Abstract

Several countries have implemented the diplomacy model using second-track diplomacy in solving various problems. With the dynamics of global, regional, and national strategic environmental conditions, the second track diplomacy model is a step that is considered to be effective and efficient in finding solutions to every problem between countries. The Indonesian Navy, which, according to Kent Booth, has one of its functions in carrying out diplomacy, has carried out several diplomatic steps. As an archipelago that has land and sea borders with ten neighboring countries, prioritizing this second track diplomacy model is necessary. The purpose of this study is to find a marine defense strategy in dealing with the potential impacts of the conflict that occurred in the South China Sea. Considering the vast territory of Indonesia's territorial sea, a method of sea defense strategies can apply this diplomacy model. This study uses a literature study by gathering various information from various sources, then the theory used in conducting discussions and analysis with the theory of Barry Buzan. This study concludes an input and recommendations for policymakers to prioritize second-track diplomacy in solving various existing problems, especially in Indonesia's sea border region with neighboring countries.

Abstract

Indonesia's high disaster risk requires an information system that can improve effectiveness in disaster response. Therefore, there is a need for an application that could be a means for various information in disaster response in Indonesia. This research uses the Development Life Cycles or SDLC Software, specified with the Waterfall Model. This model has 4 phases, as following: requirement analysis, system analysis, implementation, verification, and maintenance. From this research, a victim-based data collection application can collect data at the disaster site regularly. It also can replace the previous conventional methods so that it can facilitate the National Disaster Management Authority (BNPB) in carrying out information to the community. The results of this study are the prototype of data collection applications in helping disaster response.

Abstract

The structure of defense spending in Indonesia State Budget consists of three types of spending, which are routine expenditure, goods expenditure, and capital expenditure. It shows the changes in consumption expenditure contribution, direct investment expenditure, and indirect investment from the government. According to The Global Competitiveness Report 2016-2017, Indonesia presents a low level of security stability among 138 countries. Due to the terrorism threat, Indonesia is ranked 115 (Global Competitive Index or GCI=4,2) for business cost, at the 102nd ranking (GCI=3,9) for the business cost caused by crime and violence, and 108th ranking (GCI=4,1) for organized crime. This study aims to examine the impact of military expenditure on security stability in Indonesia. The analytical method used in this study is explanatory, it aims to explain the causal relationship between variables and hypothesis testing. This study employs the time series data with per semester data series through 2000-2018. The research model is formulated as a recursive linear model in the form of a Cobb-Douglas production function and analyzed using multiple linear regression analysis with the Ordinary Least Square method. The result reveals that both military expenditure and security expenditure have impacted simultaneously on security stability. The integration of all components of military expenditure synergistically can increase Security Stability. The components of spending that have a partially significant positive effect on Security Stability are expenditures on goods and capital expenditures.

Abstract

Indonesia is a country with a high level of disasters where during 2005-2015 there were 11,648 hydrometeorological disasters and 3810 geological disasters. In terms of technology, Indonesia is using mobile devices with high growth according to data from the Ministry of Communication and Information. One of the ways to increase the use of mobile devices in assisting disaster management in Indonesia can be developed in the location-based discovery of disaster victims. The location in a mobile device uses a Global Positioning System (GPS) where the existing data is in the form of Latitude and Longitude data. The aim of this research is that the application is expected to assist in the discovery of disaster victims based on the last GPS location. This study focuses on developing a disaster victim search application based on the Android operating system. Development uses the Agile Model by using Black-box Testing and White-Box Testing techniques, where the type of testing uses Unit Testing, Integration Testing, and Acceptance Testing with qualitative data. The results of the research obtained an application in the form of a prototype where there are several corrective inputs obtained from Acceptance Testing. This study is then expected that the application can be applied in disaster management systems in Indonesia which of course can be supported by binding rules so that the data obtained can be utilized optimally.

Abstract

The purpose of the Joint Hydrographic Survey (JHS) implementation in Straits of Malacca and Singapore (SOMS) is to improve navigation safety in TSS by using Multibeam Echosounder  (MBES) technology. This is especially important given the increasing number of ships carrying out cross-transit through SOMS from year to year, while hydrographic information has not been updated since 1998. This study aims to analyze the effectiveness of JHS activities at SOMS conducted by Indonesia, Malaysia, and Singaporerelated to Indonesia's interests,  specifications, and procedures, as well as the use of force in JHS activities. This study uses qualitative methods with an exploratory approach and used the NVivo Plus 12 application to find themes from field interviews and used the Soft System Methodology (SSM). Based on the results of the study can be concluded that the effectiveness of JHS activities has been following what is expected by the three coastal countries, but the Indonesian Navy Hydrographic and Oceanography Center or Pusat Hidrografi dan Oseanografi TNI AL (Pushidrosal) as a learning organization is required to continue to be able to improve its capabilities in the implementation of JHS. From the gap of research results obtained several activities that can be carried out by Pushidrosal to increase the effectiveness of JHS in SOMS namely by evaluating the implementation of Security Officer (SO) and Technical Officer (TO) as well as preparing SOP that can be used as a standard in the implementation of JHS activities

Abstract

Pulau Morotai Regency is one of the areas identified by the government as a fisheries-focused Special Economic Zone. However, the reality on the ground is that the fishing industry has only one cold storage facility. One of the factors is the region's remote position, which requires a considerable amount of capital and operational expenditure. Lower energy costs are one way to reduce the operating cost. This study aims to determine the value of each energy-efficient criterion and to know the most efficient energy composition implemented for Cold Storage in Morotai. This study uses the decision matrix approach to compare the operating costs of cold storage with a capacity of 200 tons over 20 years with three possible alternatives: PLN electricity, hybrid electricity (PLN + photovoltaic), and fully photovoltaic energy. With a score of 38 in the decision matrix table, the outcome of the decision matrix calculation indicates that cold storage with a photovoltaic system is much superior.

Abstract

Some countries have proven to be advanced by managing their historical and cultural heritage and promoting it internationally. Japan and South Korea are living examples, who transform the war site not only into national defense heritage but also bring it to the international level.  The management of historical heritage is crucial to enhance people's awareness of the importance of national defense. However, many of Indonesia's historical relics are still neglected or poorly managed, even though many historical and cultural heritages have the potential to become tourist attractions. This article aims to discuss how to manage Indonesian historical and cultural heritage to enhance nationalism and patriotism. Proper management of historical and cultural heritage will increase the love of the motherland. The research method is done by a qualitative research method as well as literature studies. This study proves that the management of culture and historical heritage of Indonesia, especially those related to the national struggle, is still largely ignored. Moreover, Indonesia even lacks in managing its historical and cultural heritage. Therefore, Indonesia has to improve the management of its cultural and historical heritage so that it can be promoted to the global world as an object of tourism to increase the nationalism of the younger generation.
