Abstract

Public services come with a variety of forms of services provided. The purpose of the research is to find out the implementation of public service innovation in the Civil Population and Recording Office of Magelang. With the public service through the innovation program carried out is expected to increase the achievement in the distribution of death certificates as well as birth certificates. This type of research is qualitative by describing the implementation of SI SAKTI and SI BULAN public service innovations in the Civil Population and Recording Office of Magelang. This type of research is a case study. In data collection used interview and observation techniques. Data analysis techniques use data reduction, data feed and conclusion drawing. The results of the study describing the implementation of public service innovations in the form of SI SAKTI (ready deliver death certificates) and SI BULAN (mother action home carrying birth certificate) showed positive results in the distribution of death certificates and birth certificates according to the Disdukcapil Magelang city, in addition to socialization information about innovations that have been conveyed through the website and the village in the ownership of personal data such as ownership of death certificate and birth certificate. Ownership of personal data increased from the previous month after this innovation was implemented.

Abstract

The systematic land-plating program is the first silmutaneous action of land registration of all land objects across the republic of Indonesia in one rural region or another similar name, which included the collecting and verifying of physical data and jurisdictional data regarding one or several land registration items for the purposes of registration.The pupose of this reseach is to know the effectiveness of agrarian reintegration through this programme. The inerl program began to carry out the star review iin 2017, but it has not been effective since there are still people who complain that they have not received a certificate from the existing program, and the four inflection gauges are just one indicator with the result. The objective of the lending program to increase land refistration in order to reduce land disputes and orderly administration of land and also to give legal assurance and protection to the owner of a land.

Abstract

Poverty of fishermen in Malang Village Meeting is a common phenomenon that often occurs. In a situation like this, some fishermen need a tauke who has a large capital. that's where the client patron relationship occurs. This study aims to evaluate the government's strategy to overcome the patron-client relationship (case study of the relationship between fishermen and businessmen in Malang Village Meeting, Bintan Regency). The theory used in this study uses William N. Dunn's Policy Evaluation which states that to measure the success of a program evaluation can be measured through 6 variables, namely Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, Accuracy. This research uses descriptive type method with a qualitative approach. The informants of this study were the Bintan Regency Fisheries Office, Malang village head Meeting, the head of the fishermen group, the secretary of the fishermen group, the local community / fishermen and the tauke. The data analysis technique was done by collecting data, presenting data, drawing conclusions and verifying data. The results of this study indicate that the government's strategy to overcome the patron-client relationship in MalangRapat Village is: 1. The effectiveness of beneficiaries is very beneficial for fishermen because it can increase their catch and can help with family finances. 2. Efficiency, namely regarding the aid budget. The government has the budget and has the authority to meet the needs of fishermen. 3. Adequacy that the community is greatly helped by the assistance, but lacks in Human Resources (HR). 4. Equitable distribution, namely the distribution of aid cannot be said to be effective, because there are still fishing communities who have not received assistance. 5. Responsiveness, namely the response of the fishing community is very positive for assistance and support, care, and understand well the purpose of the assistance. 6. A stipulation that this assistance program is appropriate to run because the purpose of this program is very valuable for poverty alleviation for fishing communities. In conclusion, the patron-client relationship cannot just be broken, because of the hereditary relationship between the tauke and the fisherman. but this relationship can be reduced with the assistance that has been provided by the government.

Abstract

This research aims to analyze the process of implementing land swap policy for the village-owned site as the effect of East Ring Road Construction project in Sukoharjo Regency, Central Java, referring to Charles O. Jones’ implementation concept, and to identify inhibiting and supporting factors viewed from Van Meter and Van Horn’s implementation dimensions. Data collection was conducted through documentation and interviewing the representatives of Public Work Service Office, National Land Affairs Agency, and Village Community Empowerment Service Office of Sukoharjo Regency Government and Manisharjo Village Government. The result of research showed that the implementation of village land swap policy has been conducted referring to the existing regulation and fulfilled the components of organizational procedure, as suggested by Jones. In application stage, up to this research period the swap activity has been implemented from planning, preparation, to implementation process. Meanwhile, the process of transferring output has not been done yet. Some factors supporting this policy implementation: the existence of activity standard and target, the competent human resource, the good cross-sector relationship, and the compatibility of implementing agent characteristics to the assignment given. Meanwhile, the inhibiting factors were found related to limited fund source, implementer disposition, and political situation in Sukoharjo Regency around Local Leader Election (Pilkada) and Covid-19 pandemic incidence.

Abstract

To help reduce the level of forest and land fires that continue to occur in Riau Province, Pelalawan Regency, PT Riau Andalan Pulp and Paper, one of the paper and pulp mills, initiated the Fire Free Village Program which has been running for five years, formed in 2015. In one of the villages that took part in the PT Riau Andalan Pulp and Paper program, one of them was Sungai Ara Village which was successful in agriculture. The Fire Free Village Program was developed with five programs, namely: Fire free village awards, sustainable agricultural assistance, involvement of the leader crew in fire prevention, assistance in clearing land without burning, monitoring air quality. This study aims to determine the process Collaboration. This research uses a qualitative approach with descriptive data. The results showed that first, the Collaboration Process between Actors in the Fire Free Village Program in Sungai Ara Village, Pelalawan Regency was running well according to face-to-face dialogue, mutual understanding, building trust, commitment to the process and temporary impacts. Second, the supporting factors for collaboration are the budget, the availability of facilities and infrastructure, communication and community participation.

Abstract

Kundur village developed appropriate technology to assist the community in doing their daily work as farmers. The peat land owned by Kundur is very fertile and provides prosperity, but the water produced by peat soil is not good for consumption. Meanwhile, during the dry season, the rainwater supply runs out, the community uses peat well water for consumption. This prompted the village government to take the initiative to submit a proposal to the Ministry of Village for PDDT with a request for an appropriate tool to process peat water into drinking water, the idea was approved and assistance channeled through the implementation team of the Pilot Program for the Local Economic Development Innovation Association Pilot Program and implemented in Kundur Village. This study aims to see how the process of developing and implementing appropriate water management in Kundur village and the inhibiting factors that affect it. Using qualitative research methods with a descriptive case study approach. The theoretical concept used is theory (Prasojo, Eko, 2007), there are several criteria for assessing best practices that are adjusted to the PDDT Ministerial Regulation No. 23 of 2017 concerning the development and application of appropriate technology in natural resource management. The results of the study found that the application of appropriate technology for managing peat water into clean water in Kundur was successfully implemented and had a good impact on the lives of the community and the Kundur village government. However, this application is not yet correct because inhibiting factors are still found in the development and application of technology for water management in Kundur, namely marketing strategies, incomplete legal legality, and minimal budget.

Abstract

The implementation of the Village Law policy requires support from village government institutions with a pattern of village community empowerment strategies according to existing local potential. The implementation of the Village Law is the hope of all village communities to create an independent village that has an identity, it is an appreciation for the right of the origin of the village with a village community empowerment approach that positions the village community as the main subject / actor not only as an object / target of program activities. village development. This research uses descriptive qualitative research methods, with the aim of finding out how the ability of village government institutions to empower village communities to become independent villages according to the mandate of the Village Law. The successful implementation of the Village Law is significantly influenced by the support of village institutional governance, namely, among others, the Village Government / Village Apparatus, Village Consultative Body (BPD), LPMD / LKMD, PKK, Karangtaruna, BKM / UPK PNPM, Dukuh, RW, RT and other non-governmental groups. The challenge is that institutional performance in accordance with the main tasks of the village's function contributes optimally to the development of the welfare of the village community. So the role of village institutional governance is needed in realizing village empowerment according to the potential, characteristics / local culture of the local village.

Abstract

The development of information and communication technology which is increasingly sophisticated has an impact on the advancement of electronic-based governance called e-government. The Sitanjak Makin Mantap application is a website-based application system operated by the Pekanbaru City Social Service to accelerate poverty reduction in Pekanbaru City, especially in the health, education and socio-economic fields. The Sitanjak Makin Mantap application provides easy access for the public to make complaints in this field and makes it easy for the Pekanbaru City Social Service to create a poverty database and is a step to accelerate poverty reduction in Pekanbaru City. This study aims to determine the elements of successful e-government services in poverty reduction in Pekanbaru City Social Service and factors affecting e-government services in poverty reduction in Pekanbaru City Social Service. To solve these problems, researchers used Indrajit 2010 theory about the elements of successful e-government services. The result of this research is that the operation of the Sitanjak Makin Mantap application is still not optimal, it can be seen that there are still people who do not know the existence of the application and the use of the application. Researchers conclude that there is still a lack of continuous and comprehensive socialization to the community, as well as network disruptions that have occurred at the Pekanbaru City Social Service. Therefore, researchers suggest that there is a need for consistent and comprehensive socialization and server improvements to improve network quality. Keywords: Public Service, E-government, Poverty

Abstract

This study aims to determine the form of SATPAS Colombo responsibility in providing excellent service to guarantee accessibility for persons with disabilities in accordance with statutory regulations and accessibility to public service facilities for persons with disabilities. Accessibility is an convenience provided for all people, including persons with disabilities and the elderly in order to realize equal opportunities in all aspects of life and livelihood (Minister of Public Works Regulation No. 30 / PRT / M / 2006, 2006). This research uses descriptive qualitative research procedures, information collection is carried out using purposive sampling method and by means of observation, documentation, and interviews. SATPAS Colombo Kota Surabaya already has various facilities for people with disabilities. Infrastructure such as the provision of infrastructure facilities for public service applications for SIM D management, special parking for people with disabilities, special toilets, special waiting rooms, but not all of them meet the accessibility for persons with disabilities. Meanwhile, people with disabilities are also people who have the right to have easy access to public services, just like any other community. The results of this study are that several adequate facilities and infrastructure for persons with disabilities have been fulfilled, but still require special officers to serve persons with disabilities so that services can be carried out more optimally.

Abstract

Kota Batam merupakan salah satu wilayah strategis di Indonesia karena letaknya berdekatan dengan Singapura dan Malaysia serta berada pada jalur pelayaran internasional yang menjadikannya sebagai kawasan penting bagi kegiatan pelabuhan, perdagangan bebas, dan investasi. Namun demikian, pengelolaan pemerintahan dan pembangunan di Kota Batam menghadapi persoalan kelembagaan yang kompleks akibat adanya dua otoritas yang sama-sama memiliki pengaruh besar, yaitu Pemerintah Kota Batam (Pemko Batam) dan Badan Pengusahaan Batam (BP Batam). Dualisme kepemimpinan ini menimbulkan tumpang tindih kewenangan, terutama dalam bidang pengelolaan lahan, tata ruang, pelayanan publik, dan pengaturan investasi, yang pada akhirnya memunculkan ketimpangan kekuasaan serta ketidakpastian hukum. Penelitian ini bertujuan untuk menganalisis implementasi dua kepemimpinan antara Pemko Batam dan BP Batam, mengidentifikasi berbagai permasalahan yang muncul akibat dualisme kelembagaan tersebut, serta menjelaskan pentingnya penerapan prinsip-prinsip good governance sebagai solusi untuk memperbaiki tata kelola pemerintahan di Kota Batam. Metode penelitian yang digunakan adalah pendekatan deskriptif dengan memanfaatkan data sekunder yang diperoleh dari peraturan perundang-undangan, jurnal ilmiah, dan berbagai referensi pendukung yang relevan dengan isu otonomi daerah, kawasan perdagangan bebas, dan tata kelola pemerintahan. Hasil penelitian menunjukkan bahwa dualisme kewenangan antara Pemko Batam dan BP Batam menyebabkan lemahnya koordinasi antarlembaga, ketidakjelasan pembagian tugas, terganggunya kepastian hukum bagi investor, serta menurunnya efektivitas pelayanan publik dan pembangunan daerah. Selain itu, BP Batam cenderung memiliki posisi kelembagaan yang lebih kuat dalam urusan strategis pembangunan, sedangkan Pemko Batam lebih berfokus pada administrasi pemerintahan, sehingga hubungan keduanya menjadi tidak seimbang. Penelitian ini menyimpulkan bahwa penyelesaian persoalan dualisme kelembagaan di Kota Batam memerlukan kejelasan batas kewenangan, harmonisasi regulasi, penguatan koordinasi antarlembaga, serta penerapan prinsip-prinsip good governance seperti kepastian hukum, keterbukaan, akuntabilitas, profesionalitas, efisiensi, dan efektivitas agar tercipta tata kelola pemerintahan yang lebih baik, bersih, dan berkelanjutan di Kota Batam.
