Abstract

The key to the implementation of the Village Development Planning Forum (Musrenbangkel) is community participation, so that the priority of development programs in accordance with community needs. However, there is a decrease in the implementation of community participation because no realization of development programs proposed society, especially the poor, as well as the implementation tends to be formal and monotonous so as to make people bored and tired. It happened also in the Kelurahan Semanggi which has the densest population with the highest number of poor people in Sub District of Pasar Kliwon. Under these conditions, the purpose of this study was to determine the public participation in the implementation of Musrenbangkel in Kelurahan Semanggu by reviewing Musrenbangkel process, forms of public participation, the level of community participation, as well as internal and external factors that affect the level of community participation. The method used is descriptive quantitative with a Likert scale for questionnaire, frequency distribution and multiple linear regression, as well as qualitative descriptive with purposive sampling and snowball sampling. This study shows that the bottom-up approach to the implementation of Musrenbangkel only be a compromise because the people (still) very dependent on the role of community and government leaders, as well as very poor community initiatives that the government (still) in control in determining development priorities.

Abstract

The small towns development are becoming an important issue in regional development. They should be able to hold their role as a service center for their upper region and hinterland. It is no exception in Joglosemar corridor.Yogyakarta, Solo, and Semarang, has now been developing as economic center in Java. The role of small towns among them has been decreased because of the big city primacy. This study aim to identify how the small towns hold their role in Semarang-Yogyakarta corridor. The role are viewed from spatial and economic aspect. The indicator of spatial aspect are urban primacy (Zipf’s rank-size rule), polarization (population growth), and service center (centrality index). The economic indicators are regional disparity (Williamson index), economic base (LQ), and economic performance (shift and share). The regional area will be studied from two point of view, they are micro (among small towns and to the hinterland) and macro (to the kabupaten and province).

Abstract

The progress in urbanization within downtown areas has been expanded to the surrounding areas (i.e. periphery). This has been considered by the changes of the land uses in two geographically different countries. These areas have experienced a phenomenon of space consumption due to the urban development, which eventually triggered the urban sprawl, such as Mlati in Indonesia, Vertou, Caquefou and Sainte Luce Sur Loire in Nantes, France. This present study aims to examine the practices in the management of space consumption by urbanization in several municipals within periphery of Nantes, such as Carquefou, Sainte Luce sur Loire, Vertou and to compare with the sub-region of Mlati, in Sleman, Indonesia. The objective of this research was to answer the question; what are the major factors that influence the implementation of the policy controlling the urban sprawl in the periphery, in Indonesia and in France? These factors were decomposed in four components: regulations, institutions, resources and implementation. The approaches used in this study were, first of all, the quantitative method and based on its results. The second approach was done by descriptive qualitative method. The first approach was analysis of changes in land uses using evolution matrices of the change of land use, in order to study how a particular type of land use evolved and how it changed. The second step was done by an interview with the people key who are mastering the research subject, and then SWOT analysis was done from the interview. The results show that there is a significant difference between Indonesia and France, particularly in the human resources and implementation.
