Abstract

In politics, propaganda is often used, for example, during general elections. Among the propaganda media that can be used is social media such as Twitter. During the 2019 Indonesian presidential election, one of the supporters of the presidential candidate pair carried out propaganda, namely the #2019gantipresiden tweet. From a propaganda perspective, this hashtag can be categorized as the bandwagon type of propaganda (Shabo, 2008), a technique that asks audiences to follow propagandist ideas. This study aims to determine the influence of #2019gantipresiden tweets on the results and participation rates in the 2019 Presidential Election. The data used in this study are tweets with the hashtag #2019gantipresiden spread across 34 provinces in Indonesia. Data was collected over three months, namely May, June, and July 2018, when this hashtag was first launched. In addition, data from the results of the 2019 Presidential Election were obtained from the KPU. The data analysis results show a significant relationship between the number of #2019gantipresiden tweets and the Jokowi-Ma'ruf vote. However, this relationship becomes insignificant when including Prabowo-Sandi's vote acquisition as a control variable and has the opportunity to reduce the vote gain obtained by the Jokowi-Ma'ruf pair. This result is inversely proportional to the relationship between the number of #2019gantipresiden tweets and Prabowo-Sandi's vote gain, where the relationship between the two remains significant whether controlled by Jokowo-Ma'ruf vote gain or not. The appearance of the #2019gantipresiden tweet also triggered public participation in the 2019 presidential election by giving it an influence of 31.4%.

Abstract

This article described the discourse on ethnoreligious identity in electoral politics in NTT from the perspective of post-structuralism. The discursiveness of identity is important because it helps with how ethnoreligious identity is constructed to become hegemonic in electoral politics. Using Laclau and Mouffe’s discourse theory, this study found three articulations constructing ethnoreligious identity in electoral politics to become hegemonic, namely first, the historical articulation of enemy and ally; secondly, the institutionalization of representation of ethnoreligious identity in candidate pairs; and third, the daily socio-political practices of political actors. Reflectively, even though the three articulations have different working logics, they are ultimately absorbed in the “nodal point,” namely the hegemony of ethnoreligious identity in electoral politics. This study aims to raise citizens’ critical awareness that the hegemony of ethnoreligious identity in electoral politics is not taken for granted but is a social construction. By gaining this awareness, the citizens are expected not to be trapped in the essentialism of identity in electoral politics. This study contributes to the discourse study of the hegemony of ethno-religious identity in electoral politics.

Abstract

Collaboration, integration, synchronization, and synergy approaches in water resources management offer more diverse water resources management efforts to deal with flood disaster issues at Bodri Kuto River Basin. The Penta helix-based approach is relevant and essential in the Bodri Kuto River Basin. This study aims to identify stakeholders in the Penta helix elements, determine the impact of the KISS variables in flood management strategies, and determine priority strategies in flood management in the Bodri Kuto River Basin. Pentahelix stakeholders in flood management at Bodri Kuto River Basin consist of parties from the government, private sectors, academics, non-governmental organizations, and the mass media. Based on the results of the KISS index analysis, it is known that the variable synchronization score is included in the "good" criteria. In contrast, the "average" criteria include the other three variables. These results come in with some concerns and recommendations that the WS Bodri Kuto flood management needs to implement several strategies to increase the KISS variables and short and long-term response strategies based on the SWOT component.

Abstract

The advent of the Covid-19 pandemic has engendered multifaceted repercussions encompassing the economic, social, and psychological dimensions of coastal towns. In response, a proactive and concerted effort is imperative to cultivate a resilient society capable of withstanding the adversities posed by the Covid-19 pandemic. This necessitates the systematic integration of coastal communities through a scientific approach. This research elucidates the intricate interplay between social capital, apprehensions regarding Covid-19, and their combined influence on the determinants of community engagement. By means of an online survey, a cohort of 303 urban communities residing in the coastal regions of Palu-Donggala actively partook in this investigation. The outcomes of this study underscore the discernible impacts of both social capital and Covid-19-related concerns on the level of participation exhibited by coastal communities. The empirical insights gleaned from this study are poised to serve as a foundational resource for diverse stakeholders engaged in formulating interventions and policies aimed at augmenting community involvement within coastal enclaves. It is essential to acknowledge that further research endeavors are warranted to comprehensively discern the array of predictors underpinning and the far-reaching consequences of participatory behavior within coastal communities.

Abstract

One of the main critical notes on the effort to combat trafficking in persons is the lack of victim protection in favor of criminal prosecution. This paper argues that this problem can be explained by looking at the norm that shapes the effort to eradicate human trafficking. In this paper, the author will employ norm localization theory to explain how the existing patriarchal culture in Indonesia is threatened by the norm of human trafficking eradication socialized by the Palermo Protocol and localizes the norm to sustain their existence. This will be done by studying the implementation of human trafficking eradication law in Indonesia, i.e. Law No. 21 of 2007 concerning the Eradication of the Crime of Human Trafficking. Ultimately, this paper finds that the norm of human trafficking eradication in Indonesia has been localized by reducing the definition of human trafficking to a crime of rape against women. This localized norm then complements the rape culture in Indonesia by allowing the continuation of victim blaming practice, which in turn denies the victim their right to receive protection and freedom of movement.

Abstract

After the COVID-19 pandemic, there has been an increase of digital technology adoption in the community, both in terms of its utilization and intensity. Digital Indonesia 2022 data released by We Are Social with Kepios shows an increase of 1 percent or 2.1 million internet users in January 2022 compared to January 2021 with increasing diverse internet usage variations. Digital transformation not only occurs in urban but also in rural areas. BPS data shows that the growth of internet users in villages is greater than in cities in 2020. This changing habit from the community encourages the village government to transform services and village development through smart governance. This research aims to describe the role of smart governance in supporting the achievement of sustainable development goals. This research was conducted by descriptive analysis using various works of literature as data. Various data show that smart governance encourages the creation of a village digital database, which is then used in the planning and decision-making process. During a pandemic, smart governance supports population administration services through features and application development. The results of the analysis conclude that smart governance generally drives the 17 goals of the SDGs, but particularly propels the achievements of SDGs' goals 16 and 17.

Abstract

The purpose of this study was to determine the Implementation of Regional Regulation Number 3 of 2018 concerning Handling of Vagrant and Beggars in Palu City. The research approach uses descriptive qualitative. Data were collected through observation, interviews, and documentation. The theory used in this research is the theory by Donald Van Metter and Carl Van Horn. The results found that the implementation of Palu City Regional Regulation No. 3/2018 has not been maximized, this is due to four factors. First, the handling of vagrants and beggars is still incidental. Second, the lack of budget in handling vagrants and beggars. Third, the lack of information or socialization to the community regarding criminal acts that violate local regulations. Fourth, the lack of public understanding of the objectives of the policy where the community does not report to the Social Service regarding the presence of vagrants and beggars who are still roaming the streets.

Abstract

This study was conducted to reveal the models of political brokers and their operating patterns in regional head elections in Indonesia. This research used descriptive qualitative method. Data was collected through in-depth interviews with informants who were directly involved in the regional head election. From the research conducted, it is found that political brokers in regional head elections in Indonesia are village heads, and community leaders. Political brokers perform their role in two ways. First, by giving money to the head of the electorate. The money comes from regional head candidates who are given by the winning team for regional head candidates for political brokers. The money given by regional head candidates to political brokers consists of money for own political broker and operational money, as well as money to be distributed to voters. Second, political brokers also act to intimidate, threaten and frighten potential voters, if they do not vote for candidates who are supported by political brokers.

Abstract

Electronic-Based Government System or digitalization of governmental management is a significant portion of Middle-Term Region Development Planning. It supports e-government programs that aim to realize a good and clean governance. The explanation of this topic must have coherence between chapters. This research seeks to examine the coherence in formulating the document, starting from identifying constraints in the development progress and the problem statement process until the activity programs of digitalization of governmental management to realizethe Mayor or Regent’s visions and mission. The method used is descriptive qualitative. Data sources use the document of Middle-Term Region Development Planning (RPJMD) prepared by cities and regents in the province of Central Java. Data analysis uses an ex-Ante examination model, which verifies the coherence between the discussion on identifying constraints of development practices, the problem statement process, and the effort to realize visions and missions of the development. The result reveals that 85.72% of the document prepared by the cities and regents has already been coherent between chapters. Nevertheless, while research analyzes cohesive consistency between the topics and sub-topics, just 23.81% of documents prepared by cities and regents fulfill the requirements. Consistent with coherence in the digitalization of governmental management on either discussion and total score, the documents prepared by the Regent of Kebumen and the City of Semarang achieved the highest score. Both documents are just 9.52% of the entire documents in the province of Central Java.

Abstract

Open government initiative is needed to ensure good governance by providing more transparent, innovative, collaborative, and participatory services to fulfill public needs. The need for open government is becoming higher during Covid-19 pandemic. The government of Surakarta city also experienced this situation as part of minimizing the impact of Covid-19 spread, by utilizing social media. The purpose of this study measures the open government maturity in Surakarta City Government during the early stage of the Covid-19 pandemic. The output of this study could be useful to hinder the spread of misinformation and disinformation in the pandemic situation that may reoccur in the future. The finding of this study is also useful as an example case of the implementation of open government during critical times. This research design uses qualitative descriptive methods and the analysis will be based on the Open Government Implementation Model (OGIM), by matching the current performance of Surakarta city government with the stages on OGIM. The result indicated that during the Covid-19 pandemic, Surakarta City Government has reached stage four of OGIM. The pandemic does not hinder the Surakarta City Government in providing openness to the public. The novelty of this study lies in the focus of analysis of open government implementation in a city level during the pandemic.
