Abstract

The low rate of resolution for road infrastructure complaints submitted through the Si Putra website indicates weak public service implementation. This condition urgently needs improvement as road damage in Tulungagung continues to increase. This study uses policy implementation theory to examine the research object and adopts a qualitative method with data collection techniques including observation, interviews, and documentation. Data analysis in this study follows Creswell’s approach, involving data reduction, presentation, and conclusion drawing, with four informants from PUPR Office staff who are directly involved in managing infrastructure complaints. The findings reveal that the implementation of the road damage complaint service at the PUPR Office of Tulungagung Regency remains suboptimal, as reflected in the low response rate to public reports—only 4% of the 23 complaints submitted via the Si Putra website were addressed. This is due to the absence of internal policy, a shortage of information technology personnel, limited budget, and insufficient public outreach, which leads to a lack of understanding among users about the complaint procedures. As a result, road damage often goes unaddressed, posing risks to road users' safety and diminishing the quality of public services. Therefore, this study emphasizes the need for internal policies that support the complaint system, the addition of human resources, and improved communication and public education to create a more responsive and efficient complaint service.

Abstract

Public transportation is an alternative to overcoming traffic problems, ranging from reducing congestion, accidents, pollution, and gas emissions. Trans Jatim is a Dinas Perhubungan Provinsi Jawa Timur program with a buy the service system in the Gerbangkertosusila region. This research aims to describe the pattern of collaboration in realizing the service in the Trans Jatim program, to increase the load factor of Trans Jatim Corridor III. The research method used is descriptive qualitative with observation, interviews, and documentation, which is analyzed using Creswell's data analysis technique. Interview activities were conducted with three informants from the East Java Provincial Transportation Office, three informants from PT Yukida Multi Sinergy, and seven informants from Trans Jatim Corridor III service users. The research results show that the collaborative governance process has been implemented to realize the service in the Trans Jatim program by increasing the load factor of Trans Jatim Corridor III. The collaborative governance process has three stages: dynamics, action, impact, and adaptation. In the dynamics of collaboration, there is an operational evaluation forum for Trans Jatim, which presents the government and operators with the results of the policy decision to transfer six bus units from the third corridor to the first corridor. Collaborative action on the policy was implemented since January 1, 2025, with adjustments to bus units and operators assigned to corridors I and III. The impact of the action realizes Trans Jatim services that are right on target, with no bus units operating empty, and the load factor of corridor III is more than 70% which means it has met the target. However, the policy led to public complaints about bus waiting times becoming increasingly long, so adaptation is needed from service stakeholders to evaluate the new policy.

Abstract

Challenges in accessing education remain a significant obstacle, especially in urban areas such as Surabaya City, which has the lowest School Participation Rate (SPR) in East Java for the 7-12 age group. One of the government's efforts to improve educational access is through the Kampunge Arek Suroboyo Friendly to Women and Children Program (KAS-RPA) under the Learning Village category. This study aims to analyze and describe the implementation of this program in Gebang Putih Village, Sukolilo District, Surabaya City, using the public policy implementation theory that involves four key factors influencing the success or failure of policy implementation: communication, resources, disposition, and bureaucratic structure. The research method is qualitative with a descriptive approach to deeply analyze and describe the program's implementation. The unit of analysis is the KAS-RPA Learning Village Program in Gebang Putih Village, with informants including representatives from DP3APPKB Surabaya City, the Village Head, the Chairperson of RW 01 Gebang Putih Village, the program coordinator, program educators, and families or parents of program participants. Data validity was tested through credibility checks using source triangulation and member checking. The findings show that the implementation of the KAS-RPA Learning Village Program in Gebang Putih Village was relatively successful. This success was measured through direct observation, in-depth interviews with program implementers, documentation, and analysis of primary data collected during the implementation process. The success was driven by effective communication, adequate availability of resources, positive disposition from the implementers, and a clear and flexible organizational structure. However, challenges remain, including limited funding to ensure sustainability and optimization of the program, as well as improving formal documentation to support future program evaluations. This study contributes to understanding the key factors in implementing educational programs that impact the improvement of access and quality of education.

Abstract

Digital transformation is an urgent necessity in public service governance to reduce administrative burdens, improve accuracy, and strengthen accountability. This study examines the recapitalization process of the Public Consultation Forum (Forum Konsultasi Publik/FKP) at the Ministry of Administrative and Bureaucratic Reform, with the unit of analysis focusing on the Deputy Assistant for Community Participation Empowerment (Asdep PPM). The objectives are to analyze the existing recap process, identify the barriers to digitalization, and formulate a strategic model aligned with the principles of the Electronic-Based Government System (SPBE). This research employs a qualitative approach with a case study design, utilizing in-depth interviews, process observation, and document analysis. The findings reveal that digital systems based on online forms, automated spreadsheets, and centralized storage improve efficiency, accuracy, and data traceability while enhancing transparency and accountability. The challenges identified include infrastructure limitations, human resource readiness, regulatory synchronization, organizational resistance, and information security concerns. Applying Kurt Lewin’s change management theory, the study highlights that the success of digital transformation depends on a consistent unfreeze–change–refreeze process within the bureaucracy. The study concludes that digitalization of FKP recap not only accelerates government responses to public input but also strengthens evidence-based policymaking, enhances citizen participation, and fosters an adaptive bureaucratic culture. The proposed strategic model can be replicated in other public service sectors to accelerate the nationwide implementation of SPBE in Indonesia.

Abstract

The use of information and communication technology in government administration can enhance. The quality of public service. Government communication plays a crucial role in maintaining public trust. Social media enables two-way communication between the government and public. This study aims to understand and analyze the government’s public relations management in effectively conveying public information, particularly through the creation of “Gen Z Dictionary” content by the Public Relation Department of the Communication and Information Technology Office (Diskominfo) of West Java Province. The researcher adopted the POAC theory, which consists of the criteria of planning, organizing, actuating, and controlling. This study employed a qualitative descriptive method, with data collected through observation, interviews, and literature review. The data analysis technique used the Miles and Huberman model. The results of the planning stage included establishing communication themes and objectives, audience mapping, determining the style of message delivery, and selecting social media platforms. In terms of organizing, the West Java Public Relations team has a functionally structured team. For actuating, content creation involves producing short videos uploaded through the Instagram Reels feature. Regarding controlling, the content production team monitors the number of views, comments, interactions (engagement), and audience responses to each published episode and evaluates the content production.

Abstract

The rapid growth of private vehicles in Semarang has not been matched by road capacity, leading to chronic congestion and declining urban environmental quality. In response, the city government introduced the Trans Semarang Bus Rapid Transit (BRT) system, complemented by feeder services since 2019 to address first mile–last mile challenges. This article aims to analyze the effectiveness of the Trans Semarang feeder in expanding accessibility, enhancing system integration, and reducing dependence on private vehicles. A descriptive qualitative approach was employed, combining in-depth interviews, participant observation, and document analysis, framed by Van Meter and Van Horn’s implementation theory and the concept of sustainable urban mobility. The findings show that feeders play a crucial role in connecting residential areas inaccessible to regular buses. However, their effectiveness is constrained by suboptimal stop locations, irregular headways, limited transit facilities, and weak integration of ticketing and information systems. The analysis highlights that feeder success depends heavily on supporting ecosystems: pedestrian access quality, service reliability, and reduced transfer penalties. Policy implications include improving micro-infrastructure, strengthening operational management, integrating fares and information systems, enhancing public communication, and diversifying funding sources. This study concludes that the Trans Semarang feeder has the potential to become a model for inclusive public transport in medium-sized Indonesian cities, provided that consistent and sustained integration strategies are implemented.
