Abstract

AbstractPolicies in a very strategic and important country, in providing good governance and thesource of many aspects of people's lives. This is due to that country's policy will extend to all sectorsin a variety of community life. Policy benchmark various possibilities for the utilization of resources -economic and political sources of law in one state.Another value is that the impact of the breadth of state policies, state policy making is an importantsource of attraction interests an actor to play therein. Thus, within certain limits of state policy can beseen who exactly was behind it.The last condition indicates that the policy of the state can show the power of multilateral actors orinstitutions of the world that work across sectors and countries, or who became known as the MultiNational Corporation (MNC). In other aspects of institutions like the World Bank, IMF or world financialgroup is another example of the importance of ideology, to fit in a single country. The effect is theinclusion of understanding which then referred to as Neo-Liberalism, in which various interests andaspects of play and injected.Key words : State, Policies and Neo-Liberalism

Abstract

Artikel ini bertujuan untuk mengetahui pemetaan aktor pro dan kontra kebijakan impor beras dalam era pemerintahan Jokowi. Dari pemetaan aktor tersebut menunjukkan kepentingan para aktor yang terlibat. Metode penelitian yang digunakan adalah studi pustaka yang didapat dari jurnal, dokumen pemerintah dan berita secara online. Kebijakan impor beras di era pemerintahan Jokowi merupakan hasil dari pertarungan empat aktor yaitu Kementerian Perdagangan, Kementerian Pertanian, Bulog, serta Dewan Perwakilan Rakyat. Penelitian ini menemukan adanya dinamika pro dan kontra pada Kementerian Perdagangan saat reshuffle, serta Menteri Perdagangan dan Bulog saat pergantian direktur utama. Sedangkan Kementerian Pertanian dan Dewan Perwakilan Rakyat cenderung konsisten dalam menyikapi kebijakan impor beras. Terjadinya dinamika pro dan kontra membuktikan bahwa setiap aktor memiliki kepentingan yang ingin ditransformasikan menjadi sebuah kebijakan. Perbedaan data digunakan oleh Kementerian Perdagangan dan Kementerian Pertanian sebagai dasar legitimasi untuk mencapai kepentingan dalam kebijakan impor beras. Polemik impor beras yang terjadi pada era pemerintahan Jokowi tidak menutup kemungkinan terjadinya kasus korupsi maupun kasus mafia pangan seperti pada kasus impor beras sebelum era pemerintahan Jokowi.

Abstract

Assessment of the performance of members of the DPR/DPRD individually intended to do a wide-breadth, disclosure is related to the extent to which the success or failure of the implementation of the functions of the legislative, especially the delivery of the work to the constituencies that have been selected and given the mandate to occupy a position as a member of the legislature. Assessment of the performance of individual members of the DPR/DPRD can be used as a clear and measurable mechanism to evaluate and improve the quality of the performance of members of the legislative. These instruments can also serve as a benchmark achievement of constituent needs and expectations so that the proper response can be taken against such complaints and demands. Based on the results of research, retrieved 5 (five) of the variables used in the draft performance assessment instruments Member of DPR/DPRD, namely transparency, responsiveness, accountability, credibility, and effectiveness. Five of the above variables was later reduced to several indicators in order for the deployment in the field can be much simpler. The indicators obtained from the aspects contained in the general understanding of related variables used in authors compose this instrument. Abstract

Babagan merupakan kelompok nelayan yang melakukan praktek civil society berupa peran signifikan dalam melestarikan Sedekah Laut. Tradisi ini terbentuk berdasarkan rasionalitas nelayan terkait pekerjaan mereka sebagai pelaut, merefleksikan kehidupannya yang sangat tergantung pada laut. Realitas demikian lazim terjadi di Kampung Nelayan Pandangan Kabupaten Rembang. Tradisi yang bertujuan membuat kondisi guyup rukun (social harmony). Peran tersebut berbuah ragam tradisi berupa upacara dan hiburan rakyat. Hal ini merupakan aktualisasi atas harkat, martabat, dan atau harga diri kelompok nelayan yang biasa disebut Babagan. Terkadang demi tujuan ini, nelayan bersikap sangat royal dan bahkan melebihi kemampuan finansial mereka sendiri.Penelitian ini menggunakan metode kualitatif study kasus dan diuraikan secara deskriptif berdasarkan pengalaman informan. Hasilnya diuraikan secara kronologis untuk upaya memuat realitas apa adanya. Dari hasil penelitian diperoleh temuan keberadaan Babagan Setan Merah Komunity, Babagan Saleho di dukuh Blandok desa Plawangan. Babagan Pagak, Babagan Pengging, Babagan Prapatan, Babagan Respanel, Babagan Risnelpan desa Pandangan Wetan, dan Babagan Mbalelo, Babagan Regal, Babagan Prowek dan Babagan Kowang yang berada di desa Pandangan Kulon.Merujuk ciri dasar keswadayaan dan kerelaan kelompok nelayan dalam melestarikan tradisi ini secara bersama-sama, satu visi dan gagasan, menunjukkan gerakan civil society yang mandiri. Mereka melakukannya tanpa ketergantungan pada pemerintah. Kesadaran tersebut mengandaikan suatu interaksi terbuka antar Babagan yang ada di masyarakat nelayan untuk melakukan dialog dan mencari kesepakatanbersama.Penelitian ini menjadi representasi eksistensi kelompok civil society dalam melestarikan budaya khas masyarakat nelayan sebagai salah satu aspek kekayaan ragam sosial, budaya dan politik lokal Indonesia.Kata Kunci: Civil Society, Sedekah Laut, Babagan.

Abstract

AbstractOne of concerns under the implementation of direct local election is the raising of conflictintensity. There are conflicts in the local election in Yogyakarta Municipality and Jepara Region. Theconflicts are about: (1) Whether the local election held or not especially because there is situation thatthere is only a couple of candidate registered, and (2) if the local election held, when will it be held.This thesis tries to answers two questions: (1) How the conflict resolution in Yogyakarta Municipalityand Jepara Region’s local election held?, (2) What is the form of conflict resolution used inYogyakarta Municipality and Jepara Region’s local election?The result of this research is that method of conflict resolutions that used in Yogyakarta’s municipality’local election are conciliation and arbitration. Abstract

Artikel ini menjelaskan tentang fungsi pengawasan DPRD DIY terhadap pelaksanan Keistimewaan pada tahun 2017. Pengawasan tersebut dilaksanakan dengan konsep pengawasan apriori dana aposteriori. Dengan menggunakan metode penelitian kualitatif, penelitian ini menunjukkan bahwa keistimewaan memiliki kecenderungan dijalankan dominan oleh eksekutif, sedangkan legislatif menjadi minim peran karena berbagai faktor yang melatarbelakanginya. Artikel ini beragumen bahwa kecenderungan Pemerintah Daerah DIY dalam merespon pengawasan yang dilakukan DPRD DIY adalah hanya dalam konteks yang berhubungan dengan hal administratif semata,namun dalam persoalan dana istimewa, eksekutif tidak responsif terhadap pengawasan legislatif. Pelaksanaan desentralisasi asimteris di Daerah Istimewa Yogyakarta dijalankan secara parsial karena terdapat faktor peran pemerintah pusat yang secara tidak langsung mereduksi kewenangan penyelenggara pemerintahan daerah, tidak hanya itu dominasi eksekutif juga sangat terlihat dalam hubungan antara penyelenggara pemerintahan daerah.

Abstract

Today head local elections not by the legislature  body but  by the people is  improve the quality of local democracy, because the people involved in determining who becomes the heads. In determining the choice of the people having these considerations, it is not always the candidate who carried the major parties win elections. This study intends to find out what factors are significant actual or prospective determinant decisive victory in the Batang Head Local Election 2011, after previous similar studies conducted in Semarang City Election, 2010. This type of research is a descriptive analysis, conducted on 120 respondents from voters selected by multistage random sampling technique. The data was collected using questionnaire techniques, interview and documentary study. Quantitative data were obtained from a questionnaire prepared by the descriptive statistical analysis so that can know the frequency distribution. While the qualitative data obtained from open-ended questions were processed and classified according to their degree of importance. The study found a figure significantly influence candidate winning candidate in the Batang Head Local Election  2011. While the sociological factors, psychological factors and the  economic factors influence, but not significant. This study also found that voters consider  money politics for granted, but the money was not a major factor for consideration in choosing a candidat. Abstract

After the signing of Helsinki MoU between GAM and the Republic of Indonesia, Aceh started running the the Law on Governing Aceh, which is the implementation of an Helsinki MoU agreement. Aceh's provincial parliament political elite which the majority of both ex-combatants want to make Aceh a self-government (self-government) which has occurred in Aceh. But do not actually done by a political elite which led to the central limit the authority of Aceh Aceh. Aceh Government continues to urge of the Central Government to yourself Gavernment in Aceh. This is unlikely to happen, as opposed to the constitution. Center only give special autonomy similar to which previously granted to Aceh Indonesia. This conflict occurs between of the Central Government and the Government of Aceh.

Abstract

Abstract Gender-responsive budgeting is an approach to integrate a kind of program for achieving gender equity and gender equality by budget intervention.  This approach should be embraced by local governments through the application of gender perspective to identify processes, resources and institutional mechanisms. In accordance, this research aims to identify and comprehend the implementation of gender-responsive budgeting in Semarang Municipal during the fiscal years of 2010-2013. Using a descriptive-qualitative approach with the study of secondary data as a collecting data technique, this research showed the findings as follows: (1) there is a local regulation enacted to implement gender-responsive budgeting to all local government institutions (SKPD) within Semarang Municipal (2) there are many programs to improve and accelerate gender equality but the budget allocation still not reflected gender-responsive budgeting yet; especially in terms of transforming gender commitment as a local fiscal innovation.Keywords :  Gender Mainstreaming, Gender-responsive Budgeting, Fiscal Innovation

Abstract

Abstract The involvement of  women in public area is not a new phenomenon, because for along time women not only do their role in domestic area. But their involvement in public area unequal with their quantity and their opportunity to achieve strategic official like men. In fact, it does not easy for women to achieve strategic position with their capacities. Practical of  politics and government point out that women involvement in thus area just being as a normative assurance. In empirical condition it is too hard for women for being official because of internal factor  like  unconfident with their abilities and skills. Commonly  women also  believe that they do work just assist their husband and develop career is  a second choices. But the dominant factor are  cultural patriachi that influence mindset which is believe that women shouldn’t doing competition with men for getting official.  There  is also political penetration as a constraint  which is women having less opportunity and believe that politics is full of dirty  and it’s not good for women. All of those reasons contribute that gender quality is still hard to be realitation, include in Semarang City, although gender quality is a human right and advancing gender quality is being UN and a global commitment.
