Abstract

After the fall of Soeharto Regime in 1998, the Reform Era in Indonesia began by promoted freedom and autonomy. The centralized approach based on the New Order’s Act No. 5/1974 was replaced by the Act No. 22/1999 on Local Government Autonomy by gave considerable authority to regencies (kabupaten) and municipalities (kota or kotamadya). Some of the scholars labelled the Act No. 22/1999 as “one of the most radical decentralization programs attempted anywhere in the world” (Aspinall 2003: 3). Several years later Act No. 22/1999 was replaced by Act No. 32/2004. Some scholars have suggested that Act No. 32/2004 indicates “recentralization” in the sense that it strengthens the central government by giving it a degree of control over administrative and fiscal matters (Pratikno 2009: 57; Buehler 2009: 102). However, the significant point in the Act No. 32/2004 which introduced direct local head election mechanism for electing local government head was the structural opportunities for women to take greater leadership in local politics. As result, the direct local election from 2005 until 2017 demonstrates the trend of increasing number female political leaders elected as governors/regents/mayors in local politics in post-Suharto.

Abstract

bstractSARA (Indonesian acronym of suku/tribe, agama/religion, ras/race andantargolongan/intergroup) conflict is always happened due to the community diversity in Indonesia.Understanding SARA conflict using tool of analysis is important to investigate and propose solution inorder to maintain harmony. Using case study of religious insult in Temanggung, Central JavaProvince, this research analyzes the conflict using DFID framework in order to determine structure,actors, and dynamics of the conflict that is important for conflict resolution.Keywords: conflict, religious insult, structure, actors, dynamics.

Abstract

Abstract Social conflict that often occur in Indonesia today is always leads to social violence, vandalism, and arson.  Social violence that erupted after a five-year prison verdict against defendants charged with blasphemy by “ Antonius Raimond Bawenga”, gave a lesson to us all, that tringgers the conflict can be anything, anywhere, anytime.  Riot in Temanggung has provided clear evidence that social violence with various motif such as diverse as religious identity was sometimes still a problem that does not mess around.  It will be easily ignited by the sentiments of the true can very simple. If seen from the history of the conflicts in Indonesia, conflicts in the name of social identity --- ethnic, religious, racial, ethnic ---  often part and parcel of the nation.  According to Amien Maalouf (2004:9), why so may people comminting crimes in the present the name of religion, national, or various other identities.  Moreover, then one can do anything on behalf of their group identity. --- religious, ethnic, tribal, affinities --- which gas become a person in his life.  Or even the identity has been a guidance, doctrime and believed it could make a lot of people drain their energy and anger. Konflik sosial yang sering terjadi di Indonesia dewasa ini sering berujung dengan kekerasaan sosial, perusakan, serta pembakaran. Kekerasaan sosial yang meledak pascavonis lima tahun penjara terhadap kasus penistaan agama Antonius Richmord Bawengan itu, member pelajaran kepada kita semua,bahwa pemicu konflik dapat dapat berbentuk apa saja,di mana saja, dan kapan saja. Kerusuhan Temanggung telah member bukti nyata bahwa kekerasan sosial dengan motif-motif beragam seperti identitas keagamaan terkadang masih menjadi persoalan yang tidak main-main. Ia akandengan mudah disulut oleh sentiment-sentimen identitas yang sesungguh nya bisa sangat sederhana. Jika dilihat dari riwayat konflik-konflik di Indonesia, konflik atas nama identitas sosial ----etnis, agama, ras, suku ---- seringkali menjadi bagian yang tidak terpisahkan dari bangsa ini. Menurut Amien Maalouf (2004:9), mengapa begitu banyak orang melakukan banyak kejahatan pada masa sekarang ini atas nama agama, etnis, nasional, atau bermacam identitas lainnya. Apalagi kemudian seseorang dapat melakukan apa saja atas nama identitas kelompoknya. Mungkinkah beberapa kerusuhan social yang terjadi karena adanya politik identitas sosial, ----keagamaan, etnis, kesukuan---- yang telah menjadi pertalian seseorang dalam kehidupanya. Abstract

Indonesia’s 2001 decentralization was a “Big Bang,” indeed. It promised to fundamentally change the locus of responsibility and accountability for public service delivery in Indonesia. By “bringing government closer to the people,” decentralization can serve as a driving force towards generating improvements in Indonesia’s notably poor governance environment. Increasingly, regional autonomy was considered to be, and presented as the natural complement to the emerging democracy at the central level. In such of this circumstances, the idea and discourse about region splitting (pemekaran daerah) emerged intensively. In addressing these issues, the government needs to carefully balance its desire to maintain a unitary state with the aspirations of the regions, and the opportunities offered by a more decentralized system of government.   Keywords: decentralisation, local elite, region splitting

Abstract

AbstractThe research was motivated by a policy of regional autonomy, which necessitates thedecentralization to the village level. With so expected economic empowerment of rural communitiesthat have an impact on the independence of rural communities. This is as seen in villages Bendar,Juwana district, Pati regency.Therefore, the formulation of the problem in this study was to determine how the role of socialcapital in rural Bendar so that it can improve welfare. The method used in this study was a descriptivequalitative techniques of data collection through interviews and literature review.The results showed that there were several social capital in Bendar village has a very largerole in improving welfare in rural Bendar. Social capital, which is the first form of social trust (socialaspects). Second, the values of hard work and perseverance (cultural aspects), the third form ofeconomic organization formed by the community (economic aspects). Abstract

Year of infrastructure is the Central Java Provincial Government’s policy since 2014 which is expected to improve the condition of infrastructure, particularly roads. Through qualitative method, this research focused on the meaning of infrastructure year and its impact.The result showed that the year of the infrastructure is the policy of increasing budget allocations for rehabilitation and construction of roads through budget of Central Java. The result of the policy is better roads conditions. The success of the infrastructure year was supported by the commitment of parliaments in budgeting process and ability of local governments to implement all activities. Keywords : Policy, Implementation, Infrastructure

Abstract

AbstractBureaucracy is still the organization that is needed by all levels of society. Therefore, itsexistence should be retained. But it just is not enough to maintain, must be accompanied by a goodtrade mark. Currently bureaucratic organizations still clung to as the politicization of the bureaucracyin order to perpetuate the power of officials. Efforts to improve or reform has been a lot done, but notyet achieved the expected results. Future form of bureaucracy that is able to be servants to thecommunity, highly anticipated. Abstract

This article is a combination of scientific and policy papers. It will critically review how the Rohingya refugees were handled in Southeast Asia. The method used is qualitative policy analysis. The author will compare the statements contained in the ASEAN Charter, the Blueprint of the ASEAN Political-Security Community, and the ASEAN Declaration of Human Rights (AHRD) as legal umbrellas which guarantee the fulfilment of human rights in Southeast Asia with the policy responses of ASEAN and some of its members (Indonesia, Thailand, and Malaysia) toward the flow of Rohingya refugees. The policy analysis will target the substance and implications of the refugees. In general, there are two approaches to refugee policies, ‘security’ with an orientation toward state sovereignty and ‘humanism (human security)’ which is pro-refugee. The author uses the second approach as a framework and a standing position. Based on the results of the analysis, the security approach is far more dominant in the handling of Rohingya than humanism. The wave of Rohingya refugees is read as a security threat, economic burden, potential cultural issue, and other negative things that ultimately put the refugees in a worse position. The author criticizes this and suggests a number of recommendations to pursue a more humanistic approach.

Abstract

This research is motivated by the deepen concern toward the concept of communitygovernance. There is a paradigm change in public administration, from government togovernance. That paradigm encourage many changes in public administration, includedprograms of poverty reduction. When community claim any services that local governmentcan not fulfill it, communities effort to make self-supporting and play along to each other tofulfill their requirement. So, it’s important thing to develop commmunity governance as amodel to manage programs of poverty reduction. The main purpose this research is todescribe the application of community governance in PNPM-MP (Program NasionalPemberdayaan Masyarakat-Mandiri Perkotaan). Result this research describes that BKMMatra as community can do the function of governance, e.g: Community Leadership,Community Empowerment, and Community Ownership. Application of Communityleadership can be seen in developing shared visions and understandings , communityparticipation, and co-operative behaviours. Abstract

Terrorism started at fundamental thoughts towards meaning and interpretation of religion concept or law that defined by religion in this case Islam. Related to terrorism, one of terrorism organization in the earlier of this year  that threatening public discipline is ISIS. ISIS is  international terrorism organization which has track record so harmful if this organization freely doing activity in region or country. The ISIS influences considered has been access in Indonesia especially Central Java so those things rely on the role of Polda Jateng as police institutions that has responsibility against public discipline and security. And it will appear some question in this research that is how the role of Polda Jateng in prevention ISIS influences. In this research used qualitative research method by doing interview to some informant. Sampling techniques that used to choose informant is purposive sample, with purposive techniques so informant had been choosed by researchers is Kasat Brimob Polda Jateng, Kasubdit IV Intelkam Polda Jateng, Kasubdit Bintibluh Ditbinmas Polda Jateng, Kapolres Sukoharjo and Polda Jateng corps. Then the result of interview analyzed to know the role decription of Polda Jateng in prevention ISIS influences. Keywords : role, terrorism, prevention ISIS influences, Polda Jateng.
