Abstract

Tulisan ini membahas polarisasi dalam politik elektoral di Indonesia, yang dalam banyak aspek sangat ditentukan oleh framing media dan interaksi para aktor dalam media sosial. Sejak tahun 2014, Indonesia mengalami polarisasi politik dalam derajat yang cukup mengkhawatirkan setiap kali berlangsung pemilihan pimpinan eksekutif ditingkat nasional maupun di ibukota Jakarta. Polarisasi ini cenderung belum memperoleh perhatian yang memadai dalam kajian politik Indonesia. Tulisan ini menyajikan pengamatan awal tentang polarisasi politik itu, dengan tujuan untuk mengidentifikasi peluang-peluang pendalaman riset. Mengingat polarisasi politik itu kemungkinan besar akan tetap hadir dalam sejumlah peristiwa elektoral utama di Indonesia (khususnya pemilihan presiden tahun 2019), penelitian-penelitian yang cukup intensif tentang fenomena ini masih sangat ditunggu dalam studi politik.

Abstract

ABSTRAKBudaya politik suatu masyarakat tertentu berbeda dengan budaya politik masyarakatlainnya. Berdasarkan hal tersebut, tipe-tipe budaya politik dapat digolongkan dalambeberapa tipe antara lain: Budaya Politik Parokial, Budaya Politik Subjek/Kaula, BudayaPolitik Partisipan dan Budaya Politik Campuran. Tujuan penelitian ini adalah untukmengetahui Tipe budaya politik, hubungan masyarakat, dan Struktur sosial masyarakatSamin (sedulur Sikep) Dukuh Mbombong Desa Baturejo Kecamatan Sukolilo KabupatenPati Provinsi Jawa Tengah. Metode penelitian yang digunakan dalam tesis ini adalahdeskriptif kualitatif yakni data yang diperoleh dari hasil wawancara dan pengamatan.Sedangkan metode pengumpulan data yang digunakan dalam penelitian ini adalahwawancara, observasi dan dokumentasi.Hasil penelitian ini menunjukkan bahwa Budaya Politik Masyarakat Samin (SedulurSikep) Dukuh Mbombong Desa Baturejo Kecamatan Sukolilo Kabupaten Pati Provinsi JawaTengah sudah terlaksana dengan cukup baik. Tipe budaya politik masyarakat Saminmengarah pada dua tipe budaya politik. Hubungan pemerintah dengan Masyarakat Saminberjalan selaras dan harmonis. Dalam kehidupan bermasyarakat pasti terdapat organisasikemasyarakatan yang terdapat dalam lingkungan tempat tinggal, karena manusia hidupbersosial dan berkomunikasi untuk menuju perubahan sosial yang lebih baik dan maju.Dalam setiap kelompok/komunitas tertentu pasti terdapat struktur sosial organisasikemasyarakatan, hal itupun terdapat dalam Samin Dukuh Mbombong Desa BaturejoKecamatan Sukolilo Kabupaten Pati Provinsi Jawa Tengah.Kata Kunci : Budaya Politik, Masyarakat Samin (Sedulur Sikep)

Abstract

Neoliberalism has been secured through the policies of the Bretton Woods institutions , the IMF ,the World Bank and the World Trade Organization (WTO).  Hegemony economic and political factors produced the emergence of a neoliberal regime with a predatory capitalist oligarchy playing an ever greater role in Indonesian agriculture,especially soybean comodity. This thesis also describes the relationship of agricultural policy with the soybean self-sufficiency in terms of the flood of imported soybeans. . This research using qualitative methods,  writer take the location of research in Grobogan Regency as a representation of the neoliberal economic hegemony in soybean commodity. Grobogan Regency  known as the center of soybean production in  Central Java but in fact  Grobogan Regency is  not self-sufficient in soybeans and fall in the soybean imports trapped. Abstract

In a democratic system, elections are open, free, and fair. This is one of the most important elements. The election process is in part the essence of democracy, since the general election is a mechanism for selecting leaders to guarantee periodic changes of leadership. This is meant to prevent arbitrary leaders from sitting in power. Semarang City Election 2015 is the third election organized by the Commission of Semarang. Elections are national, fair, independent, non-partisan, impartial, transparent, and professional based on the principles of the democratic election, with the participation of the entire community and not only favored individuals, so that the results can be trusted by the public. To answer these questions, this study uses qualitative research methods to conduct interviews with members of the Commission, Political Parties and LSM related parties. From the results of research and interviews, performance KPU Semarang, are in accordance with the legislation in force. Judging from the performance indicators that have been implemented, namely the quality of service, responsiveness, and accountability in the organization of the General Election of Regional Head and Deputy Head of the Semarang City, year 2015. In this interview, it can be seen by the perception of one of the LSMs, stated that the KPU’s performance is good enough. Of course there is dissatisfaction, especially in the transparency of campaign finance reports of the pair of candidates. Meanwhile, according to the applicable laws, the declaration commission must be transparent so that no such thing happens. Also in the field of personnel recruitment organization of the elections, PPK, and PPS must be rigorous with this mechanism to ensure transparency, In accordance with Act No. 22, 2007. From community assessments, the performance results of Semarang must be excellent for KPU to create a level of voter participation in the democratic party. Abstract

This research aims to empirically elaborate the implementation of administrative decentralization in Municipio Dili Timor-Leste. This research scrutinizes human resource, financial resource, facilities and implementing structure in bureaucracy to identify implementation effectiveness. This research applies qualitative methods using interviews as methods for collecting data, observation and document reviews. This research found that the implementation of administrative decentralization has not yet been effective. There is a need for capacity building to improve government officers' capability to better off the quality of public service.

Abstract

A leader seeems like a captain on a ship who will lead and direct the ship towards the destination. It is not an easy matter for Basuki Tjahaja Purnama or Ahok who comes from minor ethnic to become a leader in DKI Jakarta where there once a massive race riot happened. The matter that later comes into view is how perception of DKI Jakarta citizens toward the figure of Ahok as a leader and the political communication he does. This research seeks to analyze the perception of DKI Jakarta citizens towards both the figure of Ahok as a leader and his political comunication, where in which Ahok is one of the leaders who engages the internet, in this case is social media, as a means of communication to the citizens leads. Descriptive method is applied in this research. That is a method which analyze the situation and condition of which then the result is elaborated in the research report. In this problem we analyzed, the descriptive method we used is a survey method. The research showed that in choosing a leader, people in Jakarta didn't concern about the race, religion, or tribe, but it's more to the boldness in executing the policy and the obedience to the norm and regulation. People concerned Ahok covers all those criteria and moreover he applies a new way of having a politic communication with the citizen through the internet and cell-phone. Through people think that Ahok is such a bold leader in making some innovation in politic communication, he still needs to improve the way he talks of which is so frank, and highly toned and even concerned rude. Because as a leader, Ahok is responsible to serve people in Jakarta and making them live comfortably. Keywords : political communication, figure leadership, perception

Abstract

AbstractFormula of maximum threshold figures are naturally able to suppress or reduce the amount of political party. The effectiveness of parliamentary threshold index number is relevantly proven to simplify the number of political parties as well. If the maximum threshold figure formula is applied in conjunction with downsizing allocation of seats in the constituency, it will have an impact on the growth of ENPP Index. Abstract

AbstrakPersaingan antara Aburizal Bakrie dan Surya Paloh dalam menduduki kursi ketuaumum Golkar tidak hanya terjadi di internal partai Golkar saja. Lebih dari itu, persaingan inidibawa ke hadapan public dengan terlibatnya Media Indonesia Grup yang dimiliki oleh Palohdan Vivanews yang dimiliki oleh Bakrie. Kedua perusahaan media tersebut berlomba-lombauntuk mencuri perhatian publik untuk mengkampanyekan pemiliknya. Hal ini menyebabkanmedia yang seharusnya netral, non-partisan dan independen hanya menjadi alat darikekuasaan, tak ubahnya seperti peran militer di masa lalu. Oleh karena itulah, kehadiranmedia yang dianggap sebagai pilar keempat demokrasi patut untuk dipertanyakan. Semakinbesarnya kekuatan yang dimiliki oleh media menjadi sebuah paradoks dari nilai-nilaidemokrasi itu sendiri, dimana semakin kuat suatu media maka ia dapat dengan mudahdijadikan alat oleh pemiliknya untuk mengebiri nilai-nilai demokrasi yang melahirkannya.Dalam Munas Golkar yamg telah selesai digelar tersebut, publik benar-benar dicekokidengan segala macam pemberitaan tentang persaingan dalam munas walaupun hal itubukanlah sesuatu yang urgent atau berpengaruh secara signifikan terhadap kehidupanmereka.Keywords: paradox, public sphere, media, ownership.

POLITIKA secara berkala terbit dua kali setahun, yaitu pada bulan April –September dan Oktober – Februari. Redaksi menerima sumbangan artikel hasil penelitian, artikelkonseptual, dan artikel analisis (bukan penelitian) dari lingkungan perguruan tinggi dan kalanganumum. Artikel dapat ditulis dalam Bahasa Indonesia atau Bahasa Inggris. Pedoman penulisan artikeldapat dilihat pada halaman belakang.
