Quoting EFA Global Monitoring Report 2006 on literacy for life, this article discusses its implementation in Indonesia. It is believed that the success of the literacy program is closely related to the government policy. Based on the analysis of the condition and problems of illiteracy, the political leaders of the highest level are expected to be committed to take real actions, all nations including Indonesia formulate and implement written and explicit literacy policy in developing access to basic education, conduct continuous literacy program. In conclusion, the article suggests the Indonesian Government, as a member of United Nations, should tightly keep the commitment expressed in a number of UN’s declarations and conferences including to achieve the goals in The United Nations Literacy Decade 2003 – 2012.

The quality of non-formal education depends on the quality and the role of educators and education staff (PTK-PNF). Institutionally, The Government has implemented strategic plans to develop the qualification and competency of educators and education staff of non-formal education through a set of trainings and degree programs. These programs will be fruitful in improving the competency if PTK-PNF is not motivated to improve their performance. This article suggests building “Virus NAch†in PTK-PNF. There are three strategies to create achievement motivation: (1) rational-empiric, (2) normative-educative, and (3) force-power. The emergence of N-Ach PTK-PNF must be balanced by the growth of “social virus†in PNF institution, so structural obstructions will not impede creativity achievement to provide PNF services with a high quality.

Within non-formal context where a tutor plays an important role, this article discusses some instructional strategies and the learner’s self efficacy. After four learning principles are identified, learning achievement in non-formal education is defined. Having reviewed a number of instructional strategies, it elaborates the concept of self efficacy which covers performance experience, vicarious experience, verbal persuasion, and physiological state. Referring to some research reports, it concludes that there is positive causal relationship between efficacy and learning achievement. This article concludes that in selecting instructional strategies, the tutors should consider the learners’ efficacy and it gives the tutors and the supervisors a set of suggestions in relation to planning, organizing, and supervising the instructional process in the classroom.

Course institutions are one kind of well-known non-formal education unit in Indonesia. Its role and contribution in the development of national system and the development of human resources can not be neglected. The amount of course institutions fluctuates overtime; however, it can be assured that the amount stays significantly fulfilling the learning need of the people. In 2002, the recorded amount of course institution is 22,510, but it decreased up to 11,745 in 2005. Those institutions provide 167 types of courses and trainings, which can be categorized into several subjects of study. According to the Government Regulation of Number 19 in 2005 on the National Standard of Education, course institutions need to have standardization. Different from the formal education (school) standard which is more systematical and homogeneous, the standardization for course institutions faces obstacles related to the minimum criteria of several components because of the wide variability and heterogeneity on its types, scopes, and levels.

Of the opinion that the quality of human resource determines the achievement of the organizational goals, this article introduces a number of training, one of which is out-bond training. This kind of training is discussed and related to its application in non-formal education. It can be developed for teamwork programs such as team building and team development, leadership programs, and personal programs. As out-bond training is based on experiential learning, quantum learning, participatory approach and observation and processing, it is considered appropriate for adult learning and outdoor activities and can be developed for non-formal education personnel. To complete this article, a general design of out-bond training is explained to be developed to meet the needs of non-formal education.

Homeschooling practice in Indonesia has just started in 2006. There are many reasons and philosophies in the presence of home schooling, both internally such as family and students, and externally such as educational considerations. In at least, there are three types of homeschooling, they are: (1) homeschooling for pre-school children, (2) homeschooling as the substitution and complementation to formal school and (3) homeschooling as a sustainable education program. As a new category in the formal education practice in Indonesia, the presence of homeschooling should immediately be set up its connectivity model with national education system within its holistic view. It will need a comprehensively conceptual, theoretical, and philosophical consideration being the foundation of homeschooling practice so that homeschooling may run in the normative path of education. In the other hand, there is a necessity for supporting regulations, policies and action plan, which would guarantee the continuity and development of homeschooling in Indonesia. Therefore, homeschooling contributions within national education system may soon be used effectively in the efforts of promoting the intellectual life of the nation.

Based on the problems found in the field, the research was aimed at finding the perception of the teachers and education personnel of the early childhood education towards the concept and organizations of early childhood education. The population of the research covered the teachers and education personnel of the early childhood education in Yogyakarta City. The analysis result shows that the perception of the teachers and education personnel of the early childhood education towards the concept and organizations of early childhood education is in line with the concept of early childhood education. But, the practice of the early childhood organization is not in line with their concepts of early childhood education.

This research was aimed at analyzing instructor’s performance towards the academic performance of the students from Package C Remedial Program in the District and the Municipality of Malang. Based on the collected data through questioners, documentations, self-inventory sheets as well as instructor’s performance observation sheets, it can be concluded that the performance of instructors has significantly correlated towards academic performance of the students from Package C remedial Program in the District and Municipality of Malang. It is suggested if this model would be followed up as an alternative short cut for those who have failed High School National Exams, then we need to accurately prepare the readiness of Package C personnel, time, cost, and its setting up system.

Tutors play a very important role in instructional process in B Package Program equivalent to Junior Secondary School as they have to face learners and to plan, organize, and evaluate the instructional process. This research intended to discover obstacles faced by the tutors of B Package Program in Lubuk Begalung in completing their task. This research employed qualitative approach and the data were collected by using observation technique, interview, and document study. The informers were tutors and program executers. The data were analyzed using the method recommended by Miles and Huberman (1992) which was consisted of reducing the data, presenting the data, and drawing the conclusion. The finding of this research shows a set of obstacles faced by the tutors. Beside the efforts have been taken to overcome the obstacles, it is recommended to provide trainings for the tutors and program executors in order to read improve the implementation and the attainment of the obstacles of the program.

Reading skill and reading habit should be developed in all levels of society in establishing reading and learning society which can not be avoided in this modern age. The Community Reading Centers (CRC) which have been developed since nineteen fifties are expected to stimulate the establishment and the development of reading societies all over Indonesia. The Government has provided some grants and facilities to empower the Centers to activate their functions. As the expectation for these centers is so great, this preliminary study made a close observation on four Centers located in Medan, North Sumatra. Attention was focused on the number and quality of man power serving the attendants in each Center. It is believed, the manpower plays a significant role in the operation of the Center to do its function to reach the predetermined goals. This preliminary study finds out that the quality of the manpower in the four Centers influence the quality and quantity of the services provided. The Center with experienced and active personnel is able to complete its function better than the ones with lack of experiences and initiatives. This study suggests the Government to give priority to training program in empowering the Centers.
