Abstract

This study aims to identify the planning of the Quranic Recitation Program, analyze its implementation, analyze the resulting evaluation, and analyze the supporting and inhibiting factors of its implementation at the Ibadurrahman Islamic Boarding School in Stabat.The method used is qualitative with a case study approach. Data collection is conducted through interviews, observations, and documentation. Data analysis is carried out through data reduction, data presentation, and drawing conclusions. Meanwhile, data validity is tested through source triangulation.The research results indicate that the Taḥfīẓ Al-Qur'an Program at Pondok Pesantren Ibadurrahman Stabat runs according to the stages of management, namely planning, implementation, and evaluation. Planning is carried out by setting objectives based on the needs, age, and abilities of the students, although there is not yet a written curriculum. The program's goal is to create a generation capable of reading the Al-Qur'an according to tajwid and to develop children’s characters with Quranic values. The implementation of this program includes setting tiered memorization targets (3, 5, 10, 15, 20, and 30 juz). Evaluation is carried out to measure the achievement of program targets through assignments such as creating content and translating word by word, as well as submitting memorization to the Taḥfīẓ Al-Qur'an teacher.

Abstract

This study examines the implementation of the Ministry of Tourism and Creative Economy Regulation No. 4 of 2021 concerning Restaurant Business Standards for event (banquet) hosting in Parepare City. The background of this research is the importance of improving restaurant service quality to support the tourism sector, particularly Meetings, Incentives, Conferences, and Exhibitions (MICE) activities.This study uses a qualitative approach to gain an in-depth understanding of the phenomena observed in the field, particularly regarding the implementation of Minister of Tourism and Creative Economy Regulation No. 4 of 2021 concerning restaurant business standards in the context of providing banquet service delivery in Parepare City. The research method also uses a qualitative approach through interviews, observation, and document analysis. The results show that policy implementation is still suboptimal, characterized by minimal understanding among business actors, limited certified workforce, inadequate facilities, and weak oversight from local governments. This study concludes that there is a gap between national policy standards and operational practices in the field. Strengthening strategies are needed in the form of regulatory socialization, HR training and certification, business incentives, and more consistent supervision to improve the quality of banquet services in Parepare City and support the sustainable competitiveness of regional tourism.

Abstract

This study aims to analyze the implementation of social assistance budget and its relationship with the achievement of poverty alleviation performance in East Kutai Regency. The focus of the study is the performance of the implementation of the social assistance budget in supporting the reduction of poverty indicators. This study uses a qualitative descriptive approach with data collection techniques through interviews, observations, and documentation. Data on the distribution of social assistance budget and data on aid recipients. Research informants consist of implementing officials, data operators and field assistants involved in the verification and distribution process of aid. Data analysis was carried out by referring to the qualitative analysis stages. The findings were analyzed based on the Theory of Change framework to see the relationship between problems, activities, outputs, outcomes, and desired states (impacts). The results of the study indicate that the implementation of the social assistance budget in general has had an impact on the achievement of poverty reduction in East Kutai. This can be seen from in the percentage of poor people from 9.28% (2022), to 9.06% (2023) to 8.81% (2024). However, the social assistance budget has not been fully able to reduce poverty problems and rates. This finding is an important basis for local governments in designing more adaptive and sustainable poverty alleviation strategies.

Abstract

This study examines teacher professionalism from the perspective of the sociology of Islamic education in the context of the Revolution 5.0 era. This study uses a qualitative approach through a literature review method by examining various theories, research results, and policy documents relevant to the development of the teaching profession and the integration of technology with Islamic values. The results of the study indicate that teacher professionalism is not sufficient based on technical competence alone, but must be accompanied by digital literacy, ethical awareness, and spiritual depth derived from the principles of the Koran. In Islamic education, teachers not only serve as mu'allim (teacher), but also murabbi (moral educator) and murshid (spiritual guide). Therefore, professional teachers in the Revolution 5.0 era are required to be able to combine intellectual skills, spiritual integrity, and social sensitivity. This study emphasizes that strengthening teacher professionalism needs to be done through an integrative approach that unites the dimensions of humanity and technology within the framework of Islamic spirituality. The concept of ulul albab—which reflects the ability to think critically, remember God, and do good—is a relevant conceptual model in building teacher professionalism with Islamic character amidst the changes of the digital era.

Abstract

Libraries are public facilities that serve to maintain literacy among the general public. In Kuningan Regency itself, there is a special program to improve community literacy called Kuningan Bercahaya, which stands for Kuningan Belajar dan Membaca Sepanjang Hayat (Kuningan Learning and Reading Throughout Life). This study aims to analyze how the program is implemented and how the Regional Library plays a role as the authority in improving community literacy in Kuningan Regency. The research method used in this study is a descriptive qualitative approach. The research results were analyzed using the policy implementation theory dimensions, which include program implementation, community involvement, and implementation performance. To analyze the role, the facilitative role from the role theory of Jim Ife and Frank Tesoriero was used. The results showed that the program implementation was not yet optimal due to the absence of standard guidelines, limited resources, and weak coordination between agencies. However, the Regional Library has carried out most of its facilitative role, especially in the aspects of social animation, mediation, and support provision. Supporting factors came from community support and local government commitment, while inhibiting factors included a lack of budget, limited access to digital literacy, and unclear policy content.

Abstract

This study aims to examine the concept of educator and student ethics according to 'Aidh Al-Qarni in the book Iqra’ Bismirobbika and its relevance to modern education. The research is motivated by the decline of moral values in education, where the teacher–student relationship has begun to lose its ethical and spiritual meaning. Al-Qarni’s views, which emphasize sincerity, purity of heart, and compassion in the educational process, form the foundation of this study. The research employs a qualitative approach through library research. The primary source is Iqra’ Bismirobbika (2005) along with other works of Al-Qarni, analyzed using content analysis to explore the ethical values contained within. The results show that educator ethics include sincerity, compassion, gentleness, purity of heart, and honesty, while student ethics involve sincere intention for Allah, respect for teachers, avoidance of sin, and the practice of knowledge. These values remain relevant as moral guidelines for Islamic education in the modern era.

Abstract

Pemenang Barat Village and Malaka Village have a high level of vulnerability to earthquakes, tsunamis, and landslides. This condition encourages the implementation of cross-village cooperation through Joint Village Head Regulation (Permakades) Number 1 of 2022 concerning Regional Disaster Management. This study aims to analyze the implementation of this policy using the Van Meter and Van Horn implementation model. The approach used was descriptive qualitative, involving eight key informants representing the Regional Disaster Risk Reduction Forum (FPRBK), village government, and community. Data analysis was conducted using NVivo 12 Pro and Xmind 2025 software. The results show that policy implementation has proceeded with varying degrees of effectiveness in each model component. The policy objectives and standards are understood, but there are still differences in perception and limited technical understanding. Resources, especially budget and human resources, are not optimal; inter-organizational communication is informal and lacks routine coordination; and implementers demonstrate high motivation but remain dependent on leadership direction.

Abstract

This research is motivated by the fact that Islamic Religious Education (PAI) learning is still uniform, thus not accommodating the differences in student abilities. The purpose of this study was to design and analyze the implementation of differentiated learning through a scaffolding approach using Student Worksheets (LKPD) to improve student understanding and learning independence. The method used was descriptive qualitative, with data collection techniques through literature review, observation, and analysis of LKPD draft documents. The results show that the combination of differentiation and scaffolding in LKPD can accommodate student diversity, increase learning engagement, and encourage the development of religious character. Each LKPD is designed with different levels of support according to student abilities—beginner, developing, and advanced—so that the learning process progresses gradually toward independence. In conclusion, this model is effective in improving understanding of Islamic values and is relevant to the principles of the Independent Curriculum. This research contributes to the development of a humanistic, adaptive, and contextual PAI curriculum.

Abstract

This study discusses the development of the CAKRAWALA Learning Model (Active and Creative Ways to Realize Aspirations through Meaningful Learning) on the topic of Waste Management in the School Environment as a strategic effort to enhance students' character values, collaboration, environmental awareness, creativity, and social responsibility. The implementation of the CAKRAWALA model in Biology education acts as a metaphor for expanding students' understanding from a narrow conceptual scope toward a holistic ecological perspective. The research method applied in this study is a literature review. The results show that the CAKRAWALA model is effectively implemented in contextual project-based learning, especially in waste management topics within school environments. The model integrates character values, collaboration, and environmental awareness in a meaningful and enjoyable way through the following steps: Create a Conducive Atmosphere (Preparation and Motivation), Experience the Material Deeply (Concept Exploration), Develop Understanding (Discussion and Analysis), Summarize and Conclude (Reflection and Generalization), Apply Knowledge (Implementation and Practice), Realize Creative Projects (Innovation and Collaboration), Conduct Holistic Assessment (Comprehensive Evaluation), Continue Independent Learning (Ongoing Development), and Appreciation and Evaluation (Feedback and Celebration).

Abstract

Oral tradition plays a crucial role in maintaining the cultural identity, religious values, and social norms of the Muslim community in the riverbanks of Kota Kapuas, Central Kalimantan. This tradition encompasses ritual processes such as the provision of water containers and traditional utensils, which are passed down through generations through collective memory and verbal practices. This research is a field research study, employing ethnographic and hermeneutic approaches, involving direct observation, in-depth interviews, and visual documentation as analytical materials with four traditional practitioners and religious figures/traditional elders as informants. Data were analyzed through symbolic and contextual interpretation, with source triangulation to ensure validity. The findings indicate that oral tradition serves as a means of transmitting values, norms, and collective identity, as well as a space for cultural negotiation within the framework of the acculturation of Islam and local culture. This tradition also serves as an important source of oral history because many customary practices are not recorded in written manuscripts, but are instead passed down orally through the community's collective memory. Thus, oral ritual tradition not only preserves cultural richness but also enriches insight into the dynamics of changing social and religious identities in the riverbanks of Kota Kuala Kapuas.
