Abstract

Fiscal decentralization has been a key element of Indonesia’s regional autonomy policy, aiming to distribute authority and resources from the central to local governments to foster equitable development. Despite substantial increases in fiscal transfers through mechanisms such as the General Allocation Fund (DAU) and Special Allocation Fund (DAK), underdeveloped regions in South Sulawesi continue to face persistent development gaps in infrastructure, public services, and socioeconomic outcomes. This study aims to examine the implementation of fiscal decentralization policies and their impact on the development of underdeveloped districts in South Sulawesi, focusing on the interplay between fiscal transfers, local governance capacity, and geographic constraints. Using a qualitative library research method, data were collected from government regulations, official reports, statistical data, and scholarly literature, and analyzed through content analysis to identify key themes related to policy objectives, implementation, and development outcomes. The findings reveal that while fund allocation and disbursement rates are generally high, the developmental impact is constrained by weak budget planning, limited technical capacity, poor inter-agency coordination, and the dominance of routine expenditures over capital investments. Geographic challenges, particularly in remote and island districts, further inflate development costs and delay project completion. The study concludes that fiscal decentralization in South Sulawesi requires comprehensive reform, including differentiated allocation formulas, performance-based incentives, enhanced technical assistance, and stronger accountability mechanisms. Such measures are essential to ensure that fiscal decentralization achieves its intended goal of promoting inclusive, equitable, and sustainable regional development.

Abstract

The best service that should be provided by the government through its apparatus or in this case bureaucracy, but in each service should be supported by the ability of qualified personnel in administrative matters, using descriptive methods and qualitative approaches with interview data collection techniques and informants used by 11 people . The results of the research on the Implementation of Village Government Administration Tasks in Teluk Panjang Hamlet have not been maximally implemented, yet the maximum implementation has had an impact on the low recommendations / perceived work results. Efforts to increase the capacity of Village Officials in Teluk Panjang Hamlet were hampered because the conditions for implementing village government duties were caused by several factors surrounding the village officials. The factors in question are the lack of skills / abilities of each hamlet apparatus in connection with these tasks, the low level of work discipline in terms of work results, the lack of guidance to the apparatus, supervision and ineffective control, and unfavorable working conditions. Efforts to improve the capacity of village officials in Teluk Panjang Hamlet in carrying out government administrative duties, especially village government administration which includes, apparatus discipline development, education and training, work motivation and career development.

Abstract

Intellectual Property Rights is one of strategic roles in advancing general welfare of the State. With Indonesia's background as one of the countries with largest IPR piracy cases in the world, it is hoped that with protection of law it can improve the image of Indonesia in the eyes of the world. The purpose of this study was to find out Social Impact of Copyright and Brand Legal Protection in the Riau Archipelago. The research method is qualitative with a descriptive approach. Informants in this study were an analysis of legal considerations for Intellectual Property Rights, creators, communities/consumers and public who did not register their work. From results of this study, it can be concluded that social impacts that occur will provide legal certainty for rights holders, develop creativity, feel anxious about the existence of piracy of works that have not been registered, and narrow space for the movement of Intellectual Property Rights violators, thus the products original will be circulating. Suggestion in this study is Ministry of Law and Human Rights of the Riau Archipelago Regional Office, which should evenly disseminate information to disseminate information on Intellectual Property Rights. Thus, public knows information such as costs, procedures, sanctions and the urgency of registering Intellectual Property Rights.

Abstract

Collaborative governance is one of the concepts in public policy that has developed in the past few decades, there is a distinctive value inherent in collaborative governance namely consensus orientation, collective leadership, multi-directional communication and sharing of resources. This study aims to find out whether the 5 stages in Ansell and Gash 2007 theory can be fulfilled or failed, besides that this research aims to find out what are the factors of aversion and supporting factors in the collaborative governance process in beautiful conservation. This study uses descriptive research with a qualitative approach. Methods of data collection in the form of interviews conducted to informants who have an interest in applying the Collaborative governance process. Analysis of the data obtained is carried out through data collection, data verification, data presentation, and conclusion drawing. The results obtained from this study are that there are several stages that can be fulfilled such as (1). Share understanding, (2). Intermediate outcome, then there are 3 stages that fail to be fulfilled by the process of collaborative governance in beautiful conservation, namely (1). Face to face, (2). Trust building, (3). Commitment to process. In the stages that have not been achieved such as face to face, trust building and commitment to process, the actors are expected to be able to improve and fulfill these 3 stages, while for the two stages that have been achieved such as share understanding and intermediate outcomes, the actors are expected to be able to maintain and be more responsible answer with the process of collaborative governance

Abstract

Human resource planning is done to anticipate the demands or needs of the organization's workforce in the future, so that a person's performance in the organization is one of the factors that determine the success of an organization. Human resources that lack attention will lead to unrest, a decrease in enthusiasm and enthusiasm for work, a decline in loyalty and achievement in question. With the decline in enthusiasm and enthusiasm for work, it will result in a high level of absenteeism that can harm the organization. The functional position of the staff analyst is the spearhead of PNS management so that it must understand staffing management starting from recruitment, placement and promotion to dismissal, besides expecting Diklat participants to become agents of change towards the negative image of civil servants and also having to carry out the function of socializing regulatory staff in their work environment . The approach in this study is qualitative. A qualitative approach is used because the main purpose of this study seeks to provide an overview in the implementation of Human Resource Development in the Job Analyst Functional Position in the Health Research and Development Agency. In this study using three components that influence the success of human resource development functional positions of staff analysts, namely individual development, career development, performance management.

Abstract

The aim of the study was to determine the youth role of the Karang Bakuna Youth in the development of Metun Sajau Village and to find out the obstacles faced by the young people of the Karang Bakuna Bunga Bakung in the development of Metun Sajau Village. Type of qualitative descriptive research. The informants were the Karang Taruna management, members of the Bunga Bakung Youth Organization, the Village Secretary, the Indigenous Village administrators of Metun Sajau Village, and the People of the Metun Sajau Village Community. Data collection techniques are observation, interviews, and documentation. Data analysis techniques are data collection, data reduction, data presentation, and conclusion drawing. The results of the study show that the role of the youth of the Bunga Bakung Youth Organization in the development of Metun Sajau Village can be seen from the physical development including construction of road facilities, construction of traditional houses, construction of field stands, and construction of sports facilities. Roles in non-physical development include expressing opinions in village meetings, maintaining security and order, and preserving regional arts. The constraints faced by the Flower Village Youth Organization in the development in Metun Sajau Village are limited funding, lack of facilities and infrastructure, lack of communication and coordination from the leadership, busy due to work, less assertive leadership of the Karang Taruna organization, lack of awareness of the village's role and function Taruna, and the lack of attention of the village government

Abstract

Analysis of providing fishing boat policy through Badan Usaha Milik Desa (BUMDes) from village government of Mantang Lama is a strategic step as the effort in preparing economic development and the prosperity of fisherman in coastal area, Bintan Regency, Riau Islands Province. The purpose of this research is to look at the policy formulation that has been done by village government through BUMDes. Then, the researcher wants to study; 1) providing fishing boat policy for fisherman in Mantang Lama, 2) the agreement between village government and the fisherman after the boats operate as the first phase. The research method that is used is qualitative research then will be analyzed descriptively. The result shows that the policy was created solely to develop the fisherman economy, cut off the chain of slavery (fishing boat tauke), and change the fisherman’s mind who usually just rely on people outside of Mantang village. The village government policy of Mantang Lama was created by seeing the great potential of fisherman in Mantang village to be independent and be able in creating a new job demand for the society in their daily life who usually work at land become work at sea in marine and fisheries sector as the housefather of fisherman

Abstract

Abstract Based on the subject matter, the purpose of this study is to know and understand and analyze how the process of transfer of the Capital District of Bima and analyze the factors that affect the transfer of the center of the Capital District of Bima. In this study the researchers took Qualitative research method, where the location in this study was conducted in the Government of Kabupaten Bima, West Nusa Tenggara. Data collection in this study using observation, interview and documentation. Result of research In implementation displacement center of capital and development capital of Regency of Bima in new location is in process of development of infrastructure of 43 Organization of Regional Device only 6 OPD already located at central government service location of Regency of Bima From background of transfer center of capital of regency of bima which background inhibition of transfer of capital center of Bima Regency is budget factor, where fund used in infrastructure development is only sourced from APBD. From the fifth (5) factors that affect the transfer of the capital city of Bima Regency, namely geographical location, population factor, government policy factor, political factor and historical / historical factors have been running well, it means supporting and influencing acceleration of transfer center of Bima regency capital. Abstract

Government functions in service are always criticized by various groups including the community and bureaucratic disease causes negative images for the government in terms of service, using descriptive methods with concurrent concurrent mixed method triangulation. The results of the research found in pathology which is the result of internal situations within the government environment are inadequate rewards and the following are some therapies that can be given at the Cimahi city BPN office, among others: To minimize the bureaucratic pathology in the Cimahi city BPN office is to create social conditions good, creating intelligent emotional, intellectual good intellectuals, creating good character and creating good spirituality; Officials in the BPN city of Cimahi should report on their wealth starting from the first position, and given ethical awareness, awareness of morality, increasing faith, feasibility of life, through social interaction, through openness, through education and training, through informal and formal groups.

Abstract

DKI Jakarta as the center of government and national economy causing population growth rate in Jakarta to increase rapidly. Therefore, land is much needed to meet the needs of the people. Otherwise, there is need to create a Green Open Space of 30% as written in UU No 26 Tahun 2007 about Spatial Planning. In order to create comfortable, safe and sustainable urban spaces, Government of DKI Jakarta impose a policy for areas that should be green lines. One of the areas that has been successfully carried is Kalijodo area, North Jakarta. To decide which policy is used, the understanding of the ethical decision making is needed, the aspects are consecuentialist, deantological, and virtue ethics. The purpose of this research is to analyze the implementation of ethical decision making theory of curbing policy in Kalijodo area in 2016 by using quantitative descriptive approach with literature study method. This research indicates that the policy making process has been implemented the combination of three ethical approaches. The most influential approach is consecuentiatlist, followed by deantologist, and the last virtue ethics. Each of ethical decision making is imperfect, therefore ‘ethical triangle’ is needed so that there is a balance in decicion making process.
