Abstract

The success of economic development should not only focus on economic growth, but also efforts to increase income and purchasing power along with equal income distribution. Inequality of income distribution is a problem that must be addressed immediately because it will have a broad impact on the next development process. The object of this research was poor communities as the beneficiaries of revolving loan of The National Program for Community Empowerment-Independent (PNPM-M). The research method was survey on beneficiary respondents in urban areas (PNPM-MP) and rural areas (PNPM-PMd), conducted using a questionnaire. Data analysis in this research used income distribution inequality criteria from World Bank and Gini Ratio. The result found that more than 50% of respondents both in groups and areas had low income and did not meet the standard for decent living standard (KHL). The average respondents income distribution both in the groups or areas according to the World Bank and Gini Ratio criteria was in the moderate category. However according to areas, inequality of income distribution in rural areas was higher than in urban areas. To minimize income inequality between the communities, community groups and areas, it is necessary to empower the community based on the potential of local economic resources.Keywords: Income Distribution, PNPM-M, KHL, Gini Ratio

Abstract

This research is entitled “The Development Strategies of Tourism Sector in Banyumas Regency”. The aims of this research are to gain illustration of internal and external tourism sector’s condition and alternative strategies for the development of tourism sector in Banyumas Regency. The Strategy-formulation Analytical Framework is used to decided these alternative strategies, which divided into three stages; the input stage, the matching stage, and the decision stage. Each stage has different analysis methods. The first stage consists of the IFE matrix and the EFE matrix, the second stage is consists of the IE matrix and the SWOT matrix, whereas the third stage consist only one analysis method, that is the QSPM matrix. From the internal tourism sector’s condition analysis, it is found eight strengths and eight weaknesses factors in Banyumas Regency. In addition from the external tourism sector’s condition analysis, it is found nine opportunities and four threats factors. By using the IFE matrix analysis, it is scorred 3,7 and the EFE matrix analysis, it is scorred 3,3. The IE matrix is used to analysis all those total score and the result shows that the tourism sector in Banyumas Regency is in the first cell. It means that tourism sector in Banyumas Regency could applied growing and building strategies, included intensive strategies (market penetration, market development, and product development) or integrative strategies (backward integrated, forward integrated, and horizontal integrated). Based on the SWOT matrix analysis result, there are five SO strategies, four WO strategies, four ST strategies, and two WT strategies. The result of the QSPM matrix analysis shows that two strategies can be applied objectively. From those, the strategy that has the biggest total attractiveness score (TAS) is more sustainable to be applied.Keyword: IFE Matrix, EFE Matrix, IE Matrix, SWOT Matrix, QSPM Matrix

Abstract

The price of freshwater is still determined by PDAM, owned by local government, as a producer. It indicates that PDAM as a monopolist. It can be explained that freshwater is public goods so must be distributed equitably among the people. Thereby there is price discrimination of freshwater for costumer based on the willingness to pay (WTP). The price based on WTP can be defined as the costumer ability for paying the rate of freshwater using by household. This research are aimed to analyze WTP by utility concept on demand of freshwater used by household and determine the rate of WTP as a proxy of freshwater price paid by household. The result shows that the people have the kindness to pay costs for using freshwater trough PDAM. The rate of WTP for using freshwater is about Rp395,41/m3 and the total WTP of one household is Rp9252,59/month excluded from administered cost. Keywords:   willingnes to pay, utility, proxy

Abstract

The article was aimed to analyze the influence of capital and human capital to the gross domestic product (GDP) in Indonesia during 1970-2005. The result, using Engle-Granger’s Error Correction Model, shows that in the short term there is only one variable that have influence to GDP, that is, capital. Abstract

The problem of poverty is a complex and multidimensional problem, therefore poverty reduction efforts have to be comprehensive, covering various aspects of society and implemented in an integrated manner. The problem of poverty in Indonesia can’t be separated from the context of the institutional and governance. After about six years since the implementation of regional autonomy, a number of challenges remain, but the process of decentralization has the potential to further improve welfare by bringing services closer to the people of Indonesia, and especially to the poor. Poverty reduction efforts in the process of being local, and regional government has now followed in the preparation of national poverty reduction strategies. This study aims to determine the effectiveness and influence of PNPM Rural Women's Savings and Loans (SPP), PNPM Rural Non-SPP, the Village Fund Allocation (ADD), Village Revenue (pads) and the number of residents to the number of poor families in Kebumen Regency in 2009-2011 either partially or simultaneously. The results of data analysis showed that the variables PNPM Rural Women's Savings and Loans (SPP) has a positive and significant impact on the number of poor families with a coefficient of 0.005459, PNPM Rural Non-SPP negative but not significant effect on the number of poor families with coefficient of -0.002676, Village Fund Allocation (ADD) and significant negative effect on the number of poor families with a coefficient of -0.010433, Revenue Village (PADs) has a significant negative effect on the number of poor families with a coefficient of -0, while Population variable can negatively but not significantly influence to the number of poor families with a coefficient of -0.017860. From the results of this analysis, it is concluded that the PNPM Rural Women's Savings and Loans (SPP), PNPM Rural Non-SPP, the Village Fund Allocation (ADD), and Revenue Villages (PADS) is effective in reducing poverty in Kebumen Regency in the year of 2009 to 2011, because in general there has been a successful program, the successful achievement of goals and overall objectives. Keywords: number of poor families, PNPM Rural, Village Fund Allocation, Revenue Villages

Abstract

 This research is aimed to understand the increasing of deposit account of commercial bank in Cirebon which is seen from the increasing of income percapita in Cirebon, offered deposit account interest rate by bank, and inflation rate in Cirebon. This research was executed by descriptive and quantitative method.  Data was obtained from Bank Indonesia of Cirebon, Badan Pusat Statistik (BPS) of Cirebon, and the period of time which is used in this research was during 2001–2007. This research used Natural Logarithmic Multiple Regression Analysis, Classical Assuming Test, and Elasticity test. Regarding to the result of natural logarithmic multiple analysis estimation, it can be concluded that significantly income percapita, deposit account interest rate, and inflation simultaneously affecting deposit account values of commercial bank in Cirebon, meanwhile, partially income percapita and deposit account interest rate significantly affecting deposit account values of commercial bank in Cirebon, and inflation in Cirebon did not give any significant affect toward deposit account values of commercial bank in Cirebon.  Regarding to Elasticity test, income percapita is the most affecting variable toward deposit account value of commercial bank in Cirebon. Keywords: deposit account, income percapita, interest rate, inflation

Abstract

This research entitled “Analysis of Sales Worth for Taxable Properties Decision on Market Price with Assessment Sales Ratio Method in Accordance with Property Tax (Case Study in North Serpong Sub District South Tangerang City)”. The research aims to know whether assessment sales ratio has already appropriate with Property Tax Director decision, to know property tax potential that still can be collected by Regional Government, and to know whether Sales Worth for Taxable Properties has been equalize in all North Serpong Sub District area, in South Tangerang City. The research location was in North Serpong Sub District by using data of Sales Worth for Taxable Property and market price of land from 70 transactions in 2011. Descriptive was this research method by using simple random sampling as sampling method. By using assessment sales ratio analysis, central tendency, disperse coefficient measurement, and variation coefficientThe result shows that ASR value = 65.2%, which means ASR was not appropriate with standard from Property Tax Director and there was property tax potential for 14.8% up to 34.8% or for about Rp. 48,009,940.80 up to Rp. 113,099,860.80. COD variability measurement was 26.26% and COV was 34.51%, it means Sales Worth for Taxable Property of land in North Serpong Sub District was in unbalance standard.The implication was market price of land as the basic of Sales Worth for Taxable Property was dynamic and up-to-date, thus Serpong Tax Office Service (KPP) Pratama should making list of data, estimation, and reviewing individually. SO, the renewing and adjustment toward Sales Worth for Taxable Property decision based on market price should be observed to increase the property tax potential, and Serpong KPP Pratama should add estimating and data collecting officer in the field to balance the standard of decision on Sales Worth for Taxable Property. Keywords:Assessment Sales Ratio, COD, and COV

Abstract

 The reseach aim is how to know the technical efficiency of health sector in every region at DIY Province. This analysis is provided in two steps. The first one is technical efficiency of health sector in every region at 2002–2006 using DEA, VRS, and CRS assumption. The second one is regressing DEA output technical efficiency scores, VRS assumptions, and input orientation using fixed effect pooling analysis method. There are two variables data of DEA, input variables and output variables. Input variables include ratio of doctors, ratio of nurses and midwifes, and bed patients, per thousand habitants, while output variables are infant survival rate, maternal survival rate, and life expectancy at birth. While the used of regression data is technical efficiency scores, that takes from DEA, use VRS assumptions and input orientations. The independent variables are education level (approximity high school and university graduated percentage), GDP per capita, and goverment health budget per capita.The first result of the research showing in general the level of health efficiency sector in every region in DIY is high enough, whereis in year 2006 the level of efficiency for four regions are 100 percent, except for Yogyakarta has decrease efficiency  33,74 percent. This is showing that Yogyakarta could be increasing their output, in this case is health level should be higher than before using the same inputs. Yogyakarta with 33,74 percent of technical efficiency level, still has lot space for improving the level of health with using the same input alocation.The second analysis showing that, GDP per capita and government budget for health sector per capita significantly influence the technical efficiency scores at every region. Whereis GDP per capita has positif influence, while the government budget for health sector per capita has negative influence. The variable of education level in this reseach doesn’t have influence the efficiency sector level of health significantly. Keywords: technical efficiency, DEA, health sector
