Abstract

This paper analyzes the strategy of the Indonesian government in implementing the Wonderful Indonesia digital diplomacy program. This paper is analyzed using the concepts of digital diplomacy, multitrack diplomacy, and nation branding. The selection of these three concepts is due to the existence of Wonderful Indonesia as a tagline for Indonesian tourism branding which can be categorized as part of Indonesia's soft diplomacy. Meanwhile, the Indonesian government's strategies to attract foreign tourists were carried out by involving several shareholders which were in line with the concept of multitrack diplomacy. This research uses descriptive qualitative method or literature study. The purpose of this study is to analyze the strategy of the Indonesian government in promoting Indonesian tourism through digital diplomacy. This research provides an overview of Wonderful Indonesia and its marketing through digital media and other media and communications and ensures that Indonesia's tourism developments in 2011, 2013, 2015, 2017, and 2019. Based on the research results, it can be said that the Indonesian government, especially the Indonesian Ministry of Tourism and Creative Economy, by utilizing digital media as a means of diplomacy is considered to be time efficient and able to reach the market and echo the Wonderful Indonesia promotional message in the international sphere.

Abstract

The Covid-19 pandemic has affected many aspects, including public health services. In this situation, the role of the government is needed to continue to strive to fulfill and ensure that health services continue to run well. This study aims to determine the government's response at the beginning of the pandemic phase and to find the inhibiting factors in fulfilling public health services in Makassar. This study also makes it possible to see how the prospects for public health services after the pandemic will be in the future. This study uses documentation data and internet data to collect relevant information. Data analysis uses a qualitative approach by maximizing the use of the Nvivo 12 Plus analysis software. The findings of this study indicate that during the COVID-19 pandemic period, public health services do not only focus on infected patients but also public health services as a whole. This causes services to be less than optimal because medical personnel and infrastructure cannot accommodate the situation. In this situation, aspects still hinder the fulfillment of public health services, including low public awareness, access to information, regulations, and the fulfillment of health facilities. The prospect of health services becomes essential in the future. This requires a more innovative and adaptive national health system.

Abstract

Employee performance is a result achieved by employees in their work according to certain criteria that apply to a particular job. Employee performance is a function of the interaction between ability and motivation. The purpose of this paper is to analyze the performance of employees at the Regional Secretariat of the Riau Islands Province during the COVID-19 Pandemic. The research method uses descriptive qualitative. Data collection techniques using secondary data and data analysis using a triangulation approach of relevant facts and logic. The analysis shows that employee performance is not optimal due to the lack of supporting facilities that are not focused on performance budgeting. Because during the COVID-19 period, the focus was only on recovering the national economy so that services at the Provincial Secretariat were not optimal. Then the change in performance culture during the COVID-19 pandemic made employees have to understand information systems and technology in providing public services as a form of service innovation in the future.

Abstract

Training is one of the competency development pathways for the State Civil Apparatus. To realize the implementation of quality, quality and standardized training for State Civil Apparatus in a sustainable manner, Human Resources Development Agency of Riau Islands Province implements training quality assurance through accreditation of training institutions. One of the elements assessment is the role of leaders in improving the quality of training through their contribution to building a quality culture, improving quality and building a positive work culture to improve performance. This study aims to analyze the role of the leader of the Human Resources Development Agency of Riau Islands Province in building a quality culture in the organization. The research method used is a mixed method (mix-method). The results showed that in most indicators of the assessment of the leader's role, respondents gave a very good assessment of the role of the leader Human Resources Development Agency of Riau Islands Province in building a quality culture. Leadership in the Human Resources Development Agency of Riau Islands Province is considered capable of being the main key to realizing the best quality of performance produced by the organization. The efforts of the Head of the Human Resources Development Agency of Riau Islands Province to create collaboration and coordination in achieving performance must continue to have the support and involvement of all employees.

Abstract

This paper intends to describe the policy innovations of the Jambi’s government in realizing a smart city with a focus on the use of RT-based urban villages (Kampung Bantar) and its meaning for the welfare of urban residents. To explain this case, researcher used qualitative research methods. This method was used because this research is related to the local government's in-depth understanding of smart cities. This research requires secondary data in the form of official government documents, for example several regional regulations, mayoral decrees and regulations, as well as other documents regarding city development policies towards smart cities. Primary data is also used in the form of interview results with informants obtained through in-depth interviews. This paper will answer common questions: how is smart city in Jambi city implemented? Specifically, it will answer: what is the role of the village in realizing a smart city and giving meaning to the welfare of urban residents. The findings show that there is a strong relationship between leadership innovation and social capital in the utilization of settlements to realize Jambi as a smart city

Abstract

Against the Corona Virus Disease (covid-19), the government has formulated many policies that are expected to inhibit the spread of COVID-19. In the education sector, the Ministry of Education and Culture issued Circular Letter Number 15 of 2020 concerning Guidelines for Organizing Learning from Home in the Emergency Period for the Spread of Covid-19. This policy has been implemented in every region in Indonesia. In its implementation, there are differences in the media and methods used. Being a smart city with good infrastructure and telecommunications conditions makes it easier for Tanjungpinang City to implement policies for implementing learning from home. Based on previous research conducted by Afhan, Putri and Winarti, it was found that the implementation of bold learning at SMP Negeri 3 Tanjungpinang during the COVID-19 pandemic in 2020 went according to instructions from the Ministry of Education and Culture and the Tanjungpinang City Education Office. At the same time, the implementation of the policy for organizing learning from home in Tanjungpinang City has not run as it should as stated in the Ministerial Circular. SD Negeri 15 Bukit Bestari, Tanjungpinang City, carries out learning from home only by doing LKS (Student Worksheets), without using e-learning media in the form of synchronous and asynchronous. Seeing the phenomenon of implementing different learning from home policies in Tanjungpinang, raises the question of how the impact of the policy of implementing learning from home during the COVID-19 pandemic in Tanjungpinang City will be? In analyzing policy, this research uses Dunn's perspective. Dunn suggests six indicators for policy, namely effectiveness, efficiency, assessment, equity, responsiveness and accuracy. The method used in this research is descriptive quantitative method. In this study, the total population was 46,964 people, the number of samples taken was 556 people using the Cluster Random Sampling Technique. This sample is used as respondents who come from the target group, namely parents/guardians of students in Tanjungpinang City from the elementary level to high school equivalent. Data presentation is done by making tables and graph analysis results. In addition to making tables and graphs, the research results are also narrated descriptively and analytically. From the results of the analysis above, it can be concluded that of the six indicators of policy evaluation for the implementation of learning from home, the indicators that get a fairly high score are indicators of effectiveness, accuracy and equity with the sub-indicator of justice. Meanwhile, indicators of efficiency, adequacy, responsiveness and equity with sub-indicators of equitable distribution of infrastructure are still relatively low

Abstract

Globalization has an open opportunity for border areas and periphery as a part of the center of industrial cities in Indonesia's development. Collaboration between Indonesia (Riau Island), Malaysia, and Singapore at border areas has involved developed countries with the high support of globalization, so currents have affected the urban system and destroyed many developed traditional regional models. This study aims to evaluate the marginalization of border communities and analyze their participation in sustainable development on Batam Island as an industrial city that is developing between countries. The research applied a descriptive qualitative research method with a case study approach. It used the concept of gentrification as an implication of a new industrial city, describing a phenomenon empirically. The findings show that Batam Island is one of the developing new industrial cities than other cities as a port for international activities in the border area and a high rush of people coming from outside the city to work and settle there. This research concludes that industrial city development strategies in the border area were needed and planned under a more macroscopic framework, for border communities are not deeply marginalized, and as part of modernization, industrial city growth.

Abstract

In the end of 2021, The Government Riau Islands Province appointed 415 affected officials, of which 17 Adminstrative Officers Head Of The Finance Sub Division transffered to Functional Officers for Central and Regional Finansial Analysis (AKPD). Problems in this research are, how is the implementation of the regulation of The Ministry Of Adminitrative and Bureaucratic Reform Number 17 of 2021 concerning the equalization of administrative Positions into functional Positions in The Government Of Riau Islands and the legal implications for officials affected after the position of The Head of The Finance Sub Division transferred to the Functional Position Central and Regional Finance Analysis. The purpose of the research are investigates the implementation of the regulation and the legal impact for the officers affected. In accordance with the issues to be discussed in this study and in order to provide usefull results, this research method used normative (normative legal research method). The hypothesis of the research is the implementation raised many legal problems such as violated the principal of lex superior derogat legi inferior and making the affected officials have no legal certainty in carrying out the duties of their position.

Abstract

Indonesia started its new year by facing demands from thousands of Village Heads, the demands that were filed were a discourse on extending the term of office of the Village Head from 6 years to 9 years for 3 periods with a total term of office is 27 years. This research more specifically will discuss the impact that will have on the discourse of 27 years of Village Head office proclaimed by the Association of Indonesian Village Governments (APDESI) in January 2023. The theory used in this research is the CDMA theory put forward by Robert Klitgaard (1998) consists of four main elements: corruption, democracy, market, and administration. This research is a single instrumental case study. The cases that will be comprehensively analyzed are the discourse on the 27-year term of office of the Village Head and the implications for village financial management. Then the researcher used Lingga District, Riau Island Province as a case to develop a detailed description of the case. The findings in this study are if the discourse on the 27-year term of office of the Village Head is approved, what will happen is the practice of corruption will continue, thereby betraying democracy and administration itself. With CDMA theory, the level of corruption can be reduced by strengthening the three elements (democracy, market, and administration) and reducing opportunities for corruption so that corruption can be reduced and the social system can work better. Meanwhile, the administration element still shows the government's weakness in managing village fund allocations which creates a fictitious village which is only used by some elements to obtain disbursement of village funds from the central government with the aim of financial misappropriation not to improve the lives of village communities.

Abstract

The research conducted on the performance of the Ciamis Regency DPRD Secretariat was motivated by the still low percentage of achieving benefits from DPRD Secretariat activities in 2022 by 71.43% of the target. Of course, this is due to the performance in terms of human resources in the Secretariat of the DPRD Ciamis not optimal in carrying out their duties and functions. The method used in this study is a descriptive research method with a qualitative approach, data collection techniques used by the author in this study are literature studies and field studies consisting of observations, interviews, and documentation. Meanwhile, data analysis techniques are carried out by data reduction, data processing, drawing conclusions and verification. Based on the results of the study it is known that the performance of the DPRD Secretariat Ciamis is quite good, although in practice there are still some indicators of performance that is not optimal.
