<![CDATA[Leadership of the government (regional head) which is run centrally by the New Order regime was the forerunner for the implementation of the system of government that does not give an opportunity to the region to grow and progress. The occurrence of the reform era in which the shift change to decentralized government system that enhances the value of the substance of democracy. But the journey euphoria of regional autonomy as the Regional Head of the local authorities is getting stronger. Evidence of this, real happens area is the practices of KKN (corruption, Corruption and Nepotism) occur far in the achievement of decentralization expectations. The purpose of the study in this study is to discuss capability, even though each regional head is elected by the people. Researchers have done with qualitativ case studies in Riau province. The issue of inequality is specifically in terms of leadership obligations culminating from historical factors that provide a very large role for the leadership of the Regional Head as a regional authority. The issue is in which particular inequality in terms obligation culminating leadership of the historical factors that give a very big role for the leadership of the head area.]]>

<![CDATA[The role of the Regional People's Legislative Assembly (DPRD) as a working partner of the government in the region is needed to control and supervise, which expects that the policy issued does not deviate from the line that has been set. The purpose of this study is to find out the implementation of the supervisory function carried out by the Bintan DPRD towards the DPRD's supervisory function in the Extension Retribution Permit for Employment of Foreign Workers (IMTA/Izin Memperkerjakan Tenaga Kerja Asing) in Bintan Regency, to know the obstacles faced in implementing the supervisory function and what efforts are being taken to overcome obstacles. This study uses qualitative research methods, namely research procedures that produce descriptive data in the form of written or verbal words from people or observed behavior. Data was collected by conducting interviews with several members of the Bintan Regency DPRD, observation, and documentation. Data analysis methods in this study were carried out with the stages of data collection, data reduction, data presentation, and data verification. The results of the study, in the implementation of the supervisory function of the IMTA Extension Retribution Policy in Bintan Regency. The Bintan Regency DPRD always tries to supervise the implementation of the Regional Regulation.]]>

<![CDATA[PDAM Tirta Karimun is a regional water supply company that provides services for estimating clean water for the community in Tanjung Batu Kundur. This study aims to see how the PDAM's servants are in providing services to the PDAM user community. This research was carried out descriptively with a qualitative approach, in this qualitative descriptive study the researcher will provide a systematic, factual and accurate description of the facts according to the scope of the research title. From the results of the research in this PDAM, this research resulted in the result that this PDAM has provided transparent and responsible services, but in this service there are still many shortcomings, especially in the water management and distribution, many problems such as not running water during the dry season, turbid water during the rainy season and where water is not suitable for consumption because it is muddy and smelly when after the rain, after the dry season and when the water is not mixed with chemicals. The conclusion in this study is that the PDAM service still has many shortcomings even though they have done what they have to do. For suggestions, it is expected to provide the expected service where the community is greatly helped if the PDAM runs smoothly, therefore it is expected to improve its quality and service.]]>

<![CDATA[The demand for devolution of authority from the central government to local governments has caused the regional autonomy system, especially the economic growth to be very important. The geographical condition of Batam City which is very strategic and the special status of the Free Trade Zone that should provide a very large contribution to investment. Among the desire to increase the rate of investment sourced both domestically and abroad, the government was negligent towards the protection of labor. The undesirable impact is the unilateral termination of employment, followed by an escaping and irresponsible company. The research method used is normative and empirical juridical. Theoretically, the type of investment, institutions and processes should be able to explain accompanied by labor protection laws. Various similar cases have so far not been resolved by the government. This is supported by formal legal policies that have not been formulated in Batam City which have special conditions that are different from other regions. The existence of the Batam City Government and the Regional Concession Board must take a role in investment and labor protection.]]>

<![CDATA[Employment problems in Indonesia have recently become very complex. Workers' demonstrations that occur as a result of prosecution of decent wages, working conditions, outsorcing, foreign workers, and the transfer of labor inspection authority from Regency / City to provinces and so on have disrupted the investment climate in Indonesia, especially in Riau Islands Province. This study, entitled The Relevance and Urgency of Regional Regulations concerning employment in the Riau Islands Province, aims to find out the relevance and urgency of a regulation, namely the Regional Scope of Employment in the Riau Islands Province. The method used in this study is the Forum Discussion Group (FGD) of various stakeholders. In order to make the implementation of labor in the Riau Islands Province a success, Riau Islands Provincial Government is expected to take a more active role through empowering internal resources through the APBD so that it can synergize with the central government program financed by the APBN. Synergy is expected to be realized through additional funding allocations to increase the capacity of the workforce in Riau Islands Province. The central government which has provided enough stimulation to the Regional Government must be followed by positive steps to add it through the APBD of the Riau Islands Province. So it is expected that in the future Riau Islands Province will have a competent, superior, and capable workforce in the global market.]]>

<![CDATA[The Lancang Kuning boat research that is oriented to Identification, documentation, Inventory, data and local wisdom and the use of technology that has local nuances on a provincial scale that is more maritime oriented. Therefore this research is in line with the RIP Lancang Kuning local wisdom of the Malay people of Bintan Riau Islands". This research was conducted with the aim of inventorying local wisdom, its influence on society, problems that arise in development and how to determine strategies for their existence. The research methodology was carried out by collecting both primary and secondary data both quantitative and qualitative from stakeholders, through discussions, in-depth interviews and questions. This study will explore three types of Malay heritage that were used in trade activities and maritime activities in the past; namely the type of large ship for exploration in the ocean and between continents, a type of simple ship for exploration between ports in Alam Melayu and types of boats or small boats for beach and river activities. The Lancang Kuning boat is a traditional boat in Indonesia, in some areas the form of traditional boats still exists today but the Lancang Kuning boat is not found in the environment of the Riau Islands Malay community. <![CDATA[It has been around 10 years since the enactment of government regulations as the basis for the implementation of the free trade zone policy, but until now the reality that occurred is far from ready, this can be seen from the provision of infrastructure which is an important part in supporting the course of the policy but not yet available. In addition to infrastructure, what is no less important is how the institution in this implementation is able to run the existing system. This study uses a qualitative approach with a type of descriptive research. Research locations are in Tanjungpinang City. The results of the study indicate the complexity of the problems experienced by the Institutions of the Zone Council and the Concession Board of the Bintan Region Free Trade Zone and Free Port, so it is not surprising that it ultimately has implications for operational policies. Because the presence of institutions is a determinant of whether a policy is going well or not.]]>

<![CDATA[This study discusses the Participation of Women in Village Fund Planning and Management. The purpose of this research is to find out how the participation of women in planning and management is involved in the Village of Medicine. The informants in this study were 20 (twenty) speakers from 3 (three) Village Governments, 5 (five) PKK people, 3 (three) Posyandu people, 8 (eight) RTs, and 1 (one) KUBE person. The research method used is descriptive method of qualitative approach. The research instrument used was interviews, observation and documentation. The results of this study indicate that women's participation in village fund planning and management in Berakit Village is at the level of delegated power, placation and consultation. What is dominant in the large tokenism group is that a level of participation in the community is heard and allowed to argue, but they must not have the ability to be guaranteed that their views are considered by the power holders. And seen from the use of the village budget for gender equality in the Berakit Village is not effective and efficient. In katakana it is not effective because the selection of the type of training where the culinary made from mangroves the material used is difficult to find and not efficient because the funds are spent in large quantities but no results are returned (outcome).]]>

<![CDATA[This study aims to evaluate the performance of the implementation of the Tanjungpinang City Bus Rapid Transit (BRT) program. The method used in this study is a qualitative approach and type of descriptive research by presenting scientifically from the results obtained from the field through observation, interview and documentation techniques. There were 8 informants in the study. The location of this research is in Tanjungpinang City which is the operational area of BRT. Data analysis techniques in this study are data reduction, data presentation and conclusion drawing. The results of this study, namely the BRT program which has been running for approximately 7 months, has been running quite well and the program objectives have been achieved gradually, but there are some problems that have to be addressed, namely the lack of passengers from the community. know that BRT is public transportation and also due to the lack of socialization carried out only through the media, for the addition of BRT route routes that do not pass through the city route due to collision with the existing City transportation, the community is more crowded in the city area, and the last problem is delays in the disbursement of BRT's operational funds that become a barrier to the operation of the BRT, which requires costs for fuel and service per day.]]>
