Abstract

In the era of digital transformation and the Fourth Industrial Revolution, the role of the private sector in supporting national development has become increasingly significant, particularly through strategic synergy with the government. This study in PT Orbit Future Academy (OFA), a company engaged in technology-based education and training, to establish effective relationships with government institutions in order to strengthen its position within the national education ecosystem. This research is a descriptive qualitative approach grounded in the theoretical framework of government public relations, specifically based on the principles of government public relations as outlined in Minister of Administrative and Bureaucratic Reform Regulation No. 30 of 2011 concerning General Guidelines for Public Relations Governance in Government Institutions.  The results show that OFA actively implements Government Relations strategies through partnerships with the Ministry of Manpower, the National Professional Certification Agency (BNSP), the Higher Education Service Institution (LLDIKTI), and regional education offices. Programs such as AWS re/Start, Orbit Skill Center, and Sekolah@2024 demonstrate OFA's tangible contribution to government policy in improving human resource competencies. However, the company still faces challenges, including complex bureaucracy, regulatory misalignment, and the absence of a dedicated Government Relations Officer. This study recommends that OFA develop a more structured Government Relations system, enhance human resource capacity in the field, and expand communication networks with both central and regional government institutions to strengthen cross-sector collaboration in advancing technology-based education and training.

Abstract

Village expansion is a decentralization strategy aimed at improving the quality of public service delivery, accelerating equitable development, and strengthening local governance. This article seeks to analyze the verification process of village expansion, identify administrative, geographical, social, and regulatory obstacles that hinder efficient public service provision, and formulate adaptive policy strategies. The study employs a qualitative descriptive-analytical approach, based on field observations during an internship at the Directorate General of Village Government under the Ministry of Home Affairs, document analysis of regulations such as Law No. 6 of 2014, Government Regulation No. 78 of 2007, and Ministerial Regulation No. 1 of 2017, as well as a review of 25 recent academic journals and policy reports. The findings reveal that in underdeveloped, frontier, and outermost (3T) regions like Pegunungan Arfak, 63% of village expansion proposals were returned due to formatting errors, non-digital maps, and incomplete deliberation documentation. Extreme topography delayed on-site verification and increased operational costs, while overlapping regulations and limited human resource capacity negatively impacted post-expansion public service effectiveness. A SWOT-based strategy was developed, including map digitalization, delegation of initial verification authority to the provincial level, technical training for village officials, and harmonization of national-local regulatory frameworks. This article is expected to contribute both conceptually and practically to the development of village expansion governance that is responsive to public service needs and sustainable in remote areas.

Abstract

Bureaucratic reform in Indonesia faces serious challenges due to a culture of corruption, convoluted procedures, and rigid hierarchical structures, which hinder the effectiveness of government administration. In this context, leadership plays a key role in driving change. This study aims to analyze the role of empowering leadership in supporting bureaucratic reform and improving the quality of public services. The method used is a literature review with strict selection criteria for relevant academic publications, including empirical studies, conceptual papers, and institutional reports. The analysis is conducted qualitatively through thematic synthesis to identify patterns, causal relationships, and contradictions among the studies. The results show that empowering leadership through delegating authority, open communication, and involving employees in decision-making can reduce bureaucratic inefficiency, increase officials’ work motivation, and strengthen accountability in public services. However, the findings also indicate that excessive empowerment practices can create psychological burdens for employees, thereby negatively impacting service performance. On the other hand, bureaucratic reform has been proven to have a close relationship with the quality of public services, although its field implementation often faces obstacles that lead to inconsistent results. The research concludes that the success of bureaucratic reform is greatly influenced by the application of empowering leadership in a proportional, adaptive, and contextually appropriate manner, thus creating a bureaucracy that is more responsive, accountable, and oriented towards the needs of the public.

Abstract

The role of the clerkship helps the smooth running of the trial process. Therefore, competency development in the clerkship field needs to be carried out to realize a supreme judicial body. The purpose of this study is to determine and analyze the suitability of training materials and training model development strategies provided to court clerks, which are organized by the Center for Education and Training of Management and Leadership of the Supreme Court of the Republic of Indonesia in order to improve managerial competencies including aspects of conceptual skills, human relations skills, and technical skills. The type of research is qualitative research with a case study approach. Data collection techniques use questionnaires, interviews, and documentation. The technique for determining sources uses purposive sampling. Data validation techniques use triangulation of data sources and methods. Data analysis techniques use interactive analysis consisting of data reduction, data display, and conclusion drawing/verification. The results of this study conclude that: (1) The training materials provided in the court clerkship training organized by the Center for Education and Training of Management and Leadership of the Supreme Court of the Republic of Indonesia in order to improve managerial competencies are not yet appropriate for the position of clerk, which is a middle-level leadership position (middle management); (2) The human resource development strategy for the Court Clerkship is implemented through managerial competency training to improve conceptual, human, and technical skills related to the core duties and functions of the unit, in accordance with the position level held.

Abstract

Public administration faces complex and increasingly dynamic public policy and service issues. However, in many public administration studies, the framework used is still partial, thus failing to systematically explain the relationship between public demands, decision-making processes, policy outcomes, and environmental influences. This study aims to formulate and analyze a public administration framework based on a systems approach through the components of input, process, output, feedback, and environment (IPOFE). This study employed a qualitative approach with a conceptual design through a literature review method of various primary sources in the field of public administration and public policy, including both classic books and reputable scientific journal articles. The analysis was conducted through stages of literature selection, thematic analysis, and conceptual synthesis. The results show that the systems approach is able to explain public administration as an open system involving interactions between public demands as input, administrative and political processes in decision-making, policy outputs as output, feedback mechanisms as policy evaluation, and the influence of the social, political, and economic environment. The integration of these five components strengthens the analysis of public policy and services in a more comprehensive, contextual, and adaptive manner. The novelty of this research lies in the development of the IPOFE conceptual framework as a systemic analysis model that can be used in public administration studies to understand the dynamic relationship between policy processes, public services, and the government environment.

Abstract

The objective of this study is to map the research landscape of lecturer performance for the 2015-2024 period. The research method uses a bibliometric approach to 199 Scopus documents with the keyword "Performance Lecturer". Descriptive analysis of annual and country trends and co-occurrence mapping using VOSviewer (network, density, and overlay) was conducted. The results show an increasing trend in publications, with a spike in 2020 of 32 documents and in 2024 of 35 papers published in Scopus. The geographic distribution shows Indonesia's dominance as the largest contributor, followed by Malaysia and other countries; therefore, this topic appears to be accelerating in Southeast Asia. Thematic mapping displays two main interconnected clusters. First, the managerial-organizational cluster includes leadership, motivation, organizational culture, commitment, path analysis, and private universities. Second, the pedagogical-technological cluster encompasses students, learning, teaching, systems, processes, evaluation/assessment, technology, implementation, and the pandemic, with connecting methodological terms such as variable, respondent, role, time, and software/data collection. These findings imply the need for integrated lecturer performance indicators that balance organizational and pedagogical dimensions, standardised measurement for cross-study comparability, expanded cross-country collaboration to reduce regional bias, and the use of learning technology to encourage measurable lecturer performance improvements at the individual and institutional levels. The mapping results provide an empirical basis for higher education leaders and policymakers to design interventions and further research agendas on lecturer performance.
