Abstract

Disinfolahta’s second naval fleet command has the Main task of assisting with the field of development, data collection, and processing as well as presenting information, research, and development within the Koarmada II environment and acting as an information technology service center. Telegraphic communication radio within the Indonesian Navy is used for long-distance communication between ships, aircraft, and international shore radio. RTG Telegraphic communication radio uses international Morse signs, Q codes, and Z code procedural signs to convey information or news. The application of Radio Communication Telegraphy is very vulnerable to information theft. Important information conveyed from ship to ship, ship to aircraft, or to shore radio or vice versa can be accessed publicly. Information system security defense at Disinfolahta Koarmada II has not shown a level of efficiency and effectiveness, due to the absence of a special section in the field of information system security issues related to data transactions in communication networks. Improvement or improvement of information security is needed which plays a role in maintaining the confidentiality of information. Increasing the security and confidentiality of information is very necessary so that important information that is distributed is not known by unauthorized parties. This study plans a communication protocol scenario using the Mavlink and AX2.5 communication protocols. Each scenario will be run using a simulation to get network performance. The results of network performance measurements will be modeled using a dynamic system to get the best communication protocol as a proposal in order to improve the information security system at the Second naval fleet command. Abstract

The AH-140 Shipbuilding project is a challenge for PT.PAL as part of the Indonesian Defense Industry Holding under PT. LEN Industry is under a situation of uncertainty, which will bring up both positive and negative risks. Negative risks that can cause project delays should be mitigated to prevent delays. This thesis has the aim of knowing the interaction between risks and obtaining mitigation recommendations for the implementation of the AH-140 Shipbuilding project. Bayesian Network is used to determine the level of project risk interaction, as well as to model scenarios by providing certainty on the risks that have an effect. AHP is used to assess the chance of occurrence at Independence risk and ANP is used to assess opportunities from Dependence risk. In the study, it was found that there were 22 risks. risk (E14) Quality of work, risk (E20) Cost overrun, and risk (E7) material shortage. The influence of risk variables that have the potential to occur in the AH-140 Shipbuilding project, causing potential delays in ship launching at a Low-risk level with actual conditions of 43%, Medium risk Level with actual conditions of 31%, and High-risk level with actual conditions of 26%. This is influenced by the risk (E14) of the quality of work, the risk (E20) of cost overrun, and the risk (E7) of material shortages. So that get some recommendations in response to risks that have the potential to occur. Keywords: Project Risk Management, Bayesian Network, AHP, ANP.

Abstract

The distribution of ammunition is not optimal because there is only one Arsenal and must serve Navy Bases spread throughout Indonesia and have been specially transported ammunition so the process of distributing ammunition depends on the element of the title. Selection of the right type of KRI in an assignment as an ammunition auxiliary ship using the Analytic Network Process (ANP) method approach gave rise to two main criteria, namely the criteria of operational requirements with five sub-criteria: safety, geographical conditions, mobility, ship feasibility, sailing resilience, and technical requirements criteria with five sub-criteria: machinery, navigation, platform safety. equipment and also sensors. For ammunition, and distribution errors use the Vehicle Routing Problem method. Route optimization is approached with the Saving Matrix method. The results of this study are an alternative priority for selecting ships in assignments as ammunition auxiliary ships to carry out the distribution of ammunition throughout the Navy Base. The best alternative based on the main criteria and sub-criteria is the type of personnel transport auxiliary ship (BAP) with a score of 0.341260. Sequentially, the alternative priorities in the selection of ammunition auxiliary ships are BAP Type Ships, BRS Type Ships, LST / M Type Ships, AT Type Ships, and the last priority is MA Type Ships. Meanwhile, the Saving Matrix method is able to improve the ammunition distribution route into two routes so as to reduce distribution operational costs. The use of the Nearest Insert and Nearest Neighbor methods was able to shorten the distance traveled by the ship from 13004 Nm to 9667 Nm. Abstract

As the main component of the defense and security of the maritime dimension of the state, the Indonesian Navy must be able to carry out organizational tasks effectively and efficiently so that the success of achieving organizational goals can be achieved. The main resource needed to support the implementation of the tasks of the Indonesian Navy is Human Resources or personnel. With an important role as leader/superior in decision-making and policy-making as well as the organizational driving force, officer personnel planning is urgently needed in manning the entire spectrum of office space assignments in a timely, quality, quantity, and place manner. This planning is a form of implementation within the Indonesian Navy officer personnel development system with complex and dynamic system characteristics. Given these system characteristics, the researcher uses a system thinking approach analysis with the aim of articulating the problem in the form of a causal loop diagram model and then integrating it into a dynamic system simulation model with the aim of obtaining the best policy scenario formulation from the simulation results of the planning model for the number of officer personnel needs at rank strata. "C" to "H", so that the behavioral conditions of a stable personnel development system are still achieved regarding the elements of the number of personnel needs in supporting the continuation of the implementation of the duties of the Indonesian Navy effectively and efficiently in achieving organizational goals. Abstract

The Indonesian Archipelagic Sea Lanes (ALKI) which connects the Indian Ocean region with the Pacific Ocean and East Asia with Australia, has enormous consequences for efforts to implement its safeguards. An alternative is needed to optimize the current detection system. One of them is by utilizing the latest technological developments through the use of Unmanned Aerial Vehicles (UAV). The UAV capability for security and defense purposes at sea needs to be developed as an Integrated Fleet Weapon System (SSAT) to fulfill the functions of tactical reconnaissance and maritime surveillance (Surveillance). The use of the UAV can also increase strength and complement the needs of maritime patrol aircraft (Maritime Patrol Aircraft / MPA) which so far have not been fulfilled quantitatively in covering all Indonesian national jurisdiction waters. The ALKI I area is in the working area of Fleet Command I (Koarmada I). In order to optimize the placement of the ScanEagle UAV in the ALKI I area, it is very important to know the criteria for determining its location. This is also due to the limited number of ScanEagle UAVs and the large area that must be covered by these UAVs. By obtaining the location criteria for the ScanEagle UAV Landbase, it is hoped that it will make it easier to map ScanEagle placement locations at Indonesian Navy bases in the ALKI I area. ANP and TOPSIS methods. The criteria for determining the location of the UAV consist of geographical location, weather conditions, vulnerability and security as well as logistical facilities and support, with sub-criteria mountains, tall buildings, plains, sunny cloudy, rain, territorial violations, piracy crimes, smuggling, SAR, airport, ports, spare parts, maintenance, fuel and electricity availability. Based on the results of the analysis and discussion of determining the location of the selected UAV Batam Naval Base. Keywords: UAV, SSAT, Surveillance, ScanEagle, ANP, TOPSIS

Abstract

Projects can be said to be a success or a failure caused by ineffective planning and control, so project activities fail. so there will be delays, decreased quality, and increased implementation costs. The Critical Path Method abbreviated CPM method and goal programming can be applied to manage project completion time more efficiently and effectively. To be able to reduce the impact of project delays and cost overruns through a crash calculation mechanism with three alternative controls; additional labor or overtime work. In this study, the total project age was 277 calendar days, while the project deadline was 284 calendar days, thus the project was delayed for 7 calendar days with a total fine of Rp 25.242.944.400 and a penalty cost is 1/1.000 for the sum of the contract. Based on the data analysis and discussion that has been carried out in this study, the conclusion that can be drawn from his study is the number of days that can be completed in this project using the CPM scheduling method is 257 days. However, without using this method, the project completion time would take 284 days. In addition, the company can save costs of Rp. 181,682,772 while avoiding penalty fees due to project delays. while using goal programming optimization, the optimal time duration is 250 days with a cost efficiency of Rp. 246.092.991. So that by applying the calculation to the CPM method, the company can perform project efficiency for 27 days while using goal programming optimization have project efficiency for 34 days simultaneously being able to streamline the budget by using network planning Keywords: Project Scheduling, CPM, Goal Programming, Critical Path, Time Acceleration

Abstract

Assignment Marine security operation is an operation where the presence at sea has strategic value for theexistence of national sovereignty and maritime security in Indonesia's national jurisdiction. The threat of securitydisturbances and violations at sea in the form of fishing theft, theft of timber and other natural resources as wellas encroachment on territorial boundaries by foreign ships requires the presence of the Indonesian Navy PatrolElements (Ships and Aircraft) for security. The limited number of TNI AL Patrol Elements and the budgetprovided by the state as well as the need for securing the maritime territory of the Republic of Indonesia hasresulted in the need for thinking about optimizing the assignment of Patrol Ships and Aircraft in the Kamlaoperation sector and placement to their supporting bases, so that the right type and amount and operationalcosts in security. Ships and aircraft carry out patrols in randomly determined sectors. This optimization modelidentifies the related decision variables through open interview discussions, then sets the objective andconstraint functions as an optimization model to be developed. The application of the Goal Programmingmethod can be formulated by determining the decision variables related to the assignment of aircraft where theobjective function is to calculate the maximum radar coverage area in the operating sector and minimizeoperating costs. After optimizing the coverage area, there was an increase of 2.5% and a decrease in operatingcosts of 28%. So that, Mamdani's Fuzzy Logic method is used to determine the output of certain radar coverageareas. In this case, it requires the help of Matlab software on the Fuzzy Inference System (FIZ) toolbox to solvethis problem.
