Abstract

The rise of China is not only considered as an economic opportunity but also a security threat for the “East Asian” countries.  China's increasing influence in the region has made the inclusive regional institutions no longer relevant because no party is able to match the economic and military power of China.  Japan uses the momentum to initiate a new regionalism discourse that is more open by inviting extra-regional actors in East Asian regional institutions, as a counterbalance strategy against China.

Abstract

The problem of transhipment is a matter of transitional transport or modified transportation issues. This transit place can receive supplies and can deliver goods. The main purpose of the transshipment problem is to minimize the cost of the distribution of goods delivered from the place of origin to the destination even though through the transit point. The problem in this research is with the policy of transhipment issued by Indonesian government causing negative impact to fishery industry, especially processed fishery product in Thailand country The eradication of fish theft in Indonesian waters had a direct impact on Thailand's fishery exports which affected the country's gross domestic product (GDP). Thailand National Economic and Social Development Board (NESDB) data reveal that the contribution of the fishery sector to Thailand's GDP has decreased drastically. The average contribution of the fishery sector to Thailand's GDP has been recorded at 1.6 percent, while in the third quarter of 2015 it contributed minus 3.1 percent. While the Ministry of Marine Affairs and Fisheries (KKP) noted in 2013 to second quarter 2014, Thai fishery industry has decreased.

Abstract

Permasalahan lingkungan merupakan masalah yang hingga saat ini terus dihadapi oleh masyarakat di dunia sehingga dibuatlah paris agreement. Permasalahan ini juga dihadapi oleh mitra, yaitu masyarakat RW 06, Kelurahan Jatimulya, Kecamatan Tambun Selatan, Bekasi. Pengetahuan mitra mengenai pentingnya lingkungan masih belum terlalu baik. Bagi mereka, sampah masih dianggap sebagai sesuatu yang kotor dan tidak berguna. Padahal sampah juga dapat dimanfaatkan, bahkan bisa membantu meningkatkan kesejahteraan masyarakat. Berdasarkan pemikiran tersebut, tim dosen FISIP USNI menyelenggarakan kegiatan pengabdian kepada masyarakat di RW 06, Kelurahan Jatimulya, Kecamatan Tambun Selatan, Bekasi. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk memberikan pemahaman mengenai pentingnya pengelolaan sampah yang baik dengan menumbuhkan rasa cinta lingkungan. Kegiatan pengabdian kepada masyarakat ini diharapkan mampu menumbuhkan rasa cinta lingkungan di kalangan mitra dan meningkatkan kesejahteraan masyarakat setempat. Kegiatan yang diselenggarakan meliputi sosialisasi dan pelatihan. Tim dosen FISIP USNI yang terlibat dalam kegiatan ini menyediakan alat peraga dan media pendampingan serta menyiapkan materi sosialisasi dan hand-outs. Dalam melaksanakan kegiatan ini, perlu kesesuaian waktu dengan peserta. Hal ini perlu didukung oleh optimalisasi sosialisasi kepada para peserta, pemberian arahan dan pendampingan berdasarkan alur pelaksanakan kegiatan bank sampah yang benar, penyediaan fasilitas, monitoring, dan evaluasi. Kata kunci: sosialisasi, pelatihan, bank sampah dan paris agreement Abstract Environmental problems are problems that still continue to be faced by people around the world, from the global level to the local level. This problem is also faced by the community service partner, namely the community of RW 06, Jatimulya Village, Tambun Selatan District, Bekasi. The partner’s knowledge of the importance of the environment is still not very good. For them, waste is still considered dirty and useless. Even though waste can be recycled and can even help improve the people's welfare. Based on this idea, the USNI FISIP lecturer team held a community service activity in RW 06, Jatimulya Village, Tambun Selatan District, Bekasi. This community service activity aims to provide an understanding of the importance of good waste management by fostering a sense of care for the environment. This community service activity is expected to be able to foster a sense of care for the environment among the partner and improve the welfare of the local community. Activities held include knowledge dissemination and training. The team of FISIP USNI lecturers who were involved in this activity provided teaching aids and media assistance, as well as prepared the dissemination materials and hand-outs. In carrying out this activity, it is necessary to match the time with the participants. This was achieved by optimizing the training sessions, providing direction and assistance based on the correct flow of waste bank activities, providing facilities, monitoring, and evaluating. Abstract

Permasalahan utama yang dibahas di dalam penelitian ini yaitu bagaimana konflik Indonesia dengan Uni Eropa (UE) dan dampaknya terhadap posisi keanggotaan Indonesia di Paris Agreement. Dimana konflik yang terjadi juga melibatkan oraganisasi internasional yaitu Uni Eropa (UE) bukan konflik antar negara. Hal ini tentu menarik dengan melihat posisi baik Indonesia dan Uni Eropa (UE) di dalam paris agreement dan adanya hubungan baik Indonesia dan Uni Eropa (UE) kemudian menimbulkan konflik dan berpengaruh terhadap lingkungan. Tujuan dari penelitian ini adalah mengetahui dan menjelaskan bagaimana konflik Indonesia dan Uni Eropa (UE) dapat terjadi serta bagaimana dampaknya terhadap posisi Indonesia di Paris Agreement. Oleh karena itu peneliti mengambil judul yaitu Konflik Indonesia dan Uni Eropa (UE) dan dampaknya terhadap posisi Indonesia di Paris Agreement. Dengan tujuan yang ingin dicapai dan diharapakan dapat menjelaskan dengan menggunakan metode penelitian yang digunakan yaitu metode penelitian kualitatif. Dimana Penelitian ini akan menggunakan dua teknik pengumpulan data yaitu studi kepustakaan (literature research) dan wawancara (interview), baik terstruktur maupun semi terstruktur.

Abstract

Indonesia dan Australia adalah dua negara bertetangga dengan hubungan bilateral yang dinamis. Pada tahun 2018, keduanya sepakat untuk meningkatkan kemitraan melalui Indonesia-Australia Comprehensive Strategic Partnership (IA-CSP). Melalui IA-CSP, kedua negara berkomitmen untuk meningkatkan kerja sama pada sektor-sektor strategis dan saling menjaga stabilitas keamanan kedua negara dan kawasan Indo-Pasifik. Akan tetapi, pada tahun 2021 Australia justru membangun aliansi pertahanan bersama Amerika Serikat dan Inggris dengan nama AUKUS. Tujuan utama pembentukan aliansi pertahanan AUKUS ini adalah peningkatan kapabilitas militer Australia melalui pengadaan kapal selam bertenaga nuklir. Kondisi ini tentu bertentangan dengan pilar-pilar IA-CSP, terutama pilar ketiga dan kelima. Dengan menggunakan pendekatan kualitatif serta wawancara dan studi pustaka sebagai metode pengumpulan data, artikel ini ditulis untuk menganalisis implementasi IA-CSP pasca pembentukan aliansi pertahanan AUKUS. Untuk memahami dan menjelaskan isu tersebut, penulis menggunakan teori kemitraan strategis, konsep aliansi pertahanan, dan konsep keamanan kolektif. Berdasarkan studi ini, penulis menemukan bahwa keberadaan aliansi ini tidak secara langsung menghambat implementasi IA-CSP karena kedua negara cenderung dapat menurunkan ego masing-masing dalam berbagai situasi dan kondisi untuk tetap bekerja sama pada isu-isu strategis.

Abstract

Indonesia and Australia are neighboring countries with fluctuate bilateral relations. In 2018, they formed Indonesia-Australia Comprehensive Strategic Partnership (IA-CSP) to enhance their partnerships in strategic sectors for the stability of regional security in the Indo-Pacific. However, the problem came up in 2021 when Australia established trilateral defense cooperation AUKUS with the United Kingdom and the United States. This cooperation facilitates Australia to have nuclear-powered submarines to strengthen its military power. This cooperation has raised the eyebrows of Indonesia as it is against IA-CSP’s pillars, particularly pillar on securing the two countries and the region’s shared interest, and pillar on contributing to Indo-Pacific stability and prosperity. Therefore, Indonesia regretted Australia’s participation in AUKUS because the former deemed the latter to have violated its commitment on IA-CSP. This research aims to analyze IA-CSP’s opportunities and challenges post-establishment of AUKUS. It used a qualitative method, with interviews and literature review in place to collect data. The authors used regional security complex theory and strategic partnership concept for analysis. This research found that AUKUS does not disrupt the implementation of IA-CSP because the cooperation instead provides opportunities that Indonesia can utilize for its national interest. However, AUKUS poses challenges that Indonesia needs to tackle.

Abstract

The development of transnational terrorism has made countries in the world aware of the threat of terror groups that can threaten the stability of the country, one of which is Indonesia. Terror groups before carrying out attack activities, of course, begin with funding efforts first. Funding is an important basis in all forms of terrorism activities. With the development of the times, the way terror groups fund their actions is also increasingly varied, such as through banks, carrying money directly, using charity activities, and so on. Indonesia responds to these challenges by implementing policies, ranging from drafting anti-terrorism funding laws, conducting international cooperation, and establishing institutions as an effort to overcome terror funding traffic. In analysing the phenomenon in this study, the researcher used Grindle's policy implementation theory supported by the concepts of terrorism and terrorism financing. This research uses a qualitative approach and analytical descriptive research type. Therefore, the purpose of this research is to see the effectiveness of policy implementation conducted by Indonesia in an effort to suppress transnational terrorism cases. As a measure of the success or failure of Indonesia's implementation in tackling terrorism financing, the researcher sees it through the number of terror activities since the policy has been made by Indonesia. Although it is said to be successful, there still needs to be adjustments to the development of terror groups in Indonesia. Abstract

The 21st Century Chinese Silk Road has shown China a strong influence in the establishment of the Asia Security Architecture during the Xi Jinping Administration. As a regional power, China’s responsibility continues to grow during the formation of “the 21st Century Silk Road” to achieve “Chinese Dreams”. By using methodology of qualitative research with techniques of interviews, the results found that China succeeded in influencing regional countries and institutions through China's foreign and security policy strategy to changes Asia from conflict into harmony (kerukunan). These changes namely the policies to Embrace Uygurs and Taiwan, Asia and Trans-Asia Multilateralism, Peace on the Korean Peninsula, Sub-regional powers as the Asia Harmony Embryo, DOC and COC Policies in the South China Sea, SAAARC and Strategic Cooperation in South Asia, SCO and Joint Security in Asia and Across Asia, as well as BRICS and Strengthening of Inter-Regional Power Economies. This discussion is focused on (1) Asia security architecture before “the 21st Century of China Silk Road”, (2) Asia security architecture during “the 21st Century of China Silk Road”, (3) evolution of foreign policy strategies and national security policy of China “Open Door Policy”during Xi Jinping, (4) power polarization and strategic partnership in Asia, (5) China as regional power in Asia, and (6) The 21st Century Chinese Silk Road and Harmonious Asia. The result, China's influence is shown in the terms, namely: (1) the establishment of “Asia Bumisutera Dunia”, (2) formation of “Asia Benua Pemersatu”, (3) strengthening “Asia Benua Multi-Equilibrium”, (4) strengthening “Asia Benua Teduh”, and (5) strengthening “Asia Benua Harmoni.” The researchers believes that to understand the Asia Security Architecture is advisable use cross-paradigm, therefore the researchers briefly introduces paradigm, philosophy, and theory of Manunggalism through the Eastern World Relations Theories (WRT) and Mazhab Indonesia (Indonesian School) with the birth of the discipline of “Ilmu Antarbangsa (World Relations)” by mainstreaming the gotong royong World Relations System to challenge the Western International Relations Theories (IRT) that tends to anarchism system.

Abstract

This article aims to examine the Carbon Footprint Calculator (CFC) program carried out by the Indonesian government to realize sustainable tourism in Indonesia. The CFC program facilitates travelers to calculate the carbon emissions they produce during their trips. The calculation of the carbon footprint left by the travelers is then converted into the amount of money that they need to pay as their responsibility for polluting the environment. The CFC program will use the money to restore the environment through various carbon offset initiatives, such as the trees-planting initiative and eco-tourism development. To formulate the CFC program, the Indonesian government teamed up with a non-state actor, Jejak.in, which invented the technology of calculating carbon emissions. As such, this article seeks to describe how the CFC program operates in Indonesia and what causes explain the program. To that end, we employ a qualitative research method. This method allows us to combine interviews with a systematic literature review to explore the CFC program. Using the human security concept, we argue that the government rolled out the CFC program because carbon emissions generated in the tourism industry have posed a bigger threat to human security in the country, causing issues in environmental security, health security, and economic security. In the CFC program, the state actor not only expects the travelers to have a greater awareness of the carbon emission threat to the three securities above but also urges them to take responsibility for the emissions they produce and take part in realizing low carbon and sustainable tourist destinations. CFC works in a way that the government and Jejak.in utilize the website indonesia.travel to facilitate travelers to count and offset their carbon footprint.
