Abstract

The current entrepreneurship rate in Indonesia is only 3.47%, much lower than neighboring countries such as Singapore, Thailand, and Malaysia. This shows that there is a significant gap in the development of entrepreneurship in Indonesia, which is very important to drive economic growth. Entrepreneurship plays an important role in job creation, innovation, and diversification of economic income sources. In this context, Micro, Small, and Medium Enterprises (MSMEs) are the main pillars of sustainable economic growth and contribute positively to improving the community’s quality of life. This study aims to review the role of MSMEs in contributing to national economic resilience, both when the economic situation is stable and dynamic. This study uses a descriptive approach based on the data and information obtained. This study found that MSMEs have a crucial role in improving people’s welfare and supporting economic growth in Indonesia, which affects national economic resilience. MSMEs also contribute significantly to the development of creativity and innovation and are able to adapt to dynamic market changes. The government should provide facilities and access to digital technology, export markets, and financing. Supportive policies and simpler regulations must be improved to strengthen the MSME sector. A holistic approach is needed to implement cross-sector collaboration involving government, business, academics, and communities to support sustainable economic growth.

Abstract

The issue of refugees throughout history, war, and famine has caused population shifts, causing significant displacement and suffering. Today, the number of people has been pushed from their homes hit a record high with the ongoing trend of the world’s conflict. The influx of refugees has created humanitarian and security dilemmas for many countries, including Indonesia. The Indonesian government sees the wave of refugees entering the country as a threat to national security. At the same time, the Indonesian government cannot turn a blind eye for humanitarian reasons. This study analyzes how Indonesia balances humanitarian and security considerations in its efforts to protect refugees. Using a qualitative descriptive method, this study discovers that from Indonesia’s national security point of view, accepting refugees has several political, security, and social-economic consequences; hence, it requires further thorough examinations. Ratifying the 1951 Refugee Convention or its 1967 Protocol with all the following obligations is not the right choice for Indonesia at this time. Refugee issues will also cause immediate effects on the local economy, labor markets, businesses, and social infrastructure, which will cause greater social friction. However, in the name of humanity, Indonesia must continue to support refugee management by maintaining its position as a transit country through better management and a strong legal framework created to this end. This study recommends maximizing Indonesia's role as the Chair of ASEAN and as the former non-permanent member of the UN Security Council to enhance diplomacy and negotiations with Myanmar and the host countries of refugees. Indonesia can strengthen its coastline security and strictly check people entering Indonesia's territory.

Abstract

Despite the ASEAN Regional Forum (ARF)’s efforts to implement confidence-building measures (CBMs) since its establishment in 1994, there are still challenges that remain in achieving the desired level of trust and cooperation among its 27 member countries, particularly in the South China Sea (SCS). While CBM initiatives have contributed to reducing tensions, there is still a gap further complicated by the shifting power dynamics, particularly China’s rise and the United States’ strategic responses, which have heightened tensions in the Indo-Pacific region. Furthermore, this study aims to assess the effectiveness of confidence-building measures (CBMs) in defense cooperation and diplomacy within the ASEAN Regional Forum (ARF), specifically in the context of the South China Sea (SCS). By analyzing the existing CBMs and identifying the gaps between the current state and the desired outcomes, the research seeks to provide insights into how these measures can be enhanced to manage tensions better, build trust, and promote regional stability amidst the evolving security landscape in the Indo-Pacific region. This research underscores the importance of CBMs in regional diplomacy and their potential to shape a stable and cooperative Indo-Pacific environment. The research used qualitative research methods, collecting data from scientific journals, websites, and previous research, which were analyzed to explore CBMs’ role in enhancing regional security and cooperation. Results indicate that CBMs have played a crucial role in promoting peace and stability in the Indo-Pacific and have been instrumental in reducing mistrust and preventing conflicts. However, challenges persist due to the complexity of regional security threats and the diverse interests of member states. Sustained cooperation and adaptability are essential to address evolving security dynamics. The effectiveness of CBMs in the SCS will depend on a commitment to dialogue among parties.

Abstract

Indonesia’s success in disaster management cannot be separated from the military’s role. The military plays a strategic role by mobilizing military resources on a massive scale through the military command system. However, the ability of Indonesian Army (TNI AD) soldiers and organizations, in general, is considered to have limited capabilities specifically for personnel handling natural disasters. This research aims to map the disaster management implemented by the Indonesian Army in disaster response through the Incident Management System. Data collection was conducted interactively through qualitative methods with in-depth interviews with the Indonesian Army’s Supply and Transportation Unit (Pusbekangad). The research results show that the Indonesian Army (TNI AD) has competent resources in disaster response, involving the Indonesian Army’s Supply and Transportation Unit, which has primary skills and capabilities in logistics and transportation. These capabilities are facilitated by the Incident Management System, which is structured, systematic, and well-organized. The Incident Management System built by the Indonesian Army involves an incident commander, operation section, planning section, logistics section, finance/administration section, driver section, and the cooking team as a trained, capable, experienced, and ready-to-deploy ad-hoc organization in all operational areas. Indonesian Army uses the Incident Management System to respond to disasters such as earthquakes in Cianjur, South Kalimantan floods, and West Sulawesi floods. The Incident Management System serves

Abstract

This study explores the concept of Special Economic Zones as a strategy for building economic resilience in communities facing contemporary global challenges. Through a systematic literature review, this study analyzes Special Economic Zones’ implementation, contributions, and integration with Defense Economic theory. The study reveals that successful special economic zones are characterized by sector integration, innovation focus, multi-stakeholder involvement, increased productivity, and job creation. Cities adopting this model demonstrate 40% higher economic resilience to external shocks than conventional development approaches. The Special Economic Zone concept contributes to economic resilience through integrated innovation ecosystems, reduction of inequality, strengthening of supply chains, and promotion of green economy transitions. Its integration with Defense Economic theory introduces concepts like functional redundancy and dynamic resilience, enhancing adaptability to market changes and technological advancements. The study also highlights the importance of cybersecurity in maintaining economic resilience in the digital age. While the Special Economic Zone model shows promise in fostering sustainable development and economic resilience, challenges remain, particularly in developing countries, including infrastructure limitations and skills gaps. The research recommends a gradual implementation approach tailored to local contexts, emphasizing digital technology integration and human capital development.

Abstract

This article analyzes Indonesia's envisioned international role as it maintained its deployment of armed forces as part of the Garuda Contingent in the Second United Nations Emergency Forces (UNEF II) mission from 1975 to 1977, despite concurrently conducting military operations in Portuguese Timor. This research uses role theory as an analytical framework to explain Indonesia's objectives and role in deploying peacekeepers abroad during the greatest military deployment since independence. By applying a qualitative-deductive approach, the final results of this article indicate that Indonesia has sent the Garuda VIII Contingents to UNEF II as part of Indonesia's commitment to world peace and supporting the principles of the United Nations. In addition, Indonesia is striving to strengthen its diplomatic position and gain legitimacy from international states. Despite the conflict in Portuguese Timor, Indonesia remains consistent in fulfilling its role and responsibilities as a state of international peace and security. This research provides a better understanding of the motivation and role that Indonesia wants to take on one of its peacekeeping missions and its contribution to regional and global stability.

Abstract

Indonesia has consistently fought for Palestinian independence, utilizing parliamentary diplomacy to enhance its role in international efforts that support the establishment of an independent Palestinian state. The problem formulations in this study are (1) what factors inhibit the Israeli-Palestinian conflict? (2) what is the role of Indonesian diplomacy in the Israeli-Palestinian conflict? This study aims to examine Indonesia's diplomatic actions towards the conflict between Israel and Palestine. This study uses a descriptive-qualitative method. The data sources in this study are books, journals, and electronic news from several related objects. The results of this study are in the case of the Indonesian Hospital in Palestine, the International Criminal Court (ICC) is the proper party to adjudicate Israel's war violations of International Humanitarian Law and Human Rights. The UN Security Council should not obstruct the enforcement of violations of international law in political relations. The veto cannot be exercised if it conflicts with jus cogens norms or undermines the ability of other Security Council members to collaborate in response to grave violations of human rights. Indonesia's Foreign Minister condemned the situation in Gaza as a human rights violation and recommended an immediate ceasefire, rejection of double standards, and support for accountable mechanisms. Indonesia also highlighted the Palestinian people's right to self-determination at the International Court of Justice. As a UN Human Rights Council member, Indonesia made justice for the Palestinian people a key issue, recommending three important actions: strengthening the human rights ecosystem, addressing the global humanitarian crisis, and promoting human rights equally.

Abstract

Indonesia faces significant challenges in meeting its growing energy demand while seeking clean, sustainable, and safe energy sources. Nuclear energy is emerging as a potential alternative, supported by the country's substantial uranium reserves. However, nuclear energy development in Indonesia faces various obstacles, including public concerns regarding safety, nuclear non-proliferation issues, and high construction costs. This research aims to analyze the role of Indonesia's energy diplomacy in promoting nuclear energy to the public and internal stakeholders as a solution to improve national energy security. Qualitative research methods were used to evaluate Indonesia's internal diplomatic and promotional efforts, including document analysis and content analysis. The study examined Indonesia's bilateral and multilateral cooperation strategies, as well as its participation in international forums such as the International Atomic Energy Agency (IAEA), while focusing on domestic education and socialization efforts. A key focus was identifying challenges, opportunities, and best practices in nuclear energy diplomacy and internal promotional campaigns. The research findings highlighted the importance of comprehensive public education, strengthening international cooperation, and implementing strict safety standards in nuclear energy development. Strategic measures identified include strengthening diplomatic capacity, improving transparency and communication with domestic stakeholders, and developing national nuclear technology and regulation capacity. The research concludes that by addressing these challenges through effective energy diplomacy and structured internal promotion, Indonesia can improve its public acceptance and nuclear energy development prospects. This has the potential to ensure the safe, responsible, and sustainable utilization of nuclear energy to meet the country's long-term energy needs and contribute to global efforts in climate change mitigation

Abstract

Indonesia utilizes the Blue Economy framework, which combines economic growth, environmental care, and social equity by leveraging its abundant ocean resources. To some extent, the Blue Economy could also positively contribute to Indonesia's maritime security architecture as it provides the capital to boost its maritime security apparatus.  To achieve this purpose, Indonesia actively participated in the Indian Ocean Rim Association (IORA), particularly after 2015, when the country led the organization and delivered on its vision of being the Global Maritime Fulcrum a year before. However, Indonesia’s Blue Economy initiative through the IORA appeared to be ineffective in resolving maritime challenges at the national level. Furthermore, its emphasis on an ocean-centric strategy for economic development is hampered by a half-hearted government that inconsistently supports the idea of a global maritime fulcrum. This study seeks to revisit Indonesia’s Blue Economy through involvement in the IORA. In addition, this study used the qualitative method to examine the difference between the IORA’s visions, the Blue Economy, and Indonesia’s Global Maritime Fulcrum. This study discovers that Indonesia’s involvement in the IORA does not successfully assist the country in expanding its marine sector, and it also experiences a divergence in the maritime-centric approach to development.

Abstract

A terrorist attack is an act that targets vital objects that have a high intensity of activity, such as public service places (police), public facilities (places of worship), and crowd centers (tourist attractions). One of the aims of targeting attacks in crowded locations is that they can provide massive coverage and dissemination of news to create fear in the wider community. In efforts to prevent counterterrorism in Indonesia, various counterterrorism policies implemented by the government, including the crime prevention system in potential terror attack locations, have been implemented to limit the possibility of terror attacks occurring. The aim of this study is to offer recommendations for future terrorism prevention strategies, with a particular focus on police headquarters in Indonesia and regional police offices. This paper uses a qualitative approach through several primary and secondary data collection methods. The data results are described using Lifestyle Exposure and Routine Activity Theory (L-RAT), Routine Activity Theory (RAT), and Crime Prevention Through Environmental Design (CPTED). Crime prevention with the CPTED approach can be used to reduce opportunities for terrorist attacks, decrease fear of crime, improve quality neighborly relationships, and seek a safer and more secure workplace. Counter-surveillance can use analysis from the L-RAT and RAT approaches that allow changes in routine activity patterns or lifestyles to make it difficult for potential criminals to analyze and can reduce the potential for crime acts.
