Abstract

Uncontrolled and sprawling urban growth may cause inefficiencies in the city’s provision of public facilities and infrastructures including for transportation, which may then contribute to the failure in the provision of public transport for the community. People are then subjected to provide their own mode of transport in the form of private vehicles. Those who can not, whether due to economic or social factors, are captive to use public transport which is inefficient in terms of cost, time and other service characteristics. As a result, transportation sustainability is difficult to achieve, whether economically (with growing investment and lo cost transportation for the masses), socially (with the guarantee for security and safety for the masses), or ecologically (with low pollution from fuel burning). There is a dire need for a public transport system which can reach the population, one of which in terms of service routes.

Abstract

Upstream Gajahwong Sub-Watershed included in Yogyakarta Urban Agglomeration Region and regional development of tourism that utilizes the beauty of the slopes of Mount Merapi also the support accessibility (Solo-Magelang-Semarang road; this condition is assumed to be the cause of landuse changes, followed by vegetation land shrinkage. The shrinkage’s result is water catchment areas reduction that disrupts the Sub-Watershed hydrology function. One of indication is the increasing flood discharge that can be seen from the changes in surface runoff and peak flow rate. This research aims to assess the impact of landuse change on surface runoff and peak flow rate in Gajahwong Sub-Watershed using a quantitative method that consists of spatial and mathematic analysis with SCS and Rational Method. The results showed that the landuse changes impact on increasing surface runoff and peak flow rate. The surface runoff in year 2002 amounted to 3.073 mm with a peak flow rate of 98.02 m³/sec then increased to 3.901 mm with a peak flow rate of 101.65 m³/sec in year 2011. The landuse changes that occur tend to built landuse which was followed by vegetation shrinkage and impact on the increase in surface runoff and peak flow rate. Predictions in year 2031 also showed an increase in surface runoff and peak flow rate, if there is a tendency of landuse changes linearly as landuse changes in year 2002 – 2011. Alternative analytical efforts to handle surface runoff and peak flow rate showed that by combining the development of Green Open Space with water conservation technology (Biopori and Infiltration Wells) can reduce surface runoff and peak flow rate.

Abstract

The development of Solok city Northern Ring Road was planned to disentangle the traffic jam in the city center as well as to develop the northern part of this city. The delay that occurred in the development of Solok city Northern Ring Road, becomes a case that triggered the interest to find out What are the Determinant Factors that Caused the Delay of Solok City Northern Ring Road Development?. Descriptive analysis was used to analyze the condition of land acquisition and land compensation. Factor analysis by the help of IBM SPSS software version 20 was used in three stages of development (preparation stage, procurement of goods/service stage, and construction implementation stage). Based on the result of the analysis, it was obtained 2 (two) determinant factors in the preparation stage, sequentially based on the highest eigenvalue, i.e. (1) the land readiness factor; and (2) the land price factor. In the procurement of goods/service stage, it was attained 3 (three) determinant factors, sequentially based on the highest eigenvalue, i.e. (1) the partner competence factor; (2) the goods/service procurement factor; and (3) funds/budgets factor. In the construction implementation stage, there were 6 (six) determinant factors of the delay, sequentially based on the highest eigenvalue,  i.e. (1) Human Resources and the partner quality factor; (2) project administration factor; (3) nature and environment factor; (4) the project location readiness factor; (5) funds and budgets factor; and (6) construction material factor.

Abstract

Koridor Slamet Riyadi street becomes the main area for develop city branding the spirit of java. Its presence as the main gateway into the city to lead directly to the center of the city of Surakarta increasingly strengthened characterized as Java. The aim of this study is identify the characteristics that form and find out the role of the stakeholders that involved in develop Solo the spirit of java in the corridor Slamet Riyadi street. The result showed that the characteristics of the spirit of java formed Slamet Riyadi street consists of eight physical characteristics and four non-physical characteristics. Then from characteristics analysis are use meassure the role of stakeholders, the result is that the government in the physical characteristics indicate the role of full control, the government in non-physical characteristics indicate the role of shared control. Private sector in a physical characteristics indicate a role in the consultative and non-physical characteristics indicate the role of shared control. Then citizen in the physical characteristics indicate the role of none, while in the non-physical characteristics have a role shared control.

Abstract

Farmland conversion has permanent impact, means that once it converted there will never be a wetland again. It also has continuous pattern as construction and expansion of settlements development will always followed by development of new accessibility where agricultural land that were originally located in remote area, indirectly enjoy benefit in terms of access and eventually soar of land prices. The increasing phenomena of conflict over land show that land has a massive opportunity especially to the urban area which has the dynamic pattern of spatial and social mobility. In order to addressing farmland conversion, many policies and regulations have been issued by Indonesian Government, including the newest one, Law no 41/2009 on Protection of Sustainable Agricultural Land. How far the relevancy of this approach with current regional development is and to what extent the effectiveness of this incentive approach pushing farmland holder to retain their land are the research questions that will be further elaborated through this research. Observation reveals that incentive system as mandated under Law no 41/2009 is not a new breakthrough and has not relevant with current demand in urban and regional development. This policy is too much rely on local government budget where its affects to the unequal incentive distribution. Moreover this incentive scheme aims to increase productivity whereas in context of Badung, the land productivity tends to decrease as result from narrower land size fragmented by inheritance system.

Abstract

Population density in urban area of Baamang district, Sampit, Kotawaringin Timur regency led to housing shortage for about 2608 households in that area. Census by Statistics Indonesia in 2010 has shown that recent migrant population in urban area is 7915. This condition led riverbank area as alternative for residential area, which in this case is Pemuatan riverbank. Concentration of population in Pemuatan riverbank has given negative impact such as overdensity which tend to be slum area, and other negative impacts to environment, citizen, and social economic condition. These negative impacts have urged the importance to conduct a research about community perception to settle in Pemuatan riverbank. This research uses positivist approach with quantitative method, which focus on basic theory for the research by statistic analysis.

Abstract

According to the Law No. 32 in 2004 on Regional Government and Law No. 4 of The Coal and mineral mining, the governments have rights to take policy relating to areas of tin ore mining PT Timah Tbk, as a state-owned company (BUMN) engaged in tin mining in the Bangka Belitung Province, must implement the post mining reclamation program in the former tin mining operations. Merawang subdistrict is one of the operational area of tin mining in Bangka Belitung Province, which effort by PT Timah Tbk. This research used techniques of  descriptive and quantitative analyze. the level of effectiveness was ineffective and most ineffective. External and internal factors influence effectiveness program still so far is called  effective.

Abstract

Kompleks Gelanggang Olahraga (Gelora) Bung Karno merupakan ruang publik olahraga dan rekreasi yang telah ditetapkan sebagai cagar budaya melalui Surat Keputusan Gubernur DKI Jakarta Nomor 475 Tahun 1993, dikelilingi area komersial modern bertingkat tinggi dan kemacetan di sekitar kawasan, yang dapat mengancam identitas sebagai urban heritage. Sesuai amanat UU Nomor 11 Tahun 2010 tentang Cagar Budaya, masyarakat juga turut serta dalam upaya pelestarian, terutama masyarakat DKI Jakarta. Penelitian ini bertujuan untuk mengidentifikasi karakteristik dan persepsi masyarakat DKI Jakarta terhadap makna dan fungsi ruang publik olahraga Kompleks GBK sebagai urban heritage, yang belum pernah dilakukan sebelumnya. Metode penelitian menggunakan metode deskriptif kuantitatif, dengan teknik pengambilan sampel non probability sampling. Teknik pengumpulan data dilakukan melalui penyebaran kuesioner, wawancara, observasi lapangan, telaah dokumen, dan studi literatur. Pengolahan data dilakukan melalui analisis deskriptif kuantitatif dengan metode distribusi frekuensi. Hasil penelitian menunjukkan bahwa sebagian besar pengunjung dari DKI mengakui bahwa Kompleks GBK merupakan urban heritage yang mempunyai makna dan fungsi bagi masyarakat DKI Jakarta, dengan rekomendasi kepada pengelola untuk memberikan informasi dan pemahaman tentang cagar budaya di Kompleks GBK, dengan cara meningkatkan promosi, baik dilakukan oleh pengelola sendiri maupun dapat bekerjasama dengan pihak-pihak lain.

Abstract

The appearance of different urban green space phenomena occuring both in developing and developed countries appeals to be found out in research. Urban green space hasn’t been an essential element in developing countries, such as in Indonesia and its big city. In another part, precisely in Lyon, urban green space is considered as an intergral and important part of city development, particularly in last 24 years (begun in 1990’s). Moreover, their people actively participate in some urban green space projects and go frequently in urban green spaces or urban parks. By indentifying those two phenomena, it’s vividly seen a problem both in societal and municipal level. Based on those facts, this research tried to find out a research question which is about the importance of urban green space for society and minicipality. This research that has been conducted in Tête d’Or park, gerland park, Sergent Blandan park, the river bank of Saône and Rhône as well as Mazagran park, used qualitative methode with some interviews reserved to some key actors, including society. The result shows that society regards urban green space as a source of benefit for social, education and health. Whereas, municipality considers it as an integral element of city providing environmental and economic benefit for city.

Abstract

The high risk of loss due to frequent occurrence of earthquakes increasingly demanded adaptable spatial planning based on disaster mitigation. This study examines the geologic and earth science aspect in earthquake prone area of Bantul Regency. Analysis was presented in microtemor map and microtemor parametric distribution table per unit of land, land use comparison of pre and post 2006 earthquake, and implementation assessment of land use planning in the study area. Inferential analysis by linear regression indicated the correlation of vulnerability index to collapse ratio. The study found diversity in geologic sediment characteristics and local landform in respons to earthquake altering the seismic vulnerability index thus affecting collapse ratio. Therefore there is a need for a detailed spatial plan whichinclude a detailed geological sediment and local landform analysis.
