Abstract

The objective of this research is to scrutinize and offer a comprehensive perspective on the digital transformation in Indonesia’s educational system, along with exploring the factors that contribute to its success. The research employed a desk study approach, entailing a literature review and descriptive analysis methodology. The findings in this study reveal that the educational reform initiated by the Ministry of Education and Culture acts as a response to the Global Education Reform Movement (GERM). This reform is characterized by the adoption of the Merdeka curriculum and digital transformation, which involves technological interventions, launching various applications such as Arkas, SiPLah, Educational Report Cards and ‘Merdeka Belajar’. The technological intervention has exhibited a significant impact on users and has been in line with the defined objectives. The incorporation of technology in the educational system can streamline lengthy multi-level processes and expedite the dissemination of information. The Ministry of Education and Culture’s successful implementation of digital transformation has earned them numerous accolades both nationally and internationally. The key factors driving the success of this digital transformation include transformational leadership from the Minister of Education and Culture, school principals/teachers, the design and development process of the digital transformation that involves user engagement, and collaborative implementation.

Abstract

This article aims to discuss the policy implications and criteria for ideal urban area policy innovation from a public policy perspective. This research was conducted using a case study approach using semi-structured interview data collection techniques as a data collection instrument. The results of the research show that the policy implications for urban residential areas in Serang City are still not optimal due to the limited authority of the city government and the lack of integration of SiKasep policy innovations with urban needs and problems. Apart from that, SiKasep policy innovations have not been able to have an impact due to the low ability and willingness to innovate within the civil service. country. The policy innovation criteria for ideal urban residential areas in Serang City can be applied through the New Public Services (NPS) approach as a representation of policy innovation. Research findings show the importance of strengthening regulations and legitimacy, especially in formulating programs and policies for urban residential areas that are based on regional policy standards; second, the importance of encouraging policy interventions related to access to basic services for the community; third, it is important to encourage policy actors to develop integrated programs and minimize the various interests that hinder policy innovation in urban residential areas; and fourth, participation and involvement of non-governmental elements is very important to obtain broader policy support.

Abstract

Artikel ini membahas tentang proses modularisasi PDI Perjuangan Bali dan dampaknya terhadap mobilitas kader menjelang Pilkada 2024. Modularisasi dipahami sebagai pergeseran fungsi partai dari rumah ideologi menjadi wadah pragmatis yang mengandalkan kekuatan personal kader untuk mempertahankan basis elektoral. Penelitian ini bertujuan untuk mengetahui apakah proses modularisasi mempengaruhi berpindahnya kader PDI Perjuangan Bali ke partai lain serta bagaimana perpindahan tersebut mempengaruhi distribusi suara. Teori yang digunakan sebagai pisau analisis adalah teori modular parties dari Novaes (2015) dan kerangka logic of constituency representation dari Kitschelt (1988). Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus terhadap tiga kader yaitu: Putu Agus Suradnyana, I Nyoman Mulyadi, dan I Putu Alit Yandinata. Terdapat dua temuan penting dalam penelitian ini: 1) Perpindahan kader dari PDI Perjuangan merupakan hasil kalkulasi rasional akibat ketergantungan partai pada modal politik personal kader, sehingga basis dukungan dapat dipindahkan ke kendaraan politik baru. 2)Modul dukungan yang dimiliki masing-masing kader mampu menggerakkan suara signifikan, namun belum cukup untuk mengalahkan mesin partai dominan, sehingga PDI Perjuangan tetap mempertahankan dominasinya di Bali. Secara ilmiah, penelitian ini berkontribusi dalam memperkuat pemahaman mengenai dinamika kelembagaan partai politik di tingkat lokal, khususnya tentang proses modularisasi yang  mempengaruhi  relasi antara partai dan kader dalam konteks politik elektoral daerah.

Abstract

Demokrasi merupakan salah satu indikator non-ekonomi yang mempengaruhi pertumbuhan ekonomi. Hasil pengukuran dari Freedom House dan Economist Intelligence Unit pada tahun 2015-2019 menunjukkan bahwa indeks demokrasi di Indonesia cenderung mengalami penurunan. Freedom House mencatat indeks demokrasi Indonesia menurun dari 66 menjadi 61 poin sedangkan Data Economist Intelligence Unit menunjukkan penurunan dari 7,03 menjadi 6,48 poin. Di sisi yang lain, data pertumbuhan ekonomi wilayah di Indonesia secara rata-rata dalam beberapa tahun terakhir melambat yaitu pada tahun 2015 rata-rata 5,71% menurun menjadi 4,68% pada 2019. Padahal, banyak penelitian yang menyimpulkan bahwa demokrasi merupakan salah satu indikator non-ekonomi yang dapat mendorong pertumbuhan ekonomi. Fakta ini menimbulkan pertanyaan bagaimana hubungan antara demokrasi dan pertumbuhan ekonomi wilayah di Indonesia. Penelitian ini bertujuan untuk menguji kembali pengaruh demokrasi terhadap pertumbuhan ekonomi pada tingkat wilayah provinsi di Indonesia. Penelitian ini menggunakan model regressi data panel fixed effect dan data 34 Provinsi di Indonesia pada tahun 2015-2023. Hasil penelitian ini menunjukkan pada periode 2015-2020 Indeks Demokrasi Indonesia (IDI) berpengaruh negatif signifikan. Sementara, periode 2021-2023 ketika BPS mengukur IDI dengan metode yang baru, IDI berpengaruh positif signifikan terhadap pertumbuhan ekonomi. Namun, saat adanya interaksi antara indeks demokrasi dengan dummy perubahan metode pengukuran pada tahun 2015-2023 IDI memberikan pengaruh positif signifikan terhadap pertumbuhan ekonomi. Artinya kenaikan 1 level IDI dapat menaikkan pertumbuhan ekonomi.  Lebih lanjut, dari ketiga aspek pembentuk IDI menunjukkan hasil bahwa aspek Kebebasan Sipil dan Lembaga Demokrasi berpengaruh positif dan signifikan. Sedangkan, aspek Kesetaraan berpengaruh negatif dan signifikan terhadap pertumbuhan ekonomi. Hal ini menyebabkan setiap kenaikan 1 level aspek Kesetaraan dapat menurunkan pertumbuhan ekonomi.

Abstract

Penelitian ini bertujuan untuk mengetahui perkembangan penelitian tentang pemerintahan desa di Indonesia dari tahun 2000 sampai dengan 2025. Penelitian ini merupakan jenis penelitian kualitatif-studi pustaka dengan spesifikasi analisis bibliometrik. Penelitian ini menggunakan mesin pencari Scopus untuk mengidentifikasi penelitian terkait pemerintahan desa di Indonesia serta VOSviewer dan NVivo versi 12 plus sebagai software untuk memetakan dan menganalisis data. Hasil penelitian menunjukkan bahwa publikasi penelitian dilakukan paling banyak di tahun 2023, dengan Indonesia sebagai negara yang paling banyak memberikan kontribusi terhadap publikasi penelitian. Sementara International Journal of Innovation Creativity and Change merupakan sumber publikasi tertinggi. Haryanto merupakan penulis yang paling banyak memberikan kontribusi terhadap publikasi ini. Lebih lanjut, topik tentang communication, community participation, indigenous people, local wisdom, hingga political will adalah topik-topik yang memiliki peluang besar untuk penelitian lebih lanjut, berkaitan dengan tema pemerintahan desa di Indonesia. Sementara itu, community (selain desa dan pemerintahan) menjadi topik yang paling sering disinggung dalam publikasi penelitian ilmiah bertema pemerintahan desa di Indonesia pada rentang waktu 2000-2025 yang terindeks Scopus. Secara konseptual, tren publikasi yang teridentifikasi menunjukkan pergeseran fokus kajian dari pendekatan normatif–institusional menuju pendekatan yang lebih kompleks dan multidimensional, yang memadukan aspek politik, sosial, ekonomi, serta budaya dalam memahami dinamika demokrasi di tingkat lokal.

Abstract

This study investigates the puzzling phenomenon of divergent outcomes in single-candidate local elections (Pilkada) across Indonesia. Employing a mixed-methods sequential explanatory design, this study undertakes a comparative analysis of three cases from the 2024 Pilkada in Bangka, Bangka Selatan, and Pangkalpinang, which are located within Bangka Belitung Islands Province. The approach utilizes quantitative survey data from 455 voters and qualitative document analysis. The results suggest that the key determinant of the blank vote's success or failure is the voter's evaluation of the incumbent's performance. Inadequate evaluations of the incumbent's performance in Bangka and Pangkalpinang served as a catalyst, converting a pre-existing crisis of representation into a successful protest vote. Conversely, high public satisfaction with governance in Bangka Selatan served as a protective barrier, neutralizing the impulse for protest despite the non-competitive electoral format. The analysis delineates two separate mobilization tactics for achieving victory: a "Visible Protest" in Pangkalpinang, led by a structured and identifiable social movement, and a "Silent Protest" in Bangka, emerging from the uncoordinated accumulation of individual discontent. This study enhances the comprehension of protest voting by identifying incumbent performance as a significant moderating influence. It underscores the voter's aptitude for constrained rationality and pragmatic decision-making, illustrating their resilience in utilizing institutional tools to hold political leaders accountable in a hard democratic context.

Abstract

This research examines the political motive behind the formation of a grand coalition of political parties in the 2024 Batang Hari Regency Regional Head Election (Pilkada), which ultimately resulted in a single candidate. The research uses a qualitative approach with a case study design. Data was collected through in-depth interviews with political party elites, campaign teams, and local political observers, and was supported by documentation in the form of internal party regulations and media reports. The research results show variations in motives between parties. PPP and NasDem are driven by their structural proximity to the candidate pair. PAN, PKB, Demokrat, and Gerindra emphasize political efficiency. PKS demonstrates a control motive, while PKB, Golkar, and PDIP reflect a political security motive. these findings contribute to broader debates on local democracy by showing that the dominance of pragmatic coalition motives has significant implications for democratic quality. This research argues that the cross-ideological pragmatic coalitions that produce single candidates in local elections are not merely an electoral strategy, but a mechanism for consolidating elite power that directly reduces competition, voter choice, and local democratic accountability.
