Abstrak Potensi ancaman terhadap wilayah adat bisa terjadi di mana pun, tidak terkecuali pada wilayah adat kampung Kuta yang notabene selama ini memberi kontribusi terhadap pelestarian lingkungan hidup yang ada di Ciamis. Tujuan dari penelitian ini untuk menganalisis peran lembaga adat Kampung Kuta yang dikenal sebagai kampung â€œseribuâ€ larangan dalam mempertahankan nilai-nilai dan tradisi untuk melestarikan lingkungan hidup. Metode kualitatif digunakan untuk mengeksplorasi informasi guna memperoleh kejelasan makna dari setiap peran yang ditunjukkan oleh para aktor dalam melestarikan lingkungan hidup berbasis kearifan lokal. Pengujian keabsahan data dilakukan dengan menggunakan teknik triangulasi. Hasil penelitian menunjukkan bahwa peran Lembaga Adat Kampung Kuta dalam merencanakan pesan berawal dari nilai-nilai yang diwariskan secara turun-temurun dengan istilah â€œpamali. Nilai ini sangat efektif dan secara khusus memiliki implikasi positif dalam pelestarian lingkungan hidup. Kemudian peran dalam membuat pesan penyadaran masyarakat dalam melestarikan lingkungan hidup tertuang dalam nasihat-nasihat yang berkembang dari mulut ke mulut yang diwariskan dari para leluhur. Selanjutnya peran dalam menyampaikan pesan berbasis dari keluarga sehinga nilai-nilainya bisa ditanamkan sejak dini. Peran Komunitas Adat dalam mempraktikkan nilai-nilai sesungguhnya ada dalam seluruh aspek kehidupan, secara khusus peran kuncen dalam menjaga hutan keramat atau Leuweung Gede sangat menentukan dan berpengaruh terhadap kelestariannya sampai saat ini. Secara keseluruhan empat peran dalam melestarikan lingkungan hidup berbasis nilai-nilai kearifan lokal diperankan oleh kuncen, sesepuh, dan ketua adat. Kata Kunci: Peran, Lembaga Adat, Lingkungan Hidup, Kearifan Lokal.

This study examines the factors that influence youth participation in legislative elections inMaros regency in 2019. The participation of youth is as participants in the election of a political party.Based on data from the Regional Election Commission (Election Commission) Maros has recorded asmany as 105 young men involved as a legislative candidate Maros regency in 2019. The method usedin this research is qualitative method with descriptive models. The data collection was done byinterview, observation, and focus group discussion (FGD). The informants came from variousbackgrounds political parties and youth organizations. Determination of informants were chosenintentionally (purposive). This study was conducted in Maros, from December 2019 until February2020. The results showed that the factors that influence youth participation in legislative electionscontestation is divided into three: the idealism of youth, power relations and capital, as well as thesupplementary administrative requirements. 1) pertaining to the idealism of youth and youthorganizations during a student activities on campus. 2) The power relations and capital, capitalutilization and the persona of the parents of the young man to come forward to fight. 3) Complementaryadministrative requirements, relating to the regulation of elections that take advantage of youth toparticipate as election participants and carried out by a political party elite as well as the supplementaryadministrative requirements.

This study aims to explain the local government's strategy in tourism development in East Nusa Tenggara Province, with a focus on: identifying tourism potential; leading tourism areas and destinations; identification of tourism problems; and local government strategies to achieve successful tourism development. This research uses descriptive analysis method. Data were collected through literature studies and documentation studies. Data obtained from secondary data through internet footprints based on the website of the West Nusa Tenggara Provincial Government and other related institutions. The results of the study concluded that first, West Nusa Tenggara Province was able to achieve the success of tourism development through a tourism potential identification strategy; determination of leading tourism destinations; stipulation of regional tourism strategy areas; and formulation of Regional Tourism Development Master Plans; The Tourism Office's Strategic Plan and the Tourism Office's Performance Plan, second, the tourism development planning system is formulated in stages, synergies and involves multi-stakeholders; third, sustainable tourism development through changing poor villages into tourist villages; fourth, developing tourism infrastructure and supporting facilities; marketing through tourism promotion; establish partnerships; improving the quality of tourism human resources; increasing the number and quality of tourism attractions. Hasil penelitian ini adalah Konsep kapabilitas dinamis menjadi aspek yang paling esensial dalam upaya pemerintah Kota Pekanbaru untuk meraih keunggulan kompetitif yang mampu mengantisipasi pandemicCovid19 dan memanfaatkan peluang guna mendukung tercapainya tujuan yang diharapkan, sehingga dapat menghasilkan dan mengimplementasikan kebijakan adaptif (adaptive policy) melalui pengembangan dynamic capabilities (mencakup kemampuan thinking ahead, thinking again dan thinking across) pada proses pemberlakuan new normal di masa pandemic Covid19. Problem penelitian yang di angkat dalam tulisan ini yakni melihat bagaimana dampak desentralisasi pendidikan di kawasan perbatasan Pulau Kalimantan. Penelitian ini juga bertujuan untuk melihat bagaimana pelaksanaan kebijakan desentralisasi terhadap pelayanan pendidikan di wilayah perbatasan Kalimantan. Hasil dari penelitian ini menyatakan bahwa pelaksanaan desentralisasi secara signifikan tidak berpengaruh terhadap pelayanan pendidikan di wilayah perbatasan. Hal ini didasari kepada fasilitas pendidikan seperti unit sekolah, tenaga pengajar, kesadaran masyarak untuk bersekolah masih sangat memperihatinkan. Sistem rekruitmen PNS yang terpusat menjadikan kendala tersendiri bagi pemerintah daerah untuk memfasilitasi pemenuhan tenaga pengajar di wilayah perbatasan. Buruknya pelayanan pendidikan di wilayah perbatasan Kalimantan menyebabkan terjadinya hummand trafficking terhadap anak-anak, banyaknya masyarakat yang memilih eksodus, dan lunturnya nasionalisme anak-anak perbatasan yang bersekolah di Malaysia. Dengan demikian, desentralisasi belum mampu untuk memaksimalkan kontrol terhadap pelayanan public dan mencapai pemerataan pelayanan keseluruh penjuru negeri serta kesejahteraan rakyat yang demokratis. Semuanya masih dalam hal pengupayaan dengan hasil belum maksimal. Kata kunci: Desentralisasi, Pelayanan Pendidikan, Perbatasan Kalimantan.

This study aims to find out the implementation of community participation and transparency of public policy on the quality of regional budget (APBD) in the South Coastal District Health Office. factors tested in this study are Community Participation and Public Policy Transparency as independent variables. While the quality of APBD as a dependent variable. The method used in this research is descriptive method. The population in this study is all employees of the Sub Division of Finance and Sub Division of Programs and Budget of the South Coast District Health Office. The sampling technique used is using census method (saturated sample), so that the number of samples used is 36 sample data. The data collection method is carried out by distributing questionnaires to employees of the Sub Division of Finance and the Program and Budget Sub-Section of the South Coastal District Health Office. The results showed that the Implementation of Community Participation and Transparency of Public Policy on the Quality of APBD in the South Coastal District Health Office is quite good but not fully optimal, where there is still a lack of participation and transparency carried out. Penelitian ini bertujuan untuk mengetahui pengaruh pengendalian intern, kualitas laporan keuangan terhadap akuntabilitas keuangan berdasarkan adanya masalah dengan kualitas laporan keuangan yang rendah, pengendalian intern yang kurang memadai dan akuntabilitas keuangan yang rendah pada berbagai instansi pemerintah di Kota Bandung. Penelitian ini menggunakan metode deskriptif dan kuantitatif. Populasi dalam penelitian ini adalah 80 Satuan Kerja Perangkat Daerah (SKPD) yang ada di Kota Bandung dengan satuan unit keuangan dan pengawasan. Jumlah sampel dalam penelitian ini adalah 57 responden yang dipilih berdasarkan teknik simple random sampling. Uji statistik menggunakan Structural Equation Modeling (SEM) melalui pendekatan Partial Least Square (PLS) 3.0. Hasil penelitian menunjukkan bahwa kualitas laporan keuangan berpengaruh positif signifikan terhadap akuntabilitas keuangan, dan pengendalian internal berpengaruh positif terhadap akuntabilitas keuangan daerah. This study aims to see the impact of the cantrang prohibition policy issued by the Ministry of Fisheries and Marine Affairs in Brondong District, Lamongan Regency. Through the Regulation of the Minister of Marine Affairs and Fisheries Number 2 of 2015 concerning the Prohibition of Using Hela Trawl and Trawling Fishing Tools in the WPPNRI article 4 paragraph (2), the Indonesian government wants to maintain the sustainability of Indonesia's marine resources which at the same time has negative implications for the income of fishermen and other parties. others. This research is categorized into a descriptive qualitative type, the data obtained using the direct interview method, observation, and documentation that supports this research. Research shows that fishermen and related parties have suffered significant losses due to drastically reduced fish catch, which is contagious to the sluggishness of fish auction and boat building services. This Study have purpose to measure the website quality of Transparency Public Information in Pejambon Village. Website utilization in Government activity progress is the first step e-Government implementation. In Bojonegoro Regency, one of village which successfully implementing the transparency public information based on website is Pejambon Village Government. Village located in the Sumberrejo Sub-District has received many awards, in Regency, Province, and also National. It indicates that Pejambon Village Government has a good quality website, that can be an example for other village. Webqual 4.0 based on community or users perception is the method used to find out the quality of the website. This research is descriptive with quantitative approach. Results of the research showed that website quality of Pejambon Village Government based on usability, information usability, and service interaction quality dimension is in the high category. This research is aimed to explain the management strategy of the Department of Education Youth and Sports in implementing policies curriculum 2013 at the school level of junior high school in the District Karawang, which focuses on : the formulation of strategies, implementation strategies, and evaluation of strategies for the success of the policy of curriculum 2013. Methods were used in the study is that the method qualitatively with the model descriptive. Data were collected through the study of literature, observation, and interviews. The informant came from the education office and the school which consisted of principals, teachers, and students who were selected purposively. The result of this study indicate that it is in stage formulation of a strategy, basic guidelines for the implementation of the policy of the curriculum in 2013 is planning the implementation of the curriculum in 2013, strengthening the source of the power main and supporting, strengthening learning at school, and strengthening and monitoring and evaluation. Forms of socialization that is done, namely in the form of training and mentoring. In stage implementation strategy, long-term and short-term has been appropriate and in support with the availability of facilities and infrastructure that support and increase the quality of labor educator for the success of the implementation of the policy of curriculum 2013. SMP N 5 Karawang Barat become one of the pilot project of the implementation of the policy curriculum 2013. Outcome implementation of policies curriculum in 2013 can be seen on a number of quality graduates and the percentage of graduation at students of SMP N 5 Karawang Barat. In the phase of evaluation of the strategy the department has been able to overcome the obstacles that exist by way of involving teachers in activities of training, the discipline of the personnel both teachers and participants of learners more enhanced, facilities and infrastructure that is equipped.
