Abstract

The inpassing policy in functional positions is one of the instruments of various government efforts to create professional civil servants. The research method used in this research is descriptive with a qualitative approach. Data were collected through interviews, documentation and observation with the research subjects were give an policy implementers and civil servants who received the impact of the policy. The results of the study illustration that the implementation of the inpassing policy for functional positions has been running even though it has not shown any significant progress and the inpassing organizational structure has had a positive impact. Supporting Factors of the implementation of policies regarding the appointment of civil servants to functional positions through adjustments/inpassing are the extended implementation time of inpassing, government policies that require certain jobs to be carried out only by functional officials and the support of the South Barito Regency RPJMD while the inhibiting factors for the implementation of this policy are relatively minimal socialization, the process of appointment in a functional position which takes a long time and the requirements are not easy and the understanding of functional positions is minimal.The results of the research imply that the adjustment policy will provide optimal results when the socialization of the policy is also carried out optimally in addition to the goodwill of the government, both the central government and regional governments in implementing the policy in an integrated manner from the center to the regions. Abstract

This research aims to find out the effectiveness of collaborative leadership styles at STIA Tabalong by using qualitative research methods Sampling techniques using purposive sampling, i.e. chosen with specific considerations and objectives. The informants in this study are employees or academic community in STIA Tabalong. Data collection using interviews in depth. Data analysis techniques, meanwhile, use interactive models. The results showed that the collaborative leadership style at STIA Tabalong was effective. This is illustrated from the findings of research showing that the collaborative leadership style is well received by employees, increased leadership capabilities, leaders who are able to read the work climate situation, factors that influence leadership skills such as educational factors, experience, and the wide range of associations, as well as employees who are willing to adjust their way of thinking and act in the interests of together. Abstract

Penelitian ini bertujuan mengkaji Indeks Kepuasan Masyarakat terhadap pelayanan SKCK di Polres Tabalong, dimana dalam mengukur kepuasan masyarakat melalui 2 peraturan pemerintah yakni untuk mengukur IKM digunakan 9 unsur yang tertuang dalam Keputusan Menteri Negara Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 14/KEP/M.PAN/2017 tentang Pedoman Penyusunan Indeks Kepuasan Masyarakat Unit Pelayanan Instansi Pemerintah dan untuk melihat kinerja petugas pelayanan yaitu Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 38 Tahun 2012 tentang Pedoman Penilaian Kinerja Unit Pelayanan Publik. Dalam penelitian ini, tingkat kepuasan masyarakat akan lebihbanyak membandingkan harapan masyarakat dengan kenyataan dengan pihak yang memberi pelayanan yaitu dengan mengukur kinerja petugas pelayanan. Sampel yang digunakan sebanyak 100 responden yang memohon pembuatan SKCK. Hasil penelitian menunjukan bahwa Kinerja petugas pelayanan SKCK dapat meningkatkan kepuasan masyarakat di Polres Tabalong. Abstract

Tulisan ini bertujuan untuk menganalisis Strategi Bertahan Bisnis Di Tengah Pendemi Covid-19 Dengan Memanfaatkan Bisnis Digital pada usaha kecil dan menengah (UKM) yang terdaftar pada dinas koperasi, usaha kecil dan menengah kabupaten Tabalong. Meningkatnya kasus yang disebabkan oleh Covid-19 ini sangat merugikan bagi semua sektor bisnis di Kabupaten Tabalong, dikarenakan usaha yang mereka jalankan mengalami kerugian yang cukup besar serta tidak bisa berkembang. Selain itu, banyaknya pemutusan hubungan kerja (PHK) sehingga meningkatnya jumlah pengangguran yang menyebabkan menurunnya daya beli masyarakat. Salah satu strategi bisnis yang dapat digunakan oleh pelaku UMKM adalah penerapan internet dalam bidang bisnis dan perdagangan yaitu melalui pemanfaatan teknologi dengan skema digitalisasi. Strategi bisnis digital ini dengan memanfaatkan market place sebagai perantara dan menggunakan media sosial sebagai pemasarannya. Salah satu kunci keberhasilan pelaku UMKM digital di Kabupaten Tabalong yaitu harus cepat melakukan transformasi digital dalam penjualan produk dan jasanya. Dengan demikian, strategi bisnis dengan memanfaatkan bisnis digital ini dapat menjadi salah satu alternatif dalam strategi bertahan UMKM di tengah pandemi Covid-19. Penelitian ini menggunakan metode studi pustaka dengan berbagai literatur mengenai bisnis digital dan e-commerce. Dengan demikian penelitian ini berpendapat bahwa pengembangan strategi bisnis digital dapat menjadi alternatif strategi bertahan untuk UMKM di Kabupaten Tabalong pada masa pandemi Covid-19 saat ini dengan cara mendorong peran serta stakeholder dalam hal ini yaitu perusahaan swasta, Pemerintah Daerah dan juga perguruan tinggi untuk bisa menggandeng UMKM agar bisa lebih cepat untuk melakukan transformasi digital, pelaku UMKM di Kabupaten Tabalong melakukan penjualan melalui e-commerce karena konsumen sekarang ini banyak beralih ke pembelian secara online, pelaku UMKM di Kabupaten Tabalong melakukan pemasaran produk dengan memanfaatkan teknologi digital (digital marketing) untuk dapat menjangkau lebih banyak konsumen dan melakukan perbaikan kualitas produk dan kualitas pelayanannya dengan memberikan pelayanan secara online melalui delivery order. Abstract

Penelitian dilakukan bertujuan untuk mengetahui pelaksanaan evaluasi Kinerja Pegawai pada Dinas Kesehatan Kabupaten Barito Kuala. Tipe penelitian ini adalah Deskriptif kualitatif, dengan sumber data berasal dari 20 responden terhadap populasi yang ada. Teknik pengumpulan data menggunakan angket data primer. Analisa dilakukan menggunakan skala likert dengan interprestasi score untuk memperoleh hasil perhitungan akhir. Dari hasil analisa data yang dilakukan maka dapat ditarik kesimpulan bahwa Evaluasi Kinerja pegawai pada Dinas Kesehatan Kabupaten Barito Kuala berdasarkan hasil evaluasi kinerja yang dilakukan dengan parameter yang ditetapkan pada faktor Kesetiaan, Prestasi Kerja, Tanggung Jawab, Ketaatan, Kejujuran, Kerjasama, Prakarsa, dan Kepemimpinan menunjukan 62,19% dapat dikatakan baik. Untuk meningkatkan kondisi pembinaan pegawai pada Dinas Kesehatan Kabupaten Barito Kuala, maka disarankan untuk mengadakan perbaikan sistem pembinaan Pegawai, khususnya untuk Pegawai Negeri Sipil yang menduduki jabatan secara menyeluruh disegala bidang sehingga hasil yang diperoleh akan lebih maksimal. Abstract

Community satisfaction is a very important factor and determines the success of a business entity because the community is the consumer of the product or service it produces. This Community Satisfaction Index Research aims to measure the Community Satisfaction and Expectation Index towards the Corporate Social Responsibility Programs of PT. Adaro Indonesia in 2020 both partially and cumulatively in Education, Health, Real Income Level, Economic Independence, Social Culture, Environmental Management, Community Institutional Formation and Infrastructure Development. This research uses a mixed method approach (quantitative and qualitative) using indicators according to the Regulation of the Minister for Empowerment of State Apparatus and Bureaucratic Reform Number 14 in 2017 concerning Guidelines for Compilation of Community Satisfaction Surveys combined with additional indicators based on pre-survey results. The variables of this Community Satisfaction Index Survey concept consist of expectations and reality, while the data collection techniques are (1) Interview, (2) Documentation, Observation and field survey, (3) Secondary Data Collection, and (4) Focus Group Discussion. The findings of the community satisfaction survey of the beneficiaries of the Corporate Social Responsibility Programs of PT. Adaro Indonesia in 2020, namely: (1) The value of the community satisfaction survey on the Corporate Social Responsibility program of PT. Adaro Indonesia in 2020 in its Operational Area achieved an average value of community satisfaction of 86,12 and the value of community expectations of 34,52 with the service quality of the Corporate Social Responsibility program of PT. Adaro Indonesia in 2020 in its operational area is included in the "B" category with Good performance. And (2) the value of the community satisfaction survey on the Corporate Social Responsibility program of PT. Adaro Indonesia in 2020 in its Operational Area achieved an average community satisfaction score of 85,49 and a community expectation value of 33,00. The quality of service for the Corporate Social Responsibility program of PT. Adaro Indonesia in 2020 in its operational area is included in the "B" category with Good performance.

Abstract

This study aims to: (1) Know the form of the government's response to the optimization of Green Open Space Management in the City of Banjarbaru. (2) Knowing the Public Understanding of Green Open Space Management in Banjarbaru City. And (3) Knowing what are the guardians of improving the optimization of Green Open Space Management in the City of Banjarbaru. This research refers to the management indicators of J George R Terry's theory, while the method used in this research is a mixed method using a sequential type of explanation design, where in this study collect and analyze qualitative data then collect and analyze quantitative data. The results of research on optimization in the management of public green open spaces in city parks in Banjarbaru City have been running "well". This can be explained from the findings (1) In terms of planning, the Municipal Government of Banjarbaru carries out green planning and design which is packaged into a planning model of "Smart Green City for Banjarbaru". (2) In terms of utilization, it is prioritized for recreational activities, sports, and a place to study for students in nature as well as utilization as groundwater absorption to overcome flood disasters. (3) In the event that the Banjarbaru City Government guidance is carried out in the form of socialization regarding what is the use of a public Green Open Space for the community and under the supervision of the Banjarbaru City Government, an appeal and installation of notification boards so that it is not harmed, throwing garbage in the Public Green Open Space area and prohibiting the construction of houses or seizure of land without permission. Meanwhile, the obstacles found in increasing the optimization of Green Open Space Management in Banjarbaru City are: (1) there is a debate between landowners to acquire their land to become utility land or Public Green Open Space. (2) lack of public awareness regarding the use of public green open space. (3) lack of Human Resources in terms of overseeing the Green Open Space area and also the role of the Banjarbaru City Civil Service Police Unit which is lacking in overseeing the Public Green Open Space area.

Abstract

Tujuan penelitian ini adalah untuk mengetahui dan menganalisis Efektivitas Penerapan Aplikasi Sistem Keuangan Desa (SISKEUDES) di Kecamatan Muara Harus Kabupaten Tabalong. efektivitas akan terwujud jika adanya ketepatgunaan, hasil guna, menunjang tujuan (efektif dan efesien), artinya dengan adanya aplikasi sistem keuangan desa (SISKEUDES) dalam pengelolaan keuangan didesa seharusnya aplikasi tersebut mampu mendukung pemerintah dalam melakukan pengelolaan keuangan desa yang baik. Metode yang digunakan dalam penelitian ini adalah deskriptif-kualitatif. Penelitian ini dilakukan menggunakan teknik wawancara dengan 5 informan. Hasil penelitian ini menunjukan bahwa penerapan aplikasi sistem keuangan desa dikecamatan muara harus kabupaten tabalong dikategorikan efektif. Abstract

Based on the Peraturan Menteri Dalam Negeri Number 110, the Village Consultative Body has the function of supervising the performance of the Village Head, the supervision as intended is carried out through planning, implementing and reporting on the administration of village governance. In carrying out the supervisory function of the Village Consultative Body on the planning, implementation and reporting of village administration, it is intended as a preventive effort so that the village government in carrying out village government does not make deviations. This study aims to determine the function of the village consultative body in the aspect of supervision to improve village heads. This study used descriptive qualitative method. Data collection techniques used in-depth interviews, with data validity using data triangulation. The data analysis technique uses an interactive model through the stages: data condensation, data presentation, and drawing conclusions. The results showed that the function of the village consultative body in the aspect of supervision to improve the performance of the Village Head in Takulat Village, Kelua District, Tabalong Regency had been implemented "quite well".

Abstract

Semangat kerja karyawan dalam perusahaan dapat diraih jika iklim kerja dan fasilitas kerja karyawan yang bekerja dalam organisasi mengalami kemajuan atau peningkatan. Untuk mencapai semangat kerja yang diharapkan, maka organisasi sangat perlu untuk mengkaji faktor-faktor apa saja yang mempengaruhinya. Jenis penelitian yang digunakan dalam penelitian ini adalah dengan menggunakan analisis deskriptif dengan pendekatan kuantitatif dan dibantu dengan program SPSS. Hasil pengujian model menggunakan uji SPSS menunjukan bahwa Iklim Kerja memiliki pengaruh yang signifikan terhadap Semanagat Kerja, sedangkan Fasilitas kerja tidak berpengaruh pada Semangat Kerja. Sedangkan Besarnya Pengaruh kontribusi variabel Iklim Kerja dan Fasiltas Kerja terhadap Semangat Kerja adalah sebesar 73,4%, dan sisanya sebesar 26,6% yang dipengaruhi oleh variabel lain, misalnya seperti Gaya Kepemimpinan, Insentif, Lingkungan kerja, dan lain-lain. Kata kunci : Iklim Kerja, Fasilitas Kerja, Semangat Kerja
