Abstract

This city is called Batu Tourism City. Nine great modern-made tourism objects exist in this city. Four million tourist visits occur in this city. All built only since 16 years of local autonomy that they get. But many people said, "That is not ours." "We can't do anything.” “Miserable." Some authoritative actions of the local government appear to be different from the established policies. There was a conflict from communitiy elements. How exactly is the management of tourism development carried out? The results found four patterns in the management of tourism development. Tourism policy preferences regulated through participatory planning, tourism development is set to improve people's welfare, tourism development is facilitated by the Mayor and the City Government of Batu, and tourism development tends to be carried out by private capitalists through the entrance of tourism business investment. State-Centered Government Wrapped in Citizen-Centered Governance. Local autonomy that occurs is a type of autonomy in which the local government relies on its strong power to translate preferences into public policy under conditions of divergence. A type of autonomy in which public officials use the autonomy authority and the opportunities to free themselves from obstacles from social actors who have different preferences.

In fact, the employment partnership of the village government, the private sector and the community lasts quite a long time, but it has not been able to improve the quality of employment services. The results of the study show that employment partnerships are carried out by two parties, namely the village-private and public-private governments, which are based on the outcome of the agreement through an agreement, in the implementation there is no equality of position between the partners, the coordination relationship is low and there is no balance of benefits and risks. While the partnership form is similar to the build own operate, the partnership model is franchise and free market.

Abstract

This paper examines the dynamics of the implementation of decentralization in the archipelago of Sumenep Regency, related to the distribution of development and equitable distribution of community welfare. The effectiveness of regional government administration leads to the realization of community welfare. However, each autonomous region faces the challenges of different territorial conditions. Geographic conditions characterized by archipelago are a big challenge for regional governments. Difficult accessibility causes limited mobility of people and goods which results in difficulties in the implementation of public services. It is found that equitable distribution of community welfare must be encouraged through accelerating development in the archipelago. Then, there must also be an increase in the capacity of the regional government so that the implementation of development in the archipelago area can be carried out well, which in turn, welfare distribution can be realized.

Abstract

This article discusses the fulfilment of the necessary condition of institutional elements in the District of Pandeglang. Especially in carrying out its capacity as an autonomous region as well as the administrative region of the province. The purpose of this article is to provide a recommendation model in delegating the authority of the Regent to the Head of District based on empirical conditions. This study uses a qualitative approach. The results showed that in Pandeglang District, the fulfilment of the necessary condition of the district institutions such as human resources and the budget was not directly proportional to the legal authority delegated by the Regent. In addition, in the aspect of the legal authority of the Head of District is still not accommodating enough on several aspects including legislation changes, regional characteristics, the spirit of institutional strengthening in public services, and the demands for orchestration of national development programs. The aim of this literature study is to determine the relationship between institutional policies that implement high financial incentives and the employee’s intention to leave. This study is motivated by the result of previous research studies which showed high interest in resigning at the Audit Board of Republic of Indonesia (BPK). Therefore, this study proposes a framework for studying relation and impact of this higher financial incentive on their employee’s intention to leave. Based on this study, the officials can be using this finding to evaluate the implement of their policy and to take necessary approach in order to reduce high turnover rate in their institution.
