Abstract

This research is motivated by the idea the controlling of Perda No.13/2011 on the Spatial Plan of Bekasi Regency has not been optimal in terms of the achievement of Green Open Space in Bekasi City, West Java Province. The method used in this research is a descriptive analysis with a qualitative approach. The author uses observation techniques, in-depth interviews and transfers basic information to sources who are determined based on purposive sampling, the aim is to obtain the necessary information and data in accordance with the research variables.The results showed that: (1) The program was not achieved in accordance with the provisions as a result of the DPRD not carrying out optimal controlling functions. (2) DPRD does not show maximum integrity in carrying out its supervisory function on the implementation of Spatial Plan of Bekasi Regency regulations and the Spatial Planning Law regarding the achievement of Green Open Space in Bekasi City. (3) The Bekasi City DPRD has been carrying out its regulatory function well, which is proven to be making local regulations on Spatial Plan of Bekasi Regency where the availability of green open space is relevant to the provisions in the Spatial Planning Law, which is 30%, but the achievement of green open space currently still ranges from 11.29%. due to a lack of optimal controlling.

Abstract

This study aims to find out the direct influence of digital competence, learning and development on the achievement of digital transformation and the joint influence between the two on the achievement of digital transformation. This research is a quantitative descriptive study with a population of employees of the Directorat General of Post and Informatics Operation Ministry Communications and Information. Sampling was carried out using simple random sampling technique. The sample in this study was determined by the non-probability sampling method, while the sampling calculation was calculated using the slovin formula, which amounted to 95 people. Data was collected using observation, questionnaires, and documentation. Test the validity of the instrument using product moment correlation and test the reliability of the instrument using the Cronbach alpha formula.The results showed that: Digital Competence partially has an significant influence on Digital Transformation, Learning and Development partially has a significant effect on Digital Transformation. Digital Competence (X1) and Learning and Development (X2) together have a significant effect towards Digital Transformation (Y), means that the regression model can explain the independent variables as a whole.

Abstract

E-government is the use of information technology that can help, improve relations between the government and other stakeholders, both to the community, business circles and fellow governments. This study aims to analyze the development and implementation of e-office and what factors hinder the implementation of e-office in the Bekasi City Communication, Information, Statistics and Encryption Service. This study uses a qualitative research method with a case study design because the research focuses on the development of e-office in the implementation of e-government at the Office of Communication, Information, Statistics and Encryption Bekasi City. Data collection techniques through observation, interviews and documentation. Informants in this study included the head of the e-government development section, the head of the e-government governance section, and e-government staff. The data obtained from the results of the study were reviewed using data reduction techniques, data presentation, and drawing conclusions. The results of this study indicate that the development of e-office is running well. This can be identified through the elements of successful e-government development which include support, capacity, value. From the support element, Diskominfostandi supports the development of e-office with the instructions issued by the Mayor of Bekasi Number: 555.10/1132/Diskominfostandi.Egov regarding the Implementation of Electronic Service Manuscripts Through E-office Applications in Bekasi City. From the capacity element, the information technology infrastructure owned by Diskominfostandi is sufficient, where Diskominfostandi currently has its own server to facilitate e-office users in the Bekasi City SKPD. From the value element, it is quite easy for users to write correspondence and archive letters. The inhibiting factor for the implementation of e-office at the Bekasi City Communication, Information, Statistics and Encryption Service is that human resources are still limited because they are still looking for a replacement programmer and when the head of the service wants to do an online signature published by the Electronic Certification Center (BSrE) it is constrained by the process inadequate network and also because there are too many users.

Abstract

This study aims to analyze and identify the effectiveness of the implementation of the Integrated Service and Referral System (SLRT) in Poverty Management in Bekasi City. The method used in this study is a descriptive method with a qualitative approach. Data collection techniques with primary data collection in the form of interviews and observations in the field, and secondary data collection in the form of documentation. Determination of informants in this study was done by purposive sampling technique. Where the informants in this study consisted of Plt. Mayor of Bekasi, Head of Social Service of Bekasi City, Secretary of Social Service of Bekasi City, Head of Social Empowerment Division, Member of Commission IV of Bekasi City DPRD and the Community. The data obtained is then analyzed qualitatively by reviewing all the data collected which is supported by the results of interviews with the theoretical approach proposed by Budiani that to determine the measure of the effectiveness of a program can be seen from four indicators, namely the determination of program targets, program socialization, achievement of program goals and monitoring. Program.From the research results, it can be seen that the effectiveness of the implementation of the Integrated Service and Referral System (SLRT) by the Social Service in handling poverty in Bekasi City is quite effective and on target. This is based on the Integrated Social Welfare Data (DTKS) for 2020-2021, which shows that the number of poor people in Bekasi City has decreased by 0.3%.

Abstract

Electronic learning is an important instrument in online learning in this time of covid. As an effort to encourage the prevention of the Covid-19 virus in the world of education, the Ministry of Education and Culture issued Circular Letter No. 15 of 2020 regarding guidelines for organizing learning from home in an emergency period of the spread of Covid-19. The Bekasi Regency Government has implemented Circular No. 15 of 2020 and formed derivative regulations, namely: Circular No. 420/SE-37/DISDIK/2020. However, in its implementation it is still considered not optimal due to many obstacles in implementing this policy. The aims of this research are 1. To analyze the implementation of the learning from home policy, 2. to analyze the supporting and inhibiting factors for the implementation of the learning from home policy at the junior high school level in Babelan District. The researcher examines this case using the constructivism paradigm with qualitative research methods accompanied by a case study research approach. Based on the results of the research that the implementation of the policy of learning from home at the junior high school level in the Babelan sub-district, Bekasi Regency is running well which is influenced by several supporting factors, namely: Availability of Regulations, The establishment of cooperation between internal and external parties, Availability of adequate human resources, Availability of adequate facilities and infrastructure. support, Available budget and Support from parents. While the inhibiting factors are: Not all students have cellphones, lack of internet quota, bad signal constraints and lack of enthusiasm for students.

Abstract

Basically, public services include three aspects, namely goods, services and administrative services. One form of administrative service is licensing. The community must obtain services that are easy, cheap, fast, and friendly in order to achieve the desired public satisfaction. Through the Integrated Licensing Service System (SILAT) there are innovations in service methods, namely new changes in the way of providing licensing services to the community and also new changes in the way of interacting between actors involved in services. The purpose of this study is to analyze the implementation of the One Stop Integrated Licensing Service System (SILAT) at the Bekasi City Investment Service and One Stop Integrated Services and evaluate the obstacles faced in implementing the One Stop Integrated Licensing Service System (SILAT) at the Investment Service and One Stop Integrated Service for Bekasi City. This research method is qualitative with a case study research design, data collection techniques using observation and in-depth interviews with purposive sampling technique to determine informants. The results of this study state that the implementation of the Integrated Licensing Service System (SILAT) at the Bekasi City Investment and One Stop Services Office (DPMPTSP), started on August 8, 2017. The implementation of the integrated licensing service system (SILAT) is still experiencing many obstacles. Many Bekasi City people still do not understand the Online-Based Integrated Licensing Service System. In addition, there are still many people who do not understand the mechanism of online licensing and there is also a lack of socialization from the government, especially the Investment Service and One Stop Integrated Service regarding the integrated licensing service system (SILAT).

Abstract

This study aims to determine the strategy used by Pujon Kidul Village to make Café Sawah a successful village-owned enterprise. The research method used applies qualitative methods with descriptive statistics. The results of the study show that the strategy applied by Cafe Sawah as a village-owned enterprise is to apply speed, solid, smart and smile which is done every day so that many visitors feel comfortable traveling at Café Sawah. The existence of Sapta Pesona which comes from the Tourism Awareness idea to always prioritize security, order, cleanliness, coolness, beauty, friendliness, and memories, as well as improving the performance of the apparatus by carrying out clean governance. In addition, the success of Cafe Sawah also comes from the panorama that is served by Pujon Kidul Village, which is able to spoil the eyes of visitors by turning a place that only lies with rice fields into one of the best destinations that must be visited when visiting Malang.

Abstract

The Bebunge application is a facility provided by the Bekasi Regency government to make it easier for the public to obtain information, convey aspirations and complaints, and obtain public services in Bekasi Regency. The purpose of this study was to determine the implications of the bebunge application in developing innovation in Bekasi Regency. The research method used is qualitative research with the results of data processing with data collection techniques through direct interviews, documentation and observation. In this study, the theory of the application of e-government is used, namely the theory includes indicators such as Content Development, Competency Building, Connectivity, Cyber ​​Laws, Citizen Interfaces and Capital. The results of the research show that the application of the Bebunge Application in Bekasi Regency in terms of socialization to the community is still lacking, because socialization is only through digital media such as Twitter, Instagram, or Youtube. So that the user community still does not understand much about the application of the Bebunge application in Bekasi Regency. The conclusion in this study is that in the implementation of the Bebunge application in developing innovations in the field of information technology in Bekasi Regency, it is not optimal, it is seen from the side of socialization to the community directly.

Abstract

The issue of poverty is a problem that has existed for a long time. In the past, in general, people who experienced poverty were not only due to lack of food needs, but poverty took the form of accessibility or minimal material. Through various measures of modern life today, there are still those who do not get educational, health facilities and various things that make it easier for them to be provided. The occurrence of poverty is partly due to the increasing number of workers, but the opportunity to get a job is very limited and the level of income is low in various other activities, the dense population and the higher number of prospective new workers who are still not qualified to do the work, of course. can have an influence on the level of prosperity of the population. The objectives of this research are: 1. Analyzing the implementation of Regional Regulation Number 10 of 2012 concerning the Implementation of Social Welfare to Relieve Poverty in Bekasi Regency 2. Analyzing the achievement of Sustainable Development Goals point 1 (one) through Regional Regulation Number 10 of 2012 concerning the Implementation of Social Welfare in the Regency Bekasi. This study uses a constructivism paradigm with a qualitative research methodology accompanied by a case study approach. The data collection techniques include: observation, in-depth interviews, literature study, and documentation. The results of this study are that the implementation of regional regulations in the implementation of social welfare to reduce poverty has not been implemented according to the rules because there are still many recipients of social assistance who are mistargeted and also the distribution of social assistance is not evenly distributed, socialization about the existence of assistance is still limited, this shows the district government's efforts in seeking social welfare and poverty alleviation has not been serious and systematic.

Abstract

This study aims to examine and explain how the Department of Manpower's strategy is to reduce unemployment during the Covid-19 pandemic in Bekasi City. This research was motivated by the phenomenon of the spread of the Covid-19 pandemic which resulted in an increase in the open unemployment rate in Bekasi City. One of the causes is Termination of Employment (PHK) by the company. The research method used by researchers in this study is a qualitative research method with a descriptive approach. Data collection techniques used in this study were observation, in-depth interviews and documentation. The source of the data obtained came from 4 employee informants of the Bekasi City Manpower Office. The results of this study indicate that the strategy carried out by the Bekasi City Manpower Office in reducing unemployment during the Covid-19 pandemic is to provide job market information (job fairs) and hold job training programs, such as competency-based training, technology-based training and entrepreneurship training. The strategy implemented is good, but it is not effective enough to reduce the open unemployment rate in Bekasi City, because the open unemployment rate in Bekasi City is still increasing.
