Abstract

Abstrak -- Penelitian ini bertujuan untuk menganalisis partisipasi female peacekeeper Indonesia dalam misi United Nations Interim Forces in Lebanon tahun 2015-2017 dan dampaknya terhadap diplomasi pertahanan Indonesia. Hal ini dihadapkan dengan adanya Resolusi Dewan Keamanan PBB No. 1325 Tahun 2000 tentang Women, Peace and Security, dan target gender 15% untuk personel militer perempuan dalam mewujudkan misi pemeliharaan perdamaian yang ramah gender. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif analitis melalui teknik pengumpulan data wawancara dan studi literatur. Hasil penelitian menunjukkan partisipasi female peacekeeper Indonesia dalam misi UNIFIL tahun 2015-2017 mengalami peningkatan secara kuantitas dengan jumlah 100 personel dari total 134 yang tersebar di sembilan misi. Namun, posisi penugasan female peacekeeper Indonesia masih mendominasi satuan tugas kontingen daripada posisi military staff. Untuk meningkatkan partisipasi, Indonesia masih mengalami hambatan utamanya berkaitan dengan kurang siapnya institusi militer dalam menyiapkan Wan-TNI termasuk kurangnya pendidikan dan pelatihan, aturan terkait ijin suami/atasan, dan absennya kebijakan. Akhirnya, partisipasi female peacekeeper Indonesia berdampak terhadap bargaining power Indonesia dalam menjalankan diplomasi pertahanan untuk meningkatkan Confidence Building Measures dan membantu capacity building Wan-TNI dalam hal profesionalisme tugas.Kata Kunci: Partisipasi, female peacekeeper Indonesia, UNIFIL, Diplomasi Pertahanan Abstract -- This research aims to analyze participation of Indonesian female peacekeeper in United Nations Interim Forces in Lebanon year 2015-2017 and its impact to Indonesia’s defense diplomacy. It is correlated with the existence of United Nations Security Council Resolution No. 1325 year 2000 about Women, Peace, and Security, as well as gender target of 15% female military personnel to implement gender based mission. This research uses qualitative research method and descriptive analytic approach, with interview and literature study as the data collection technique. The results show that participation of Indonesian female peacekeeper year 2015-2017 are increasing in quantity with 100 personnel out of total 134 females around nine missions. However, their job positions were still dominating task forces in contingent rather in military staff position. In order to increase participation, Indonesia still experiences obstacles that mainly related to the lack of preparedness of military institution  in preparing female military personnel including the lack of education and training, regulation about permit from officer and/or husband, and the absent of gender composition policy. Finally, participation of Indonesian female peacekeeper affected to Indonesia’s bargaining power in conducting defense diplomacy to enhance Confidence Building Measures and help female’s capacity building in term of task professionalism.Keywords: Participation, Indonesian Female Peacekeeper, UNIFIL, Defense Diplomacy

Abstract

The COVID-19 pandemic in 2021 still has not shown a significant decline. Even the President of the Republic of Indonesia stated that COVID-19 is factually still occurring by issuing Presidential Decree No. 24 of 2021 concerning Determination of the Factual Status of the Corona Virus Disease 2019 (COVID-19) Pandemic in Indonesia. Policy measures and cooperation are needed to face the ongoing pandemic's challenges, especially in the economic, social, and resource fields. This also means that collaboration between the government and the private sector is essential in handling the COVID-19 pandemic in Indonesia. In this collaboration, there are supporting factors and inhibiting factors. Supporting factors include shared motivation, leadership, and institutional procedures or provisions. Meanwhile, the inhibiting factors include policies issued by the government and the private sector, whose business and economic factors are predominantly affected by COVID-19. Government and private sector collaboration in handling COVID-19 can be carried out with several approaches: health security capacity, availability of health services, response management, PentaHelix and vaccination, promotive and preventive efforts, response actions, detective actions, and preventive actions.

Abstract

Technological developments are driving changes in bureaucratic reform, through Presidential Regulation No. 81 of 2020 which targets that by 2025 a system of oversight and accountability will be created to create a government with high integrity. Increasing SPBE (Electronic Based Government System) by implementing MIS (Management Information System) is one of the keys to achieving this target. This study aims to examine the use of MIS for internal control (SIMWAS) using an expert system, especially for internal audits associated with bureaucratic reform in Indonesia. This research method uses a Systematic Literature Review (SLR) to find suitable articles from various sources from 2015 to 2021 and conducts a Trend Analysis of the SLR results and a total of 31 articles to find research trends. The results of this study indicate that there is still no research related to supervision and internal auditors associated with bureaucratic reform and performance. Research on internal audits to improve performance using SIMWAS using an expert system has also not been done yet. This research can be developed using artificial intelligence to evaluate, predict and improve the performance of internal auditors that impact organizational performance. This study shows that the use of MIS for internal control using an expert system for internal audit still needs to be improved to support bureaucratic reform, especially the increase in SPBE.

Abstract

This research examines the development of a public sector human resource management (HRM) model that is relevant to the good governance paradigm and new management approaches. Using the documentation study method, this research identifies various HRM models, namely the Michigan Model and the Harvard Model, and links them to organizational strategy, organizational culture, recruitment, selection and HR management. The research results show that the ideal HRM model in the public sector bureaucracy in Indonesia must be able to integrate elements such as commitment, quality, HR flexibility, organizational effectiveness, and individual and community welfare. The conclusion of this research is that the development of a public sector HRM model that is comprehensive and adaptive to changes in the environment and organizational needs is very necessary to support an effective and innovative bureaucracy

Abstract

This research examines best practices in human resource management (HR) in large companies in Indonesia. The background is the importance of effective HR management in increasing a company's competitiveness amidst global competition. The aim of the research is to identify and analyze HR strategies that are proven to be effective. The method used is descriptive qualitative analysis with data obtained from a comprehensive literature review. This research identified several best practices, such as e-recruitment, employer branding, training evaluation using the Kirkpatrick model, career development programs, and the use of technology in measuring employee performance. The results show that these practices are significant in improving organizational performance and employee well-being. Successful implementation is supported by effective leadership, employee involvement, technology, and a supportive culture and infrastructure. In conclusion, best practices in HR management contribute to improving employee performance and welfare, as well as company competitiveness. This practice is relevant both locally and globally, so it needs to be adopted and adapted by companies to increase efficiency and competitiveness.

Abstract

The Government is entrusted with two fundamental tasks: crafting superior public policies and delivering public services of the utmost quality. The hallmark of a successful President lies in their ability to ensure that public services rendered under their administration are of impeccable quality. This study, spanning the years 2014 to 2016, employed a quasi-qualitative methodology. The findings revealed that public services during the Jokowi era did not meet the anticipated standards of quality. Consequently, this research proposes five strategic priorities for the future. First and foremost, it is imperative not merely to concentrate on public service provision but to spearhead a concerted effort towards establishing a pervasive culture of high-quality public services. Secondly, there is a pressing need to refine existing policies related to the development of public services, including assessment methodologies. Current policies are reflective of the developmental paradigm typical of emerging nations, characterized by a mindset prevalent in developing countries, particularly in Indonesia. Thirdly, there is a crucial need to elevate performance criteria from mere basic indicators to intermediate metrics that offer substantial value addition. Moreover, striving towards an 'advanced' level of service provision, one that is innovative and creates inherent value, is paramount. Fourthly, it is essential for the bureaucracy to shift its focus from mere reporting of service outcomes to a heightened emphasis on the functional aspects of service delivery. Lastly, fostering a collective public consciousness is pivotal. Public services ought to be perceived as a benevolent endowment from the Government to its citizens, surpassing the realm of rights and duties. This awareness is foundational to nurturing a society where public services are not just a transactional obligation but a cherished privilege bestowed upon the populace by the Government.

Abstract

Posisi strategis Indonesia di kawasan Indo-Pasifik membuatnya rentan terhadap ancaman geopolitik global. Indonesia harus mengambil tindakan tegas untuk memitigasi risiko dan memperkuat kemampuan keamanan maritimnya dalam menghadapi berbagai ancaman geopolitik internasional terhadap keamanan maritimnya, tetapi ada risiko geopolitik yang kompleks dan beragam di seluruh dunia yang memengaruhi keamanan maritim Indonesia. Salah satu elemen kunci yang memengaruhi keamanan maritim Indonesia adalah persaingan di kawasan Indo-Pasifik antara negara-negara adikuasa termasuk Amerika Serikat, Tiongkok, dan Rusia. Tiongkok telah meningkatkan operasi militer dan klaim teritorialnya di Laut Cina Selatan sebagai bagian dari upayanya untuk mendapatkan pengaruh yang lebih besar di kawasan tersebut. Tujuan dari penelitian ini adalah untuk mengkaji ancaman yang akan dihadapi Indonesia dengan kehadiran dua kekuatan besar di kawasan Indo-Pasifik. Metode yang digunakan dalam penelitian ini adalah deduktif kualitatif dengan menggunakan data sekunder, baik dari buku, jurnal, internet, catatan, arsip, dan lain-lain. Hasil dari penelitian ini adalah bahwa hingga saat ini posisi kekuatan militer Indonesia berada di posisi paling bawah dari negara-negara lain yang terlibat di Indo-Pasifik. Saran Indonesia perlu meningkatkan alutsista pertahanan dan keamanan agar mampu menjaga keamanan maritim Indonesia. Serta menjalin kerja sama dan membentuk aliansi agar dapat saling melindungi.

Abstract

Penelitian ini mengkaji pengaruh penerapan Standar Pelayanan Minimal (SPM) terhadap pembangunan manusia Indonesia dalam mendukung pertahanan negara. Sesuai amanat konstitusi dan UU No.23/2014, SPM diatur sebagai urusan wajib pelayanan dasar yang harus disediakan oleh pemerintah daerah kepada seluruh warga negara. SPM meliputi bidang kesehatan, pendidikan, pekerjaan umum, perumahan rakyat, ketertiban umum, dan sosial. Penerapan SPM oleh daerah diatur secara rinci melalui Permendagri Nomor 59 Tahun 2021, dengan tujuan menjamin pemerintah daerah memberikan pelayanan sesuai standar yang ditentukan. Penelitian ini menggabungkan metode statistik deskriptif dengan pemeriksaan korelasional dalam menguji pengaruh penerapan SPM di daerah dan pembangunan manusia Indonesia tahun 2019-2023. Temuan penelitian memperlihatkan penerapan SPM memiliki kontribusi positif bagi pembangunan manusia (IPM), dimana koefisien model regresi signifikan dan analisis determinasi yang tinggi. Pembangunan manusia yang berkualitas, sebagaimana tercermin dalam peningkatan IPM, dapat mendukung upaya pertahanan negara dalam jangka panjang. Masyarakat yang sehat, terdidik, dan sejahtera cenderung memiliki rasa memiliki dan loyalitas yang tinggi terhadap negara, sehingga dapat memperkuat ketahanan nasional. Selain itu, pembangunan manusia yang merata juga dapat meminimalisir potensi konflik dan instabilitas di dalam negeri, yang dapat mengganggu keamanan dan pertahanan negara.

Abstract

This research aims to analyze the real role of the National Unity and Political Agency in Handling Potential Conflicts in West Java Province. This research uses qualitative research methods with data collection techniques in the form of interviews, observation and literature study, as well as data analysis using interactive models by Miles Huberman, Saldana (2014) and Role Theory according to Bruce J. Cohen (1992). The results of this research show that Bakesbangpol has issued West Java Governor Decree Number: 460.05/Kep.134-Bakesbangpol/2019 concerning the Integrated Team for Handling Regional Social Conflict in West Java Province as a follow-up to efforts to handle conflict. Conflict management carried out by Bakesbangpol in handling potential conflicts is through mediation and conciliation. In the context of successful conflict handling, West Java Bakesbangpol has applied the penta helix principle with a coordination, collaboration and synergy approach. Linked to role theory by Bruce J. Cohen (1992), Bakesbangpol has played a real role (Anacted Role) in resolving the polemic problem of establishing the construction of the Sang Hyang Hurip Santo Antonius Catholic Church in Bandung City. West Java Bakesbangpol also has a situation and condition monitoring application called "SIMBAKESBANGPOL" and a Whatsapp Group between Regency/City Bakesbangpol throughout West Java to find out up to date about conflict cases that occur in the West Java region as a whole.

Abstract

Ukraine is one of the former Soviet Union states that gained independence in 1991. Ukraine's long history is inextricably linked with conflict, particularly following the Bolshevik invasion of 1921-1922. Under Soviet rule, the Ukrainian people endured considerable suffering across social, economic, and political spheres. One of the darkest chapters in Ukraine's history is the Holodomor. This event ultimately catalysed the Ukrainian independence movement. The Holodomor also engendered an anti-Soviet (Russian) sentiment, as it was regarded as an act of genocide against ethnic Ukrainians. Anti-Russian campaigns intensified following Ukraine's independence and manifested in the Ukrainization movement. However, this movement inadvertently fostered inter-ethnic tensions among Ukrainian citizens, particularly those of Russian ethnicity. The research employs a traditional literature review methodology, involving qualitative data collection and analysis. The conclusion that whilst the Ukrainian Nationalist Movement indeed has implications for political tensions between ethnic Ukrainians and Russians, this is largely attributable to the Ukrainian government's failure to accommodate the aspirations of national minority groups, such as ethnic Russians, in policy-making processes
