The improvement of the quality of nonformal educators and educational personnel of nonformal educators can be conducted in several ways. One of them is through training programs. Trainings are effective, though they need a lot of financial support. In order to be effective, budget regarding the training programs should be carefully planned. The diversity of educators and educational personnel affect the structure of training curricula. In order to solve problems in practice, the design of the curricula should be needs-oriented. This would result a competency-based, goalbased curricula, and problem-based curricula.

The education level of many adult people generally is low. The result of examining towards a considerable body of literature on the concepts of andragogy shows that now many of practices of adult education and training have been conducted by using a pedagogical approach. Their practices are not effective since the orientation toward learning for adult people is one of subject-centeredness. Consequently, the education and training for adults should be promoted by using andragogybased learning and the orientation toward learning is one of problem-centeredness.

Learning mentor has an important role in implementing NFE programs, especially as a technical functional operator, learning model developer, instructor and evaluator. They should be able to do the evaluation in order to control the quality and the implementation impact of NFE programs. NFE provides educational services which have to be improved continuously in the aspects of planning, implementation, learning achievment and the outcome.

The decentralization policy stipulated in the Constitution of Number 22 of 1999 gives impact to many aspects of government management including in education. This research investigates the assessor’s competence in implementing their main tasks based on the decree of Number 15/KEP/MENPAN/3/2002 and the obstacles in implementing the decree. The research conducted in East Java covering four districts used qualitative approach and the data were collected by interview and document study. The result of this research concludes that the assessor’s competence has not completely met the requirements stated in the Minister’s decree. Local government has given support in implementing the Minister’s decree. However, the problems faced include the lack of assessors’ competences, unclear criteria for professional assessor’s formation based on work load, and the inability of the assessors to count their working credits.

The purpose of this research is to know the correlation of the competence of learning mentors in District Learning Center and the contribution of education level, job experience, training, attitude to the profession and working climate toward the learning mentor’s competence. The population covers 328 learning mentors and the samples include 92 learning mentors from 11 out of 29. The data are collected using questionaires and analyzed using partial correlations and multiply regression techniques. The finding shows, signficant correlations betwen those four variables and the competence of the learning mentors.

The growth of Society Learning Activities Centre (PKBM) in quantity/amount, has not been balanced againts the quality improvement, especially in its services. One of factors influencing the quality of PKBM sevices is organizer resource factor. The target of this research is to lay open how far the relation of managerial ability, work motivation, and organizer perception to empowerment program with the quality of PKBM services. This research uses the quantitative approach. Problem focus analysis is conducted with the correlation descriptive analysis method, because this research is to lay open the relation of researched variables. Research population is 93 organizers of PKBM in Garut. Sampling technique used is simple random by proportional to 54 organizer people from 11 PKBM. Questionaire is used to collect the data. The conclusion of this research is there are significant relations between organizer managerial ability with the service quality, there are significant relations between motivation of work with the service quality, there are significant relations between organizer perception to empowerment program with the service quality, and there are significant relations between merger variables together with the service quality of PKBM.

The working motivation is a very crucial factor in accomplishing the goal of the Centre for Learning Activities program. It is influenced by various internal factors as well as external factors. This study was aimed at disclosing the working motivation of the staff at the Centre for Learning Activities in Lubuk Begalung, and finding out factors influencing the working motivation and efforts that have been practiced by the headmaster to solve various problems. A qualitative approach was utilized to answer the research problems. Data were collected by means of observation, interviews and documentation studies. The main resource person was the headmaster and expanded by a snowball technique. The data were analyzed by techniques as suggested by Miles and Huberman (1992) which consist of data reduction, presentation and drawing conclusions. Validation of data was conducted through triangulation, lengthening the observation and discussion with colleagues. The findings of this study are : (1) the working motivation of the staff of the Centre for Learning Activities is categorized as less satisfactory (2) the working motivation of the staff is influenced by many factors, such as unfavorable working climate, leadership style of the headmaster and uncertainty of reward system, and (3) some efforts that have been practiced by the headmaster are allowing the staff to get advanced degree, directing the staff and warning the staff with low achievement. It is strongly recommended to do more activities and programs to improve the working motivation of the staff.

This article discusses various steps to increase the competence of PTK-PNF. First, it describes the roles of non-formal education in the national education system and the existing problems in the non-formal education. Then, the strategies to accelerate the competencies of PTK-PNF are introduced to cover the basic competencies and mapping of PTK-PNF. Further, the model of acceleration and need analysis to improve the competencies of PTK-PNF and the model of controlling the quality of the competence are elaborated and a set of controlling principles are identified. The article concludes that accelerating the competencies of PTK-PNF is an urgent need and can not be avoided to achieve the objectives of national education. This could be done through pre-service training, inand on-service trainings or distance learning programs. Total Quality Management and Professional Approach are recommended to be implemented continuously in each program.

Non-formal education quality will be reached if it is developed by professional and competent nonformal education personnel. Two factors needed by non-formal education personnel in strengthening their professionalism and competencies are the skills and abilities in developing and improving learners’ autonomy. This article discusses (1) the definitions of non-formal learners’ autonomy, (2 ) the roles and tasks of non-formal education personel in performing non-formal learners’ autonomy, and (3) a set of competencies and skill of non-formal education personnel in performing non-formal learners’ autonomy. In conclusion some suggestions to improve the quality of non-formal education personnel presented.

Professionalism of the non-formal education personnel, which is understood as competency development, is a necessity. If we see from various points of view particularly from sociocultural aspects, the study on the dynamics of non-formal education personnel’s profession, becomes the essential part of this articel. The flexibility, which tends to be biased over time, age, materials or presentation approaches and sosiocultural aspects within the process of learning, becomes the reference for the personnel’s quality improvement efforts. Even though, in common public point of view, the existence of formal teachers is stronger than non-formal education personnel, but the NFE program development in reality is largely required. This happens because many people have not been served by the formal education system. In order to re-defined the meaning of professionalism of the NFE as an effort of the education quality improvement normatively, there is a necessity to improve the culture of operation and the dialogues among education personnel up to the education managers.
