Abstract

Artikel ini menjelaskan tentang bagaimana Collaborative Governance dalam perbaikan permukiman kumuh yang berorientasi pada permukiman yang berkelanjutan dan keterlibatan masyarakat didalamnya. Penelitian ini menggunakan metode systematic review. Dua database penelitian digunakan : Science Direct dan Scopus®. Kajian ini menemukan Collaborative Governance dalam perbaikan permukiman kumuh berupa pelibatan berbagai stakeholders baik pihak pemerintah, swasta dan lokal dalam hal ini masyarakat dalam segala tahap kebijakan / program. Model Upgrading Slum Area (Perbaikan Permukiman Kumuh) di setiap negara berbeda beda ada setidaknya 3 model yang digunakan, yaitu peningkatan keuangan mikro masyarakat, perbaikan arsitektur rumah menggunakan vernacular architecture dan pemenuhan air, listrik dan sanitasi tetapi semuanya memiliki tujuan akhir yang sama yaitu guna mewujudkan permukiman yang berkelanjutan (Sustainability City). Tidak semua negara melibatkan masyarakat dan hasilnya menujukkan bahwa keterlibatan masyarakat sebagai subjek dinilai penting dalam perbaikan permukiman kumuh ini agar perbaikan tersebut menjadi optimal.  Hanya 17% jurnal yang relevan mengungkapkan bahwa penelitian yang sangat terbatas telah dilakukan di bidang kebijakan perbaikan permukiman kumuh dan diharapkan peneliti selanjutnya membahas kebijakan permukiman kumuh khususnya di daerah yang memiliki permukiman kumuh lainnya.

Abstract

A complicated and rigid public service is a characteristic of bureaucracy.Besides that, public service that is not transparent and accountable will create a bureaucracy as an ineffective and inefficient organization. It will raise corruption, mal-administration, and service discrimination to the society. Government of Bojonegoro regency as society servant has own strategy to solve that problem. Open Government Partnership  becomes a strategy implemented by bureaucracy in Bojonegoro regency. It is because this strategy has not been implemented yet. This research is aimed to know how Bojonegoro’s bureaucracy solves the problem by using Open Government Partnership in the context of public service. This research uses an approach of electronic government and bureaucracy reformation. A qualitative-descriptive method is used in this research as a data analysis in the field. The process of collecting data is supported by observation, literature review, interview, and documentation. The result of this research is strategy of Open Government Partnership using variables such as; transparency, participation and collaboration to create a successful bureaucracy reformation. Transparency also becomes an essential value on each service and policy implementation because the government involves the society to decide a case. The government conducts some collaboration in order that all society elements can work together with them to realize bureaucracy in Bojonegoro regency.Strategy of Open Governement Partnership takes Bojonegoro regency to represent Indonesia in the event of innovation promotion of OGP in the international level.

Abstract

Kesadaran akan pentingnya kepemilikan dokumen kependudukan di Surakarta masih rendah di tahun 2017, dengan angka kepemilikan terendah yakni kartu identitas anak sekitar 62.38%, sehingga menjadi tugas dari Dispendukcapil Kota Surakarta untuk meningkatkan pelayanannya, salah satunya melalui inovasi dengan memanfaatkan teknologi, sehingga memunculkan aplikasi android yang dinamakan ?dukcapil dalam genggaman?. Tujuan penelitian ini adalah untuk mendeskripsikan pelaksanaan inovasi pelayanan kartu identitas anak melalui aplikasi ?dukcapil dalam genggaman? oleh Dispendukcapil Kota Surakarta berdasarkan tipologi inovasi menurut Perry yaitu produk (keluaran), layanan (opersional), proses (organisasional), konseptual, kebijakan, dan sistemik. Metode penelitian menggunakan deskriptif kualitatif. Sumber data diperoleh dengan wawancara dan dokumentasi, pemilihan informan pelaksana menggunakan snowball sampling, sedangkan pengguna menggunakan purposive sampling. Validitas data menggunakan triangulasi sumber. Teknik analisis data menggunakan model analisis interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa pelaksanaan inovasi pelayanan kartu identitas anak melalui aplikasi ?dukcapil dalam genggaman? dari 6 tipologi inovasi, hanya dimensi organisasional pada tipologi proses (organisasional) sistemik yang tidak memenuhi. Hal tersebut terjadi karena tidak adanya perubahan pada struktur organisasi dari dinas. Pada inovasi sitemik, masih adanya kendala jaringan yang ditemukan pada penggunaan layanan. Adanya inovasi tersebut dapat mengatasi permasalahan sebelum inovasi ini diciptakan.

Abstract

This research aimed to analyze factors that affected the acceptance of e-billing system of Surakarta tax office with Unified Theory of Acceptance and Use of Technology (UTAUT) model. The survey was done on electronic billing (e-billing) system users in Surakarta. Partial Least Square-Structural Equation Modelling (PLSSEM) was used to analyze the users? intention in adopting e-billing system. The result indicates that two UTAUT variables (performance expectancy and social influence) affect the system usage significantly. Meanwhile, the other variables like effort expectancy and facilitating conditions do not affect e-billing system adoption in Indonesia.

Abstract

Research on gender and tourism is very important at least because of three reasons. First, processes involved in tourism are constructed out of gender ideologies in the society. Second, gender relations contribute to the dynamics of the fluidity of gender identity in tourism. Finally, gender perspective is a tool for understanding the relationship between tourism and social process. Unfortunately, there have been limited studies on gender in tourism. This study offers empirical evidence of gender in tourism governance from Indonesia’s experience. It assesses the gender differences in tourism governance by proposing three variables, namely involvement, competence, and barriers to women and men involvement in tourism governance. The study was conducted in Karangayar regency in Indonesia, with the survey method as a data collection technique. No less than four hundred respondents were recruited in the survey, comprising of two hundred men and two hundred women. Mokken scale analysis was employed to analyze the collected data. Using the gendered perspective framework, the findings show three results. First, there is significant difference in the involvement of men and women in Indonesia’s tourism governance. Secondly, there is no significant difference between the competence of women and men in tourism governance. Lastly, it is found that there is no significant difference between the barriers of women and men in tourism governance. Therefore, while gender ideology still occurs in tourism governance, it has increasingly reduced.

Abstract

The online transportation has been a concern in many countries. It caused social problems with more established conventional transportation such as taxis and buses. Some countries had issued policy to regulate online transportation, while some others did not. Indonesia is facing the similar dilemmas. On one hand online transportation provides new jobs but on the other hand it adds congestion and creating threats to the conventional public transportation presence. This research is conducted to reveal the public opinion towards the continued use of online transportation. The insight of this issue might help government in deciding whether or not they are issuing a policy on online transportation. To do the research, this study used an information system (IS) model to understand the context of continuance. As the practice of IS model use in public administration research is still very limited this study will focus on the validity of IS model to be used in public administration area. Questionnaire was given to 64 respondents that were chosen using convenient sampling approach. The items of the questionnaire were built based on the well-known IS continuance model with some addition to the predictor variables. The result indicates that IS model could be used in the public administration research as most of the items in the constructs were valid and reliable. Another important finding is that government regulation is the valid predictor of public intention to reuse online transportation. This study suggests government to issue a policy to regulate online transportation, by having a balance portion on maintaining economic growth and providing social stability. Further suggestions are discussed in the paper.

Abstract

This study examines maturity level of E-Government in 35 websites government in Province Central Java. The reason for choosing the location of Central Java Province is the province has a high ICT Development Index (IP-TIK) but not in line with the high Indonesian e-government rating either. So that measuring the maturity of websites in all 35 cities in Central Java Province is important so that these regions make improvements This study uses a government maturity model, there are 5 variabels: Simple Information, Two-way Communication, Service and Financial Transaction, Integration and Political Participation. This study method uses a quantitative approach. Then, This study uses descriptive statistical analysis techniques. The result of this study is 35 websites government in Province Central Java has a level of immature maturity model. With details that of the five variables, 2 of them have a very low level of maturity and 1 of them has a medium maturity level.

Abstract

During the pandemic, several governments choose to emphasize the strict approach to immigration on their border. This approach focuses on screening, tracing, and quarantine mechanisms. One of the countries that prioritize this method rather than relying on vaccination is Taiwan. This approach is also heavily affected by information technology advancement in government. This paper will discuss the implementation of digital fencing in Taiwan, using a qualitative method and personal narrative elaboration. The informants of this study are foreigners who entered and exited Taiwan during the COVID-19 pandemic and will provide a lot of resourceful data based on their experience. The result indicates that the socio-technical approach helps Taiwan in implementing digital fencing to reduce the risk of COVID-19.

Abstract

This study investigates the effectiveness of a digital-based public service innovation targeting non-permanent population management in the Surakarta City Government, Indonesia. Using a qualitative descriptive approach, including interviews, field observations, and document analysis, the study assesses the program’s accuracy, public outreach, goal attainment, and monitoring mechanisms. The results show that the program has significantly improved data collection and service delivery for non-permanent residents, offering both online and offline registration channels. Key outcomes include shortened processing times for population-related documents and improved data integration within the local civil registry system. However, technical limitations of the digital platform and disparities in digital literacy among users present persistent challenges. This research illustrates the critical role of digital governance in enhancing public service delivery at the regional level. It emphasizes the importance of inclusive technological infrastructure, community digital readiness, and sustained administrative support in ensuring effective service outcomes. The case offers practical insights into how digital innovation can be adapted to local governance contexts in developing countries, contributing to broader discussions on administrative reform and citizen-oriented policy implementation.

Abstract

The study explores the complicated issues of women's rights and gender equality in Yemen, a nation whose deeply ingrained cultural norms and patriarchal standards limit women's participation in public life and sustain economic inequality. It seeks to advance the conversation on gender equality worldwide by offering a comprehensive analysis of the Yemeni environment and suggesting future directions for development. Using a mixed-methods approach that includes a theoretical analysis, a literature study, and an across-sectional sociological survey, the research examines gender systems locally and globally. It evaluates Yemen's women's rights situation. Results reveal a generational gap in knowledge of gender rights, with younger respondents being more informed than older generations, who were more influenced by conventional standards. Gender discrimination endures despite advancements in healthcare and education, with issues of pay inequality and violence against women being significant concerns. The report highlights the main obstacles to gender equality as patriarchal attitudes, economic inequalities, difficulties in education and the workplace, and widespread violence against women. The goal of improving women's political representation ends by promoting the creation of a Gender Equality Commission, encouraging female entrepreneurship, questioning patriarchal conventions, and putting affirmative action laws into place. It emphasises the importance of continual research and observation to evaluate how well these policies promote social justice in Yemen.
