Abstract

This research was aim to analyzed the increasing management supervision capacity and project control and technical competence of human resources in Ministry of Public Works and Housing in project supervision and control division. Data was collected through interviews of three parties, which are: the supervisor of the activity organizer, the main controller of the activity and the implementing organizational unit. In addition, data was also collected by examining relevant documents at the Ministry of Public Works and Housing. The results of this research indicate that the capacity of the project supervisory and control management and technical competence in managing roads in the Ministry of Public Works and Housing have not yet been fulfilled. To fulfill the project management and supervision management capacity, four main factors are needed:  Improving the Quality of the Independent Supervision System in Works Unit (Satker) and The National Road Implementation Agency (BPJN),. The re-organization of The National Road Implementation Agency  (BPJN), of the Directorate General of Highways., Improving the quality of Human Resources (HR) Directorate General of Highways, Ministry of Public Works and Housing., To improve the quality of construction service providers (contractors and consultans). This research contributes to the improvement of the project’s supervisory and control management capacity so as to reduce the problematic packages each years, those that are late, unfulfilled quality and pass the fiscal year.Keywords: implementation of national road infrastructure, supervision and control.

Abstract

The West Java Province has for the past several years been awarded as the best performing national provincial government. One of its successes was in implementing reforms in the management of civil servants. This study uses a qualitative approach that is carried out by the case study method. The implementation of the reform of the management of Civil Servants in the West Java Province is already underway but there are still problems that must be resolved immediately so that the implementation of reforms runs more effectively. It is hoped that this research can provide suggestions for improving the practice of reforming the management of civil servants in the Government of West Java Province, Indonesia.Key Word: cicil servants reform, administratif reform, cicil servants management.

Abstract

The purpose of this study was to determine the impact of widyaiswara competencies, changes in curriculum and infrastructure to training participants' satisfaction in the Human Resources Development Agency of West Java Province. In this study all the training participants of PIM III in the Human Resources Development Agency budget for 2017 and 2018 amounted to 370 people. The total sample is 192 people, the sampling technique uses the stratified random sampling method. The location of this study is in BPSDM, West Java Province, located on Jl. Colonel Maturi KM 3.5 No. 11, West Java. The analysis technique uses Partial Least Square (PLS) Software. The results showed that the widyaiswara's competence had a significant impact on participant satisfaction. Changes in education and training curriculum have a significant impact on participant satisfaction. Education and training infrastructure facilities have a significant impact on participants' satisfaction in education and training. Widyaiswara's competencies, curriculum changes and infrastructure facilities had an impact on the satisfaction of Diklatpim III participants in the Human Resources Development Agency of West Java Province. In general, this study concluded that the new pattern of education and leadership training according to the Head of Regulation of the State Administration Agency Number 19 of 2015 received positive responses from training participants and mentors, such as direct supervisors of participants in building high performance in institutions and training participants.Keywords : widyaiswara competence, curriculum change, facilities and infrastructure, training participants satisfaction

Abstract

This research was conducted to determine the Effectiveness of Jakarta Siaga 112 Emergency Services in Fire Management by UPT. Disaster Data & Information Center of BPBD DKI Jakarta Province by paying attention to aspects contained in the Effectiveness of the Jakarta Siaga Emergency Service Program 112. The research method was carried out with a case study method with data collection techniques using interview methods and document review. Interviews were conducted on 10 (ten) key informants, document review focused on documents related to the Jakarta Emergency Alert Service 112 Effectiveness research in Fire Management. The results showed that the Effectiveness of Jakarta Siaga 112 Emergency Services in Fire Management by UPT. The Center for Disaster Data & Information BPBD DKI Jakarta Province Its effectiveness is still low, due to the Implementation of Emergency Services Jakarta Standby 112 in Fire Management implemented by UPT. Disaster Data & Information Center of BPBD DKI Jakarta Province in terms of the Target Group Understanding of the Program, the Achievement of the Program Objectives aspects, and the Program Follow-up aspects. It is recommended to continue to disseminate this Emergency Service to the public, it is necessary to increase the firm commitment of the Head of 8 SKPD related to fire management so that all units play a role in accordance with the Standard Operating Procedures (SOPs) for Fire Management and the evaluation and follow-up of program services that are held periodically 3 once a month.Keywords: Effectiveness, Emergency Services, Fire Handling

Abstract

This study aims to determine the perception of foreign tourists on vacation in IndonesiaMalaysia border region. The acceleration of development in border region is followed by the strategic steps in increasing the tourists through the management of the use of natural resources and human resources as a reflection of the frontline of the Republic of Indonesia. With the attraction of tourism can open investment opportunities, job vacancy for the poor local residents, open isolation with improved infrastructure. With Law No. 6 of 2014 regarding to the Village Autonomy in handling and managing existing natural resources and the development of village-owned enterprises as an effort to increase the community income and to handling the community services problems in the Malaysian border region as well as being a regional innovation within the framework of autonomy area. The results of the study using a qualitative approach as the main approach and quantitative approach as a supporter can be concluded that the results of the cross tabulation analysis test informants' perceptions that the distortion of tourism in the border region attracts foreign tourists with natural potential that can be used as a source of regional income. In-depth interview results show that the potential of border natural resources is exploited and tourism investment opportunities are opened by integrating the cultural, economic and environmental sectors by prioritizing the principle of inter-sectoral integration and village independence by optimizing the villages in the border region.Keywords: Perception, Tourism, Attraction, Border Areas

Abstract

The world is entering a new phase of the digital era, including Indonesia. The unification of the real world and cyberspace is a sign, where the conditions of both can influence each other (Hyung Jun, 2018). The patterns of behavior and public relations in the virtual universe gave rise to new social interactions called the Digital Society. One part of Global Megatrends has also influenced public policy in Indonesia in recent years. Critical mass previously carried out conventionally is now a virtual movement. War of hashtags, petitions, and digital community comments are new tools and strategies for influencing policy. This paper attempts to analyze the extent of digital society's influence on public policy in Indonesia. As well as what public policy models are needed. Methodology used in this analysis is qualitative descriptive. Data collection through literature studies by critical mass digital recognition in Indonesia and trying to find a relationship between political participation through social media and democracy. By processing the pro and contra views regarding the selection of social media as a level of participation, this paper finds that there are overlapping interests that have the potential to distort the articulation of freedom of opinion and participation. - which is characteristic of a democratic state. The result is the rapid development of digital society which greatly influences the public policy process. Digital society imagines being able to participate formally in influencing policy in Indonesia. The democracy that developed in the digital society is cyberdemocracy. Public space in the digital world must be guaranteed security and its impact on the policies that will be determined. The recommendation given to the government is that a cyber data analyst is needed to oversee the issues that are developing in the digital world. Regulations related to the security of digital public spaces must be maximized. Abstract

The Results of the Implementation of the Export Assistance Program by the Indonesian Export Education and Training Center (PPEI) in 2018 in Tangerang, Bandung and Surabaya, discussed about 75 participants, of which only 32 were approved as new exporters. Although this amount is 100% of the target set, but seen from the overall participants, the achievement was only 43%. This result is not commensurate with aspects of time, effort and cost. Therefore, through this research we want to know what factors must be questioned so that this program is more effective. The 3 variables translated were trainer's competence, participant motivation and curriculum. Data collection was carried out through literature study, questionnaire collection and interviews. Data analysis uses multiple regression methods, which produce facts, and have a significant effect, with the curriculum as the variable with the strongest influence. Based on these findings, it is recommended that the curriculum be more complete, in addition to increasing the competency of trainers and participant motivation.Keywords: Export, Assistance Program, Effectiveness.

Abstract

This study aimed to determine how impact of the agricultural input subsidy on farmer terms of trade in Indonesia. This study used a quantitative approach with survey method on time series data of each variable analyzed. Research variables were seed subsidy, fertilizer subsidy, paddy yield and farmer terms of trade. The data used are secondary data from 2009-2015. The analytical method employed was path analysis was applied to the analysis of the national data. The results of path analysis showed that at the national level, seed subsidies affect NTP negatively. Fertilizer subsidies analysis at the national level, also showed negative affect on NTP.Keywords: seed subsidy, fertilizer subsidy, productivity, farmer terms of trade, path analysis

Abstract

This study is aimed to analyse the commitment of Distric/City in Province governemt in West Sumatera in improving children’s social welfare in West Sumatera Province. From the analysis of West Sumatera Province government budgets for the period 2015-2018, it was found that most District/City Governments has allocated its budget for children’s social welfare programs, however the sum of the budget spent is relatively small. The findings in this paper are expected to increase understanding and provide solutions related to children's social welfare in Indonesia, especially in the West Sumatera province. Abstract

Talent management is one of the criteria for a merit system in the management of the State Civil Apparatus (ASN). Based on Law No. 5 of 2014 talent management needs to be implemented immediately, for that in research using analytical descriptive methods, the authors obtain an overview of talent management in realizing high-performance leaders, through studies at the Provincial Government of Bali. The results of interviews with resource persons, talent management is carried out in planning, recruitment, competency development, career development, promotion, succession planning to filling the position of Primary High Leaders to realize high-performance leaders, who are agile and characterized by socio-cultural values. The application of the merit system has been positively appreciated by the State Civil Apparatus Commission. Factors that influence the success of talent management include leadership commitment, job competency standards, employee competency mapping, career planning, and succession planning. Opportunities to participate in competency development, effective performance evaluation and employee talent information systems are the expectations of civil servants.Key words: Talent management, high-performance leaders, competency development, and succession planning
