Abstract

Lingkungan sekitar yang dimaksud adalah lingkungan strategis (strategic environment). yang merupakan interaksi dinamis antara konteks internal dan eksternal, hubungan, kecenderungan, peluang (opportunities) dan ancaman (threats). Dengan kedudukannya pada jalur perdagangan dan transportasi laut yang strategis, Indonesia memiliki tantangan dalam pengelolaan ketahanan maritim yang mencakup berbagai dimensi termasuk didalamnya dimensi pertahanan dan keamanan. Dalam kaitan antara perkembangan lingkungan strategis yang melingkupi Indonesia dan kebijakan nasional yang ditempuh oleh pemerintah Indonesia menjadi perhatian utama dengan tetap berfokus pada pengaruh perubahan lingkungan strategis pada aspek keamanan maritim. Kajian akan melakukan analisis lingkungan strategis pada aspek keamanan maritim termasuk tingkat pengaruh perubahan lingkungan melalui faktor politik-hukum, ekonomi, pertahanan-keamanan, sosial budaya, lingkungan dan teknologi.

Abstract

ABSTRACT Indonesian Navy has a strategic project of building three units of submarines in collaboration with DSME South Korea. In the development cooperation submarine contract DSME also include the implementation of Technology Transfer (TT) between South Korea DSME with PT.PAL Indonesia. Therefore necessary strategies to get success TT process submarines. The task force Navy submarine construction that has always worked between DSME and PT.PAL has helped realize the moral burden for the technology transfer program. How Submarine Task Force strategy to ensure the success of PT.PAL accept TT of DSME? SWOT analysis tries to analyze the variables that influence the strategy and product that work discipline, facilities and infrastructure, the relationship between team performance and PT.PAL DSME is a variable that must be maintained and improved. Submarine task force as a motivator can act as a driving force in improving the performance and things - other matters relating to the development of technology over the course of the submarine. Abstract

PT. X is a newspaper publishing company. In publishing newspapers, paper raw materials are needed as the main ingredient. In choosing a supplier of paper suppliers, so far the company still applies conventional methods. Improper supplier selection process will have an impact on the sales of the company because it relates to the production process and also the products to be sold later. Many things must be considered in choosing suppliers. In the decision-making process for selecting suppliers, it must be noted that the factors (criteria) that each other might be interrelated. The Analytic Network Process (ANP) method is a method of decision making with many interrelated criteria. This problem is represented in a system with dependence and feedback. The linkages found in the ANP method are linkages in a set of elements (node comparison) and linkages to different elements (cluster comparison). The use of the ANP method will produce priority value weights on all elements contained in the decision making system. From the research that has been done at PT. X there are 4 consideration criteria consisting of 12 sub-criteria, and 3 alternative choices. Based on the results of data processing, alternative suppliers of CV. A was chosen as the best alternative supplier with the highest weight value of 0.158 then CV. B with 0.145 and CV. C of 0.134. Therefore, alternative suppliers of CV. A is the best alternative supplier for the company.

Abstract

The Indonesian National Armed Forces (TNI AL), as a state institution in accordance with Law number 34 of 2004 concerning the Indonesian National Army in article 9 points stated that the Navy had a role to carry out the duties of the TNI in the development and development of sea power forces. The form of the strength of the sea dimension owned by the Navy is the Organization and the main weapon system (Alutsista), therefore the Navy has a policy in conducting organizational development and defense equipment in order to achieve the ideal strength posture, where the consequences of changes in the development of the Navy force is the need for the right number of personnel to be able to support the implementation of organizational functions and defense equipment personnel. Man Power planning includes all activities including in determining the number of troop compositions at the right time in accordance with the policies and plans of the organization and personnel of defense equipment. In the Navy organization, personnel consist of Soldiers and Civil Servants where TNI soldiers are divided into 3 groups namely Officers, Non-Commissioned Officers and Enlisted. So to deal with threats in the future, a proper planning of Soldiers is needed, therefore forecasting methods using trend analysis can be used to assist in as a basic for future planningKeywords: Manpower Planning, Forecasting, Trend Analysis.

Abstract

Kekuatan alutsista helikopter AKS yang pernah dimiliki TNI AL pada tahun 1960 dan pada pensiun pada tahun 1970 saat ini sangat dibutuhkan kembali dibangun untuk lebih memperkuat alat utama persenjataan serta mengisi kekosongan alat yang tidak terjangkau oleh kapal-kapal TNI AL, Oleh karena itu diperlukan suatu langkah strategis dalam upaya membangun kembali kekuatan helikopter AKS. Penentuan prioritas pemilihan alutsista helikopter ini dipengaruhi oleh banyak faktor, baik yang bersifat kualitatif maupun kuantitatif. Salah satu pendekatan dalam pengambilan keputusan adalah dengan pendekatan model Multiple Criteria Decision Making (MCDM) dengan cara kombinasi dua metode yaitu Decision Making Trial and Evaluation Laboratory (DEMATEL) dengan Analitic Network Process (ANP). Berdasarkan hasil dari pengolahan data diperoleh bahwa helikopter yang terpilih yaitu helikopter Panther dengan nilai 2.083502321, karena helikopter ini mempunyai beberapa keunggulan antara lain dinilai cukup murah, serta helikopter tersebut memiliki kemiripan dalam operasional dengan helikopter yang sudah pernah kita miliki yaitu helikopter Kolibri.

Abstract

Navigational chart is a dynamic map that should always be updated to ensure safety in navigation at sea. Indonesia's vast territorial waters is a challenge for policy makers to be able to prioritize areas that must be mapped / updated. ELECTRE II method is widely recognized can be used to analyze a policy that involves both qualitative and quantitative criteria. This method involves the manufacture preceded by a directed graph that represents outranking relationship with Threshold determine concordance and discordance. Entropy methods are used to provide the weighting of criteria. This method was chosen because it can accommodate with some decision-makers or experts. The incorporation of multi-criteria method with GIS is very useful for solving problems related to geospatial. Sensitivity analysis is done by changing some threshold value. This research was conducted in waters ALKI I.

Abstract

ABSTRACT Maintaining stability of the National jurisdiction security, particularly in the Indonesian eastern waters is one of the roles of Indonesian Navy which is implemented in the Maritime Security Opeation (MSO) by assigning Navy Patrol Ships (PC). In terms of capabilities and the number of Indonesian PC compared to the extensive area of the MSO sector, it still considered to be not optimal, so the Navy need to think and perform right calculations in the assignment of PC and choose Navy Bases as the initial position of MSO by PC. This study aims to create a set covering model in calculating the assignment of patrol ships to create a set covering model to calculate the assignment of patrol ships optimally by minimizing assigned patrol ships number however can still cover all patrol sectors. This model also used the Analytic Network Process (ANP) approach to select the Naval base as the initial base for patrol ships in implementing MSO. Optimization results were to assign 12 patrol ships which could cover 18 patrol ships and 3 Naval bases from 9 bases that can be used as an initial base for PC in the implementation MSO. Abstract

The workload of an organization is related to the efficient and effective utilization of human resources so that it can realize the vision, mission and objectives of the organization. Various methods are used to optimize the number of personnel in an organization, so that each task can be completed effectively and efficiently. KRI Diponegoro-365 personnel as the TNI Maritime Task Force, the Garuda Contingent can not be separated from the problems regarding the lack of conformity to workload with the allocation of the number of available personnel. To overcome this, an analysis of workload measurement is needed which can then be used for determine the allocation of the right number of personnel needed in each division. This study uses the measurement of NASA-TLX mental workload and physical workload according to TNI Roles. Both of these methods are then compared between mental and physical burden that occurs. From the results of the comparison, it was found that physical workload is needed in the completion of tasks in each division. After a comparison, then the determination of the allocation of the number of personnel will be carried out using the physical workload approach based on the description of the tasks in each division. The results of the calculation will then show the division that has excess or lack of personnel. The overall results obtained from this study can be concluded that the number of maritime task force personnel using the Diponegoro class KRI is appropriate, but the allocation of personnel in each division needs to adjust to the existing workload. Abstract

The Indonesia Naval Technology College requires an organizational development strategy in order to produce professional student outcomes and master maritime technology. Based on this, we can choose the priority of development strategies by weighting based on expert choices. The problem in this research is how to determine the priority of strategies that can be implemented in the development of the Indonesian Naval Technology College. The purpose of this research is to weight some strategies in developing the Indonesian Naval Technology College. In this study, the SWOT analyst and Borda Analysis methods are used to determine the assessment of the strategy. The results of the study indicate that to be able to improve the professionalism of soldiers in the fields of science and technology, it is necessary to increase the quantity and quality of complete laboratory infrastructure facilities, publication of lecturer and student research in national and international journals, Changes in the structure of the ideal Indonesian Naval Technology college will be able to support operational education and development of new study programs and the regulation of curriculum changes in each study programs that leads to the field of science and technology in the rank of marine. Abstract

Indonesian Navy as a Security Task Force at Sea tasked with arranging marine security operations seeks to reduce the crime rate at sea. However, in carrying out marine operations there are still many illegal fishing, illegal logging, pollution, narcotics smuggling, piracy, people smuggling and sea accidents at various points in the sea. Koarmada II. Koarmada II in supporting the demand for operations that are under the command of its control, will be adjusted to the readiness of the existing elements, because not all elements below are in a condition ready for operation, there are several elements that must carry out maintenance and repair. Therefore we need the right operating pattern strategy in increasing the effectiveness of law enforcement at sea. The purpose of this research is to find out the right Indonesian Navy Operation Pattern in increasing the effectiveness of law enforcement at sea and the effect of the Operational Pattern on the effectiveness of sea law enforcement carried out by Indonesian Navy. Using the multiple regression analysis method, the results show that the Indonesian Navy Operational Pattern consisting of Patrol Operation Pattern (X1), Standby Operating Pattern (X2) and Air Maritime Patrol Operation Pattern (X3) has a real influence on the effectiveness of law enforcement at sea (Y ). The Air Maritime Patrol Operation Pattern (X3) has the greatest coefficient in influencing the Effectiveness Level of law enforcement at sea due to the use of the Air Maritime Patrol Operation Pattern so that it can explore the area very efficiently and effectively, thereby increasing opportunities to find violations of Law at sea.Keywords: Operational Patterns, Effectiveness of Law Enforcement, Multiple Regression analysis.
