Abstract

ABSTRACT Russia-Ukraine conflict has worsened the global food crisis, which had already been impacted by the Covid-19 pandemic. Indonesia has experienced significant increases in food prices and shortages, particularly for wheat, approximately 30% of which is imported from Russia and Ukraine. In addition, Indonesia’s reliance on fertilizer imports about 12% from Russia has further strained the agricultural sector. Although geographically distant from the conflict, Indonesia has felt considerable effects on its food security. This study seeks to answer the research question: how does the Russia-Ukraine conflict affect Indonesia’s food security? Utilizing interdependence theory, this study employs a qualitative approach based on secondary data from archives, documents, and online sources. The findings reveal that Indonesia’s food security vulnerabilities are influenced not only by bilateral ties with Russia and Ukraine, but also by broader global interdependence within the food system. This study contributes to the theoretical understanding of food security under asymmetric interdependence and recommends policy measures such as diversifying import sources and strengthening domestic food production. Abstract

The intensifying strategic tensions between the United States and China in the Indo-Pacific region have created both challenges and opportunities for Indonesia's economic development. This article examines Indonesia's economic diplomacy strategy as a form of hedging to navigate this great power rivalry while maximizing national interests. Using qualitative case study methodology, this research analyzes policy documents, official speeches, economic reports, and secondary literature from the Jokowi administration period (2014-2024). The findings reveal that Indonesia implements a complex economic hedging strategy, combining soft balancing toward both China and the United States through cooperation with Quad nations, while simultaneously engaging in economic bandwagoning by attracting investments and participating in the Belt and Road Initiative. This dual approach allows Indonesia to maintain strategic autonomy and leverage economic benefits from both competing powers. The study concludes that Indonesia's economic diplomacy has been relatively successful in mitigating risks and capitalizing on opportunities, though it faces sustainability challenges and deepening geopolitical pressures. The research contributes to understanding modern non-aligned practices in economic contexts and provides policy recommendations for maintaining strategic flexibility in an increasingly polarized regional order.

Abstract

Indo-Pacific (IP) has been turned into an important theatre for strategic competition with the growing involvement of major powers. The US, India, Japan and China all are engaging in the region but through divergent approaches. They are coming up with competing strategies like IPS, FOIP, BRI to counter the common rivals. Geopolitical rivalry between the great powers frequently caused discomfort for the other nations in this region. Bangladesh as an emerging economic power is facing challenges and dilemmas due to the strategic competition. Bangladesh's position in the Indo-Pacific is defined by its strategic location and the competing interests of major powers. The country navigates this complex geopolitical landscape by balancing its relationships with these powers, engaging in strategic circumventing, and prioritizing its own national interests. The paper argues that Bangladesh has been pursuing four types of foreign policy goals: inclusive partnership, regional peace and stability, development priorities and defence cooperation.

Abstract

Abstract

This study aims to evaluate the effectiveness of Indonesia’s cultural diplomacy in the South Pacific region through the lens of food sovereignty and local traditions. Amidst increasing regional geopolitical complexities, this research proposes the "Earth Oven Diplomacy" framework as a potent soft power instrument that transcends the limitations of conventional, often transactional, formal diplomacy. Employing a qualitative method with a multidisciplinary approach, the study analyzes how the Bakar Batu ritual can be revitalized as an inclusive medium for strategic communication. The theoretical foundation of this research is grounded in the "Middle Power Norm Entrepreneur" concept to examine Indonesia’s strategic positioning in the region. The findings indicate that the earth oven practice is not merely a cultural artifact but a sophisticated reconciliation protocol capable of fostering trust-building and regional cohesion between Indonesia and Pacific Island nations. By adopting a localized, wisdom-based approach, Indonesia has the opportunity to position itself as an authentic actor in supporting regional stability through the Pacific Elevation vision. The study recommends the integration of Melanesian values into national foreign policy to cultivate more dignified regional relations and strengthen a collective identity as fellow Pacific nations.

Abstract

This article analyzes the reorientation of the United Kingdom’s foreign policy towards the Indo-Pacific during 2021–2023. Gideon Rose’s neoclassical realism serves as the analytical framework, applying concepts of balance of power and domestic politics. This article argues that both domestic and regional systemic factors drive the foreign policy reorientation. It highlights how internal dynamics, particularly domestic politics, as well as external pressures such as geopolitical competition and security in the Indo-Pacific shape the United Kingdom’s strategic orientation. Employing an explanatory qualitative approach, this article integrates literature review and expert interviews to provide deeper insights into the United Kingdom’s foreign policy. The objective is to explain how domestic conditions and international structures interact to influence the reorientation of focus of the United Kingdom’s foreign policy. Research findings reveal that the United Kingdom seeks economic and trade opportunities in the Indo-Pacific while reinforcing its strategic position globally. Evidence of this policy reorientation appears in United Kingdom’s participation in alliances like AUKUS and in expanding economic cooperation with Indo-Pacific states.

Abstract

Climate change mitigation in developing countries increasingly demands collaborative governance frameworks that integrate state and non-state actors to build sustainable human resource capacity. This article examines the partnership between the Natural Resources Defense Council (NRDC), an international environmental non-governmental organization, and the Government of India from 2009 to 2016. Drawing on transnationalism theory and Philip Eldridge’s NGO-government partnership framework, this research analyzes how collaborative mechanisms enhance human resource capacity through knowledge transfer, technical assistance, and institutional strengthening. Using qualitative document analysis, the study reveals eight strategic initiatives. Findings demonstrate that the High-Level Partnership, Grassroots Development model enabled NRDC to provide technical expertise while respecting India’s sovereignty, resulting in significant renewable energy expansion (wind: 11 GW to 28 GW; solar: minimal to 9 GW), energy efficiency improvements through the PAT scheme, and enhanced climate policy capacity culminating in India’s Paris Agreement ratification. This collaborative governance approach created synergies by combining NRDC’s international expertise with India’s regulatory authority, contributing to India’s emergence as a global climate leader.

Abstract

This article examines the role of development financing through the South-South Cooperation (SSC) framework between Indonesia and China in strengthening infrastructure during the period 2018-2022. Using a qualitative-descriptive approach based in literature review, this study analyzes five major strategic projects, namely the Jakarta-Bandung High-Speed Railway, the Sumsel 8 Coal-Fired Power Plant, the Industrial Estate, port development, and toll road construction. The analytical framework includes development financing theory enriched by the liberal interdependence paradigm. The findings show that the institutional mechanism through the Implementation Arrangement between Ministry od National Development Planning (Bappenas), the relevant ministries, and China EXIM Bank provides a more efficient and targeted financing structure for priority projects. However, serious challenges have arisen regarding transparency, debt management, and China’s technical dominance in the project implementation process. This study concludes that this cooperation reflects an asymmetrical strategic interdependence, and its effectiveness is highly dependent on Indonesia’s institutional capacity and the sustainability of public governance. Recommendation include improving governance, diversifying funding sources, and enhancing technology transfer mechanism.

Abstract

The Southeast Asian region is highly vulnerable to the global climate crisis, characterized by an increase in hydrometeorological disasters and a high dependence on fossil fuels (75%–80%). However, ASEAN faces structural challenges in the form of an energy transition funding gap of up to USD 200 billion and a shortage of workers with green skills. This study aims to analyze the effectiveness of the ASEAN–U.S. Comprehensive Strategic Partnership (CSP) in accelerating the energy transition to support the implementation of SDG Goal 13 (Climate Action) in Southeast Asia during the 2021–2024 period. The research methodology employs a qualitative case study approach with a descriptive-analytical design. Data collection was conducted through in-depth interviews as primary data and documentary analysis (journals, reports from international organizations, official policy documents) as secondary data. Data analysis was conducted systematically through data reduction, data presentation using the Environmental Policy Integration (EPI) Framework, the Kirkpatrick Model, and the UNDP Capacity Framework, and the drawing of conclusions based on Institutional Neoliberalism Theory. The research results indicate that the ASEAN-U.S. CSP strategy has successfully facilitated the scaling up of member states’ NDC targets, supported the strengthening of the ASEAN Centre for Energy’s (ACE) technical capacity in operating the Lao PDR-Thailand-Malaysia-Singapore Power Integration Project (LTMS-PIP) multilateral power interconnection, and channeled green financing through the U.S. Development Finance Corporation (DFC) for clean energy projects in Indonesia, Vietnam, and the Philippines. Nevertheless, its effectiveness remains limited by a massive funding gap. The targeted outputs of this research are scientific articles published in accredited national journals or reputable international journals, as well as policy briefs for strengthening regional climate diplomacy.
