Abstract

Children's Forum is a place of participation for children in the process of decision-making involvement in everything related to fighting for their rights consciously, understand and have a common will so that the child can enjoy the benefits of the results of his decision. The children's Forum has a leading role as a pioneer and Rapporteur. The method used in this study is qualitative. The results showed that the role of the Palembang City Children's Forum in socializing feasible city policies has not been optimal. And the purpose of this study is to optimize the role of the Palembang City Children's Forum as well as knowing the factors that become obstacles in socializing the Child-Friendly City Policy. The lack of optimization can be seen in the role of pioneers as agents of change who have not succeeded in getting people involved in making changes for the better for children while the role of reporters is only half of the fulfillment of children's rights that have just been reported. So in this case, advice is needed to increase the role of the child's Forum.

Abstract

This type of corruption has become a growing phenomenon in Indonesian society. Policy corruption was born because of the existence of certain positions with legitimate authority based on the law, but there are personal interests in the midst of the interests of the community with malicious intentions to steal state money. At this point, it is seen how the relationship between power and corrupt practices has a tendency to increase in power, the higher the potential for corruption. Qualitative research by prioritizing secondary data, focuses on seeing how the phenomenon of policy corruption is in the perspective of corruption. The results of this study indicate that the phenomenon of policy corruption related to public officials, will continue to occur considering the greedy behavior that is tucked away in every policy-making process is reinforced by weak integrity. The potential for corruption is very high in the fourth type of public policy, namely public goods policy. Because this type of public policy is a transactional mode of realization of the government's budget and that means there is a flow of money. Logically, it can be accepted that one of the epicenters of corruption is the area where there is a circulation of money that is vulnerable to corrupt behavior from state officials.

Abstract

This paper is aimed at analyzing public sector reform as a globalized movement and its practices in Indonesia. It is argued that normatively, it must be admitted that the reform process, started since the fall of Suharto’s New Order regime in the late 1990s, has shown significant progress. Nevertheless, empirically, the process has not brought similar progress particularly in terms of eradicating abused of power and delivering sophisticated public services.

Abstract

Pergeseran paradigma pemerintahan mengubah pula peran yang diemban oleh pemerintah dari penyedia dan pelaksana program ke peran fasilitator dan regulator. Oleh karena itu pemerintah dituntut untuk mampu menjalankan pemerintahan yang efektif yang salah satu indikatornya adalah adanya kebijakan publik yang inovatif. Dalam tulisan ini mencoba menjelaskan mengenai peran kebijakan publik di era otonomi daerah.

Abstract

Perubahan sosial tidak bisa dihindari pasti akan terjadi, oleh sebab itu harus diikuti oleh dinamika pemerintahan sebagai respon terhadap perubahan lingkungan. Wujud dari dinamika pemerintahan adalah adanya perubahan institusi, reorganisasi pemerintahan, perubahan sikap dan perilaku birokrasi dan perubahan pola pikir untuk meningkatkan pelayanan publik yang optimal dan prima dengan menonjolkan paradigma yang sedang berkembang sekarang, yaitu reinventing government dan good governance.

Abstract

Dalam sistem demokratis keberadaan partai politik menjadi penting. Peran yang dilakukan partai politik tidak hanya sekedar sebagai mediator antara rakyat dan penguasa, namun juga melakukan fungsi pendidikan politik. Oleh karena itu ketika sistem demokrasi diberlakukan di suatu negara, tidak menutup kemungkinan terjadinya koalisi. Tulisan ini berupaya menjelaskan mengenai koalisi dalam sistem pemerintahan, terutama dalam sistem presidensial.

Abstract

Artikel ini membahas tentang membangun budaya politik Indonesia. Fenomena yang terjadi mengindikasikan bahwa budaya politik Indonesia belum memiliki identitas yang jelas dan ajeg. Budaya politik masyarakat idealnya mampu berkontribusi melalui tindakan-tindakan konstruktif dalam sistem politik. Untuk itu perlu upaya konstruktif, fokus dan terprogram dalam pembangunan budaya politik Indonesia yang dilakukan melalui program pendidikan formal maupun non formal. Membangun keteladanan merupakan wujud dari gerakan budaya politik Indonesia. Upaya membangun gerakan budaya politik Indonesia merupakan tanggung jawab pemerintah, partai politik dan masyarakat yang dilakukan secara konstruktif.

Abstract

Over the years the relationship between democracy and development has been comprehensively contested, and recent cross-national statistics as well as comparativehistorical data show that the relationship is not causal as conventionally perceived. Successful development has, for example, been achieved in both democracies andauthoritarian regimes, and similarly democracy has been sustained in countries with lower GNP than the traditional minimum threshold of 300 USD per capita per year. The relationship is also complicated by conceptual challenges in different regions of the world: different cultures delineate democracy and development differently and there no exact definitions of the two concepts.

Abstract

Decentralization and democracy are complex concepts. Contemporary discourse shows that both concepts have the potential of symbiotic relationship. However, theoretical and empirical discourse shows that the claim is not without opposition. This paper discusses the two concepts, the potential for symbiotic relationships between them, as well as criticism that appear on the relationship between the two concepts from various experts.

Abstract

Changes in the status of the village became a district policy or the government's efforts in order to form a new municipality with the aim of achieving effectiveness and efficiency of service to the community. This was done in order to respond to and accommodate growth and complexity of the interests of public service, especially at village level, including Local Government within the Bandung regency. Based on a discussion of some villages have been feasible to turn into district such as Pamekaran Village, Sadu Village and Soreang Village. While other villages not yet eligible to become a district because there is some requirements that have not met them a less extensive area.
