Abstract

Lessons from recurring economic crises have been of particular concern to the Islamic world. Mostly Islamic countries are of middle and low-income economies that they had been inevitably suffered from extensively negative consequences caused by economic crisis such as drastic decline in welfare. The accumulation of under-performance institution and complexity of the prevailing socio-economic problems have made recovery efforts either harder steps to take or even further distances to approach merely the pre-crisis level. Using analysis based on Islamic perspective, this paper seeks to explore on economic crises, welfare and hope for good governance would be as a fundamental resilience in times of crisis. From the elaboration of literature review which encompasses thoughts of a number of Islamic economic thinkers as well as empirical studies, Islamic countries should take all determination in good governance reform as it is directed by Islamic teaching to safeguard intact welfare of the Islamic notion of which consists of ad-din (religion), al-maal (wealths), al-aql (intellect), an-nafs (life), and an-nasl (posterity).

Abstract

The Indonesian Democratic Party of Struggle in Lampung Province is one of several parties that participated in the 2019 legislative elections and through the rule of law, the PDI-P has the most seats in the Lampung Provincial DPRD, then has the right to propose its cadres to sit as Chair of the Lampung Provincial DPRD.. The focus of writing the paper is the factor that caused the PDI-P's victory in the 2019 Legislative Election in Lampung Province.Peinfluence figures have a dominant role in the electoral system that uses the majority vote system. Competence and credibility of candidates for imaging and electability of the candidates concerned. The key to the PDI-P's victory in the 2019 election in Lampung Province is having militancy capital or traditional voters who are loyal to the party's choice. The nationally valid traditional electorate is the first determining factor. Next is the high level of penetration of legislative candidates in influencing voters.

Abstract

Demokrasi di Indonesia telah berkembang menjadi “industri politik” yang membutuhkan biaya yang sangat besar untuk berinvestasi. Tujuan penelitian adalah untuk mengeksplorasi tingginya biaya Pilkada langsung yang harus di keluarkan oleh kandidat untuk bertarung dalam kontestasi Pilkada, sehingga menjadi pintu masuk para cukong politik untuk mencari rente melalui Pilkada. Temuan kami menunjukkan bahwa Pilkada telah menjadi arena “pertempuran” antar cukong, dan daerah yang memiliki sumber daya alam yang melimpah menjadi rebutan cukong lokal dan nasional. Mereka bertarung melalui pendanaan dan pembiayaan semua kebutuhan kampanye kandidat. Sehingga pada lokus ini, mereka menguasai sumber daya alam dan merekalah yang menentukan siapa yang akan menjadi bupati, gubernur hingga siapa yang menjadi presiden. Penekanan pada SDA, khususnya tambang batu bara, sebagai salah satu sumber utama pendanaan untuk menggerakkan mesin politik, membawa dampak buruk pada tata kelola sumber daya alam dan lingkungan. Sehingga, isu SDA perlu menjadi agenda dalam setiap proses politik lokal dan nasional dan memutus mata rantai cukong politik dengan penguasa SDA yang transaksional.

Abstract

The implementation of the WFH policy during the Covid-19 pandemic certainly has responsibilities and obligations that are no different from working in an office. However, it can be seen from the fact that in its implementation, WFH cannot be separated from challenges and obstacles that must be faced, this is because not all work can be carried out from home. This study aims to evaluate the implementation of the WFH policy in the Pekanbaru City BAPPEDA work environment during the Covid-19 pandemic. This research uses descriptive qualitative method. The data obtained were sourced from the head of the personnel department at BAPPEDA Pekanbaru City. Data collection was carried out through observation, interviews, and collecting documents supporting the research. The results obtained indicate that based on evaluation activities by paying attention to the 6 (six) evaluation criteria such as effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy that have been carried out and can be seen where in practice, with the existence of WFH that has not been able to run properly. good and there is a tendency that there is a decline in public services. It can be seen that, there are obstacles from the existence of WFH which include aspects of computer availability, aspects of the ability to master information technology, and aspects of performance appraisal.

Abstract

Program bantuan subsidi meteran listrik pasang baru per rumah tangga dengan daya 4 a (900va) Di Desa Semembang Kecamatan Durai untuk membantu meringankan beban masyarakat khususnya lansia dan tidak mampu. Tujuan dari penelitian ini untuk melihat dan menganalisa secara mendalam terkait efektivitas pelaksanaan program bantuan subsidi meteran listrik pasang baru per rumah tangga dengan daya 4A (900va) yang dilaksanakan oleh Dinas ESDM di Provinsi Kepulauan Riau. Konsep teori yang digunakan dalam penelitian ini menggunakan konsep efektivitas oleh Zakiah dkk dengan menggunakan 3 indikator: (pencapaian tujuan, integrasi komunikasi dan adaptasi). Untuk dapat menjawab persoalan tersebut, peneliti menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Hasil dari penelitian ini menunjukan bahwa efektivitas pelaksanaan program bantuan subsidi meteran listrik pasang baru per rumah tangga dengan daya 4 a (900va) Di Desa Semembang Kecamatan Durai diukur dari 3 indikator tersebut, belum terlaksana dengan efektif sebagaimana mesti yang diharapkan

Abstract

Provinsi Kepulauan Riau yang wilayahnya didominasi 96% perairan dan hanya 4% daratan memiliki potensi kemaritiman yang luar biasa. Namun isu-isu strategis pembangunan masih terjadi, kesenjangan pembangunan antar wilayah dan optimalisasi penanganan wilayah perbatasan, pulau-pulau terdepan dan pulau-pulau kecil untuk peningkatan kesejahteraan masyarakat merupakan pekerjaan rumah yang harus diselesaikan. Perencanaan pembangunan yang selama ini dilakukan belum memprioritaskan sektor kemaritiman sebagai prioritas pembangunan wilayah. Penelitian ini bertujuan untuk menganalisa proses perencanaan pembangunan wilayah dan faktor-faktor yang menyebabkan belum optimalnya perencanaan pembangunan wilayah Kepulauan Riau tahun 2019. Proses perencanaan pembangunan dianalisa dan dideskripsikan mengunakan tiga indikator dalam teori evaluasi perencanaan pembangunan Willian N. Dunn, yakni: (1) Efisiensi; (2) Perataan; dan (3) Responsiitas. Metode penelitian digunakan adalah metode penelitian kualitatif. Hasil penelitian menunjukkan bahwa walaupun proses perencanaan pembangunan yang dimulai dari pentahapan dan penjadwalan yang dilakukan oleh Pemerintah Provinsi Kepulauan Riau dalam penyusunan Rencana Kerja Pemerintah Daerah tahun 2019 telah sesuai dan partisipasi Stakeholder dalam Musrenbang juga cukup baik, namun capaian kinerja yang tertuang dalam perjanjian kinerja Kepala Daerah pada akhir tahun ditemukan 25% target kinerja yang belum tercapai. Pendekatan yang dilakukan dalam proses perencanaan pembangunan juga masih menggunakan kaidah normatif, yaitu berorientasi pada perencanaan pembangunan berbasis wilayah daratan (continental approach) yang seharusnya menggunakan pendekatan berbasis wilayah kepulauan (ocean approach).

Abstract

The simultaneous regional elections which will be held in December 2020 are marked by new democratic and political dynamics. The dynamics of the ITU are the birth of a single candidate in several regions that will carry out the regional elections. On the one hand, this shows that the dynamics of democracy on the ground are increasingly showing progress and our society is increasingly "literate" and politically savvy, but on the other hand, it creates new problems whether the regional election will be postponed or issued a Perpu. This happens because legislators do not predict the birth of a single candidate. This fact shows that legislators have not been able to make laws that fulfill philosophical and sociological aspects so that the presence of laws can be well accepted in the midst of society without causing conflict and having a long life. Because it is commonplace in Indonesia that the invitation is only corn.

Abstract

This research aims at how cooperation occurs in establishing international collaboration between the Provincial Government of South Sulawesi and Ehime Prefecture with areas of cooperation stated in the Memorandum of Understanding (MoU). This study used a qualitative descriptive approach with data obtained through library research, interviews, observations, and documentation, and eight informants were determined by purposive sampling. This study uses Dunn's (2004) theory; several things are needed, namely Problem Formulation, Forecasting, Recommendations, Observations, and Assessments, which are used to analyze the formation of Sister Province International Cooperation, South Sulawesi Provincial Government, and Ehime Prefecture, Japan. The results of this study indicate that so far, the coordination carried out with the Ministry of Home Affairs and Foreign Affairs is a flow that is by Government Regulation Number 28 of 2018. In establishing and implementing international cooperation with the South Sulawesi Provincial Government and Ehime Prefecture, there are several problems, including internal factors such as a change in the throne of leadership and miscommunication between the South Sulawesi Provincial Government and the agencies. Another problem is external factors, namely the Covid-19 pandemic and communication between the Provincial Government of South Sulawesi and Ehime Prefecture, which is not running smoothly, so this cooperation has not yet worked. In international cooperation, involving other parties who can make the collaboration successful is necessary.

Abstract

The crisis due to COVID-19 can be called turbulence and its handling requires cross-border collaboration because complex problems tend to be overcome through multi-actor collaboration in networks and relationships to obtain common solutions. Collaborative governance is present as an instrument for implementing policies for handling COVID-19 to address the government's limitations in material, technical, and resource matters. Using a qualitative approach, this study aims to identify the implementation of collaborative governance in handling COVID-19 by countries in the world in a threefold perspective. This perspective is a new approach in collaborative governance that has the same basis as the Collaborative Governance Regime theory, but tends to narrow the thinking to three layers that support each other in the form of folds: values ??(individuals and policies), decision structures (action situations and sub-systems). policy), and context (external variables, stable parameters, and external events). Public values ??grow from the social context and are articulated in collaborative governance platforms and are important for the government to work on to improve community compliance with government programs. The turbulent COVID-19 situation creates space and decision-making. Each country has different choices, backgrounds, and policies but still bases the process of making and implementing policies on collaborative governance according to their respective preferences. In the folds of policy style and administrative culture, each country has its own dynamics. Countries with sufficient experience in handling outbreaks are able to make administrative adjustments more quickly, which helps speed up the response to the pandemic

Abstract

This study aims to explain the strategy of the Yogyakarta Tourism Office in the economic recovery of the tourism sector during the Covid-19 period. So far, tourism has become the fourth largest sector that contributes to the country's foreign exchange after palm oil (CPO), oil and gas and mining (coal). The world of tourism has been hit by the Covid-19 pandemic. Since the Covid-19 outbreak, all sectors have experienced a drastic decline, including the tourism sector, which has been in the second position as Indonesia's second largest foreign exchange contributor. This pandemic condition is forcing tourists to cancel their travel plans to Indonesia, one of which is the city of Yogyakarta. Based on statistics, Yogyakarta has the title of the tourism city most affected by the Covid-19 pandemic. In just over a year, the tourism industry in the city of Yogyakarta suffered losses of up to Rp. 10 trillion. This is because Yogyakarta is the second most popular tourist destination in Indonesia after Bali. It is undeniable that Yogyakarta tourism has a great influence on the community's economy. The method used in this study is a qualitative method with a descriptive type of research. The findings of this study are the Yogyakarta’s Government Tourism Office (Dinpar) in its efforts to restore the tourism sector economy through the implementation of the Covid-19 protocol; new normal policy; implementation of CHSE (Cleanliness, Health, Safety, and Environment Sustainability); restoration of MICE (meetings, incentives, conventions, exhibitions); domestic tourism; and events gradually; revitalization of the agrarian sector through the development of agribusiness.
