Pembangunan merupakan pokok terpenting bagi sebuah negara, terutama pembangunan disektor paling bawah yaitu pemerintah desa. Pembangunan desa yang dimaksud disini adalah pembangunan desa yang melibatkan partisipasi masyarakat dan juga memberdayakan masyarakat yang ada di desa. Disetiap daerah harus memiliki kemajuan termasuk ditingkatan desa, terlebih desa yang sangat memanfaatkan potensi dari masyarakatnya. Maka dari itu suatu desa dapat maju apabila memiliki inovasi-inovasi yang baru untuk dapat mengembangkan desanya tersebut. Inovasi yang dimaksud yakni terobosan untuk dapat memajukan suatu desa yang terobosannya tersebut berupa program pelaksanaan ataupun berupa kegiatan-kegiatan yang akan atau sudah di lakukan disuatu desa. Teori yang digunakan dalam penelitian ini adalah teori dari Martin Radenakers terkait teori inovasi dan teori dari Wahyudi Kumorotomo terkait teori partisipasi. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus. Adapun teknik pengumpulan data yang dilakukan dalam penelitian ini adalah observasi, wawancara, dan dokumentasi. Informan dari penelitian ini adalah Pemerintah Desa, dan juga masyarakat Desa Dlingo. Berdasarkan hasil penelitian, bahwa Pemerintah Desa Dlingo sudah mampu memajukan Desa Dlingo dan membangun Desa Dlingo menjadi desa yang lebih baik dari sebelumnya. Karena Desa Dlingo sebelumnya dikenal dengan desa mati, namun setelah adanya inovasi yang muncul dari Pemerintah Desa terkait Desa Mart hal tersebut mengubah Desa Dlingo menjadi desa yang maju.

There is an alternative to cultivating bureaucracy. Therefore, the limitations of development financing are positioned as obstacles in the provision of public services. As a result, the provision of public services depends on the dynamics that occur in joint collaboration, between the government and the private sector. In reality, there is no market that is free from government intervention. On the other hand, market structuring is contrary to the paradigm of bureaucracy in public services. It becomes interesting then to see the meaning of public goods in public services and also the relation of the functions of services to economic functions from the collaboration between the government and the private sector. This research is qualitative-descriptive using desk-research. The results of this study indicate that the provision of public services can be quasi-public goods when there is an inability of the government to provide public services and the perceived imbalance from the use of public goods. In addition, the service functions and economic functions of the government-private cooperation can work together in providing public services.

The main problem in this paper is that there are doubts about the concept of policy network in policy studies. This doubt has been written by Dowding by debating policy networks as Methapor or Model. To that end, the article was written with the aim to discuss the development of the concept of policy network and explain the utility and limitation of the concept in explaining the policy process. Policy networks are in principle a study that seeks to explain the relationships between actors and their interests and resources in order to influence the policy process. Each actor will bring their interests and preferences and bargain between actors so that the linkage of actors form the typology of policy networks. More holistically, the utility of policy networks is directed to be able to answer the main question in network studies ie how does the network appear? How can the network remain and change? How can changes in the network occur? While the limitation of the use of the concept of policy networks is more on the empirical level that uses it in research with in-depth study because to see the complexity of actors, relationships between actors, and interests is not easy and as simple as thought.

Kabupaten Bandung Barat (KBB) merupakan Kabupaten di Provinsi Jawa Barat yang dihasilkan dari sebuah pemekaran daerah. Sebagai daerah pemekaran yang baru, Pemerintah Kabupaten Bandung Barat memprioritaskan pada peningkatan ekonomi dan pembangunan manusia di Kabupaten Bandung Barat. Hal tersebut dapat dilihat melalui Visi yang diusung oleh Bupati Kabupaten Bandung Barat saat ini yakni Aspiratif, Kreatif, Unggul dan Religius. Implementasi kebijakan adalah cara agar sebuah kebijakan dapat mencapai tujuannya. Cara tersebut ditransformasikan melalui program-program kebijakan. Kebijakan Bandung Barat Ca’ang dalam hal ini mengandung pengertian bahwa proses dan hasil pembangunan akan menjamin tersedianya akses keterbukaan isolasi bagi seluruh masyarakat terhadap sumber daya ekonomi, sosial dan budaya. Penelitian ini bertujuan untuk mengetahui pencapaian dari kebijakan Bandung Barat Ca’ang dengan menggunakan metode penelitian kualitatif. Metode penelitian kualitatif ini dilakukan dengan cara wawancara kepada subjek penelitian. Hasil Penelitian ini menunjukkan mengenai capaian dari Kebijakan Bandung Barat Ca’ang Bidang Pendidikan di Kabupaten Bandung Barat.

Public service is fulfilling the needs and needs of the community by state administrators. IMB in Cimahi City DPMPTSP, using qualitative research methods, qualitative research conducted related to researchers want to know the phenomenon that cannot be quantified that discusses research on how to work, understanding of information that varies, characteristics of goods and services, cultural procedures, and others so. Qualitative research methods are conducted by interviewing the subject. The results of this study indicate that in Cimahi DPMPTSP there are a number of problems relating to communities that do not have technical requirements and documents, Cimahi's DPMPTSP program to improve services related to socialization for the community selected for each sub-district, in accordance with building permits (IMB) , the background of Cimahi's DPMPTSP socialization was because the people who only knew of building a building and without being equipped with an IMB letter.

Implementation of e-Government in the village dear by referring to presidential instruction number 3 Implementation of e-Government Policy in Quality Improvement is still at the stage of preparing access facilities such as a limited wifi connection, as well as a lack of socialization of information sites to the public. The research method used by researchers is a qualitative research method with a desktiptif approach. Data collection techniques are carried out by means of literature studies and field studies. As for the indicators of basic values in determining the success and failure of applications that will and must be achieved in implementing e-Government there are 4 namely effectiveness, efficiency, transparency and accountability. The application of e-Government policies in Sayang Village is still not optimal in the use of communication and information technology. The Village Government unfortunately has not been effective, efficient, transparent and accountable in implementing E-Government-based governance.

Bandung Wetan District is one of the Districts in West Java Province. Camat as administrator of government, development and community in his area in the sense of coordinating the best of community empowerment activities, where the community is the main actor of development while the government is obliged to direct, guide and create an atmosphere that supports the community activities. The purpose of this research is survey research directly to the object of research with descriptive type with predetermined informants. The data in this study used data collection techniques in the form of; observation and interviews with informants. Through one of the programs issued by the Government of the City of Bandung, the Regional Development Empowerment Innovation Program (PIPPK) which aims to increase community empowerment in the context of regional development. The sub-district also participated in realizing the program. Based on the results of the study it can be concluded that the role of the sub-district through the Empowerment of Territorial Development Innovation Program (PIPPK) has not been maximally reached. The implementation of decentralization in Indonesia which has been running for ten years after the reforms have become interesting and an important momentum for reflection and evaluation of various polemics and problems that arise. The achievements of each region vary greatly in responding to the policy. This study supports analyzing health decentralization from factors: authority, regional resources, and access. The research method used is a qualitative method using phenomenology. The results of the study show how the implementation of health decentralization in Tasikmalaya Regency is as follows: Low regional capacity characterized by small Regional Original Income (PAD); Does not spur regional innovation and creativity in elaborating regional potential; Dependence on priority centers in the budget; and not yet achieved independence. Suggestions from the results of this study are the need for: meeting the minimum health sector budget, fulfilling the approval of health workers from various types of workforce, both quality and satisfaction, fulfillment of facilities and infrastructure in public health centers and public hospitals, equitable distribution and access to needed services. The findings in this study are factors of "political will" and decentralization of health. The findings in this study are beyond the three factors studied that the "political will" factor and institutional capacity also determine the success of implementing decentralization of health.

This research is motivated by the existence of irregularities in the process of Accepting New Students (PPDB) for the Family of Poor Economic Paths in every State Senior High School in Majalengka Regency so that the implementation is not on target. Based on the background, the researcher needs to know how the monitoring process of the Regional Education Office Branch of Majalengka District IX in the implementation of the program. The research method used is descriptive method through a qualitative approach. Data collection techniques carried out by field studies, literature studies, observations, interviews, and documentation. The results of the research can be seen that in the implementation of PPDB JKETM SMA there are still irregularities in the PPDB SMA in Majalengka Regency, including the lack of awareness from parents / guardians of CPDB on what rights and obligations each CPDB has, there are no specific sanctions imposed on each parties who misuse the PPDB system so that no deterrent effect is received by the parties concerned, school supervisors have not carried out the supervisory function as a whole but only preventively through socialization and only receive reports from the implementing committee, so that there are deviations from the prospective new students (CPDB) ) which is not known by the school supervisor and ultimately impedes the effectiveness of the high school PPDB supervision. Another finding is that there is no openness of supervision through the media by the Regional Education Office Branch of Majalengka District IX so that reciprocal supervision from the community and schools has not been carried out.

Australia is the closest neighbor of Indonesia. Relations between the two countries have a long history. It is undeniable that in the course of its relations Indonesia and Australia often experience conflicts. In the days of President Susilo Bambang Yudhoyono's leadership, there was a wiretapping incident by Australia against Indonesia. This raises the tension of bilateral relations between the two countries. This study aims to examine more deeply the Indonesian foreign policy related to the Australian espionage case. The research method used is a descriptive analysis method, namely research that uses a pattern of depicting the state of empirical facts accompanied by descriptive arguments that are relevant. Then, the results of the description are followed by analysis to draw analytical conclusions. President SBY as a leader played an important role in Indonesia's foreign policy, as evidenced by his tenure as President SBY took several Foreign Minister roles in approaching each dialogue partner in order to gain the Australian Government's trust in his commitment.
