Abstract

The city of Bandung is one of the cities with the highest open unemployment rate in West Java. One of the causes is the suboptimal absorption of job vacancies. To address this issue, the Bandung City Manpower Office (Disnaker) organizes competency-based training. However, in reality, it has not had a significant impact on solving employment problems, such as the lack of proper synchronization between the types of training and the skills needed by companies, as well as the implementation not fully adhering to the Indonesian National Work Competency Standards (SKKNI). Therefore, an evaluation is needed to assess the extent to which the objectives of this activity have been achieved. This research uses a descriptive method. Data collection techniques include observation, interviews, and documentation. The primary and secondary data used in this study were obtained from interviews with research informants. The researcher adopts the activity evaluation theory by the Organisation for Economic Co-operation and Development (OECD) as a reference in the analysis, which consists of criteria such as relevance, coherence, effectiveness, efficiency, impact, and sustainability. Based on the researcher’s findings, competency-based training has been implemented. However, improvements are still needed in several areas, including the lack of alignment between training types and company needs, incomplete adherence to SKKNI guidelines, and the absence of follow-up after the training ends. Other challenges include insufficient funding, inadequate infrastructure and technology, and the lack of participant distribution to companies.

Abstract

Green economy focuses on sustainable development while considering environmental preservation at local, regional, and global levels. This approach supports sustainable economic growth by taking environmental impacts into account, creating job opportunities, and utilizing renewable energy to enhance societal well-being. In Indonesia, the agriculture, plantation, and fisheries sectors contribute 30.32% to GDP and employ 16.2 million workers, with palm oil being one of the main commodities. This study aims to analyze the impact of palm oil on sustainable development from a public policy perspective. Using a qualitative research method based on a literature review, this study examines the role of palm oil within the context of the problem stream, policy stream, and politics stream. The findings indicate that the problem stream includes environmental issues such as deforestation, water pollution, and wildlife population decline, as well as social issues such as land conflicts and community dependence on the palm oil industry, and economic challenges such as financial losses due to European Union policies. The policy stream involves programs such as the B30 biodiesel initiative and ISPO certification, while the politics stream encompasses international pressure, domestic policies, and government commitments to sustainable development through restrictions on new land permits. The novelty of this research lies in its comprehensive analysis of the integration of the three policy streams in assessing the impact of palm oil, providing insights for strengthening green economy-based policies to support environmental sustainability and societal welfare. Better policies are needed in palm oil management, including improved inter-agency coordination, transparency, and community engagement to promote economic, social, and environmental sustainability.

Abstract

Bogor Career Center (BCC) is a program from the Bogor Regency Manpower Office to improve job opportunities and workforce skills. However, the effectiveness of this program still faces challenges, such as synergy between stakeholders, limited resources, and workforce readiness in facing industrial competition. This study aims to analyze the SWOT factors in the implementation of collaborative governance in the BCC program and measure its effectiveness which emphasizes trust, communication, and implementation capacity, as well as analysis that includes program success, target achievement, user satisfaction, input-output levels, and overall goal achievement. This study uses qualitative methods with interview techniques, documentation studies, and observations. The results of the study indicate that BCC has strengths in policy support and partnership networks, but still faces coordination constraints and resource limitations. The opportunities for this program lie in the utilization of technology and industry collaboration, while the threats include labor market dynamics and budget constraints. The analysis shows that trust and communication between stakeholders still need to be strengthened, and implementation capacity is not optimal. In terms of effectiveness, target achievement and user satisfaction still need to be improved to ensure the sustainability of the program. In conclusion, the success of collaborative governance in the BCC program depends on strengthening trust, communication, and implementation capacity, as well as the effectiveness of the program in achieving targets and user satisfaction.

Abstract

Rapid technological developments have significantly changed the landscape of the world of work, causing a shrinking job market and increasing competition in the labor market. The employability of students is a key factor in determining their readiness to compete in an increasingly dynamic world of work. This study aims to analyze and describe the implementation of cooperation between Padjadjaran University and government agencies in improving student employability. The research method used is applied research with a qualitative descriptive approach, and the data source in this study was obtained through direct interviews with the Head of the Career Development Center of Padjadjaran University. The results of the study indicate that the communication process in the implementation of cooperation has been running effectively by prioritizing aspects of transmission, clarity, and consistency. Unpad has managed human and financial resources well, involving PPK staff, interns, and additional staff from government agencies. Padjadjaran University shows commitment and positive responses when establishing cooperation with various partners. The bureaucratic structure, including SOPs and division of tasks between units, has been running quite well with assignments that are in accordance with the capabilities of each individual. However, the process of submitting cooperation through formal bureaucracy takes a long time, so proactive communication is needed in the form of monitoring and confirmation of the status of the application until the implementation of the activity. Another novelty of this study lies in identifying administrative and technical barriers to implementing cooperation between Unpad and government agencies. This study also provides an in-depth analysis of strategies that can be applied to optimize the effectiveness of cooperation programs to improve student readiness in the world of work.

Abstract

The development of digital technology has provided a great opportunity to improve village governance through the concept of smart village. Smart village is an approach to utilizing information technology to support sustainable development in rural areas. The success of this program is not only determined by technological infrastructure, but also by community participation in planning, implementing and evaluating the program. However, community participation in its implementation is still low. Some of the main obstacles include the lack of community understanding of technology, minimal access to information, and busyness and time constraints. This study aims to analyze the level of community participation in the implementation of smart villages and the factors that influence community participation. This study uses a descriptive analysis method with voluntary sampling. The results of the study show that community participation in the implementation of smart villages has not been implemented optimally, this is evidenced by the low values of several indicators, namely community participation in local policy meetings, realization of social participation and evaluation participation. Thus, to support the implementation of smart villages in Bumbung Sembalun Village, a strategy is needed to overcome barriers to participation, including increasing accessibility, incentives, and community-based approaches.

Abstract

Indonesia is committed to achieving Sustainable Development Goals (SDGs), especially the second and third goals, child health and nutrition are very important. Stunting is a problem that often occurs in Indonesia. The prevalence of stunting in West Sumatra in 2022 still touched 25.2%, still high from Indonesia's target of 14%. This scientific paper analyzes various relevant literature with descriptive qualitative methods. The AGIL Framework approach by Talcott Parsons found that policy success depends on adaptation to community conditions, achieving clear targets, cross-sector integration, and long-term behavior change. Policies or programs in reducing the prevalence of stunting affect people's attitudes, awareness, and parenting of health and nutrition in children. Based on the analysis conducted, efforts to prevent and manage stunting in West Sumatra have shown changes in community behavior. Programs that are in line with policy directions, such as routine posyandu programs, actions to report children indicated as stunted, Supplementary Food Provision (PMT), and the establishment of Healthy Village Houses (RDS), behavior change communication policies, and specific nutrition interventions, in children aged 0-23 months and pregnant women, have proven effective in influencing changes in community behavior. Therefore, it is hoped that the government can provide support and collaboration between stakeholders, and help increase community participation in controlling the prevalence of stunting in West Sumatra.

Abstract

Indonesia is a country that has thousands of islands stretching from west to east. This causes the wealth of marine resources owned by the State of Indonesia. Unfortunately, many islands in Indonesia have experienced environmental damage due to abrasion. Abrasion has a destructive impact on the coastal environment where people live. The impacts felt are not only from an ecological perspective but also impact the economy and socio-culture of the surrounding community. This study aims to analyze and describe the implementation of collaborative governance based on the dynamics of collaboration, collaborative actions, and the impact of adaptation on the collaboration process in handling coastal abrasion on Bengkalis Island. The method used in this study is a qualitative method with a descriptive type, meaning that the research conducted describes the entirety of the phenomena found and involves several people as informants. The data sources used in this method are observation, interviews, and research documentation. This study found that collaborative governance in handling abrasion still has various dynamics between collaborators, which makes the handling process slow.

Abstract

Leader narcissism is a multifaceted personality construct characterized by grandiosity and a need for admiration, which may interact with other traits within the "Dark Triad." In the context of leadership, narcissism exhibits paradoxical characteristics: on one hand, it can foster charisma and ambitious vision, even promoting positive ESG (Environmental, Social, and Governance) behaviors; on the other hand, excessive need for validation can lead to exploitative actions and significant negative outcomes. This literature review examines the multilevel impact of leader narcissism at the individual, team, and organizational levels—drawing upon Trait Activation Theory and Socioanalytic Theory. The findings indicate that leader narcissism can trigger counterproductive subordinate behaviors, increase team turnover, and affect organizational quality. However, political skill may serve as a moderating factor that enhances the functional expression of narcissism. This review identifies conceptual, methodological, and empirical gaps, and proposes future research directions to further elucidate the complexity of this phenomenon.

Abstract

Waste management in urban buffer areas such as Ciawi District, Bogor Regency, has become a critical issue due to increasing population growth and the intensification of community activities. To address this challenge, the Bogor Regency Government enacted Regional Regulation Number 2 of 2014 on Waste Management. However, the implementation of this regulation has not been optimal, facing various structural and operational obstacles on the ground. This study evaluates the effectiveness of the policy implementation using George C. Edward III’s policy implementation theory, which includes four key dimensions: communication, resources, disposition, and bureaucratic structure. A quantitative survey method was employed, utilizing the Weighted Mean Score (WMS) analysis on 16 employees of the Waste Management Technical Implementation Unit (UPT) Region III and 100 residents of Ciawi District. The results show a significant disparity in assessments between implementers and the community. While officials rated disposition and bureaucratic structure very positively, residents perceived disposition as merely good and rated communication and resources relatively low. These findings indicate weaknesses in information dissemination and a lack of adequate facilities and workforce support. Therefore, improving the effectiveness of waste management policy requires enhanced participatory communication, sufficient resource provision, and stronger institutional synergy to achieve efficient and sustainable waste management in the region.

Abstract

Improving the quality of Human Resources for the State Civil Apparatus (ASN) is a fundamental step in enhancing the effectiveness of public service delivery amidst increasing demands for professionalism and adaptability. Collaborative governance is viewed as a strategic approach to address the complexity of implementing integrated and participatory training and certification programs for State Civil Apparatus (ASN). This study aims to analyze the implementation of collaborative governance in the management training and certification of ASN in 2024. A descriptive quantitative approach was employed, using purposive and total sampling techniques with 82 respondents comprising both participants and organizers. Data were collected through questionnaires and analyzed using the Weighted Mean Score (WMS) method. The results show that efforts to apply collaborative governance principles in ASN training have been initiated through inter-agency cooperation. However, the implementation has not fully reflected the theoretical framework, particularly Emerson et al. (2012), which emphasizes shared motivation, joint capacity for collective action, and mutual understanding of change. Furthermore, based on Kirkpatrick's training evaluation model, the impact of these efforts has not yet reached significant levels of behavioral change or measurable results. This indicates that the current application of collaborative governance remains partial and has yet to contribute optimally to the overall effectiveness of ASN training. The findings highlight a gap between theoretical concepts and field practices, providing a foundational basis for the development of a more applicable and impactful collaborative model for future ASN training initiatives.
