Abstract

This research investigates the development and implementation of the alumni collaboration program at Politeknik Sekolah Tinggi Ilmu Administrasi Lembaga Administrasi Negara (STIA LAN) Jakarta. The background highlights the need for fostering stronger alumni connections with the institution to enhance educational quality, support, and career opportunities for graduates. The main objectives of the research are to evaluate the effectiveness of alumni engagement, examine challenges, and propose solutions for improving the collaboration program. The research utilizes a qualitative approach, focusing on literature reviews and data analysis to identify key aspects of alumni involvement, including communication platforms, alumni contributions to curriculum development, and career support programs. The results show that while the alumni collaboration program has the potential to strengthen institutional ties, several challenges persist, such as low alumni participation, limited awareness of the program’s benefits, and an ineffective organizational structure. The study suggests that improvements in digital platforms, structured mentoring programs, and enhanced alumni recognition can foster stronger engagement and participation. Additionally, it emphasizes the importance of continuous evaluation to refine the program. The conclusion suggests that a well-implemented alumni collaboration program not only benefits alumni but also enhances the institution’s reputation, supports curriculum development, and strengthens ties with the broader professional community. Thus, fostering sustainable alumni engagement is crucial for STIA LAN Jakarta’s long-term growth and the success of its graduates in the workforce.

Abstract

Leadership transitions often present significant opportunities for policy innovation, especially in governance. This article explores the digital transformation within Indonesia's government following the presidential transition, using Howlett's Multiple Streams Theory as a framework. The theory, which examines the interaction of three streams—problems, policies, and politics—helps to understand how policy agendas are shaped and how windows of opportunity arise. The case study delves into how policy actors leverage these windows during governmental transitions to advance digital reforms. The research highlights the pivotal role of policy entrepreneurs and the combination of internal and external factors that influence policy decisions. Through a qualitative case study method, including in-depth interviews, document analysis, and participatory observations, the study reveals that the transition created a favorable political environment, which enhanced the adoption of digital policies. The findings indicate that the main challenges to digital reform include inter-agency coordination and infrastructure readiness, while the main opportunity lies in the strong political backing for digitalization. This paper concludes by emphasizing the critical role of policy entrepreneurs in aligning the three streams to ensure the success of digital transformation policies. The results offer valuable insights into how political changes can drive innovation in public policy, particularly in the context of digital governance.

Abstract

This study aims to analyze the key issues of Tbilisi open government. Tbilisi plays a major role in open government in Georgia as the only local government selected for the OGP Local Government Pilot Program. Qualitative approaches and bibliometric analysis methods are used in this study. The data used were obtained from the Google Scholar database through Publish or Perish with keywords: Tbilisi information access, Tbilisi transparency, Tbilisi participation, and Tbilisi collaboration. Data selection used Mendeley, while the bibliometric map was obtained from VOSviewer. The findings of this study show that the study of open government in Tbilisi is fluctuating and not very popular. There are 86 relevant articles and 80 topics in the period 2011-2024. The main topics of focus are: challenge, opportunity, education, development, security, energy, policy, reform, civil society, evaluation, partnership, and program. Meanwhile, current and potential topics: technology, smart governance, government maturity, culture, tourism, digital information, public health, green economics, participatory budgeting, budget processes, reporting, standards, inclusiveness, agricultural sector, equality, and gender. Tbilisi is currently focusing on their five open government commitments: Smart Map civic activity portal, participatory budgeting, access to services and civic engagement, transparent governance, and city hall transparency.

Abstract

Public administration ethics plays a crucial role in realizing clean and transparent governance. In the context of increasing global demands for honest, just, and transparent government actions, public administration ethics ensures that government officials act with integrity, professionalism, and social responsibility. The research aims to analyze the significance of these ethics in promoting governance that is free from corruption, collusion, and nepotism (KKN), and how its application can improve public trust and the quality of services. A qualitative, descriptive research methodology, primarily utilizing a literature review, was employed to explore the role of ethical principles, such as honesty, fairness, openness, and professionalism, in the public administration process. The results of this research indicate that while ethics are integral to fostering a clean government, challenges such as a deeply rooted culture of corruption, ineffective monitoring systems, and lack of public participation hinder their full implementation. Furthermore, the study highlights the importance of transparent decision-making, public participation, and accountability in reinforcing these ethical standards. The research concludes that strengthening public administration ethics, alongside enhancing transparency and citizen engagement, is essential for ensuring the effectiveness, fairness, and trustworthiness of public governance. Consequently, it provides recommendations for governmental reform to enhance ethical practices, improve public service delivery, and foster a more accountable and transparent system.

Abstract

The Zillennial generation faces multifaceted challenges in electoral participation, including political apathy, skepticism toward governance systems, and misinformation spread via social media. This study examines the role of the Subdistrict Election Committee (PPK) in Lakbok Subdistrict, Ciamis Regency, Indonesia, in addressing these barriers and enhancing voter engagement among Zillennials during the 2024 General Election. Employing a quantitative-descriptive approach, the research conducted interviews with 27 purposively sampled informants, including election officials, academics, party volunteers, and generational representatives. Data were analyzed using categorical identification based on ideal average value (Mi) and ideal standard deviation (SDi) to evaluate the effectiveness of PPK strategies. Findings reveal four critical roles of the PPK: (1) conducting technical guidance sessions from the General Election Commission (KPU) to district-level committees, emphasizing voter education and digital communication strategies; (2) improving accessibility and transparency through open data dissemination and inclusive outreach programs; (3) leveraging social media platforms like Instagram and TikTok to deliver engaging, visual electoral content tailored to Zillennial preferences; and (4) organizing offline voter education initiatives, such as workshops and community dialogues, to foster direct engagement. The study highlights that these roles significantly boosted Zillennial participation by addressing their unique needs for tech-savvy, transparent, and interactive communication. Notably, technical guidance sessions for PPK members (e.g., 25 sessions on voter education) correlated with increased youth turnout, while social media campaigns achieved high engagement rates through infographics and short videos. Recommendations include top-down optimization of PPK programs, structural integration of digital tools, and collaborative efforts with Zillennial communities to sustain democratic participation. This research contributes to electoral studies by demonstrating the importance of localized, adaptive strategies in bridging generational gaps in political engagement, particularly in Indonesia’s evolving democratic landscape.

Abstract

Tourism is a key economic sector in Indonesia, with the Riau Islands being a major destination due to its proximity to Singapore and Malaysia. However, its tourism growth is hindered by restrictive visa policies, including high Visa on Arrival (VoA) fees and frequent regulatory changes, making it less competitive than neighboring countries. This study analyzes the impact of visa policies on Riau Islands tourism using the PESTEL framework (Political, Economic, Social, Technological, Environmental, and Legal). A qualitative descriptive method was applied, utilizing secondary data from government reports, academic studies, and case analyses. The findings indicate that frequent visa policy shifts create uncertainty for tourists and businesses. Economically, high VoA fees deter short-term visitors, particularly from Singapore and Malaysia. Socially, travelers prefer destinations with simpler visa procedures, while cases of visa misuse highlight the need for stricter controls. Technological limitations in e-Visa processing and border control contribute to inefficiencies. Environmentally, rising tourist numbers risk over-tourism and ecological degradation. Legally, inconsistent enforcement across entry points causes confusion. To improve competitiveness, this study recommends lowering VoA costs, expanding visa exemptions, enhancing digital visa services, and integrating sustainability into visa policies. While this study offers valuable insights, it lacks quantitative data and direct stakeholder input. Future research should incorporate statistical models to measure visa policy impacts and compare Indonesia’s policies with regional competitors. A balanced, technology-driven, and well-regulated visa policy can position the Kepulauan Riau as a leading sustainable tourism destination in Southeast Asia.

Abstract

In the digital transformation era, the effective management of government archives is essential for ensuring administrative efficiency, transparency, and data security. The traditional manual archiving systems present significant limitations, including difficulty in document retrieval, risk of data loss, and inefficiencies in storage and management. To address these issues, the Indonesian government has implemented the SRIKANDI (Integrated Dynamic Archival Information System) application, which aims to provide a comprehensive, digital approach to document management. This study analyzes the implementation of the SRIKANDI system within the Department of Communication, Informatics, Statistics, and Encryption of Banten Province, focusing on its effectiveness, challenges, and policy implications. Employing a qualitative research design, the study utilized Thematic Analysis as its primary method, gathering data through interviews, direct observation, and document reviews. The research identified key themes including improved efficiency in archival digitization, enhanced document security and accessibility, integration and interoperability challenges, and the critical need for technical training. Findings indicate that while SRIKANDI has substantially improved document retrieval, reduced the risk of data loss, and promoted accountability through digital traceability, its implementation is hindered by inadequate infrastructure, insufficient user training, and limited system integration. Many users lack the digital literacy necessary to fully utilize the system, resulting in underuse of advanced features. Moreover, compatibility issues with existing systems lead to redundant data entry and inconsistencies. In conclusion, while SRIKANDI presents significant benefits in modernizing archival practices, its success depends on comprehensive training, improved infrastructure, and strengthened cross-agency interoperability to create a more unified and efficient digital government ecosystem.

Abstract

Every organization or company requires resources to achieve its objectives. Human resources are the most determining factor in every company, so it can be said that human resources are one of the main assets in a company to achieve corporate goals. PT. Pertamina Trans Kontinental focuses on offshore activities that assist offshore oil and gas exploration for lessees of ships owned by the company and third-party vessels. In carrying out its duties and functions, PT Pertamina Trans Kontinental Marine Regional I Sungai Pakning is supported by human resources with the status of Organic Employees and Non-Organic Employees totaling 48 people. This company also runs business activities in the shipping and maritime service industry sector and realizes that customer service is the top priority, so the organization continues to strive to make its services more effective and efficient. In measuring the Factors that Influence Employee Performance at PT. Pertamina Trans Kontinental Marine Regional I Sungai Pakning from 48 respondents with 5 (five) indicators, namely Barriers, Performance Expectations, Consequences, Feedback, and Individual Knowledge, Skills and Abilities. The data analysis used Descriptive Statistics. With the Likert scale, scores for each assessment were obtained with a score range of 1-5. Respondent answers varied with criteria: Strongly Agree, Agree, Neutral, Disagree, and Strongly Disagree. Based on the recapitulation of respondent responses for all indicators on the Factors that Influence Employee Performance at PT. Pertamina Trans Kontinental Marine Regional I Sungai Pakning, the research results can be categorized as Strongly Agree.

Abstract

The increasing demand for efficient public services in the immigration sector has driven the Directorate General of Immigration of Indonesia to innovate through the Mobile Passport (M-Passport) application. This digital platform enables the public to apply for new passports and renew expired ones online, aligning with national e-government policies to enhance service quality and operational efficiency. This study aims to examine factors influencing the adoption of M-Passport using an extended Technology Acceptance Model (TAM) by incorporating the variable of individual attractiveness. Specifically, it investigates the effects of individual attractiveness, perceived usefulness, and perceived ease of use on attitude, as well as their indirect influence on behavioral intention. A quantitative approach was applied, utilizing Partial Least Squares Structural Equation Modeling (PLS-SEM) on data from 400 respondents who accessed M-Passport services at the Class I TPI Immigration Office in Padang. Non-probability convenience sampling was employed, and data were analyzed for validity, reliability, and hypothesis testing. Results reveal that three of six hypotheses were supported: individual attractiveness positively and significantly affects perceived usefulness; perceived ease of use positively and significantly affects perceived usefulness; and attitude positively and significantly affects behavioral intention. Conversely, individual attractiveness, perceived usefulness, and perceived ease of use showed no significant direct effects on attitude. The findings underscore the importance of enhancing the application’s visual appeal and ease of use to improve perceived usefulness and ultimately drive adoption. This research contributes both theoretically, by extending TAM in the context of public service innovation, and practically, by offering recommendations to immigration authorities for improving M-Passport uptake.

Abstract

Community participation plays a vital role in determining the success of government programs and development planning, particularly in regions implementing smart city policies such as West Belitung Regency. Smart Governance, as one of the main dimensions of Smart City, aims to enhance the quality, transparency, and efficiency of public administration. This study focuses on the Belitung Aspiration and Complaint Channel (BESADU) Program an innovative initiative designed by the Regent and Deputy Regent of West Belitung to collect and respond to public aspirations and complaints regarding public services, bureaucratic management, and policy implementation. The objective of this study is to analyze the level and form of community participation in the BESADU program as an effort to realize Smart Governance. Using a qualitative descriptive method, data were collected through interviews, observation, documentation, and triangulation of data sources involving ten community respondents. The results indicate that community participation in the BESADU program is reflected in four indicators: intensive communication, conducive socio-economic-political-cultural climate, opportunities for participation, and freedom of creativity and initiative. The findings show that while the program has improved public service responsiveness and citizen engagement, there remain challenges such as the lack of system integration in complaint monitoring and uneven follow-up by local government units. The study concludes that by utilizing technology and fostering direct and digital-based socialization, the BESADU program has contributed significantly to building a transparent, responsive, and collaborative governance system aligned with the principles of Smart Governance in West Belitung Regency.
