Abstract

Digital transformation has become a key driver of change in human resource management (HRM) practices, particularly within modern organizations. This study aims to analyze the impact of digital transformation on HRM in Indonesia using a systematic literature review (SLR) approach. The research method follows the PRISMA 2020 guidelines by analyzing 30 relevant academic articles sourced from reputable databases such as Scopus, ScienceDirect, and Google Scholar, covering the period from 2015 to 2025. The findings reveal that digital transformation significantly influences HR functions, including increased efficiency in recruitment processes, employee development through digital learning, and the use of HR analytics in performance management. However, major challenges include the digital skills gap, limited technological infrastructure, and low organizational readiness in adopting digital systems. The study also highlights the importance of upskilling and reskilling strategies, as well as fostering an adaptive organizational culture to support successful digital transformation. From a theoretical perspective, this study integrates digital transformation, human capital, and dynamic capabilities frameworks to better understand changes in HRM practices. The findings are expected to contribute to the development of Digital HRM literature and provide insights for organizations and policymakers in designing adaptive and sustainable HR strategies in the digital era.

Abstract

The varying levels of environmental education and awareness in the Batulicin sub-district are thought to influence residents’ compliance with paying sanitation charges, with socio-economic status being a key factor in determining their ability and priority to make such payments, This study analyzes the effects of education level and environmental awareness on compliance with cleanliness retribution payments, with socioeconomic status as a mediating variable in Batulicin Village, Batulicin District, Tanah Bumbu Regency. The research used an explanatory quantitative design through a survey of 96 household heads selected from a population of 2,316 households. Data were collected through a Likert-scale questionnaire and analyzed statistical tests using Partial Least Square. The findings show that education level has a significant effect on payment compliance but does not significantly affect socioeconomic status. Environmental awareness significantly affects both socioeconomic status and payment compliance. Socioeconomic status also significantly affects payment compliance. For indirect effects, socioeconomic status does not mediate the relationship between education level and payment compliance, but it mediates the relationship between environmental awareness and payment compliance. These findings indicate that improving compliance requires stronger environmental awareness, socioeconomic strengthening, and more participatory cleanliness service strategies.

Abstract

Rivers constitute ecological infrastructure that supports the environmental, social, and economic functions of urban areas. However, their sustainability is increasingly threatened by urbanization, land-use change, pollution, and weak policy integration. This study aims to analyze the concept of river governance in supporting sustainable urban development through a review of river management policies in Banjarmasin City. The study employs a literature review method with a qualitative descriptive approach. The data population comprises scientific literature and policy documents related to river governance, urban water management, and sustainable development. Samples were selected purposively based on topic relevance, publication type, publication period from 2015 to 2024, and relevance to urban policies. Searches conducted through Google Scholar, ScienceDirect, and Scopus identified approximately 30 sources, including journal articles, academic books, research reports, and government documents. Data were collected through documentation studies and analyzed using thematic analysis involving identification, selection, thematic classification, pattern examination, and synthesis of findings. The results show that sustainable river management depends on institutional capacity to coordinate stakeholders and integrate spatial planning, waste management, sanitation, and flood-control policies. This study strengthens public administration scholarship and provides a practical basis for local governments to develop adaptive, collaborative, participatory, and sustainable river governance integrated into regional development planning

Abstract

Public participation is a crucial element in realizing transparent, accountable, and responsive governance. In the digital era, community interaction patterns have shifted toward a more practical and efficient digital space, including participation practices that have subsequently evolved into digital participation or e-participation. This study focuses on the digital transformation efforts undertaken by the Berangas Timur Village Government to increase community involvement and strengthen the principles of good governance. The research approach used was descriptive qualitative, with data collection techniques through interviews and observations. Informants were selected purposively to ensure the data obtained was relevant, in-depth, and in accordance with social realities on the ground. The results show that the Berangas Timur Village Government has initiated digital transformation by providing a village website and establishing digital volunteers. Although the results are not yet optimal, these steps mark the beginning of a shift towards digital-based governance.Limited infrastructure and low digital awareness among both the village government and the community are major inhibiting factors, resulting in East Berangas Village only reaching the e-informing stage, according to Macintosh's three-level e-participation typology. Therefore, community participation fostered through digital channels has not yet been fully realized, but this effort has the potential to be a strategic alternative to expand the space for village community participation in the future.

Abstract

The digitalization of village financial governance has become a crucial issue in public administration, as village governments manage substantial fiscal resources and are required to uphold the principles of transparency, accountability, participation, budgetary order, and discipline. This study aims to analyze the capacity of village apparatus in transforming financial governance through the Village Financial System (SISKEUDES) in Paconne Village, North Belopa District, Luwu Regency. This research employs a qualitative case study approach. Data were collected through interviews involving five informants, observation, documentation, and regulatory review, and were analyzed through data reduction, data display, and conclusion drawing. The findings indicate that SISKEUDES has encouraged a shift from manual financial administration to a more structured digital system, particularly in planning, budgeting, administration, bookkeeping, and reporting. However, system effectiveness remains highly dependent on the capacity of village apparatus, task distribution, technical training, and organizational adaptability. In Paconne Village, SISKEUDES operation is still concentrated in the hands of the village treasurer, while technical training for broader apparatus capacity development remains limited. These findings suggest that digital transformation in village government should not be understood merely as application adoption, but as a broader process of strengthening institutional and human resource capacity. This article contributes to public administration scholarship by positioning village apparatus capacity as a key prerequisite for successful digital governance at the village level

Abstract

Maritime decentralization in archipelagic states is often narrowly understood as the distribution of administrative authority between central and subnational governments over marine areas, without adequately considering the ecological, social, and institutional dimensions inherent in the sea as a common resource. This article aims to reconceptualize maritime decentralization by situating it within the framework of blue governance and examining the multi-level governance challenges associated with its implementation in archipelagic states, with Indonesia serving as the primary empirical reference. The study adopts a qualitative approach using a systematic-narrative literature review method, carried out through four analytical stages: screening the literature based on inclusion-exclusion criteria, extracting key concepts, conducting thematic synthesis across sources, and constructing a conceptual model. The data analyzed were drawn from 22 primary sources published between 2021 and mid-2026, comprising indexed journal articles, international institutional reports, and policy documents. The findings indicate that maritime decentralization has evolved from a model of administrative deconcentration toward substantive devolution and, at an advanced stage, toward polycentric governance involving state, market, and coastal community actors simultaneously, although this shift has not yet been matched by adequate regulatory harmonization across levels of government, sufficient fiscal capacity for island and archipelagic regions, or equitable institutional representation of customary marine communities. Based on these findings, the study produces an adaptive maritime decentralization model grounded in blue governance that integrates the vertical, horizontal, and functional dimensions of governance, supported by ecological fiscal incentive mechanisms and an integrated marine information system. This model carries implications for reconfiguring maritime governance architecture toward a more adaptive, inclusive, and resilient arrangement in archipelagic states

Abstract

This study examines the role of the Motor Vehicle Tax Surcharge (Opsen PKB) in strengthening local tax revenue in Banjarmasin City during its first year of implementation. It uses a descriptive quantitative approach and secondary data on the 2025 target and actual revenue of Opsen PKB, total local tax revenue, and Local Own-Source Revenue (PAD). The analysis measures effectiveness, contributions to local taxes and PAD, the position of Opsen PKB in the revenue composition, and an accounting decomposition of local tax growth from 2024 to 2025. Revenue from Opsen PKB reached IDR 100.62 billion against a target of IDR 95.15 billion, resulting in an effectiveness ratio of 105.75%. It contributed 20.23% of local tax revenue and 13.94% of PAD, ranking second after the Tax on Certain Goods and Services (PBJT). Its value equaled 65.96% of the nominal increase in local tax revenue. When Opsen PKB and Opsen BBNKB are excluded, local tax revenue grew by only 1.94%. These findings show that Opsen PKB materially strengthened recorded local tax revenue and PAD. However, it should not be interpreted entirely as a net increase in fiscal capacity because the surcharge replaced the previous revenue-sharing mechanism.
