats. Abstract

The bow of the ship is an important part in the design of the ship, as is the bow of the KCR-60, because it is the part that experiences the greatest pressure, stress from the crashing waves, with the Axe Bow bow design which has a bow profile like an axe, the slender shape of the waterline is able to reduce impacts. waves, increase the efficiency of the inflow rate, reduce the resistance the ship receives, resulting in better speed. This research changes the Conventional Bow KCR-60 design into the Axe Bow design concept and calculates the total resistance of the Axe Bow design numerically using the Holtrop method and carries out comparative analysis using the MARIN DESPPC 1999 computing program and Maxsurf Resistance V8i software. The results of this research show that the total resistance value of the KCR-60 Axe Bow bow type at a speed of 28 Knots is 364.2 kN and the Conventional Bow type is 374.5 kN, a difference of 10.3 kN which is 2.75% smaller than the Conventional Bow type in the analysis. Maxsurf Resistance V8i software comparison. For comparative analysis of the 1999 MARIN DESPPC program, the total resistance value of the KCR-60 Axe Bow concept at a speed of 28 Knots is 283.6 kN and the Conventional Bow type is 288.1 kN, the difference is 4.5 kN, 1.56% smaller than the Conventional type Bow. Abstract

Secretariat section or Indonesian Naval Technology College Secretariat Section is a work unit under Setlem as the secretary of the institution in charge of administering administrative services in the form of correspondence. Good incoming mail management procedures include; grouping of letters, checking of mail, recording of lmail and distributing mails as well as filing of mails, while for outgoing mail include; drafting mails, mail draft approval, letter typing, numbering, lmail preparation, mail delivery. At this time the mail processing process is still done manually so that it affects the decision making quickly and accurately and minimizes errors. To build a service unit that is integrated and capable of providing excellent service quality, it is necessary to have a management that encourages efficiency and accelerates the process of implementing service tasks and functions. The management includes the Standard Operation System (SOP) and the implementation of E-Office for the implementation of the duties and functions of the service unit as well as the documentation or archive system. With the website-based mail information system in the Indonesian Naval Technology College environment, all forms of mail, both incoming and outgoing letters, will be carried out electronically, which is integrated from the Commander to the Work unit Work unit below. From the results of this study, the ease of processing letters can help in making decisions accurately and quickly. Abstract

This paper discusses the significance of understanding the new paradigm of performance management, particularly in large-scale organizations and national contexts. The study identifies that poor organizational performance is often driven by suboptimal human resource management, ineffective performance systems, and unsupportive work environments. Drawing on case studies from both the public and private sectors, the paper emphasizes the critical role of human resources in achieving organizational success, particularly in the era of rapid technological change brought by Industry 4.0. The paper also highlights the Indonesian government's efforts to improve human resource quality and the nation's Human Development Index (HDI) through educational reforms and policy initiatives. By embracing a holistic approach to performance management and fostering collaboration between institutions, the paper argues that sustainable organizational growth and national development are achievable. The discussion includes strategies for effective performance management that integrate system-based thinking, human resource development, and modern technologies. Abstract

The Rapid Action Force Command (Kopasgat) carried out shooting exercises regularly with high intensity. However, the current assessment system is still conventional, requires large human resources and tends to be prone to errors and fraud. This research aims to design and build a monitoring system for automatic assessment results on shooting ranges to support Kopasgat exercises. This system was developed using Java technology for application development, MySQL as a database for storing information on assessment results, and an executive information system for effective data presentation. The communication method between devices and systems is implemented through serial communication, ensuring fast and accurate data transmission. The advantage of this system lies in its real-time capabilities, allowing for direct monitoring of the results of the fire assessment instantly. The development process includes analyzing user needs, designing system architecture, developing applications using the Java programming language, and implementing MySQL databases. The system provides comprehensive information, including detailed assessment of shot accuracy, response time, and individual performance of personnel. With this automatic monitoring system, it is hoped that Kopasgat shooting training can be optimized, increasing the efficiency, accuracy, and effectiveness of personnel performance evaluation. The implementation of real-time technology is a key aspect in providing quick feedback to personnel, allowing for immediate improvements and improved overall fireability. Abstract

The Paskhas Command Battalion is the implementing unit of the Korpaskhas whose main task is to carry out operations for the seizure and defense of TNI AU strategic objects in military operations. In carrying out its duties, there is a PDR Team that carries out indoor combat tasks. However, in practice, the PDR Team still lacks data that will be used in the battle. So we need a tool that can present visual data in the room and can paralyze the enemy without having direct contact with the PDR Team and can destroy vital enemy objects to support the main troops. Therefore, it is necessary to make a supporting tool in the form of a Tactical Ground Vehicle (TGV) with remote control. By using a design method that unifies several supporting components both in mechanical and electrical systems, hardware and software as well as control systems. The control system uses wireless with a transmitter on the remote control that is integrated with the receiver at a frequency of 2.4 GHz. Utilizing a DC Brushed motor as a driver and an ESC (Electronic Speed Control) as a movement controller. Equipped with an FPV camera with a frequency of 5.8 GHz so that it can find out visual data in the room through the display screen, as well as a weapon mechanical system and weapon trigger suppression and detonator trigger that utilizes a servo motor connected to the receiver. Based on the results of the design and testing that has been carried out so that it can be used and functions properly with a success rate of 89%.Keywords: Aksus Team, Commando Battalion, Paskhas, Tactical Ground Vehicle.
