Abstract

This study discusses the narrative and discourse in the conflict over land use in Punclut, Pagerwangi, North Bandung Region. The local community has managed the water catchment area of the North Bandung area for several decades before coming into conflict with the property company PT DAM which obtained a building permit from the government. Departing from Garet Hardin's Tragedy of the Commons, this research explores the causes of natural degradation in Punclut through a discourse on natural resource control by two warring parties: residents and the government. A qualitative approach with discourse analysis is used to answer research questions using data from interviews, mass media, journal articles, and official documents. The findings of this study are that Hardin's solution to the destruction of natural resources needs to be revised to answer the conditions in Punclut, where there is a local community with sociocultural rules and rationality to manage natural resources with ecological awareness. This community offers an alternative political discourse regarding environmental management: "depoliticization of ecology" and participatory conservation. However, the government and companies' discourse on welfare and economic progress always dominates the discourse in the decision-making process.

Abstract

The e-democracy system that continues to change and develop every year is an exciting topic to continue to be studied. Since the massive development of information and communication technology, research related to e-democracy is now a trend carried out by scholars. The article aims to evaluate the e-democracy research trend through bibliometric analysis techniques in two decades (2001-2020). This article uses a bibliometric analysis with applied VOSviewer to provide researchers with describing data and Gephy software to map network classification. Countries in Europe and the Americas dominate the research and implementation of the e-democracy system through a smaller approach, namely, e-government. This article found nine main clusters of 306 articles that have been coming from different countries, affiliates, and authors. This clusterization mapping was helpful for future researchers in developing and discussing their research on the study of e-democracy.

Abstract

Women’s participation in political activities in Indonesia has grown since the reformation era in 1998. Democracy believes everyone has an equal right to participate in politics, and no one is left behind. The affirmative policy regarding women's participation in politics has been regulated in Article 65, paragraph (1) of Constitution No 12 of 2003, which mentions that at least 30% of parliament members should involve women as representatives. However, in reality, many cases show that women always become a second party with the privilege to participate in politics. Lembaga Gemawan is one of the local NGOs in West Kalimantan which focuses on women's empowerment, including political participation. This article discusses the role of the NGO (Lembaga Gemawan) in encouraging women's participation in local politics in West Kalimantan. This research used a descriptive qualitative method. The research results show that the Gemawan Institute has a positive role in encouraging women's participation in local politics in West Kalimantan through two strategies, 1) establishing empowered women's communities at the local level, such as the Mempawah Regency Women's Union (SPKM) and the Kayong Utara Regency Women's Union (SETARA); 2) organized a strategic course on winning women candidates at the provincial level by providing political education for women candidates.

Abstract

In the era of globalization, the movement of people from one country to another is the cause of the spread of Covid-19. During this global pandemic, the role of the Indonesian Ministry of Foreign Affairs is as an actor who formulates and makes policies. The Covid-19 phenomenon demands the role of the Ministry of Foreign Affairs (Kemenlu) of the Republic of Indonesia (RI) to determine Indonesia's foreign policy in preventing and overcoming the impact of Covid-19. Based on this, research is needed to reconstruct Indonesia's foreign policy model to prevent and overcome the impact of Covid-19 in the era of globalization as the state's responsibility to society. The method used in this research is a qualitative method with a descriptive type of research. This study finds that Indonesia's foreign policy to prevent Covid-19 is to encourage virtual international meetings to unite other countries to resolve the Covid-19 crisis and protect Indonesian citizens (WNI) abroad. The results of the study found that the Indonesian Ministry of Foreign Affairs carried out the reconstruction of Indonesia's foreign policy model to deal with the impact of Covid-19, namely in Indonesian foreign policy.

Abstract

This article is arranged based on qualitative research results with a case study approach in one of the major political parties in Indonesia. This research found that recruiting regional leader candidates by political parties is not open and undemocratic. There are fraudulent actions and anomalies in the recruitment of regional leader candidates. The practice of buying and selling recommendation letters from the central party is real and occurs. Even though it is carried out secretly by some party elites, the perpetrators seem to be in a black market, as their existence is carried out tactically and cautiously. The selection of regional leader candidates conducted by political parties is followed by all groups, both from outside the party and cadres of the party itself. In reality, those with adequate political resources, especially from a financial perspective, will get party approval.

Abstract

This paper analyzes the solidity of two Islamist parties in contemporary Southeast Asian elections, the Prosperous Justice Party (PKS) in Indonesia and the Malaysian Islamist Party (PAS) in Malaysia. The aim is to discover the best model of party solidity, and, in turn, other Islamist parties can adopt the electoral performance of those two Islamist parties. Indeed, each party has its strengths and weaknesses. Therefore, it is fundamental to compare both of them. Methodologically, this study is qualitative research by employing appropriate literature studies, including news channels and social media platforms as the data collection. The findings demonstrated that PAS’ solidity was good in conflict resolution, as it could successfully govern the intra-party conflict between the conservative and the progressive factions. In the meantime, the PKS’ solidity tended to have a good performance in the party ideology. Overall, PAS had a better performance than PKS.

Abstract

This study describes intellectuality as a practice of contesting truth in offering alternative truths aside from the existing truth. This paper aimed to describe how the truth regime is articulated by the subject of knowledge and a political agent, namely Ahmad Mustofa Bisri, in the 2015 NU Congress. At that moment, Gus Mus’ practice of articulating truth by refusing the position of ‘rais aam’ was political. This study questioned how the regime of truth was articulated amid the power contest at the 2015 NU Congress. This study argued that, amid the practice of contesting truth, at the same time, there is a politics of value and idea articulation carried out by an individual who occupies a position as part of the intellectual. It is at the political level of the articulation of truth that novelty is described in this study. This study produced truths using text and context-based discourse analysis methods, including: 1). dismissing ‘hubbud dunya’, 2). fostering ‘mind’ and ‘morality’, and 3). it is strengthening ‘legawing ati’ in dedication. In contrast, the above markers are marker moments that reinforcer the primary marker, namely the regime of zuhud, articulated by Gus Mus by self-regulation (subject position) as ‘ a student’ related to elements of discourse antagonism—the term of ‘kiai’ related to the position of rais aam.

Abstract

This study aims to evaluate the implementation of smart government in West Lombok Regency, West Nusa Tenggara. The research was conducted on the population and civil registration services by looking at four aspects: an overview of the use of information technology-based applications used, public services performed, an overview of the bureaucracy and public policies, and explaining the factors that hinder the ineffectiveness of smart government. The method used is a qualitative research method. Data collection was carried out through interviews, document review, and observation. The results showed that implementing smart government at the Population and Civil Registry Office of West Lombok district from public service indicators needed to have been more effective. There still needs to be an increase in facilities and infrastructure, especially computers, scanners, adding internet networks in each service room. The policy aspect is also not practical because people are not aware of the policy's existence because many people do not have smartphones and do not understand technology. In addition, online socialization needs to be massively encouraged. Lack of budget from APBD funds resulting in limitations in buying facilities and infrastructure that support smart government.
